it is incredible to see the power of the winds. if you just look behind me, look at this a backyard you can see the debris that has been strewn about. the national weather service little rock, arkansas into office the meteorologist had a shelter in place and had to move over there duties to the memphis office the power of this tornado because they had to make sure they were safe themselves. you know, all across the heartland of america we've had deaths due to these storms, seven deaths confirmed right now close to us to other deaths to church and in the state a state of emergency currently in place here in arkansas than in indiana three other deaths in an illinois one death because a roof collapse of a theater during a concert. tremendous destruction lives going to take a while to rebuild, guys come back to you.

thirty-six having grown up and still living in the area that used to call tornado alley, i remember getting in the bathroom or the windowless parts of the home. do you know the circumstances of these deaths as a people out on the road, outside the home? is the roof collapsing as you mentioned that when concert? do you know the circumstances is there any consistency how these people tragically lost their lives? >> we are still learning more information how these people lost their lives for it every circumstance is different. i think one thing that is notable though, is the fact that here in little rock there was one death and 30 injuries. i spoke to some police officers earlier today they thought there was going to be a mass casualty event associated with this. you do not want to say this could have been much worse it is horrible to lose just one life. but these a police officer said they thought they would be finding dozens dead here. a lot of people did do the right

♪ ♪. rachel: concerns growing over the possibly of chinese cranes being is for surveillance u.s. ports with some officials comparing the ship to shore cranes as a modern-day trojan horses. two republican lawmakers went to the port of miami to inspect the chinese tools themselves. one of those lawmakers congressman carlos gimenez a member of the house in china select committee joins us now, live from the port of miami. also congressman tell us what concerns you about these chinese owned cranes. products are couple things that concern us. number one is the software used on the screens, if it is somehow tied back to china they can get all kinds of information on what is being shipped, what's coming in, what is going out and give them a competitive advantage. the second thing is that we relight way too much on chinese and we do 7% of all the cranes in the united states are made in china. if they decide they're not going

to supplies with full parts it could disrupt our trade. those are two concerns that we have about the screens here. and also we know there was some surveillance equipment that was seen coming into the port of baltimore. again all of these things concerns about our reliance our overreliance on these chinese cranes. rachel: i get the concern but what is congress going to do about it or can you do anything to stop this? >> i've got two bills are going to try dust next looking at the issue and resolve the issue. number one is prohibit the use of any software on any of the screens. it gives grants and prohibits the purchase of any news chinese software for the cranes. it also gives the crane operators deported to have chinese software the ability they need to get off within five years. the second thing is we would subsidize comic give grants to

ports they can buy cranes not made in china. the problem going on is what china does is it basically they really undercut every other producer and they are slowly driving every other producer out of business until they are the only game in town. rachel: this is a broader concern. as we see, china is on the move in latin america. explain to me why this administration and also our state department are pushing abortion and lgbtq and not worrying about the political concerns even the commercial concerns of america and our own hemisphere. >> well look, it's this administration but frankly we have ignored our own backyard. this administration in particular is ignoring our backyard but we need to wake up at we need to reinvest in latin america, central america. look, one things we could do

bootstrap them up into felonies by saying this is in furtherance of another crime. specifically here you have a statute that says falsifying business records with intent to defraud is a misdemeanor. if it's in furtherance of another crime they can rise it up to the lowest level belly a class c felony. here, obviously we have not seen the indictment yet but everything we have heard indicates are going to try to use campaign-finance violation which is something the feds have already looked at both the u.s. attorney's office and the federal elections commission have rejected. so somehow new york state is going to have to prove to this jury and this to judge fed has got it wrong. aunt new york knows better than the feds what federal campaign finance violations our request would new york have jurisdiction over the felony of it campaign-finance violation to bootstrap this misdemeanor into a felony? >> not over the violation itself

if there was a violation which of course we don't believe that there was. so they can't charge the actual camping violation. what they can charge is falsification of business record in furtherance of that other offense. >> just to clear up any confusion i might have, wouldn't there need to be some implication of guilt on the underlying felony? it's it campaign-finance village and no one is prosecuted that. so bragg needs to make us misdemeanor and felony by saying he didn't furtherance of a crime, that felony campaign finance violation. but there is no finding of guilt is not his jurisdiction to get a finding of guilt on it. >> he would have to prove all the elements of the underlying campaign-finance violation, as well as the business records falsification. and, here's the other piece is really going to be a problem is that he has to show that's all done with an intent to defraud. now, intent to defraud is little
