victim and the suspect later this hour, but begin with a fox news alert. >> a handshake on u.s. soil in nighting the fury of xi jinping, aircraft carrier sent to the coast as the taiwan president meets with kevin mccarthy in california. we are waiting to hear from the white house and the pentagon, beijing warned the u.s. and mccarthy not to do this. >> gillian: the big question is how president biden is responding. remember, xi jinping told his military to be ready to take taiwan by 2027. just last fall, biden seemed to commit sending u.s. men and women into harm's way if it does happen. >> would u.s. forces defend the island? >> yes, if in fact there was an unprecedented attack. >> to be clear, sir, u.s. forces, u.s. men and women would defend taiwan in the event of a

china invasion. >> yes. >> john: the white house walked it back almost immediately saying the policy has not changed on taiwan. will the white house be pressed on this today? we will speak with mark esper. >> gillian: fox team coverage. aishah hasnie is live on the ground in taiwan. >> john: peter doocy is in the briefing room. expecting things to get underway any moment now. >> good to know if the president's comment still stands or that the policy has not changed. china, of course, is the big, big player in all of this, and we have been told for the last couple months that a biden-xi phone call was going to happen at some point, it has not been scheduled. with everything that you just read out, it doesn't feel like that call is getting any closer, but maybe we will hear differently here in a few minutes. something else to listen for in

this white house briefing, anything about the other big news involving the former president. there was nothing at this briefing yesterday of substance from the press secretary or from the president himself, he was asked about this and he just smiled, so he did not comment but he did react to a question about this. and it doesn't seem like they said president biden talking about that or anything today because there are no public events on his schedule. john. >> john: peter doocy as we anticipate the briefing there. thank you. >> gillian: on the ground, taiwanese residents are telling fox news how they feel about today's meeting, china's threats and whether they believe the island is actually prepared for a chinese invasion. team coverage continues now with aishah hasnie live from taipei. what are the taiwanese people telling you about their faith in the u.s., do they believe that americans will come to their aid if it comes down to it?
11:04 am
>> hey, gillian, good to see you. most folks not too confident in the u.s. and whether the u.s. would actually take any action if china were to invade. we have been talking about people here on the ground in taipei as soon as we touched down, they are extremely worried, even folks with ties to mainland china, parents, grandparents who still live there, they do not want war. >> so worried, coast -- taiwan a little country. >> are you worried about china invading taiwan? >> not worried. >> a lot of people concerned, i heard a lot of people trying to apply for immigration to other countries. >> so china already taking action this morning, taiwan's defense ministry announced a

to commit american men and women, soldiers, planes, ships, whatever to the defense of taiwan, the white house walked it back but said it again at a news conference with japan's prime minister. so, i come from the school, i've covered three presidents and come to the school, if the president says it it's policy. so, what is u.s. policy? >> that's right, john. he said it actually four times the united states would come to taiwan's assistance, i think it's the right policy and like you, my view is if the president says it, it's policy, and i don't know why each and every time the white house staff walk it back. all it does is fuel uncertainty by the chinese and what we need is less strategic am by -- ambiguity, and they know we will assist the taiwanese. >> john: with that in mind, what should biden's response be with
11:07 am
the fact a battle group happened to sail past the southern coast of taiwan? >> first and foremost, assert the principle that american officials will meet with whomever we want, wherever they want, and whenever they want, and not blusterred by the chinese. and explore additional options for more training with the taiwanese, exercises around taiwan, to kind of meet the chinese actions. we cannot let them do what the chinese are going to do and not respond. there has to be some type of response. it's what the chinese respect and probably expect as well. this is all diplomacy, how you message resolve and determination when you are trying to convey your policies. >> john: a florida congressman was on fox and friends, he said

the united states needs to stand shoulder to shoulder with taiwan. >> taiwan is a democratic country, they share our ideals and we need to make sure that xi knows that we stand with taiwan. it's no secret that the communist chinese party has eyes on taiwan, wants to reuni fiefy them. >> taiwan has ordered armaments, yet to be delivered. should it be expedited? >> prioritized and expedited, a number of things taiwan need today do, and they have done it, enscription from six months to one year, and they made the u.s. armaments to make it real. and look, with regard to what

the congressman said, i think he's spot on. and president reagan said the same thing, and it's fitting that kevin mccarthy is meeting with president tsai in simi valley. >> john: and the chinese spy balloon, an op-ed said if the president cannot uphold his duties, congress must step in. i will provide several amendments in this year's national defense authorization act to improve our homeland and missile defense protocols and capabilities. it really raises the question that was the white house, a, telling us the truth, and if they weren't, why did they allow this balloon to longer so long over u.s. territory knowing what it was doing? >> you know, john, i think i spoke with you about this when it happened, and i thought it was a mistake to assert that the

chinese got into useful intelligence and my view was we don't know until we get the equipment and do the forensics and find out what they were looking for and why. so, i'm not surprised, and i think we are going to learn more about what the chinese may have learned and begs the bigger question you raise, and senator ricker raised, why didn't we shoot it down when it was first detected, and what the senator has said, norad commander had to wait a few days before he could offer options. i think there is more going on there. i think congress will pull the thread and what happened and why, bureaucratic incompetence on our side or the white house trying to make a policy decision not to do anything that might disrupt antony blinken's meeting with the chinese in beijing. >> john: mark esper, thanks for being with us. appreciate it. what he said was troubling. if you had to -- if you needed a few days to come up with options to shoot down a balloon, how

gillian. >> gillian: first lady jill biden's office is walking back for a proposal to invite the second place team to the white house to celebrate, usually reserved for the ncaa championship game. at the time her press secretary said this, "the first lady admires how far women have advanced in sport since title 9," and raising some eyebrows. dave ruben joins us now. let's start with this. what do you think of the first lady's idea for essentially invitation she extended to the losing team to come to the white house? generous or terrible idea? >> well, putting gender aside all together, whether this was male or female sport, you don't invite the losers.
11:21 am
the winners are allowed to win and reap the benefits and get the picture with the president or the meal at the white house or the rest of it. winning does mean something. consistent with everything this administration has put out there, the sort of that everyone kind of gets the blue ribbon and we are all equal and no winners and no losers. it's and athletes want to be the best whatever the sport is, the team to be the best, we want to win the championship and get all the goodness that comes with it. gets to lift that trophy, etc. so, no, this is just silly necessary but consistent with what we get out of this white house. >> gillian: where does gender come into this? the press secretary mentioned title 9 and huge advances for female athletes in sports across the board. break that down for us. >> sure. it's sort of crazy what's going on here.
11:22 am
i mean, we have at this point now we have biological men like lia thomas winning women's swimming events when thomas was a man the year before, placed around 400 and now winning as a "female" swimmer. i should have said, exactly, the whole purpose of title 9. at the end of the day, i am not for discriminating against anybody. live your life as an adult as you see fit. i think most americans acknowledge that. wear what you want to wear, etc., etc. but when the feminist movement new is punishing biological girls by putting biological boys in their sporting events and the simple truth is we know there are biological differences, men tend to be stronger, women tend to

care more about people. men who care about things become engineers, women become nurses. it does not mean one is better than the other, it means we are different. i thought we were supposed to relish in our differences but apparently not and a shame to see this. i am seeing more and more female athletes standing up against this stuff and that is extremely good. they are the ones punished by the "feminists." >> gillian: and riley gaines responded on twitter, wrote if title 9 was so beneficial, why is the biden administration actively rewriting it to no longer prevent discrimination on the basis of sex. the people in the white house are trying to mitigate opportunities for women in sports in the guise of being inclusive. it's a 0 sum game she's saying, right? you can't offer -- unpack that. >> well, riley also gave a great speech about this, and you could

hear her voice was cracking as she talked about tying with lia thomas in a recent race and thomas ended up having to get the trophy because the ncaa wanted lia thomas to be pictured with it. riley is an absolute hero. not only a phenomenal swimmer and should be acknowledged as such, but now getting into something a lot more dangerous than swimming, getting into the political arena, getting into this culture war and standing up not only for herself, but the girls who want to be basketball players, swimmers, tennis players, etc., etc. if we go down the road where title 9 will take us, a very average nba male basketball player, 27 years old, 6'8", 250, but no good for nba and he will say he wants to be in the wnba and will change his name and grow out his hair and the wnba and jill biden and the

11:36 am
sad day for america that you have a former president who has been indicted on criminal charges. >> john: i wanted to ask you about that. legal analysts on both sides of the aisle are shocked alvin bragg went ahead with this and what your thoughts are. >> i was united states attorney, former federal prosecutor, i spent a lot of time in court and whenever you look at the indictment that's been presented, it does not make a good case for felony charge. in essence, 34 or scores of misdemeanors there, but not a felony charge that makes sense to me. it's not a case that i would have brought if i had been the federal prosecutor making a decision on this case. he used discretion, this doesn't make sense to me, it doesn't make sense to the vast majority of americans. and you mentioned whether he should step aside or not, the fact is, he is not going to step aside from the race, and there's
11:37 am
no constitutional requirement for him to, so it's going to go on and we've got to somehow during this time, john, erase the slate and say if there's not an investigation in atlanta, if there's not a special prosecutor looking at this, as difficult as all of that is, you still have a decision to make as to who's going to be the nominee for the president of the united states and i don't think america wants a biden-trump contest. >> john: you said you believed president trump should drop out of the race because his legal troubles are a distraction. after seeing the contents of this indictment, do you still feel that way? >> it's a case i would have not have brought. but when you look, the distractions, you've got, obviously, attention on the manhattan case but you've got two other investigations going on, and so we are going to be going through debates, we are
11:38 am
going to be going through discussions getting -- leading up to the caucus in iowa, and all of this turmoil in our country about the former president is going to be ongoing. i think it's important that the voice is heard about our economy, about rising energy costs, and biden's failures in that regard about the foreign policy differences that i actually have with donald trump who wants to have a weak approach to supporting ukraine. i believe we need to have a strong approach to supporting ukraine and standing against russia. these arish an -- are issues in debate but he's not going to do it. you have to go back to the substance of everything which are the differences between the candidates and how we need to focus on the decision the voters have to make. >> john: speaking of the differences between the candidates, let's look at the differences in terms of popularity as reflected in the polls.
11:39 am
new fox news poll show trump is out in front, 54%. ron desantis, 24%. you are down there at 1%. you were a hash mark prior to that but had not announced you were getting in the race. why should people, governor, vote for you? >> well, it's very early and why they should vote for me, when you look at the issues that face our country from the fentanyl crisis to border security, that's my wheelhouse. that's where i worked as head of the dea focusing on the challenges of the drug crisis, the opioid crisis in america and whenever you look at the border security i presented plans and ideas as to how to address that and close that down. whenever you look at our foreign policy, i understand the importance of a strong america and strength in america rather than weakness is what keeps russia and china in check. so those are issues that i

mike emmanuel is live in washington with details on this. mike, the big question is, how has this money been spent? >> john, some prominent lawmakers say this covid relief money has been used for so-called woke initiatives, such as implicit bias training, lgbtq+ cultural dependency, what the house oversight chair calls a waste of money. >> using taxpayers dollars to try to indoctrinate a left wing agenda on our public school students when they need to be focused on teaching the students the basics of reading, writing and arithmetic. >> the california department of education insists it is factually untrue the funds were spent as the lawmakers suggested, instead they meet the most pressing needs facing their students, ensuring they can read at grade level, supporting their mental health and supporting more teachers.
11:49 am
chairman says they spend before congress asked for the money back. >> we are going to try to get some money back, hold people accountable, we want to shine a light how some of the teachers' unions and public school systems have use taxpayer dollars inappropriately. >> now lawmakers are demanding answers from education secretary cardona. they note american students continue to suffer from learning losses due to lengthy school shutdowns, john. >> john: mike emmanuel with the latest there. thank you. gillian. >> gillian: experts are sounding the alarm on artificial intelligence. president biden saying himself earlier today the today could become dangerous. but the very folks working on the technology say it already is, and we need to pump the brakes to set some guardrails. fox business pressed the white house yesterday on this point specifically. here is a part of that exchange.
11:50 am
>> what's the time frame then for guidelines on artificial intelligence? quick -- >> i don't have a time frame to share with you. as i mentioned there, is a comprehensive process, mentioned last week, to figure out how we are going to have a cohesive federal government approach to this and this is incredibly important. >> gillian: bring in ben domenech, ben, let's start with the point put forward by artificial intelligence programmers who say the ship has sailed, the time to pause and have a nationwide discussion about the future of a.i. was like 5 to 10 years ago because at this point it's already been developed, it's out there, it's publicly available, no one is now going to put guardrails on it. the letter from the big tech, you know, executives was just some cover. what do you say to that? >> a couple different things going on here, gillian.
11:51 am
first off, i'll say to you the ship has definitely sailed. when i had the capability to go online and in a few minutes create as many different versions of a donald trump mug shot as i want to, all of which are realistic, by the way. >> gillian: and somebody did. >> and yeah, using things and many other people have done it as well. it cannot be easily controlled. and mid journey ceo gave a quote the other day saying that use of the images of xi jinping had been prevented on the platform. i thought this was kind of a dare, so i went on there myself and in about 90 seconds figured out how to break it, you have to use winnie the pooh first and then put xi jinping in the picture. >> gillian: hot tip. >> the point basically being, this thing is so far gone. there's no real way to rein it in. at the same time, i understand the impetus from both members
11:52 am
from the government and the tech executives you mentioned who would like to be able to hold back a little bit on how fast this is moving. it certainly is outpacing the control of all the different entities, corporate entities that we rely on to keep things in certain guardrails. i believe it's far too gone for that and we have to start leaning on the major individuals who are creating these products in order to try to find new ways to prevent them from engaging in areas that are really harmful, i think, could be very dangerous for us. >> gillian: i fear you are right. the big question, or one of the big questions in play is who do you want to hold the keys to humanity's future, because whoever is controlling a.i. now in its infancy is really going to control the future of humanity. do you want that to be the u.s. government, or the chinese government, obviously the answer is the u.s. government or the u.s., and then in the u.s., do
11:53 am
