neil: you as well my friend thank you for that update. lucas tomlinson at the white house. that's the former defense secretary of the night states doctor mark esper good to have you back. >> hi neil, good to be with you. you would know this far better than i, sir. i do not recall -- i don't recall military buildup but a military presence so sweeping on the part of china around taiwan. do you? what do you make of it? >> if you look operationally in the last 12 months we saw a bigger buildup last summer when speaker pelosi traveled to taiwan. i was there in taipei a couple weeks prior. i think that seven days worth of exercises they were threatening this and that. when you step back to point you made earlier, neil, china is clearly building up its military. it has the largest navy in the world, the largest army. it's increasing the size of its nuclear forces or fold by the year 2035. they have made clear that by

2035 they want to have a modern military. and their goal is to move beyond endo pacific and project power around the world. we should be concerned about that. neil: what are the rules on that median line in that taiwan he and strait, secretary? china with at least 29 aircraft and considerably more since that was posted this morning hasn't crossed repeatedly on the northern, the southern side. but again and again, what are the consequences? >> everyone agrees the taiwan strait is an international waterway. as such, international law says you draw a line midway between taiwan and mainland china and that becomes a demarcation point between those two countries. but we have seen over the last two, three, four years is china increasingly violated that rule. and pushing the boundaries of what has been acceptable over the previous decades. that is why i believe we should respond to these chinese

provocations. maybe have more u.s. navy deployment in the region. we definitely need to increase our training with the taiwanese ruby to push back on china trying to change international rules. neil: they get very close to flying directly over taiwan if they have not already but maybe they did at the time when you were there at the time of nancy pelosi's visit. the fact of the matters are flying fighter jets and firing missiles into the sea nearby china daily basis. that does not leave much room for error. something small could turn out to be a huge mistake. where does this possibly go? >> last year they made a strategic mistake last summer when they fired missiles that hit into japan's exclusive economic zone. that was another straw that prompted tokyo to make bold decisions last year end say they were going to double their defense budget and five years. and they were going to take on offensive strike capabilities. aligning far more closely with the united states.

and by the way, tokyo also recognizes chinese assault on taiwan would affect their own security for its good to see more of the allies in the region recognizing the importance of taiwan and the critical western nations pushing back against this autocracy run by the chinese cummins party. city think about it, secretary, you and i chatted about this earlier this idea of a rival currency that china is trying to shepherd together working with countries like saudi arabia, iran, russia, in the so-called brick countries with brazil. there is a move afoot right now to take the dollar out of the global reserve currency. a lot of people here say what's the big deal? why is that a big deal? >> it would be a very big deal if somehow the rn beat was to replace, which would never happen and be a substitute or an alternative to the dollar. so many transactions would

states. particulate or academic institutions. and so on one hand the administration has been a week terms of supporting our own defense the budget. they put a budget by it increases above 5%. on the other hand they done a pretty good job continuing what we began in the previous administration of sanctioning chinese companies and trying to gain some strategic autonomy like was mentioned earlier on with semi conductors and things like that. we need to continue along this force and educate the american people. neil: the american people have to be prepared if we cut ties or drastically cut imports from china things are going to get a lot pricier here is it worth that struggle? >> it will when i talk about strategic decoupling economically or talk about high end items. they went to sell us rubber doggy bones and shirts and sweaters that is fine. think american companies are finally realizing it too. the good news is the american

about the killing of cash app creator viably in san francisco. there was another dangerous attack a little more than 24 hours after that. the person who receives it was a former commission who is still in hospital after being attacked with a crowbar not too far outside his own home which was not that far from where this cash app creator himself wasn't knifed and killed earlier this past week. let's get the latest on how that investigation is going with claudia. >> neil it is just heartbreaking to see how bob lee spent the final moments of his life early tuesday morning desperately trying to get help. surveillance footage obtained by the daily mail shows a prominent tech executive right after he

had been repeatedly stabbed in the chest is staggering along the sidewalk. a bleeding, trying to flag down a driver or doorman to no avail. reportedly a kitchen knife with a 4-inch blade was found in a nearby parking lot. but police have not confirmed if that was the murder weapon and have been tightlipped about the case. >> this investigation is still the early stages. because of this we are not commenting on evidence nor police speculate on the circumstances surrounding this horrific crime. >> some of lee's french have launched a change.org to seek justice for viably and make san francisco safe again. that petition calls on city leaders to take stronger action against violent offenders and to improve public safety. lee had recently moved to miami. his friends that he did not feel safe living in san francisco anymore. he called a quote a cesspool. but he had to come back last friday for a business meeting and then he extended his trip to see friends. brought attention to a rise in violent crime including four

stabbings in four days. even in nicer parts of san francisco like rent con hill where elite was attacked spirit at a community meeting thursday night about public safety police chief bill scott said there have been good developments in this case. and he hinted an arrest could come soon. while the mayor and district attorney are promising to hold those responsible, fully accountable. neil: thank you for that claudia. in the meantime here it's not just on the west coast, the east coast and course in florida killing of those three teens but we are a teenager a 12-year-old were indeed arrested on that triple homicide in central florida. the sheriff involved says regardless of their age there is no lightning up on the potential punishment. >> the fact is, society feels it. not hold our juveniles

now? >> good morning, thanks for having me. well, we are getting closer and closer to the conclusion. as soon we have this third suspect in our custody we will be able to conduct our interviews, finalize, and put what evidence we have together. with the cooperation of soother state attorney's office in the state attorney bill. we do not have him in custody yet. but hopefully we will hear soon. neil: was there a link between these two juveniles in the third being shot, sheriff, to those who were murdered? did they know them? >> correct scott that is they link. they knew each other. they are associated with gangs and not necessarily at the time are they doing gang activity nor am i going to say the actions were specifically gang rivalry. but the way i put her in my press conference there is no

honor among thieve tragic. there is nothing good in this entire scenario pretty have six teens which is ravishing not just my community but every community across this nation. our youth are engaged in more criminal activity and then they go out there. now, i note some of your viewers are going to say they don't have a criminal history. just because we have not caught them does not mean they have not committed crimes, been part of crimes are helped in crimes. the facts the victims are three juveniles and our suspect and murders are three juveniles, there is nothing good in the scenario. neil: to impress me the most by following you and your remarks, sheriff, over the last week how blunt you are. but you do not leave any room for doubt. stepping back and looking at it starkly and simply. you refer to these individuals with no honor among thieves.

you went on to say at some point these three individuals turned on our three victims and murdered them. and i thought the simplicity of that and the powerful impact of that hit a lot of people. he is right. we are talking, they are under age of got to be careful, don't do this and don't do that. but you looked at it with the reality of the moment. and indeed they were behind us. they murdered three young pe people. >> well, neil, what i'm a simple man. i am as simplistic as possible. i do not believe in being politically correct spray do not believe in holding back. i know my community expects the truth and that's what i give them. i tell them exactly how it is. people don't like me, i can live with that. i definitely can. you know, people think that we, like myself, are hard.

we have hearts, i have kids and they understand these scenarios. but the fact is we dance around the real issues. we want to focus on one thing that has no capability. i can tie the gun did not knock on the door, walk on the room and say let's go kill somebody today. they made a conscious decision. the failure here is that we do not get to the root cause. family, our schools, and even ourselves out here in society. we in fact are enabling everything in which they do just because we do not hold them accountable. just because we minimize their actions. we do not do them justice. we are doing them harm. we are just degrading every single day in our society and these great united states of which you and i live in, neil. it is degrading. we need to go back to what our

faith and our beliefs, back to our fathers that discipline us. this is missing, neil, truly is. the foundation is there but the walls have crumbled and we need to build the backup. neil: what is disturbing all the more about this, sheriff, this is indeed the work of gangs or gang work or gangs of festering in florida. a very prevalent in the northeast and california. we do not hear too much about it in florida but it is a problem. you are worried about it, aren't you? >> absolutely i am. everybody wants to ignore it or deny it. every community has got them. no matter how big or how small there's some form form of a gang in their communities. i am here to tell you 15 years ago i would have denied it too. you would have heard me saying no, there are no gangs here, but there is. now i am not saying there to the level of the cartel.

they are just what i phrasing everybody's hit on this they are want to be gangs. they have no structure is still a gang. it's a group of them that come together how to pound on each other's chest i'm better than you, you defended me mets they are back and forth don't deny it, face it, embrace it and deal with it. neil: do you think these juveniles or whatever we want to call them, should then be prosecuted as adults? >> yes, i do to the full extent. neil: and if not if we don't prosecute them as adults what is your fear? >> the fear is what i just said earlier, we are sending a clear message to individuals like this that there is no accountability. and unfortunately, and it breaks my heart, it is a 12-year-old involved as well. his life is over.

one decision, one decision and his life is done. as he knows it. neil: sheriff, very powerful. it really did stop a nation in its tracks and it needed to be stopped in its tracks to look at violence at its core. in this case it's senseless core. as a dad myself i appreciate that. >> thank you, neil, if on the only one that's going to stand on that line i will stand on that line by myself. i'm tired. the rhetoric around this nation. i am tired of hearing this and that and nobody wants to stand up. we sit back in the shadows and just accepted or tolerated. i will be there. and i encourage people to join me. i will stand on that line if i have to buy myself. neil: keep us posted, sheriff it. thank you for taking the time and thank you for speaking the way you do but we could use a lot more that in this world.

donald trump abeyta stepped out lesson donald trump has not done that. i cannot see him doing that but what you make of it? >> full disclosure i used to work two cycles with governor asa hutchinson when he ran for election and reelection. i had experience with former governor hutchinson he is a standup guy. i think what he is saying a lot of gop voters feel the same way it is a distraction from getting elected to office and focusing on issues. the only thing i will say is asa hutchinson is the only person that stepped out of the pack to once again say bragg went too far. he also said let's call it out. let's focus on issues. this is turned into a political circus. it's time to get back to the values that republican party and

focus on the issues going forward instead of this three ring circus going on. so at least he said it. let's see if he gets a fundraising bump because so far it looks like the only fundraising bump has been for donald trump with all of the red meat surrounding the political circus. six i was thinking a little bit about what hutchinson was laying out there i could see in the debate if he is included in one. him going after the president saying why don't you step down you have had investigations who knows where we'll be in august when that debate is tentatively scheduled. but he will make it a subject in the debate. you think other candidates would or should? >> i think most candidates are going to stick with the line this is an unfair prosecution by an over zealous and politically -based prosecutor. i do not think any of the

carrots are going to depart from that. the question the republicans are going to have to decide is which candidate can get the swing voter and actually win the election. which candidate would do better job at restoring the freedom of speech and equal justice under the law. these incredible core values is under attack. if you are a candidate you are not going to attack trump over these indictments but you are going to wonder or question who is the best to go forward to solve these problems and bring the country together? >> obviously donald trump's poll numbers have gone up. his fundraising has gone up. he is this rockstar -- has remained through all of this. he could very well be the party's nominee. a lot of the big many people you talk to are not quite as convinced he could go all of the weight. i think as mark has reminded me in prior interviews do not assume that because people said the same thing back in 2016.

so your thoughts on this? >> absolutely. i was going to tell you he has used this to do unbelievable fundraising. especially with the small donor. because what they are reporting is the donations are on average $34. so to me when you see a small donor given that is momentum and that translates into votes. when you see the major donors which is sort donald trump's got problems with the major donors. you've got ken griffin who basically came out and said i am going to support desantis or my checkbook is open. you have got these types of donors. let's see what major donors that couldn't get messages out while the campaign is going on to increase their messages. let's look at larry ellison. let's see what steve wynn is going to do. some of these people have supported donald trump and some

neil: all right i do not want to rain on your easter weekend i want to remind you tax season, viewed not filed already it's monday the 17th, got to get cracking if you haven't. you better be aware of this the irs is in the process of hiring thousands of new employees. many of them agents are going to start going through returns and more aggressive basis for they say they are targeting the well-to-do and big corporations. but as a spiffy account he and his own rights and do not necessarily by all that pain joins us right now. so dan, obviously more agents and more auditors. obviously increasing number of people on the phones now to deal with questions they have. you are going to have a more active irs, period, right? >> yes we are. and neil, let me say this. i know it is unpopular but i'm going to say it anyway.

the irs needs more resources. in all of those discussions about they are hiring 87000 new agents to do audits, that is not true. the irs is in a position right now where they cannot process returns. they cannot do their job. taxpayers need assistance from the irs. they simply can't get it. so they cannot function like this. so now, over the next two years what they are saying is they are going to be hiring 20000 people. 7000 of those people are going to be involved in enforcement. but the remainder are going to be involved in advancing technology, manning the call centers, modernizing the irs. moving away from paper filing. those things are necessary. i do not think people should start to panic. and if you are not cheating on your taxes you have nothing to
