massive intelligence leak at the pentagon as the biden administration scrambles to assess the damage and contain the fallout. hello, and welcome everyone. welcome back to you, bill. >> bill: thanks for having me, bill melugin in for john roberts. u.s. officials are trying to put the pieces together how secret intelligence documents were leaked online. exposed highly sensitive info, not just on the war in ukraine but also on u.s. spy operations on some of the closest allies. possibly most alarming part of all this, the white house says, they don't know if the leak has been contained. >> sandra: american officials are attempting to sooth foreign governments and human services that may have been compromised by this unauthorized disclosure, as concern is growing, they will now be hesitant to share critical intelligence in the future. >> bill: and fox team coverage right now. retired general keith kellogg

standing by. but first jennifer griffin is live at the pentagon. what are we learning about the contents of the leaked documents? >> first, bill, it's not clear whether this leak actually came from inside the pentagon. there is new information that suggests it may have come from outside. so far 53 documents have been posted online. fox news has agreed, along with other news organizations not to publish the leaked documents, discovered last week and first reported by the "new york times." many from february 23rd and march 1st. briefings are delivered electronically and not usually printed out. if they are printed out, investigators can track where they were printed from. they have to be printed on

secured printers and numbered distributed to between 1,000 to 5,000 people with appropriate clearances. among the documents online, highly classified intelligence not part of the dod briefing books, but appeared from other intelligence agencies like the cia and nsa. it's not easily accessed by those in the pentagon and their inclusion suggests it may have come from outside the building. some of the most damaging leaks have to do with south korea, the united arab emirates, israel and egypt. one of the more damaging documents concerns egypt, received $50 billion in u.s. military aid since 1978. reporting suggests the president of egypt planned to secretly ship 40,000 rockets to russia for use in ukraine. at the same time that he was holding friendly phone calls with president zelenskyy. the documents show realtime

intelligence about the war in ukraine that may effect the upcoming spring offensive, if they believe they will run out of air defense missiles by mid may. and creates tremendous distrust among allies, something that helps russia and china. chuck schumer has requested a classified briefing for all senators on the leaked documents. >> bill: big, big, big political mess the u.s. will have to clean up. thank you. >> sandra: retired general keith kellogg, general, welcome and thanks for being here. we are watching and wondering, how do you find a leaker? >> yeah, sandra, thanks for having me. really, you don't. jennifer made a great comment, between 1 and 5,000 have access to this and not like numbered documents, briefing packets. they have to look into the slide deck they have the documents and

find out not only when that was briefed but who it was briefed to. one of the problems i've got right now with the pentagon and actually i've had it before, access control. who actually get to see documents. when you run top secret speak or special category with code words, those are very well controlled documents. you have to sign for a document before you can even look at the document so you know who has been able to read them. here they are printed out and always been a problem, the overproliferation of classified documents. are they going to find the individual, i don't think they will be able to do it. clearly took screen shots and passed them out. jennifer made some important comments. look at sources and methods and when you look in a document like this, if you are an adversary, you look at every single word on the document. is it will should may, whatever it's going to be, and find out where that came from, look at sources and methods. most of this came out of communications intelligence and

signals intelligence as well. but not only does it hurt our ability to work with our allies, now they are saying how can i trust you, but the treasure trove of information given to the adversaries is enormous. comments, running out of ammunition -- do they have the ability to press the attack going forward and attrition fight, can they wear down the ukrainians. don't look at the document itself leaked, look inside the document and how will an adversary look at that document and translate it into some type of action on their part. >> sandra: wall street journal editorial board, wartime links can sink allies. the leak hands russia vital intelligence that will complicate the ukraine decisions for the long anticipated spring offensive. may also give new confidence to vladimir putin that his force can outlast ukrainian forces. so you are talking about huge

implications here. general kellogg, we'll see what happens next. china's military has declared it's ready to fight as we continue to follow what's happening in taiwan after completing three days now of these large scale combat exercises. taiwan's foreign minister says they have enough to defend themselves, listen to this. >> does taiwan have today what it needs to defend itself? >> yes, we do. we have been procuring military arsenals from the united states for a long time. we have also been increasing our military training so that we are ready at any moment. >> sandra: general kellogg, former secretary of state mike pompeo was on the program yesterday and said we should be all in to help, and lindsey graham said u.s. troops should be ready to get involved. how far do you believe we should go to help taiwan defend against

china? >> my concern, sandra, we are going to be left on a ledge. look what the macron said out of china, a few days ago, talked about strategic autonomy, not getting involved in the china issue. and when you look at china in the western pacific, great power contribution in the rawest of forms and what china is able to do, especially militarily. building up the icbm fleet, developing a third carrier, that means they'll have more carriers than any other nation of the world besides the you state. look what they did in the recent maneuvers. actually did an assault from the eastern side of the island. why is that important? it pushes the western pacific, pushes us out of that area and look at the df19 hypersonic missile, they have 1600 mile range and travels at mach 7, 2 miles a second, we can't close the carrier battle groups. they say taiwan has all it needs, the biggest concern is

the will of this administration, it talks a big game, we used to have a mutual defense treaty with taiwan, we don't have one today. when you look at how many countries actually support taiwan, 13, with honduras just withdrawing the recognition of taiwan, and of those 13, 1 is the vatican and they don't have a lot of army or naval forces as well. i'm not sure the administration is up to the fight. that's the biggest concern i've got. it's going to come to a head in two years. i think xi looks at this as a long range effort. he's just started his third six-year term and he's going to say a window of vulnerability in two years and i think it's going to come to a head either diplomatically or militarily in two years and really into the game for us. >> sandra: big statement, general kellogg. you say not up to the fight, they are not up to a phone call. they pressed him in the white house briefing yesterday,

top brass a lot of headaches here. house republicans allege the memo targets catholics, originated in the richmond, virginia field office and the words radicalization and fbi under cover employee are also found. >> fbi in the richmond field office was looking to put sources in churches. have informants in catholic parishes. that's what they were looking to do. >> in the subpoena to director ray, jordan writes the information is outrageous and only reinforces the committee's need for all fbi material responsive to our request. and how they looked for potential sources to monitor and report on parishioners. ray did not even try to put a spin on the memo when he was asked about the in congress. >> when i first learned of the piece i was aghast. >> as you should be.

>> and we took steps immediately to withdraw it and remove it from fbi systems. it does not reflect fbi standards. we do not conduct investigations based on religious affiliation or practices full stop. >> ok, so this morning senate majority leader schumer called out former president donald trump and his calls for congress to defund the fbi. senator marco rubio responded, he said he wants schumer to include that the fbi try to infiltrate catholic churches. clearly an issue here on capitol hill and beyond and fbi spokesperson confirms they received the subpoena for fbi director wray and are working to get the committee the required documents. bill. >> bill: david spunt live at the justice department, thank you. >> sandra: there is definitely big interest in this country to get to the bottom of whether or not catholic churches were

>> sandra: right now we are awaiting the louisville police to release bodycam video from yesterday's deadly bank shooting. five people were killed, eight injured in that attack, and as the investigation moves forward, police say the 25-year-old suspect who did work at the bank was targeting certain people and that he bought his weapon legally just last week. complete coverage, special agent nicole parker will join us in a moment, but garrett, what else are we learning about the suspect? >> well, sandra, the 25-year-old suspect purchased the ar-15 weapon he used in the attack from a local dealership one week

ago today and did that legally, and apparently before this shooting he left behind some kind of a note, that's according to congressman morgan mcgarvey, also says the suspect texted or called at least one person to let them know he was suicidal and thinking of hurting himself or others before he ultimately carried out this shooting, killing five co-workers and injuring eight others. this past hour city leaders again praised the quick response of officers which they say saved lives and we'll get a chance to see that response firsthand when the officer's body camera video is released. this witness who watched the whole thing play out from across the street gives you an idea what the video will show. >> all of a sudden gunfire erupts, rifle fire, glass exploding left and right, he takes a shot to the chest, his bulletproof vest caught, knocked him down, other officers are with him and coming up from both

sides, and more gunfire continuously going off, until they took down the shooter. >> one of those officers, 26-year-old nicholas wilt was shot in the head and remains in critical condition after undergoing brain surgery. he did not hesitate in the slightest, despite only being on his fourth shift and on his tenth day on the job. the issue of gun control came up this past hour as well, city leaders call on washington to do more, but the chief medical officer of the hospital got emotional what he is seeing on an increasingly regular basis. >> it's more than tired. i'm weary. there's only so many times you can walk into a room and tell someone they are not coming home tomorrow and it just breaks your heart when you hear someone screaming mommy or daddy, it's too hard day in and day out to do that.

>> the medical team is praised for heroic actions that have saved several lives of those who are currently being treated, as well as those who have left the hospital. and sandra, we have also learned that it was officer wilt's partner, his trainer, officer galloway who ultimately shot and killed the gunman yesterday. sandra. >> sandra: heartbreaking comments from the doctor there and letting our viewers know the police department in louisville, letting us know the bodycam video footage could be available shortly. we'll bring it to the viewers when we get it. bill. >> bill: we are joined by former fbi special agent nicole parker, thanks so much for joining us. the big question right now obviously, why did the shooter decide to do this, so take us behind -- pull the curtain back from a law enforcement perspective, what are the first steps they are taking to try to figure out what the motive was here? >> thank you for having me on, this is very important for

people to understand. there's multiple layers to conducting an investigation, and there is it going to take some time. law enforcement right now is going to be looking into the motive, the grievance, and the ideation. we understand that this individual, the shooter had given a note or -- to a parent, to a friend, letting them know they intended to open fire at a bank. there is also reports that back in 2018 they may have written an essay talking about self-esteem issues, self-image issues, that they were a loner, you know. law enforcement is going to be looking into all of this, their entire history. very important to law enforcement they are going to look into, the precipitating factor that caused this or set them off. he was on the verge of being terminated, his employment -- he was looking into being fired. that could have set him over the edge. the timing of this awful, awful tragedy was that it was 8:30 in

the morning on a monday after easter. the fact that they had a conference, there was a meeting in the conference room, employees were going to be present, this shooter likely wanted people to see this, he wanted them to witness this. it's absolutely horrific. additionally, he also had it streaming live on instagram, that says a lot. this shooter wanted attention to be drawn to what he was going to be doing. almost, you know, almost seeing as legendary. it's absolutely horrific and tragic but this is just the beginning for law enforcement. they are going to be peeling back multiple layers and conducting the investigation into his motive, and i think they will be highly successful after the time to comb through the evidence they are going to be accumulating. >> bill: and we are expecting beautiful police to release the bodycam footage with the shootout some time this afternoon, don't know exactly

when it's going to happen. but based off what police have said, they got on scene in a few minutes and started shooting it out with the shooter. we just saw the nashville footage of the heroic of the officers engaging the target quickly. similar footage today with this shooting. >> i agree with you. we have not seen the bodycam footage but i can tell you the law enforcement officers are putting their lives on the line. i can think of two careers you put your life on the line every are day you go to work. a police officer, law enforcement officer, and the military. and we owe our deepest respects to them, they are willing to put their lives on the line for complete strangers. you take an oath, you are sworn in to protect and that's what they did. >> bill: takes a special person to do that job. thank you for your time. >> sandra: the bodycam footage

♪♪ >> sandra: rising crime and high taxes part of everyday life in most major american cities. three biggest metropolitan areas in the country, all led by democrat, seeing tens of thousands of residents fleeing their homes for good. in just the last year, with many of them flocking to low crime areas like arizona and texas and florida. joining us now to dig into this economic fallout, steve moore, former trump economic adviser and doug holtz-eakin, former cbo director. good to have you here. for those wanting to sort of tally it up here, throw it up on the screen, the biggest population losers is l.a. county. people are fleeing that city in droves, that county, i should say. second up, cook county, home to chicago, illinois. second biggest, queens county,

new york, kings county, new york, bronx county, new york, heading to places like florida, still, steve. perhaps not shocking, but can they turn this around if they keep electing more and more democratic leaders? >> yeah, so sandra, those numbers you just put up on the board were just for the last year, the number of people who have moved out. if you look over the last ten years, the exodus has been gigantic, one of the biggest migration tends in american history, leaving blue states and blue cities, whether it's cities like philadelphia, my hometown of chicago, san francisco, los angeles, and they are moving to you just said it, moving to texas, they are moving to florida, moving to tennessee, north carolina, i just got back from utah. utah is booming, and so it's a resulting the evidence is pretty clear of three factors. you mentioned two of them. i'm going to mention a third.

clearly the taxes are much, much higher in places like california and new york illinois, crime is out of control in the big cities and the other factor, sandra, is the schools. schools are just so awful in these cities that you can't really raise a kid, you can't raise a family in those cities. so the migration is very real and it's accelerating, it's not slowing down. >> sandra: very interesting. douglas, i fold into this, and i should put up the biggest population gainers, they are going to maricopa county in arizona, colin county, texas, polk county, florida, lee county, florida, pascoe county, etc. i fold in the story overnight and the major flagship whole foods store highly anticipated and built up in san francisco that is now being forced to shut its doors after

just one year of being open because they can't ensure the safety of the staff in those stores. that is how bad this is getting, douglas. >> yeah, i mean, that's a tragedy and really gets your attention. steve is right, people have run the numbers for a long time and the states are not a good value proposition, paying high taxes, not getting great services. but when you have to close the door because it's not safe to shop, you have a real problem on your hands, and san francisco finds itself right now. the other thing to remember, it's not just people are going to move. so are the businesses. we are seeing the exodus from california, going to see the exodus from other states as well. business has to be able to have employees who are willing to live there, have schools their employees and children are willing to go to, the tax climate where the executive wants to live, so a big deal where the economic activity will occur in the united states and it's leading these big urban

centers. >> sandra: why would you pay the high real estate, and taxes, and live in san francisco walking to a nice grocery store you can't feel safe in and they can't staff it because the workers don't feel safe to go to work in, it's what you are hearing from the residents of san francisco. >> really in a moment of psychosis to where they are not making sense, they are screaming obscenities, and you have to walk past that. >> i moved here because i love the city and it's becoming more and more disturbing to live here. >> makes me want to move to another city. >> the lack of policing definitely is taking its toll on san francisco. businesses, tourism, and us residents. >> sandra: and the businesses to add to that resident's voice, the businesses are finding other places to go as well. you don't have to look far,

cranes business, downtown empty office space, it has jumped to record highs as economic fears continue to grow. i mean this is a huge problem, axios, space for rent is high, not talking prices, but availability. open office spaces, people are finding other places to go, they don't want to go to the city centers, steve. >> it breaks my heart to see what's happening in chicago, i love chicago, i practically grew up in wrigley field and it's unlivable, and it is the crime that's caused so many problems and the outmigration. but look at those -- three cities on the west coast that were always seen as paragons of success by the left. progressive cities. you know what those were, san francisco, seattle, and portland. and all of them are in rapid decline right now, the clip that you just played by that gentleman in san francisco, you could play the same clip of

madeline kingsbury was last seen dropping her kids off at daycare on march 31, she never showed up for work or picked her kids up that day. have police found any clues at the home yet? >> good to see you. they found her wallet, phone and jacket at her house, now calling the disappearance involuntary and suspicious. a story we have been keeping our eye on a few days. madeline kingsbury was last seen 11 days ago. she dropped two young kids off at a local daycare around 8:00 this morning. she was with the kids' father at the time. investigators say she drove home and parked the van in the driveway out in winona, minnesota, but she was not seen after that. her family called police after she didn't show up for work or pick her kids up from daycare, not like her at all. her sister telling fox news she was just texting with her right before she disappeared.

now her family hoping to hear something new from police. listen. >> things are pretty close to the vest with them. they obviously don't want to jeopardize any current or future investigation. they give us what info they can. unfortunately, it's not as much as we would like to hear. >> the children's dad who has not yet been named by authorities told police he left madeline's house around 10:00 this morning and drove off in her van. surveillance cameras saw it 40 minutes away in wisconsin. he told investigators when he got back, the house was empty. hundreds have showed up to look for madeline, combing through the wooded areas and steep valleys in two counties near the house. >> we have had an outpouring of support from this community, you know, here in winona. people have come from all over the state to help search for her in person. we had thousands of people over

>> sandra: fox news alert, we are just starting to get some live images out of washington, d.c. through our affiliate there, wttg, that several people have been shot. we are being told outside of a funeral home there in washington, where our camera is set up there, that is the stewart funeral home, it's in northeast washington. reportedly the shooting broke out at 12:30 p.m. locally, not immediately clear how many people have been shot, no word of any fatalities at this time, just that several people have been reported shot outside that funeral home in washington,

d.c., just over an hour ago. the police were alerted, they have not confirmed if this shooting is tied to the funeral home. a reporter on the scene said a man was walking around on the street wearing a blood-soaked t-shirt. no details have immediately been released about the suspected shooter but police are urging people in the area according to folks at the new york post to look out for a green vehicle fleeing the scene there. multiple streets have been closed around the funeral home as this investigation is unfolding. so very few details at this hour. we are just learning of a shooting outside or inside, don't know the exact details, at this funeral home in northeast washington, d.c. as we get more information on this, we'll bring this to you. bill. >> bill: certainly keep tabs on that. gavin newsom launching a $10 million campaign to support candidates in the reddest of red
