something strange must have happened between the two that would have caused the murder to occur. >> john, thank you sir. >> thanks, trace. >> mean time, governor gavin newsom is proposing an extra one billion dollars to reduce homelessness in california, many cities here and across the nation are having a tough time dealing with that very issue. fox business correspondent kelly o grady is live with a closer look, she joins us onset. >> we actually spent all day today at a homeless camp nearby and you would have been shocked at what we saw. so we were just talking about san francisco and the epidemic here. here in los angeles, last year, 69,000 people were living on the streets and like you said it's not just here in los angeles and san francisco. this is a crisis plaguing liberal cities across the country to give you some numbers 582,000 people were homeless last year, that up 6% versus 2016. understandably businesses, residents from new york to

portland are growing increasingly frustrated but nowhere as much as california with 38% of the nation's homeless population right here. today we saw make shift shelters, rows of tents and similar encampment to what you're seeing on screen has popped up near beverly hills. you might be thinking why queen just go and clear it out? it's illegal here. police can't remove the encampments unless the neighborhood has beds for at least 60% of those on the streets. it is more complicated than relocating someone. lot of these people are struggling with addiction, some are shelter resistence, but still a lot of main has been spent on the problem, the governor touting 15 billion with little to no show. the residents are wondering where is that main going and those on the front lines warn the problem is so dire they can only play defense. >> we are the ambulance at the bottom of the cliff. by the time people go over that cliff of homelessness, the daws,
