rachel: arkansas is the latest state to restrict kids from using social media. governor huckabee sanders signed the safety act require parental consent for those under 18 to use a social media platform. applies to social media companies making more than $100 million the art requires them to use third-party age verification and slaps a $2500 fine for every minor with unsupervised access. arkansas is the second state to pass the van after utah passed a similar bill in march.

time with the suspect's sister. alexandria hoff joins us with the latest. >> reporter: there are still more questions, investigators used text messages to piece together this violent crime. they are relying heavily on an unnamed witness. fellow tech entrepreneur had the direct intent to kill bill lee who was found on a street in san francisco with multiple stab wounds, police say lee was out of the group the night before which included his sister. that witness told investigators it is unclear if they had a relationship but they heard momeni grill lee about doing anything inappropriate. there was one text exchange, her brother came down hard on him and he handled himself with class. the night of the killing police obtained surveillance video
