and brian. i do have some noise in the background here but it's just a lawn mower. far less exciting than the cheerleaders you have there, steve. today the president is going to be signing an executive order that will, quote: further embed environmental justice into the work of federal agencies. it will create a new office focused on environmental justice, also instruct agencies to look at gaps in science and data and require notification to communities in the event of a release of toxic substances and also try to protect communities from pollution. it comes just one day though after democrat senator joe manchin accused the biden administration of, in his words, liberalizing congress' efforts to stimulate sales of electric vehicles. warning energy secretary jennifer granholm that biden's approach could send money and jobs to china by loosening the administration's own rules for tax incentives to include more electric vehicles that are made with foreign sourced parts. >> we want this done in america. we don't want this overseas

because, basically, then our -- there is no urgency for our manufacturing to ever do. this that's the problem i'm having with it. if we are going to get something for it, i don't want to be relying on foreign supply chains. >> just yesterday michigan residents blasted democratic state lawmakers at a public hearing where funding was later approved to facilitate construction of a chinese-backed electric vehicle battery plant in big rapids. >> i'm certain that when taking an oath giving american dollars to a foreign company that puts our national security at risk was not in question. >> i'm angry that you have ignored the bipartisan warnings of senator jonathan lindsey and ambassadors hook central and fellow earlier this week and their pleas to evaluate the very clear and present security risk that this project poses to my community, to the state of michigan, and to the nation at large. >> the president obviously putting environmental justice front and center of his administration and maybe also his campaign. multiple outlets reported that biden is gearing up to

reannounce his re-election bid as early as next week. this is coming as a new survey from key primary state new hampshire shows about half of democratic primary voters do not want the president to run again. only 46% in that survey saying they do want it, guys. back to you. >> brian: jacqui, your gut feeling real quick, why is this happening tuesday? a lot of times you get a sense of something rolling out. do you think circumstances are pushing this up? because a week ago we were talking about waiting for the fall for this. >> well, what we're hearing, what's been reported is it would be the anniversary of his first campaign announcement. so that was the goal there but, i will say that while there has been reporting sort of speculating about why we didn't see it the state of the union and then reading into that whether it meant something, i will say that right around this time of year was always, according to my sources sort of the key target date for this administration to look at a re-election bid because it wanted to get through the state of the union, the one year

anniversary of the war in ukraine and allow house republicans to dig themselves some holes with the budget and the challenges that the new house speaker is handling there trying to wrangle his caucus. this was always sort of the date they had in mind. now apparently they are hanging it on tuesday, apparently because it is the anniversary of the president's first campaign guys. >> ainsley: he said it would be relatively soon. >> brian: we kept hearing the fall. >> see if it happens. anything could change. >> brian: all right, jacqui, thanks so much. that's going to happen on tuesday. i think, also, when you have formidable candidates like nikki haley come out and most polls she still is in single digits and then you have r.f.k. jr. with never ran for political office before that i can remember. he doesn't firmly have his family behind him has able to emerge with 14%. and with the polls that show that most democrats don't want him to run again. and the fact that he will be 86 at the end of his second term

when he is done and he doesn't exactly look like he is ready for a triathlon now. you wonder what exactly is going on behind the scenes. does he want to clear the field and make sure there is no newsom, there's nobody coming out of the woodwork that's going to give him a real run or maybe a joe manchin that says what do i have to lose? i'm trailing by double digits in west virginia, steve. >> steve: well, you know, brian, to that point, keep in mind, what happens during the primaries and we see it on the republican side and we see it on the democrat side. what you try -- what you ultimately do is you appeal to the most ardent of your supporters and so that is why it's not surprising to anybody that the president is talking about environmental justice and stuff like that. he is trying to, essentially, narrow down people's choices who propelled him four years ago to the nomination for president on the democratic side. he wants to get those people in his corner, ainsley, as quickly as possible.

and it's not surprising that he is going to do it on tuesday. because, and we have talked about this before. joe biden he is it also a very superstitious guy and he thinks since april 25th worked for him in 2019. he's going to do it again because last time, ainsley it, worked out well for him. >> ainsley: via video from the not the basement. send big donors to attend that on tuesday. >> brian: one thing different, ainsley, he has got to campaign. >> ainsley: he is going to have. to say he might decide not to. it worked for him before. they don't want him to campaign. >> brian: the pandemic is over. how you cannot campaign? >> ainsley: he will do very little. the big issue is the environment. the progressives love that topic and big issue for kamala harris will be abortion. so they also need to talk about other things that are on americans' minds and that's

inflation and that is the border and that is fentanyl and crime happening in big cities. that's why governor gavin newsom went to san francisco. he had a cabinet meeting to discuss the fentanyl crisis and homelessness and critical issues there. so he is walking the streets and a guy walked up to him. he is a resident of san francisco. and his name is j.j. smith. and the resident had a conversation with him about what he's going to do to help with this fentanyl crisis. listen to the governor's answer. he is being criticized for this. >> hey, gavin, tell me what you are going to do about the fentanyl epidemic? please my name is j.j. smith. >> what should i do, c.j. >> what are we going to do. >> i need you to tell me what we need to do. that's why i'm here. >> brian: the problem with gavin newsom is answers like that because he has none. he was mayor of that city and went into the toilet on his watch. it got worse when he left. he brought his lack of magic to

the entire state. it almost got him recalled and without any opposition, he got the job again for another four years. but, if you see what is hang in los angeles, no cops, tons of homeless, a lot of drugs, a lot of illegals, broken border, higher taxes, huge exodus. steve, this is a combination of events that doesn't seem to bother him because he vacations in montana and seems to insulate himself from the problems he helped create -- at the very least, didn't solve. >> steve: look, california is a mess. and fentanyl is a problem that is slipping over our southern border impacting not only people in california but all across the country. so, you know, it's not just a west coast problem anymore. although that's the west wing. it's an american problem. >> ainsley: there he is at the white house. that was when the president was out of town remember and he went to the white house with his coat behind him.

>> steve: measuring for drapes. ainsley: he looks presidential. he probably won't run if president biden is putting his hat in the ring on tuesday. maybe he will wait for another time. >> brian: right now he is the attack dog. goes after desantis, takes on trump. trump loves when he takes on desantis. he loves doing that but he should stay in his state and solve some problems. that will give him his best chance to be president. >> steve: you know, brian, to that point, just a quick point, ainsley, we don't know how much joe biden is going to actually be campaigning. he has -- everywhere he goes, he has the 747 behind him. all he has got to do is show up and essentially he is campaigning. that is why during a primary, what do they do? they have a bunch of campaign surrogates. i would like for gavin newsom, given the fact that he is so popular in the democratic party, he is going to be doing a lot of talking on behalf of president joe biden. >> brian: border, drugs, afghanistan, and he is going to

>> brian: footage of ufos seen active military zones and war zones. pentagon releasing this video of this object flying over the middle east in 2022. leaving officials weary this kind of activity creates high risk for unintended crossfire. here to react fox news strategic analyst general jack keane. we talked about a lot of stuff but not ufos how do you react if you are in the pentagon? >> judge jeanine: well, i think while we can identify most of these as certainly being from the earth, there are scores that we have never been able to identify despite all the advance the technology that we have. it seems to be there are some the good news is there is no adverse action being taken against us. certainly surveillance is likely what may be happening here but nothing else has ever taken

place. and that is good news. and i think, you know, as we go forward, most of these, i believe are likely explainable by adverse countries, china, russia, doing things i'm drawn many of these sightings middle east and south china sea. that seems to be explainable by something that's coming from earth and likely an adversary still at the end of the day there are things out there that we cannot explain. that's where we are we know what we don't know. we know leak last week revealed the battle plan of the upcoming surge of ukraine forces this spring. so they said they altered their plan already. yesterday we see that russia accidentally bombed own city it was occupying. we also found out through the leaks that the ukrainians had a plan to start going after russian soldiers in syria.

how critical is this spring offensive for ukraine? my humble opinion it's as critical as the first day of the war. >> oh, yeah. absolutely critical. to sustain the united states and like minded country's support for ukraine, they have got to show some progress here. and they definitely will. they formed at least nine brigades, three motorized battalions and tank battalion in each. they have been training outside of ukraine. so we got tens of thousands of additional fighters that are going to be added to the 35 brigades that ukraine already has. they will take some decisive territory when this offensive begins, even though they don't have all the tanks they need. they don't have all the artillery munitions they need. they don't have the long range missiles they want and fighters they want. despite all of those shortcomings, they will make progress. and you can bank on it in my judgment. >> brian: let's make some

progress and expand our conversation the china threat. janet yellen was saying hey, we are going to make some judgment for national security but we don't have a problem with china. we don't a trade war with china. listen. >> these national security actions are not designed for us to gain a competitive economic advantage. but we do not seek to decouple our economy from china's a full separation of our economies would be disastrous for both countries. >> brian: is this the right approach to the china threat which seems so comprehensive? >> well, i don't know anybody that is saying decouple the whole united states economy from china. anybody that looks at that knows full well that the united states would be seriously impacted by something like that. our prosperity and the qualities of life for our people would be impacted by it. but i think what everybody is saying who has looked at the national security implications is, yes, we have decouple those

things that are advancing china's one repressing its own people or two enhancing its military so it can conduct aggression throughout the world and certainly threaten the united states. those things have to be decoupled and the congress, i that's why headed up by chairman gallagher and they are in pursuit of what i just spoke about. and that is absolutely the right path to be on. >> brian: yeah. it's a big threat. i think the american people rally behind it. the u.s. pacific command is asking for $9.1 billion to deter china from taking action and we know the president is going to be visiting australia, philippines, our allies in australia, philippines, as well as south korea shortly. he has got to really galvanize that relationship. general, have a great weekend. >> yeah. same to you and the team. thank you. >> brian: all right. meanwhile, coming up on one nation. saturday night 8:00.

leaders around this nation jump on board. >> steve: he had a unof in people from florida endorse him this past week as you did. and i know that, you know, a lot of republicans are confident at this point if the election were held today but it's not. >> right. >> steve: if the election were held today, donald trump would win the nomination. but there have been a number of powerful republicans and conservatives, congressman, who have said he can win the primary but he cannot win the general election. why are you confident he could win the general? >> well, i learned a long time ago to not bet against donald trump. i am going to admit something i never admitted but the day he went down that escalator i was a little skeptical. the next year he my president. fast forward there are people think he would not be in the position he is in now. is he going to beat these indictments and people see right through these sham prosecutions and i think that the trump train is gaining in momentum. i believe can he win next year. i believe he will steam roll through the nominating process and sit back and enjoy the show.

>> ainsley: tonight the supreme court's temporary pause on the restrictions to the abortion pill comes to an end. with a decision coming today, what hangs in the balance for this controversial drug? fox news chief legal correspondent and "fox news sunday" anchor shannon bream is here with her take. good morning, shannon. >> >> shannon: good morning, ainsley. >> ainsley: i know since 2,000 when this drug was approved it's been used by more than 5 million women. then this judge he came in and

invalidated the approval of the drug on april 7th. but still on the market. women could still take this pill. what happens today? >> so we wait on the supreme court. they could decide that the pill does or doesn't remain accessible to everybody nationwide while the case on the merits that lower court case actually plays out. so, they had set a wednesday deadline. they got briefings from all sides. listen, the maker of the drug and the biden administration argue if the drug doesn't stay on the market, that there will be chaos. more than half of abortions in this country are done by this medicated abortion method. it requires this pill as part of the protocol. on the other side is arguing, listen, the texas judge got it right. the fda did not go through the proper steps to make sure that this thing was safe and effective and so it's got to be rolled back. so the clock is ticking. they have set another deadline for 11:59 eastern tonight on friday night. so we are standing by. >> ainsley: why is the supreme court evening hearing this if it's still in the lower court? >> shannon: so on the merits it's in the lower courts.

what the parties have asked for is a stay or to not have a stay. meaning leave the pill on the market while the courts are debating it on the merits. so, the initial judge in texas who put the whole thing on hold put the pill on hold said it was no good. said the fda got it wrong. he actually put his decision on hold. he said i'm going to let the appeals process play out here. so, as you rightly noted there has not been a break in access to the pill yet. everybody waits to see. the supreme court is only making this decision and last resort for the parties involved here about whether the pill can be accessed over the next months or years. it takes for that case to play out. >> ainsley: what do you think will happen today and what time will the decision come down? >> it could be any time literally in the next five minutes. we are standing by. i'm watching my phone constantly to see what we get from the court. my gut says i think that they will leave the pill the access to it open over the next few months, years, however long it takes for the case. but that's just an educated guess. they're grappling with this behind closed doors and some
