11:36 am
past few decades the v.a. has seen massive increases in funding. but structurally is not really set up, i think about with to tackle veterans suicide appropriately. the veteran suicide prevention and outreach budget is less than 1.5 of 1.of the entire record v.a. budget from last year. so mission role call is a nonprofit organization that advocates for better policy and increase funding for suicide prevention programs. mainly organizations on the ground doing lord's work trying to save veteran lives. and we really believe that it should be the v.a. number one overall priority not just their number one clinical priority because less than 50% of veterans that live in the united states out of 16 and a half million even are enrolled in v.a. and regularly use the v.a. so there's half of the population that they're just not even reaching.
11:37 am
and i don't see this issue -- making significant headway until we change the die dynamic. >> we deeply thank you for doing the lord's work cut under gop plans about 22% how do you fear that could potentially affect those who need such help? >> well first of all, i think it's important to look at the context, i understand there's 16 and a half million veterans in the united states and 65% of them are over the age of 55 and medium include of 47,000. so any talk of reducing benefits is going to worry them is going to scare them. but -- under the proposed gop plan, speaker mccarthy and the chairman of the house veterans affairs committee mike boss have both said that there will be no cuts to veterans programs under this bill. but again structurally the reality of the situation at v.a. -- the budget for v.a. has increased over 600% since 2001.
11:38 am
112% since 2014 about a decade ago and we haven't seen really any meaningful improvement in the suicide prevention or veteran suicide crisis wait times, actually jama had a study that said wait times have actually increased even with the amount of funding that v.a. gets. back logs have always remain a problem, so i don't think funding is the issue. but even if that gop version were to pass, you know, we have assurances from the speaker and the chairman that no cuts to the veteran programs. >> certainly hope speaker was correct and that they are not targeting any of these services especially but you points out that it's not enough as it is. if a vet is watching now someone in crisis. what would you say to them? you've been through this yourself you're dealing with these issues? >> yeah. my first piece of advice is reach out to somebody and if you
11:39 am
know a veteran reach out to them on a regular basis. suicide we can't point to any one thing and say this is why veterans are committed suicide so it is things namely financial stress unemployment, all manner of things. so the best way to prevent this is for community organizations and people that know veterans personally friends or family is to maintain that tight close connection, because that's really the only way that we're going you know overcome this issue. and that's why we advocate for the v.a. to put money into graduate funding for community organizations. again because they only serve 50% less than 50% of the veteran population and only so much they can do in outreach and they need to leverage these community organizations to solve this problem. eric: this past february you lost, cole, a close, deep meaningful part of your life. your service dog, tell us about

arthel: for fallout from a pengt gone classify document leak we've been reporting on to defense department report. u.s. officials fear china is building cyberweapons that could take control of u.s. satellites during wartime there are also fears that the chinese government the communist party i should say may be able to hack president biden cybersecurity program and bring in brian fitzpatrick member of the house if intelligence committee chaimplet sub committee on national intelligence and co-chair of the problemsoevers caucus good to see you nice to have you here for first of all these are unconfirmed reports but want to get your reaction and can we defend our systems if it is true? >> yeah thanks for having me arthel. you know we can't comment on any of the leak documents, obviously, that's offlimits. both on the whether they're true or not but i can tell you this

arthel you know we've been tracking ccp activities their aggression for quite some time now. and nothing should come as a surprise to anybody in america whether be currency manipulation and intek chul property theft hypersonic missile development, and attach nuclear weapons to hypersonicking there's nothing that ccp will not do to get a leg up on america and the world. when it comes to this stuff now lower orbit satellite issue that you're referring to is an area where russia and china those are the two nations that have been particularly aggressive on this front satellites have typically been used in the intelligence community in imagery and surveillance and there's now arrest weaponize satellites to take out other satellites and possibly use them as missile delivery systems. >> so again you don't want to get into so many details but can you tell us how far beyond military satellites this threat
11:48 am
could reach? >> yeah it's exactly -- typically what the satellites have been used for -- is reconnaissance imagery nro and space agency to collect data to collect evidence, and monitor movements and activity like much what we did with the russian troop build up for ukraine war that's typically what it's been used to and china trying to weaponize satellites to attach artillery to them. with the potential and potentially the intention of attaching nuclear weapons to them so it is a very dangerous we live in a very dangerous world arthel and that's why all of us on the intelligence committees everyone on the intelligence agency there's no greater existential threat the world and united states face other than the ccp arthel: would you say that beefing up our cyberdefense and

offense is priority in congreser is one piece and it has intersection with cybertechnology but people think of war they think of war in tankses and missiles. the new war front right now is in cyber. and that's what we're going see in the future is attacks that have no visible acts of violence, no bloodshed, and no finger prints. it's the new way of war in this century and that's why it is so important that we support our intelligence communitieses after it's to beef up our cybercommand including something that's senator gillibrand has a new military academy dedicated solely towards cyber so we can educate the next generation of military servicemen and women to protect us against this threat. arthel: is there
11:50 am
bipartisan muscle behind those efforts? >> there certainly is. certainly. the one thing i want to credit our chairman mike turner rank member jim on the intelligence committee, the committee is now truly bipartisan. they work together. our committee is worked together, there's no politics inside that skiff and that's a good thing that's a good development. arthel: that's great but when it comes to out of the skiff and wall so much we've seen in congress that brick wall can you get beyond that? >> well that's -- that's going to determine yeah -- the authorization of much of these piece of legislation occurs in a skiff because that's where committee meets. that's where we'll vote on this from a committee standpoint to mark it up and clear it for a full florida vote on the house and that's where work begins to try to educate members from both parties on the significance of the threat. which by the way arthel lead

into the critical issue of fisa and section reauthorization which expire at the end of this year this is a perfect segway into that conversation because we currently don't have the votes to pass that. and we have to pass it because if we don't, we will essentially be reverting there's a lot of misconception and con flags between section 707 which is entirely different we have a lot of work to do but that certainly will enter into the equation when it comes to lower -- low orbit satellites and cyber as well. >> so then let me use the last 40 seconds we have and ask you to explain to americans of difference of having big government overseeing or surveilling our personal, you know, daily, you know, errands if you will and how we live our lives versus what is needed to keep us secure from these cyberthat exwe're talking about here.
