in "the faulkner focus." americans face real economic consequences as politicians are dug in. more and more lawmakers are saying that the president and the house speaker must find common ground but the house -- the white house sounds like it is not really interested in doing that. >> this is not an issue that we will negotiate on. he is not going to negotiate over avoiding default. this is congress's constitutional duty. he will not negotiate on the debt ceiling. very clear. that isn't going the change. congress needs to avoid a default. i'll leave it there without conditions. >> harris: without conditions. that sounded like a negotiation. for their part, house democrats are now trying to use a procedural scheme to bypass speaker mccarthy's debt bill. republican senator mike lee and senior congressional correspondent chad pergram on capitol hill. let's start with the news with

chad. >> it is called a discharge petition, 218 members can go over the head of the speaker and put a bill on the floor. but democrats only have 213 votes and this gamut has only been successful twice in the past two decades. senate majority leader chuck schumer says he is open to spending cuts. lawmakers must first raise the debt ceiling. >> obviously a time to talk about that. time to discuss those cuts is not hostage taking with the debt ceiling. that's too dangerous. the time to discuss it is after yards as we do in the budget and appropriations process. >> the committee for responsible budget says it is risky not to lift the debt ceiling. >> it's nonsense to insist that this only be done as a clean debt ceiling increase. in the past many, many times we've increased the debt ceiling and through bipartisan efforts also put in place measures that would improve our debt whether it's a fiscal commission or

gang's assertion that it will go along with spending restraints in a separate budget talk. republican senator mike lee of utah is hear. ranking member of the joint economic committee serving on the budget, judiciary and energy committees. great to see you today. first of all, let's talk about this. do you trust the white house on the back end of the deal in a separate talk to talk about cutting spending? >> no, no, not at all. this is a way the white house has of saying heads we win, tails you lose. we won't fall for that. there is no chance that will work. we're using the same strategy, the same discussion, the same wisdom that joe biden himself embodied and expressed in 1984 talking about the need when approaching a debt ceiling increase to deal with actual spending problem. we need to do it now in connection with the debt ceiling bill. by suggesting that we ignore

this, he is playing chicken with the american economy. look, the house of representatives under speaker kevin mccarthy's leadership and with the help of a whole lot of republicans, they passed a really good deal. a really good compromise to increase the debt ceiling and at the same time reduce federal spending by $5 trillion over the next decade. we have a growing list of republicans signing onto a letter i prepared making clear that republican senators are not going to support bringing debate to a close on any debt ceiling bill that doesn't contain meaningful spending controls like those found in the house bill. >> harris: you know, i do want to get to this because -- i just have to say this overall. the president's approval rating. gallup looked at it. 37%. he said he would bring the nation together. what is he doing right now? >> well, he is not doing a lot to bring the nation together. unless he meant the far left wing of the democratic party.

he is tearing everyone else apart doing it by saying a lot of things that aren't true. suggesting, for example, that somehow it's irresponsible to demand spending limitations in connection with the spending bill. the opposite is true. >> harris: the "wall street journal" editorial board calls all of it chuck schumer's debt default asking where is chuck? he has denounced the house bill as dangerous with his usual nuance but if he wants to avoid the default debt, he will have to pass a bill through the senate. if he were serious about avoiding a default as he claims to be, he would sit down with house speaker mccarthy and senate minority leader mcconnell. what is your response? >> it is true. that is what he needs to do. he does have to get it through the senate. he has to achieve closure. it means as long as 41 republicans are willing to say we won't just give the president what he wants and just pass this so-called clean debt ceiling increase we'll demand

significant spending reforms in this. it cannot pass. it will not pass. he has to get in the game. this is happening. in the meantime the white house is flirting with this idea that's very dangerous. something they floated to the "new york times" today suggesting that somehow the constitution makes it illegal, unconstitutional to have a debt ceiling. this is utter science fiction fantasy. it is dangerous. they are wrong and they know they're wrong but they also know they are losing this legislative debate because the american people are demanding better as they suffer under the yoke of inflation. >> harris: i want people to understand, you hear democrats talk about this and the world will blow up. you hear republicans talk about it and they want to save the nation from pain. so there is some pain potentially there. what is it if they can't reach deal on the debt ceiling and just have a complete stand-off on all of it? >> so if there were no deal, then once we blow past what's known as the x date.

the date the treasury doesn't have any more means with which to borrow. borrowing authority having lapsed and it can't invoke extraordinary measures anymore. reported to be around june 1st according to the treasury secretary janet yellen. once we go past that date the treasury can't issue any more bonds or hold auctions or issue more instruments of debt. what that means is there would have to be a rapid prioritization of money as it comes through the door. they would pay interest on the debt first. >> harris: what does it mean for americans? sitting at your kitchen table and paying such high prices for two years since biden got into office and lost at least $8 thousand on average of salary because of inflation each year he has been in office. what does this mean? >> peril on either side. if we get to the moment where we just described where we blow past the x date all of a sudden a bunch of government programs won't be funded and great uncertainty as there is great

flexibility in the secretary of treasury to decide where the money goes. you don't know which government programs will be defunded. something we want to avoid. it is why there is a responsible way of handling this. if on the other hand if we pass a so-called clean debt ceiling bill one without any spending limitations as president biden is demanding, what that does is also horrible because what that does is perpetuate this massive biden inflation that has been harm americans. people in utah shelling out an addition a $1 thousand a month every family every month because of the biden inflation. this will get much worse if we increase the debt ceiling without constraints. >> harris: he was president of the senate as the president. that's his job for eight years. you think that he could get together with chuck schumer and work something out to get this to go to the floor. he is the one with 50 years in office experience. it is amazing and disappointing that the president of the united

states will come to the table but not negotiate. let's move on. thank you for explaining what's at stake. the senate judiciary committee held a hearing on changing the ethics of the u.s. supreme court. it was a mess. and an op-ed said it was purely a democratic party attack on court east legitimacy. republicans tore into the left for questioning the credibility and integrity of only the conservative justices. here is a taste. >> the left despises clarence thomas because he is a conservative african-american. >> today's hearing is just the next chapter in their federal power grab. >> this assault on justice thomas is well beyond ethics. >> i hope we don't have to have a justice actually killed before this body will take judicial security seriously starting with justice thomas. you make it clear justices who disagree with them will pay a price. >> harris: all right. we had a technical difficulty

come up with senator lee and we lost him but wanted to show you that because it is critical. by the way, there were no justices at that hearing. so while the democrats were attacking -- you could watch it. it was happening. clearly the conservative side and not anyone else. if there had not been republicans in the room to defend them, it would have just been their say, nothing but. all right let's move on. fox news alert. russia is claim that ukraine has tried to assassinate president vladimir putin in an overnight drone attack on the kremlin. it crashed short of its target. a german newspaper reports the ukrainian secret service launched the craft loaded with explosives supposed to hit an industrial where putin was expected to visit but blew up 12 miles away. kiev said it had nothing to do with this alleged incident and suggested it could be used as a pretext for a new russian attack

inside ukraine. senior foreign affairs correspondent greg palkot is live with more on this. greg. >> there were a lot of accusations and denials flying around. some very wild video and potentially dangerous consequences. russia saying it was a drone attack overnight on the kremlin calling it an assassination attempt on russian president vladimir putin that ukraine was responsible and they reserve the right to respond. video of the symbol of russian power being targeted by two drones including flames, explosions, debris, circulated on social media but unverified. ukraine denies it had anything to do with it. a pretext for russia to escalate to increase its war against ukraine. they say putin was unharmed by the alleged attack and at his residence away from the kremlin. they ran video of him today meeting with officials to prove it. the government of zelensky who

was in finland saying such an attack would add nothing to its own military efforts against russia. as for washington, harris, secretary of state blinken saying he can't validate any of the claims adding anything coming from the kremlin needs to be taken with a large shaker of salt. democratic senator chris murphy calling the moscow story fantastic say it could be a false flag and self-inflicted to justify further actions. either an attack orchestrated by kiev or ukraine sympathizer inside russia. there have been drone attacks in russia before or some elaborate twisted scheme by moscow. right now we can't rule anything out. still checking through it all. back to you. >> harris: appreciate the reporting. thank you, greg. the white house refuses to call it a crisis. this wouldn't be the first time. however, apparently bracing now for a flood of illegal immigrants. it plans to call 1500 men and

shooting happened on friday. authorities say he didn't put up a fight when they found him, just miles from the initial crime scene. they got a tip from the f.b.i. hotline which led them to a house in cleveland, texas, where they located the suspect hiding in a closet under a pile of laundry. what a coward. he is accused of murdering five of his neighbors including a 9-year-old child. neighbors were asking him to stop making so much noise with his gun. he killed them allegedly. he is being held on $5 million bonds. border towns are taking matters into their own hands. title 42 health restriction is ending eight days from now. three cities in texas have declared states of emergency as thousands of illegal immigrants are streaming in daily. and expected to get worse. the white house refuses to admit there is even a crisis going on there but it did approve the

former military herself, just trying to talk about they will pull those troops back. they won't be actually on the border so that agents can do more processing and the like. the problem we're facing, richard, all those tens of thousands of people who go around the checkpoints. now they will flood in and we have nothing. we got nothing to stop them because we're outnumbered. >> thanks for having me, harris. i think you have three questions what should we be doing in this moment? one it's good to see the biden administration is finally sending troops there. congress needs to come to washington and we need to actually pass a bipartisan bill that can include border security but also needs to include a modernization to the immigration system so we don't have to deal with this influx of folks crossing the border and apply for asylum in your home country or more immigration judges to deal with the backlog of asylum cases is how you secure the border. that's what needs to happen more than anything else. >> harris: it is interesting to

hear you say use the internet. the app the president is boasting about, that that will help, there are so many complaints that you have people south of border now angry at our federal government. not even citizens and angry at our federal government because the app doesn't work. this is just basic mess. doug, quick and we'll move forward. >> this will be a surprise but rich and i agree. we can have a bill in congress. some are the things that need to happen. legal immigration and asylum is broken. overstays of visas. you also have to have a border policy that says you aren't welcome unless you come legally. >> harris: republicans accusing secretary of state blinken lying under oath about emailing with hunter biden. senators chuck grassley and ron johnson wrote a letter to blinken just this week laying out what they call his false statements to the senate in december of 2020.

as we heard yesterday, the secretary of state blinken denies having anything to do with the infame otherwise letter calling hunter biden's laptop disinformation. >> with regard to that letter, i didn't -- wasn't my idea, didn't ask for it or solicit it. i think the testimony that the former deputy director of the c.i.a. mike morrell put forward confirms that. >> harris: chairman led by republican jim jordan, that committee firing back saying quote, transcript doesn't lie. blinken's call helped set it in motion. and the drip drip doesn't stop. fox news learned of new 2011 emails revealing that hunter biden helped his business associates get access to vice president biden. richard, the president has said over and over again he never had anything to do -- didn't know of anything with these business associates.

didn't know of his son's business dealings. but now there are receipts he met with them. >> since 2018 senate republicans have been investigating hunter biden. after that since the republicans took control of the house of representatives they've been coming on. >> harris: just approach the receipts that were just thrown into the public sphere about the fact that the secretary of state -- we'll start with the president. the president actually met with hunter biden's business association. >> what you have happening here over and over again is republicans pointing to the drip of evidence on hunter biden. my point is if you have it and you have all this evidence, call a hearing. subpoena hunter biden and when you are done send recommendations to the justice department who have an investigation open against him. until then don't come on air and do segment after segment talking about drip, drip, drip and do nothing about it. that's what we've seen for the past couple of months and since 2018 when republicans opened up

not renew two leases for two department stores in san francisco. that covers around 350,000 square feet of space in the city. the chief of stores jamie nordstrom told employees in an email the dynamics of the downtown san francisco market have changed dramatically over the past several years. impacting customer foot traffic to our stores and our ability to operate successfully. and the owner of the mall of westfield told the san francisco chronicle in a statement that the closure, quote, underscores the deteriorating situation in downtown san francisco. a growing number of retailers and businesses are leaving the area due to the unsafe conditions for customers, retailers, and employees. nordstrom is the third business to announce plans to leave the un

union square area following anthropology. they are the 20th business planning to leave the area since 2020 according to reports. the business's closure is adding to concern about san francisco's trajectory. crime soaring, residents leaving. workers remaining remote. vacancy rates are record highs and diminished tax revenue. some say in the city the solution starts with boosting the police force. according to city stats the police department is down about 340 officers since 2020 spelling a big problem for getting crime under control, harris. back to you. >> harris: it's one of those cities that defunded the police. laura ingraham took a wack through the city's tender loin neighborhood. >> i'm 30 years. i have a family, husband and

expecting to see that. that's extremely a sad set of circumstances and unfortunately reminds me so much of people i know and love and grew up with. you know, we know just from the evidence that was presented just a couple years back that now 100,000 americans have died within a year's time over an overdose of a drug. we've seen policies pushed in places like san francisco. you've seen national policies where the biden administration have come out with the drug kits for smoking crack cocaine. it is not right, not okay and also influencing the greater issues that we're seeing in san francisco, chicago, baltimore and across the country. crimes, violence which a lot of folks aren't seeing justice for. it has to come to an end. it will take a community who refuses to accept what has been given to them and we have not seen that kind of response from these communities across the country. >> harris: that's so true. when you look at what happened

in your hometown of chicago. the voters had a choice. they didn't have to go farther to the left. i mention we get on planes and come back to our homes. it is in these cities, too, right? it is all over the countries. new numbers are showing that murders are going unsolved across the country, no surprise. particularly bad there in chicago. the windy city only saw 34% of murders between 2016 and 2020. that is far below the 50% rate for the entire nation. that number is the lowest of any developed country in the world. one public policy expert warns it is undermining whatever trust there is in the police and it is a vicious cycle. the police need for the prosecutors to finish the job. >> that's right, harris. i will tell you even that 34% number of clearance, the numbers are really worse when it comes to the black community. those numbers are far lower. what i've come to see, harris,

out of my time in chicago and across the nation, there is a soft bigotry that exists within the black community that has been pushed on them by democrats in their policies that says it is okay that crimes aren't being solved. this is just the way it is. it's just the way it is when your family member gets murdered and no one solves that issue. it is just the way it is when you have all these failing schools and black children, boys and girls reading way below grade average. it is okay. this is what you just come to accept. i got a message for those folks, it is not okay. we can no longer accept this as our reality. i understand that this has been going on for decade after decade but folks have to smarten up. no one is going to save us. not the government, not a political party, only we can save ourselves. and that is the message for today. we have to do better. we have to be honest about it and stop being politically correct about the issues.
