subway. casey, what can you tell us? >> 109,000 people. that's the population of this community. a community that's heartbroken tonight in trying to come up with some kind of answers in terms of what would have driven someone to walk into this very busy shopping center this afternoon in the middle of a saturday afternoon, 3:30 or so, broad daylight, and start opening fire. multiple fatalities have been reported though we don't know the exact number just yet. that information we are trying to get nailed down but we can tell you there have been people who have lost their lives this evening. even a few reports that one of those deaths involves a child. so just the unthinkable here as

the scene is very much active. they have gone ahead and moved the fire truck that was in the road over here. are you going to reopen this now? this is the main road called chelsea, and this has been shut down totally to traffic for quite some time since this all happened. remember when the call came in this afternoon there was already a police officer that was at this location responding to a different call. he heard gun shoots and then he ran in the direction of those gunshots, saw what was happening, and then neutralized the suspect. you hate to run hypotheticals, but you can't help but wonder how much worse this could have been lad there not be a quick-thinking member of law enforcement here. they are going to open up this

main road so they can start to get some of the traffic congestion eased. but the cars parked in there, there have to be hundreds if not thousands of them, because this an outdoor shopping mall. you park and walk around to the various stores. this is still a crime scene, clearly. some of the folks we talked to have been advised by police that they will not be able to get their cars out until tomorrow. you have a lot of folks calling rideshares and even witnessed a couple of emotional reunions on the side of the roads as family members came to pick their loved ones up and embraced here on the sidewalk knowing what happened. so a very fluid situation, but this community trying to grapple what what has happened as this is still an active and fluid investigation at this point. mostly trying to get to the bottom of what would have caused

this, what would have been the motive here. lawrence? >> casey, for a moment here, you have been reporting in dallas for a long time. even before you joined the fox news channel, you were at fox 4. this is home for us. a lot of people don't understand this outdoor mall area and why they are seeing all those cars out there. this is a safe area. people go to allen because it is safe. they love football. this is not the place you mare about shootings. >> no, it's not. you talk about the burbs, this is the definition of the burbs. they have good schools, they have quick police response times. we have seen that playing out here tonight. it may sound ironic or trite,

but when people say not in my backyard they would talk about that coming from this community. again, they are reeling that this has happened. and something so simple as going to the mall. this is one of these big outdoor spaces. you park your car, then you walk over to the express outlet. then you leave the express outlet. you walk outside to the eddie bauer outlet. there are restaurants mixed in there. it was a mixed day, people out there probably on patios enjoying lunch and some drinks. this is a place you come to for several hours. you said you have shopped here before. you said your brother was here yesterday. people in the area know this is a place to come to get a good deal. the last thing you would have expected this afternoon is for gunshots to ring out here.

now at least 8 people we know of in the hospital, and we do have fatalities with this, we just don't know how many at this point. >> we are learning the president of the united states, joe biden has been briefed on the situation. i know you are working your sources. is there any idea on this press conference? is it still happening? do they plan on releasing these vehicles tonight? a lot of people are stranded out there right now as they process this crime scene. >> they are going to try to obviously do everything they can to accommodate people that have their vehicles stuck here. but they are not going to compromise the investigation. as you said, this is one giant crime scene. they have to make sure there aren't any shell casings or bullet fragments on another car. someone else's car that needs on

collected. as far as this press conference that's going to happen, we understand that's still scheduled to happen. it was 6:30, 6:45 local time when they said they were holding one in two hours. so around 8:00, 8:30ish we could be seeing that press conference. you know the last one was quite brief. bit was also big. they let us know there was not a second shooter. we should mention for a period of time this afternoon there was talk that there were potentially two gunmen and they had two gunmen on the run. and that added to the fare and anxiety, especially when you have residential neighborhoods on the opposite side of our camera a stone's throw away.

this has been a tense afternoon. we learned it was a sole gunman, that this person acted alone. lawrence: can you tell our audience how many stores are at this outdoor mall? >> 140, 120, somewhere in there. it's quite big. when we up ily got here, i inform rally asked the team, how many shops do you think are here. we were guessing 40-50. but i jumped on their website, and it's more than a hundred. the parking hot, thousands of people could be here at think given time for sure. lawrence: that explains the response from law enforcement having to clear and relieve all of those stores.

thank you so much. amanda knows so much about this and has been in situations like this. paul, let's discuss this shooting in texas. just explain what law enforcement has to do. when you have a crime scene that is this large. >> hot only is it very large, it's mobile. some of the reporting indicates that the shooter went active immediately upon exiting his car. he exits the car, maybe he's shooting, maybe he's not. then he enters the location and continues to do what he does. there is also the mass confusion, the fog of war in response to something like this.

there was a lot of reporting that there might be a second person involved. so they have to make a clean sweep of the area. you have to hold people there, you have to hold the cars there. then you will go into the backward looking stuff. see if you have indicia of somebody else being there. if you have other cars involved. the shooter's car, you have to make sure there are no booby traps. then you have to go into the shooter's life once he or she is identified. you have to look at his home life. is the house booby trapped? is the bedroom booby trapped? what was their digital life like? this is a tough nut to crack. this will be an all hands response. patrol cops, detectives, the feds are involved. make no mistake. this is major law enforcement.

lawrence: uvalde was a stain on my state, and the response from law enforcement and the way they conducted it. but this cop was responding to a different call. he heard the gunshot and responded immediately and neutralized the suspect. i think he's a hero. he's a hero. >> he is a hero. we don't have all the details yet. but the fact that he took such decisive action. a situation like that is the last thing you are thinking about. you are taken out of your mindset and thrust into a completely different mindset, and you have to make sense of it very, very quickly. god forbid you make the wrong choice. you end up shooting a good guy. this is texas, there is no shortage of guns.

i am reminded of a situation in new york city when a guy ran down a bunch of people on the westside highway and jumped out with what turned out to be a starter pistol. he was neutralized. a privilege was there doing something completely different. he was able to neutralize him before he did any further damage. this officer had to make similar choices in realtime. under the facts we have now, i con agree with you more web's a hero and we have to applaud his efforts. lawrence: there were people who are blessed to survive this tragedy. all their cars are there, they are stranded there. they are traumatized. the first thing i would want to go is just go home. go home, hug my loved ones. can you explain from a law

enforcement perspective why this is still an active crime scene? even if their car is tar away from where the actual shooting took place, there may be a piece of evidence there. can you explain that to the public? >> you never know what you are getting into with a circumstance like this. i'm reminded of the active shooter incidents we had in atlanta where at one point after the crime scene had been cleared and the shelter in hayes was removed. the s.w.a.t. members activated and went running back into the crime scene, but my supposition was they got a report of an unattended package at the location. nerves are frayed. and all of a sudden all the normal rules are suspended now. anything is possible. so you start thinking, did he leave a device, is that bag

something that the perpetrator left so you will pick it up and it goes boom? while it may sound far-flung, you have to make sure everything has been cleared. what if if we find out later that he does have an accomplice. what happens if you let somebody get into that car and that guy decides he doesn't want to get run over? impossible to you lighting far-flung possibilities. it was just as far from a possibility that this person would start shooting in a mall on a saturday afternoon. if i'm at the scene of this thing and i get away unscathed, exact hi what you say, i want to get out of there, i want to hug my loved ones. if i have to leave my car behind, he be it. i will get it when the comes clear the scene. i'm one of the lucky ones.

short and it turns out it was an echo effect or ricocheted. if you are in an enclosed area and you are shooting a weapon, the shots are echoing. what might not be an automatic weapons may sound and feel like an automatic weapons to somebody outside the scene. we don't know right thousand but we have to hold off judgement on assuming this person had an a.r. because of the idea i just put forth. there are numerous incidents where cops start shooting back thinking they are shooting at 10 people and it turns out to be one person. >> i want to talk about the mood of the country. i have been talking to a lot of cops, especially here in texas. they have been talking about how angry people are. i always say make sure you have

>> i was shocked. i am here in south florida and i got a text from my sister who said you won't believe what happened in your neighborhood. they live 10 minutes from there. my niece was working at a cake shop three minutes away. this an excellent tragedy. from a law enforcement perspective, it's a fluid situation. the first response of law enforcement is stop the killing and stop the dying. there was a heroic officer who came on to the scene and he stopped the killing. we are so grateful he stopped the killing in a timely manner. unfortunately people were killed. but he stepped up to the line when he needed to and we are so grateful for that. as a law enforcement officer, it's chaotic. everyone is responding, all hands on deck.

multiple agencies are coming in. it's a big mall. i am sure they swept the entire mall to make sure there was no other threat. the location of the actual crime, confined to a certain area that has been completely blocked off. we don't know the state of the victims. were some of the victims transported to the hospital and pronounced dead at the hospital? or pronounced dead at the scene. i have done multiple death notifications for multiple shooter scenes. it's a very, very difficult job for a law enforcement officer and for a family to receive that news about their loved one is the most horrendous thing you can imagine. it takes time to identify the victims and the shooter. that's why they are gathering as

much information information as they can. they know it's a frightening thing to have this happen in their area. they are shocked. we keep saying this was a safe area. i don't mean to sound negative, but in this day and age you must be prepared no matter where your area is. >> i want to go back to the notification. nicole, as you stated, you have done it before. multiple times. and what we are learning -- we don't know, we can't tell you the amount of people who died. we are learning we may have lost a child today. explain to our audience how difficult that is to notify a parent of that as well as -- i talked to multiple cops.

that's why we are not going with this information. the thing i keep hearing is you want to get it right. you get one time to deliver that painful news. >> i couldn't agree with you more. that's why when we conduct death notifications in law enforcement, first of all you have to get it right. they have to be proper i i.d.'d. you can't make a mistake on this. we don't know if it was a targeted attack. did the shooter go in and shoot every member of a family? was it random? was it a young child? we don't know the relationship between the victim. that's something law enforcement will be looking at closely as well. you want to do this with compassion. i think people need to understand that law enforcement

officers are human. you think cop are the robots and agents are robots, believe it or not, they have feelings, too. they have images that witness this tragedy. civilians, they are not expected to see this type of thing. this is not what someone from allen, texas expected when they went shopping today. i can tell you it's different to be trained on something than it is to witness it and spread that awful tragic news to someone. it takes time and it's difficult. but together as a community, allen, texas will come together. texans are strong. they will come together. and texans believe in the power of prayer. as someone who has been through this, that's what will pull people through. as law enforcement officers they are living with these images in
