into american communities across this country. >> doug: live from the southern border in el paso, texas and mexico, thanks to both of you for being here. todd, what are you seeing on the other side of the border in mexico less than 24 hours before title 42 is set to expire? >> right. well, right now as we're speaking, there is a brand-new unit of the texas department of public safety just deployed to the other side. right now they are yelling and shouting alto to a large group of immigrants down here trying to cross. the department of public safety is defending a long row of razor wire and the question is what would happen if the immigrants climbed up and got into contact

with them. i'm told they will be armed with pepper balls to fire or potentially fire and they are under orders to not let any immigrantses up this riverbank. this is after just days and weeks of just thousands of immigrants from this camp, vast camp here pouring over the board, pouring over the border in coordinationen 22 the united states border patrol and the mexican immigration service. the u.s. tells mexico when to let them in and they'll cross in and when to stop them and they'll stop them for a while and in the meantime, texas dps is like, we're not having that, we'll get in your way. interesting to see how that, wos out. >> ashley: todd, you were talking about the group of people trying to get across.

you can hear them yelling right now. it is 3:00 in the morning, it is always this active just 24/7? >> yes, it has been 24/7. you have immigrants showing up at the bus station here. bus after bus all day and night from other parts of mexico. they are coming to matamoris, because the biden administration is letting them in. this is the spot if they get across the biden administration will not 42 them, they will parole the majority of them into new york, denver, chicago. they are moving in all over the country. our country, it is enticement and incentivization. they are explaining this to me when i ask why are you coming here. that is what is going on here.

center for immigration and studies that the mexican immigration officials here are using a what'sapp channel with the americans and coordinating groups on this side to swim over to that side and when enough have gone over, usually 150, 200, then immigration authorities stop everybody is make them wait until they get a call from the americans to say, okay, bring the next group. i watch this happen all day and all night long until i thought this is strange and started asking why are you letting them in this way. five different mexican immigration officers explained this is all part of a coordinated effort with the americans, that is happening and it is troubling because that

several hundred or 2010 miles outside of town the other day and probably where they will keep crossing. i think there is a rush to get in, speaking with venezuelan immigrants at the church yesterday, they said they want in before title 42 ends, after title 42 you get arrested at the borders, you are banned for five years from seeking to get in. >> todd: to follow-up quickly, we've been basically assuming that the migrants themselves did not know about the change in law that would occur at end of title 42. you are basically saying the migrants know darn well the law and how to manipulate it and maybe came in advance of title 42 expiring, correct? >> i think it is a mix. i don't think the americans

property, but same time, it doesn't seem like criminals are valuing their own lives when it comes to these situations. issic maing security guards unarmed the right move? >> it is the most ridiculous thing you can imagine. most security guards aren't armed and we know here is bottom line. dean preston has probably never been in a fight in his life, never told someone to put your hands behind your back and them not listen and try to fight you. what the law already says is that forced parallel danger, which means if someone is fighting me, i can only use certain amount of force that will parallel whatever they are doing. i need to use reasonable amount of force to prevent escape and overcome resistance. citizens, police and security guards are held to the same standards.

>> ashley: why would a security guard be carrying a gun? are they off-duty police officers? is that the situation? >> no, a lot of places hire sfpd to work overtime. most security guards do not carry firearms, they do not want the liability in case something happens. it is not that they can't do it, it adds liability to security companies. they would rather have a guard that observes and reports and they do not want repercussion of this showing up in the news. >> ashley: it is saying something if this company does hire a security guard that carried a gun. no surprise the crime is out of control there. you know, i want your personal experience. you have worked as an off-duty officer at places like target. tell us what happens when you tell these people with petty theft and stuff like that, go return it.

things can escalate quickly, can they not? >> that is the problem. they don't respect security guards at all. many instances where sfpd gets hired to work overtime shifts over the years and they will not listen to me, they will fight me. what do you think they will do to a security guard? if you tell security guards, in only this situation, if he grabs you, you can only use a headlock or use this move. it is the most ridiculous thing and you have to remember, in this case specifically, this started as petty theft and escalated what appears to be a robbery, meaning force or fear was used. the security guard just didn't point his weapon, but sfpd and police nationwide point our --
