good morning at home. policy allowing for quick migrant expulsion expires tonight. border patrol dealing with a number of daily apprehensions. biden administration warning the crisis could be getting worse admitting that tough times are straight ahead. >> we are are clear eyed about the challenges we're likely to face in the days and weeks ahead which have the potential to be very difficult. >> bill: with us now texas governor greg abbott and border czar mike banks. good morning to you and mr. banks, thank you for your time. i know you have been out and about. what have you seen out there and what do you think the american people need to understand from your experience, sir? >> so there are two things that people need to understand. one i think it was brandon judd that you were having giving you some comments earlier. so brandon judd was spot on in this regard. that is we need the policies that were put in place by the

trump administration. remember this, three years ago we had the lowest number of border crossings in decades because the trump administration put into place the remain in mexico, title 42, end catch and release. built a wall and sent a message that illegal immigration is not going to be tolerated in the united states. if biden had not eliminated all of those policies we wouldn't have the catastrophe we have today. however. >> bill: the question was directed to mr. banks and i want our audience to know i believe this is the first time you have done a television interview. what we understand about your job and duties that you are up and down the border every day seven days a week and 52 weeks a year. what does america need to understand about what you have seen and what texas is going through, sir? >> thank you. so what america needs to see and

understand this crisis has been created by the administration, right? 24 years of border patrol prior to coming to work for the governor and the fact is that until they stopped catch and release, until there is a consequence for actions for someone entering this country illegally, they will continue to come. the border patrol needs to be allowed to do their job and taken forcement and return people back to the countries. what it's doing to texas, the second part of your question, it is devastating texas and the communities in texas. we cannot continue to sit back and allow the federal government to allow thousands upon thousands of people into texas and for the rest of the united states for that matter. most of those migrants will continue on forward into the united states. this is a federal government problem and texas is standing up to try to do what the biden administration is refusing to do. >> dana: governor abbott, yesterday president biden said that the border is going to be chaotic for a while when title

42 ends. how do you think he defines for a while? >> for the rest of his tenure as president of the united states is the reality. think about the contrast of what the president just said and what you've seen secretary mayokas say when he is repeatedly said the border is not open, the border is closed. and it's nothing but a lie. the fact of the matter is the border has been open under the biden administration enticing people to come here illegally. that process will continue unless and until, as mike banks said, the federal government will start to enforce title eight of the united states laws that allows the united states to return back to the country of origin those coming across the border illegally. >> dana: mr. banks, one of the things we're curious about, partial solution has been the barbed wire placed in certain

places that we have seen some video of that. is that helping? >> it is absolutely helping. if you look at the area in brownsville, texas where the tactical border force was down there and started repelling people from coming into the country you have seen a dramatic decrease in that area. a dramatic decrease. the fact is where there is deterrents, you fix the problem. until the federal government starts doing their job and providing consequences and deterrents the state of texas will continue addressing the illegal flow everywhere it pops up. >> bill: title eight apparently is going to go into effect. loosely defined if you cross the border and did not seek asylum in mexico first, you can be kicked out. is that happening? do you expect that to happen? >> well, the biden administration says it will start happening. but the biden administration has said a whole lot of things during his tenure of president

yesterday. it is our understanding this will go for miles and what they will try and do is find areas where the migrants are trying to find a route to cross and they will go to that spot, set up the razor wire and then assign troops to guard that spot. >> dana: they're doing what they can. >> bill: maybe it's a case of whack-a-mole. texas is on its own in a lot of ways right now. to our crew down there, thank you for sharing that with our viewers and we'll get you back there momentarily. we can go thousands of miles away because northern states and communities far from that border are bracing for what's next. cities and towns across the state of maine are at maximum capacity as migrants head north looking for job opportunities and shelter. portland has been forced to open a new shelter to handle the influx since the start of the year and madison is there with the latest from there. what are they telling you? hello. >> good morning, bill. we're in front of the center

opened as that emergency shelter in april. before they even opened as an emergency shelter, 170 of the 300 spots were taken and by the end of the week, the expo center was at capacity. that's because since the beginning of this year, portland, maine has seen 1,200 migrants come to their city. that number is only expected to increase with the end of title 42. the migrants that make their way here are mostly from south africa, congo. they fly to south america, make their way to the u.s./mexico border and cross into the u.s. once they are here in the sanctuary city of portland, they expect housing and resources. local leaders and nonprofits say it has gotten to a point where they simply can't keep up. >> whatever you plan now, before you even plan for it, it is already at capacity. how do you plan? are we ever going to get to a point of where we planned enough to address the need? i don't believe so.

>> the city is simply tapped out. they tell us that title 42 ending will change little because they simply have no resources left. this fiscal year alone, the city has spent 26.5 million on general assistance. that is a 345% increase in spending since 2019. that total includes everyone who uses ga but the vast majority of that is asylum seekers. where we stand is 2,000 miles from the nearest point of the southern border. even here they are bracing for an increase in migrants with title 42 set to expire in just a few hours. >> bill: from the state of maine. thank you, madison. >> if you look at what has gone to our country, our country has gone to hell. you look at the taxes, you look at inflation, what's happened to inflation, it is destroying our country. >> bill: that from new hampshire and a town hall last night in a

damage and drug use forced neighbors and business oil to file a lawsuit saying it was a great humanitarian crisis. an early court order called for mass cleanup of the tents. workers are offering people other housing options. >> dana: we covered this with the restaurant owners who were basically -- what they wanted to do. it was their dream to have their business together and they have made very tough decision but had to close. it was right outside of this. >> bill: that's phoenix and they will close the doors on that and see where they go. this from chicago. check it out. >> we're here today to announce charges in the tragic murder of our fallen hero, officer preston. the actions of four offenders took that future from her and the loss to the city is tremendous. >> dana: four chicago teenagers charged with murder in the shooting death of officer preston. the 24-year-old officer was killed early saturday while returning home from work on the

city's south side. the terrible story mike tobin, you are live in chicago. >> those four teenagers, all including the 16-year-old now charged as adults. despite their young age they had established long resumes as career criminals. the night that officer preston was killed she was the sixth victim of the night in an unchecked crime spree. the four teenagers charges range from murder to robbery and arson for the car they allegedly set on fire. their spree started with a robbery of a 33-year-old woman on the south side. they went to another location, hijacked a red kia, went to another location knocked two women on the ground and robbed them and robbed a man of his phone and keys. preston just finished her shift and still in the police uniform. she fought back. she was shot twice in the ambush and died. prosecutors said one of the gunman returned to her body, stole her gun and they went off and burned the kia.

a key piece of evidence comes from the 16-year-old jalen fraser dragging to a friend. >> he asked the friend if he had seen the news about the police officer being killed. defendant fraser said it was his work. the friends inquired about what happened and the fraser told them they were out robbing people and saw a single female in a car. >> preston was a three-year veteran of the police force. may 13th she was due to graduate in a master's degree in jurisprudence >> i felt sorry because nobody told them they were loved, nobody told them that you can do anything like i constantly preach to my daughters. >> and according to the evidence presented this crime spree was allegedly sparked when the

our freedom. i think it was directed toward you, was it? how did it go? >> it was and when the white house announced this trip to my district, they painted it as a trip to take on republicans like me and cast us as quote, unquote, maga republicans and extremists. obviously i don't think they thought i would accept the invitation to come. i did because the president was coming to my district and i have long believed that we all have an obligation to sit down and talk. so i went there with that intention. the president gave me the opportunity to meet with him for about 15 minutes before his remarks. and we had a very direct and pointed conversation on the debt ceiling and the migrant crisis facing our country. and i told him in no uncertain terms for me i have had three parameters on this debt ceiling negotiation, the president needs to negotiate with the speaker, we must cut spending and we

cannot default. and i reminded him that chuck schumer can say until he is blue in the face he wants a clean debt ceiling. he doesn't have the votes to do that. we need to work together. the president will meet with the speaker on friday and encouraged him to take that opportunity to really make progress on a deal like the joe biden of old when he was vice president and worked with john boehner on a deal. >> bill: did you get the impression he was willing to budge on the spending aspect? if so he might find a compromise there. >> in the long-term he does understand there is a spending problem. whether or not he is willing to budge here in the debt ceiling negotiations, you know, he held firm in his speech afterwards that there should be a clean debt ceiling and cuts should not be implemented. i think it was a very frank

conversation and i got the sense that joe biden does want to come to a compromise. i hope he does. i wrote an open letter to him in this morning's "new york post" basically imploring him to do just that. come to a compromise. >> bill: that might help his numbers. eric adams, you mentioned the migrants. talking about legal and safety concerns with our state partners and while we have pause tonight, our plans have not changed suggesting that more migrants will be bused up to upstate new york. when you talk to him about the migrants, did you ask him point blank why this is happening? >> i told the president in no uncertain terms we need to secure our border. with title 42 ending, we're expecting tens of thousands upwards of 80,000 migrants coming to cross our southern border, many seeking asylum. it is crippling municipalities all across the country,

including in new york. eric adams and new york city, a sanctuary city, have taken in over 60,000 migrants and they can't handle it. they have finally come to that realization. the mayor taking the drastic step to pause the requirement for housing. and now dealing with a crisis of his own making, where he tried to send hundreds, if not thousands of migrants to municipalities north of new york city. he does not have the authority. he does not have the legal jurisdiction, and these municipalities have their own town codes and laws that govern. he was trying to turn hotels into new york city shelters and so a supreme court judge intervened. >> bill: that still may happen. they haven't given up. short time left. you told him that you need a secure border in america. did he answer that point that

you made? >> he did agree that we need to do more to secure the border. he said we need to bring more border agents down and need more personnel to handle the asylum cases. i told him house republicans are passing hr2 today and that while he may not like everything in it, we need to work together to secure our border and he certainly agreed that it is a problem. i told him look, it is spilling out into my district, my constituents do not want this. we need -- this is a humanitarian crisis and all of us have a responsibility to work together to fix our broken immigration system once and for all. it has not been done since ronald reagan and bill, i was born in 1986. we need to make change and it needs to happen now. >> bill: thank you for your time. we'll stay in contact. mike lawlor, the republican from new york. thank you. >> joe biden was actively involved in this criminal

what appeared to be a friendly audience clapping and laughing at different moments. i think the reaction from trump world was very positive. from biden worlde just mentione from president biden do you want more of this for four more years? they look to run against the former president, believe they are well positioned for that. so i think the fallout is that the former president probably overall had a good night despite the fact he raised a lot of eyebrows with some of the things he said. >> dana: you have done these before. what do you think about a format like that? what's interesting is that presumably there is a gop primary that's underway. you have many republican candidates that are out there but none of them are really out attacking president trump at all. it is almost as if cnn and others, maybe across the country, have presumed the donald trump will get the nomination so he is out there without any sort of competition from the other republican

candidates. a lot of things that the moderator, who i think did a fine job last night. she asked him a lot of things that republican primary voters if they wanted to have a debate amongst the primary issues for the republican party, that really didn't happen last night. >> no. it took a lot of time on january 6th and 2020 and so on substance there was a lot there but you are right, so far there hasn't been a big push against the former president in the gop primary. the prospect of chris christie getting in and being that fact for, maybe governor desantis becomes more forward leaning against the former president. we don't know yet. this was an hour of time that the former president used from his perspective pretty effectively. i will say a couple of things stuck out. one is saying that maybe the u.s. should go to default. that really shocked some folks on capitol hill, i can tell you that privately.

and in the negotiations of how to get to an answer there, some people up there, leadership-wise are saying maybe wasn't helpful. >> bill: let's talk about what happened yesterday with james comer 24 hours ago right here on this program. "wall street journal" writes about the biden family business and they talk about the bidens have a right to make a living but one important question is what hunter did to earn these payments. fair question, i think, right? the media coverage, however, was can we say missing? major networks, right, had a combined 0 minutes of coverage for the new findings on the biden family last night. check out "the new york times" earlier today. the headline is house republicans do not connect joe biden to the rest of these 20llcs. so -- >> listen, we do it all the time. we look through the prism of what happens if this was on the other foot. if this investigation and these nuggets of information and

>> dana: democrats set to advance several controversial judicial nominees today after senator dianne feinstein returned to washington for her first time in months. during her extended absence members of her own party who were unable to ram through nominations without her vote or even bipartisan support, of course, were calling for her to step down. so far today she is a no show but back in washington. aishah hosni is there as well live on capitol hill. hi. >> good morning, dana.

we do have this developing situation unfolding right here in the senate. that meeting is underway right now and if we show you pictures of it live just outside the entrance and inside, so far senator dianne feinstein has not shown up. now, this is a bit of a wait and see game here because we're being told by senate aides that she is expected to arrive late but really anything can happen here. her appearance, dana, would mean the committee's 11 democrats would have enough votes today to advance nominees without any republicans. feinstein returned to the capitol yesterday in a wheelchair. she told reporters she was feeling much better after a bout of shingles. she was expected to vote along party lines today despite calls from democrats and republicans to step down amid lingering questions about how fit she is. that will only grow if she doesn't show up today.
