sort of integrity and honor that is characteristic of who he is, of his honorable service in the united states marine corps. >> the charge was announced yesterday by manhattan district attorney alvin bragg. he has been attacked for his record on crime and criticized for his decision to charge former president donald trump with business fraud. in d.c., members of the house judiciary committee are blasting bragg and a former lead investigator and threatening legal action. mark pomeranz refused to answer the questions about the trump criminal charges. he resigned after bragg said he would not charge trump. republicans want to know if bragg's decision now is politically motivated. the attorney for neely's family called for the charges to be elevated to murder and the next court appearance for penny will be july 17th. back to you.

>> sandra: laura, thank you. john. >> john: sandra, another fox news alert, the white house will give an update on the debt ceiling negotiations after president biden and speaker mccarthy postponed their high stakes meeting set for today. but the already tense discussions may be becoming more urgent after the congressional budget office moved up its deadline as to when the united states will run out of cash. warning, there is a significant risk it will occur in the first two weeks of june. fox team coverage now, bret baier is standing by. but first, chad pergram on capitol hill and chad, is the meeting being postponed actually a good sign here? >> well, john, it depends on who you talk with. the white house said things were going so well the principals could take friday off but it's not all rainbows and roses to house speaker kevin mccarthy. >> all the leaders decide in the best of our interest to let the

staff meet again before we get back together. i don't think there is enough progress for the leaders to get back together. i don't know having certain ones in the room is even productive. >> mccarthy claims the president wants a default, but time is dripping off the clock before an early june deadline. there is concern the markets could get jittery. >> if there's no progress in the debt ceiling talks, are you worried about a default, worried about the markets, mr. speaker? >> the sides postponed the meeting yesterday after the markets closed. republicans accuse democrats of fabricating cuts to veterans and seniors when those programs are funded through september. democrats say tax increases could cover some of the debt. >> it's impossible to have that discussion without talking about revenue. nowhere have they discussed putting revenue on the table, which tells you this is not

up with the specifics, the nuts and bolts of what this looks like. and that some negotiation is in the works that could be, you know, the beginning of next week or coming days after that. in the meantime, a lot of politics about this side saying you are threatening default. republicans have a little bit of leverage here in that they passed a bill and said where is your bill, you know. we have done it. you just have to negotiate with us on the -- >> counter, indeed. this is just sort of what people are saying about the debt ceiling talks, it's so out there, everybody has an opinion on it. this is a little bit of what we are hearing. >> i'm happy about the republicans and their approach right now, and i think they are willing to talk and negotiate but i don't see that from the president. >> i think both parties, they are equally on board there, but they'll figure it out. >> mccarthy is just stuck in his positions.

>> just a political move and it's very destructive. >> republicans are going to mess it up just -- just to tarnish joe biden's name. >> sandra: interesting reaction there on the street. but you know, this is something people -- we know we have been here before. people assume it's going to get done. but this time is -- this time you can make the case is a little different. when you look at our soaring debt in this country, most people can acknowledge that we have to do something and the political -- the peril in not doing anything is we wrack up the debt. larry kudlow said these are not spending cuts the republicans are seeking, but spending caps. so, why can't there be bipartisan agreement to do that? >> well, they just love spending money, both republicans and democrats in recent years have not really focused on this. three presidential cycles ago a

republican nominee and vice president nominee in front of a debt clock campaigning. but that went out the window when it just seemed like spending was not the issue that people thought it was going to be politically. now i would argue that a candidate who touches this, it is not the third rail because people start to get it. if we are paying as much interest on the national debt as we are for defense spending, which is what's happening now, interest, just interest, eventually it's untenable. >> sandra: the taxpayer and the american family is on the hook, and back to the historic inflation we have been living through, people do get it. i want to ask you about manhattan d.a. alvin bragg and obviously the scrutiny of his prosecution decisions. these are convictions dropping under bragg, and they are plunging. convictions are cratering, felony cases resulting in convictions, they have dropped to 51% from 68% a few years ago. the felony cases that he's

declined to prosecute, that number is obviously growing over 1100, from 800. felony cases downgraded to misdemeanor charges, that's soaring out at 52%. talk about something people are noticing, we are all living through it here in new york city, and then you've got the marine veteran, daniel penny, 24 years old, we saw that video of him leaving the police precinct in handcuffs heading to court to be arraigned on manslaughter charges, that arraignment, bret, took roughly ten minutes. brought into the courtroom in handcuffs, removed at the end of the court proceeding, did not say a word, his next court appearance is july 17th. what do you think happens with all this? >> there is a lot of political pressure. you will aoc and others talk about the case publicly. i think, you know, it's interesting to watch that daniel perry is -- he's out on bond and you have other witnesses on that subway saying that he acted in a way that at the last minute

a parent or guardian, believed to be the first death of a migrant minor in custody in years. the second jaw dropping news just continuing, word that border agents captured close to 68,000 illegal migrants in the past week. that is an all time record. among them, sex offenders and gang members smuggling fentanyl. this of course comes now that title 42 is in the history books. border agents and national guard troops are struggling to keep up, and a federal judge has blocked the white house from implementing a policy that allows for their release without court dates. bill melugin is in brownsville, texas. and what else are we hearing about the death at the border and the circumstances surrounding it? >> john, good afternoon to you. the breaking news, an unaccompanied minor has died in federal custody. confirming to fox a short time ago, a statement they just

provided to us, which says in part, the u.s. department of health and human services is deeply saddened by this tragic loss and our heart goes out to the family with whom we are in touch. as is standard practice for any situation involving the death of a minor in custody, they say they are going to launch an investigation, review all the clinical details of the case, including the inpatient healthcare records and the medical examiner will launch an investigation. they have no further info. i have reached out to border sources. they do not know what happened in this case. more on this as we get it with this developing news, john. in the meantime, take a look at the video we shot last night. we went out to the river at midnight right when title 42 dropped, with four gop senators and the border union. we did not see an expected rush of migrants as soon as title 42 dropped. what we did see, we went down to the area with mass illegal crossings, all sorts of barbed

wire and across the river saw migrant camps, campfire and music playing, but nobody crossed illegally. here is texas senator ted cruz. >> there are 22,000 illegal immigrants on the other side, they have fires going, they have had music going, they are partying because in a couple of hours title 42 is ending and all 22,000 are going to invade this country. and joe biden and kamala harris will be the last mile of the human trafficking network and take them to every city in america. >> and again, that huge rush has not happened yet. we did send a photographer to mexico, there were migrants gathering, but they look across, the text national guard was posted up with rows of razor wire and soldiers there, they have been taken to much more strict posture, physically blocking migrants from entering and it is having an effect. we have seen illegal crossings plummet, we did not see any mass illegal crossings last night.

"romania deal," covering to emails from hunter's abandoned laptop. the new development comes one day after house republicans publicly allege that hunter and others in his family indirectly received money from a wealthy romanian businessman. karl rove is a former deputy white house chief of staff and fox news contributor. so, kathleen says she did not know anything about this but her divorce attorney, rebecca sullivan, certainly did. she wrote an email to hunter's lawyer saying "there's no reason to continue to delay providing us the t.d. account statements and all expenses since the end of the last statement. it is more than fair to ask hunter immediately to provide kathleen with half of the $120,000 and immediate disclosure with respent to his t.d. account." that would be money from the romanian deal james comer talked about seemed to give credence

what congressman comer was telling us on wednesday. >> well, look, i'm mystified why we don't understand that we have a lot of credence to begin with. one of the other emails revealed here was from hunter biden's business partner to him saying hunter biden income from ukraine and romania in 2016 alone was $1,295,000. now, let's put that in perspective. he goes on the board of a corrupt ukrainian natural gas company, barisma in may of 2014. his father is the vice president of the united states and in charge of encouraging ukraine to crack down on corruption, and he then gets in bed with a romanian bad guy, a bad oligarch who is looking for protection. i spent some time in central europe, eastern europe, and if you got in trouble with the central government or thought you were going to get in trouble you hired an american. so while his father is vice president of the united states, they hire hunter biden who has no experience in corporate governance, no experience in

ukraine, no experience in the energy business, and is for one reason and one reason only, they hire him and the bag man for the secretary of state and say kyiv, don't screw with us because we have the vice president of the united states son and the bag man friends of the sent of state of the united states, don't screw with us and that's what this is all. this stinks and $10 million flowed into the pockets of hunter biden and joe biden's two brothers for reasons we don't know except that they were the associates, they were the family members of the sitting vice president of the united states. it stinks. >> john: so it stinks and the way you laid it out, there's a lot of smoke, the way james comer laid it out, a lot of smoke. but there is still, karl, no direct link to president biden and that is the key here. >> well, look, there's no evidence he accepted money. but here's the deal. the question that ought to be posed to the president of the united states.

did you know your son was going on the board of barisma, i think he was apprised by other members of the white house it was a problem. and evidence of that. were you aware he went on the board and when you found out about it did you think it was a problem. because remember, he is in charge of anti-corruption, encouraging the ukrainians to engage in anti-corruption efforts and when he goes over there, in 2015, the "new york times" and others quote ukrainian ngos complaining about the fact his son is on the board of barisma. unless he didn't read "new york times" or washington post, he has to know it. there's no reason to hire hunter biden except he was the son of the vice president of the united states, and it stinks. and the president has escaped questions about it. >> john: i don't know if he's

77% say something else. as this brush fire continues to smolder and threatens to break out in full froth, what's the political effect? >> i hate to base it on one poll alone, i won't. one of a number of polls show democrats would prefer the president of the united states not run again. they know it's a problem. he's 82 and suffering. the idea that at 86 he is going to be better if he won a second term is laughable. and so i think a lot of democrats are looking at this today and saying we feel some loyalty to uncle joe, for god sake please don't run again and good for the country and good for the democratic party if he did step aside. he campaigned as a transitional figure and instead being transitional figure he wants to dominate the national stage for eight years when he's clearly not up for the job. better for the democrats if he stepped to the side. >> karl rove, never in the basement, always out there in full public view, thanks very much, good to talk to you.

33% is not factual. the number is debated globally, it's more like 10 or 11%. so there is that issue to deal with. but there's a far more important issue, a lot of the land that farmers own and farm and provide the essential food which is so critical just to have prosperity in any nation, domestically and an emerging carbon credit market. they will be trading the carb credits to get to neutrality. so i'm not sure what's pursued is a very good strategy. one from the point the farmers could actually help us achieve neutrality, but politically prior to an election just months away this is political suicide. the farmer base right now is not very supportive of the president and i think most people know that. and so usually i focus on policy. but my guess here is somebody in the white house is going to rein

in john kerry and say not right now, my friend. this is not the issue we are going to take on right now going into an election. we need some percentage of america's rural economy and the people that own it and provide us food to be on board with our agenda. and attacking them with numbers that they don't even agree with, not a good policy strategy, not a good political strategy. i think this goes absolutely nowhere. >> sandra: the only thing i might change around on what you said, it's not so much the farmers are supportive of the biden administration, they feel this biden administration has not been supportive of them. and that's where that sentiment, where the feeling from the farmers come from. and you wonder, where do they end here, going after the farmers, the power plants, the cars, gas stoves, the dishwashers. i mean -- what's safe anymore, kevin? >> well you know, i do a lot of business in rural america, it's a very important place, south

dakota, north dakota, montana, wyoming. this is the bread basket of america. these are the people that supply essentials to us, not just food but energy. and we need a policy that's very supportive of not just in time food supplies, we just went through a pandemic. we need in case food supplies, just in case energy. we have to fill up the reserves. this seems a little off message to me. i mean, it -- it doesn't -- i look at when policy is in sync with politics you get results. this is out of sync with everything. this is a bad strategy right now, and i do not, and nor does anybody else that pays taxes, want to see crisis in food supplies. we are already in a critical condition with inflation. i can't imagine -- i bet if he could walk this back and erase this tape he would do it. >> sandra: i can't imagine a time people are paying so much more for basics like eggs and milk and bread that they are going to -- that this is going

to be very popular to go after our agricultural supply in america. i want to ask you about our energy supply and this is a statement from jen granholm, our energy secretary under the biden administration on the spr, which are our emergency reserves, listen. >> and that congressionally mandated sale of 26 million barrels will be completed by june, and at that point where we will flip the switch and then seek to purchase. >> sandra: she told lawmakers on thursday that her department could start repurchasing oil for the strategic petroleum reserve after completing this congressionally mandated sale next month. you know, one thing i do remind people was the senate was a hard no on president trump when he wanted to refill the spr at $24 a barrel. we are more than twice that right now. now they want to refill those reserves. what message is she sending, by the way, with this?

>> confusion, a message of confusion. skepticism, not reflected in the overall market. they have been repurchasing for quite a while now and it's crucial we do it b you i warn everybody. just filling up the reserves with oil does not solve our energy problems. yes, it's important. yes, we must do it. but we have to take that oil and refine it into gasoline and run the economy. the words independent and security are so important to every sector of the american economy and yet when we apply it to emergency it seems to become political. i don't get it. we need to build at least six new refineries, on my investment agenda right now, i'm looking at states like north dakota, west virginia and others that actually have mandates and permits. not massive refineries, but 2 to $4 billion projects just so that we can have the gasoline and diesel and jet fuel we need when

we need it. but it's not enough just to fill up the reserves. we do not have enough refineries. the last one we built, louisiana, 1977, old technology. time to get off our duffs and this is bipartisan, and do what the chinese are doing. they are building $14 billion refineries. they are making sure they never have an energy problem and saw what happened in europe, we are watching it too. we have got to not just solve the reserves, we have to solve for actually refining what we need for energy. 100%. we have to get this done in the next 36 months. >> sandra: it is still painful prices when it comes to gas, the average price of a gallon of gasoline, 3.54 a gallon. much higher than when the president took office and we'll see what happens next with all this. kevin, great to have you here today, thank you. john. >> john: sandra, potential breakthrough in the treatment of parkinson's disease. it comes as actor and philanthropist michael j. fox stars in a new documentary
