latest development out of the g7 summit, appears to be a major reversal from president biden on the issue. >> the f-16s? they have been needing them over a year, biden administration finally gave in, our allies and the congress were going to kick the heck out of them. when it comes to ukraine, biden has been playing follow the leader. we had to make him do tanks, long range artillery, they want to make sure they don't lose, but not into winning. jets should have come over last year, wasted an entire year. the ukrainian pilots are able to master the f-16 in four months, not 12, highly motivated. biden administration, it's like pulling teeth to get them to be all in for winning in ukraine. >> john: senator, come back to what's going on on capitol hill,

apparently talks have paused, and bernie sanders saying well the president should use the 14th amendment to raise the debt ceiling if he can't get anywhere with mccarthy. here is what the 14th amendment said, validity of the public debt of the united states authorized by law including debts incurred for payment of pensions and bounties, for services and suppressing insurrection or rebellion shall not be questioned, would seem to kind of obscure way give the president some sort of authority but even janet yellen says it would be legally questionable to pull that trigger. what do you say about this drive by sanders and others? >> we have never done it before. why do they want to do it, give biden this power which i think is very sketchy at best so they don't have to negotiate with republicans to control the debt. they don't want people on welfare to work. if you are able-bodied, i want you to work.

they want the unspent money on covid to be spent on something else. i want to turn it back into the taxpayer. they don't want permitting reform. at the end of the day, they are trying to avoid having to deal with kevin mccarthy by using a constitutional mechanism that's very dubious. the problem is kevin mccarthy is not going to give in, the senate republicans are not going to pass a debt ceiling increase without some reforms. seven of the last ten times we raised the debt ceiling we had measures attached to it. we are not going to give on this. here is what will happen to wall street, calm down. we will raise the debt ceiling but also going to address permitting reform, we are going to try to have work requirements to make sure that people are working when they are receiving public assistance where they can, and we are going to do some other things to save money. that is not negotiable and the public is with us. >> sandra: these are the dem senators pushing for biden to use the 14th, put them up on the

screen for folks, and this is some of those -- some of the democrats in their own words pushing for it. listen. >> using the 14th amendment would allow the united states to continue to pay its bills on time. >> the president should exercise his authority under the 14th amendment. >> the president has a mechanism to push back. he has the 14th amendment. >> this is the whole reason why the 14th amendment exists. >> we need to be prepared to be using it. again, remember, say that again. >> sandra: obviously a clear push happening there. >> yeah, a bunch of liberals don't want to shrink the government, they don't want to make people work who can, they don't want permitting reforms, so we'll have more energy independence. if you left it up to these people, no end of spending, crush the fossil fuel industry and we are not going to let that happen. they never suggested that trump could use the 14th amendment to raise the debt ceiling.

pelosi and schumer required bush and others at times to do things liberals wanted to raise the debt ceiling. seven of the last ten times we have raised with reforms. kevin mccarthy has done a hell of a job with a package that would lead us to begin to get us out of debt. the senate republicans not going to give votes to democrats. raise the debt ceiling, but save some money, permitting reform and put people to work who can work. >> sandra: clock is ticking, when does it happen? >> before the markets get disrupted, i'm not sure about june 1st, but we are not going to default on the debt but not let bernie sanders and other people raise the debt ceiling without addressing the problems america has. we have $30 trillion plus of debt. now is the time to do something about it. we are not going to let the liberal democrats abuse the constitution. it hasn't happen before and it's not going to happen.

>> john: health of some of your colleagues in the senate, particularly after the return of feinstein, congresswoman katie porter vying for her seat says there should be an invalidity process where if a member of congress is deemed to be, you know, an invalid, that person can be removed or temporarily replaced. also talking about john fetterman, more questions of his health after his office appeared to release some doctor transcripts of things he said. his office said in questioning a silicon valley bank executive, quote read fetterman said shouldn't you have a working requirement after we bail out your bank, republicans seem to be more preoccupied with snap requirements for hungry people than protecting the banks. here did what he said, shouldn't you have a working requirement after we sale your bank, billions of your bank,

>> sandra: republican lawmakers are demanding answers in the wake of an alarming taxpayer funded study on transgender youth, most of them under the age of 18. the study leading to two suicides but it was not stopped. dr. marc siegel is standing by with his analysis of that. but first, alexandria hoff is

live in washington. how many children were involved in the study? >> sandra, to start 315 young people involved in this. 240 were minors and some as young as 12 years old. recruited from gender care clinics in four cities where they were already intent on seeking treatment. the study was titled psycho social functioning in transgender youth after two years on hormones. published earlier this year with researchers concluding optimistically that hormone treatment improved the mental well-being of trans youth. gop legislatures are raising grave concerns about the claim considering the study, two study subjects took their own lives during the course of this, and 11 reported continued suicidal ideation, six dropped out of the study all together. 15 house and senate republicans are demanding accountability writing it is alarming that vulnerable young people died by suicide while participating in a taxpayer funded study that will almost certainly inflict devastating physical harm on

those who participated. north carolina senator ted bunt led his signature to the letter and offered this. >> the researchers are in search of an agenda, and justifying the agenda, not about the children's safety as we have seen from the suicides here. >> food and drug administration has not approved hormone therapy or puberty blockers for gender care but off label use has skyrocketed with limited research into health impacts. regarding children involved in studies as a whole, the fda provided fox news this statement, the best way to provide children with safe and effective treatment options is by including them in clinical research and providing additional safeguards to protect them during clinical trials. nih did not respond back to request for comment. young people who identify as transgender are higher risk for suicidal ideation but leads to another aspect, there was no

control group, no other group to compare it to. >> sandra: thank you, live in washington. >> john: dr. marc siegel, professor of medicine, a perspective study, people were enrolled to receive either testosterone or -- 11 had suicidal ideation and doc, the question why wasn't the study stopped after the deaths? >> it should have been, john. in my opinion and always if there is an adverse outcome like that, a study would be stopped. i don't understand why they would conclude positive results, go to press and not stop the study immediately especially when you consider a point alexandria made, did you know that 30%, two prior studies, 30% of those with gender issues,

minors, attempted suicide. going in a high risk group. going in a possibility someone will commit or attempt suicide, it's a very, very difficult group to study. no control group as she said, not properly done research and they are drawing hasty conclusions. really disturbing that the trial wasn't stopped, really disturbing that controls wouldn't be in place to keep this exact thing from happening. >> sandra: we should all have major concerns. these are taxpayer funded studies. why is there not oversight of this? >> well, you know, they have three different centers involved, chicago, university of chicago, university of california san francisco, here on the east coast, harvard, so boston children's, so i think it's hard to get an overall view but the nih is not involved enough in this and not involved in another issue, by the way, massive amount of research have shown, sandra, that when you

transition to anything in life from something else it increases anxiety and depression short-term. even if studies show long-term a majority might feel more comfortable, the actual process of transitioning can provoke an event like this and a very dangerous time. >> john: as a result of what happened in this study a couple of republicans have written a letter to the acting director of the national institute of health looking for answers and they say they suggest there was an agenda, notably the four clinics and some of the researchers who conducted the experiment are outspoken advocates for gender transitions on children. in a video it later removed, boston hospital, claimed children can know their gender identity from the womb. so, two questions here, doc. was there an agenda here, and what about this claim that a child can know their gender identity "from the womb?"

>> well, i can't -- i didn't interview the people -- i would be concerned about an agenda, number one, i would be. in terms of knowing your gender identity from the womb, that can change back and forth multiple times before puberty and after and we have interviewed people that did have gender reassignment or so far as mastectomy that regretted it afterwards. clearly it's a fluid situation and to announce same gender, you know, gender identity since birth is suspicious for a political agenda because again, it can change back and forth. so i'm concerned about that. i'm -- the question about whether there was enough mental health support here is huge. >> sandra: that's a big point. this is just some of what we have heard from these trans children on this issue, doctor. listen to this. >> on social media i was seeing a lot of like young adult women posting pictures of themselves, provocative, my thoughts drifted towards maybe i'm not a girl.

>> one of those things you have to weigh the risks and for me i was willing to die on the operating table than continue to live a life that wasn't mine. >> dealing with some of the like more underlying issues in-depth would have definitely been a better place to start. >> sandra: why is the science not being followed and why are these children's voices not being heard, doctor? >> well, i think children's voices need to be heard and i think here is another point about, john's point about a political agenda. how many children or teens in this situation are aware of the long-term effects of puberty blockers, a sterility factor, bone growth involved, do though know the actual medical risks. i feel compassion here. that's how i look at it. these are people i want to treat but i treat people, transgender patients who are young adults and still have not decided what to do, and i make sure i involve the right people and make sure i

or your dirty laundry is going to be spread from delaware all the way to little rock. pretty effective strategy, i would think. >> yes, i'm sure that's what it is. she's playing chicken with him and good for her, good for her lawyer. they are really not going to go quietly. you know, hunter biden was paying her child support, that was the agreement, she had to fight to get him to agree to do that and have a dna test to prove paternity, and now he wants to welsh on the deal halfway through so i think she's well within her rights to request all financial disclosures and hunter biden is going to have to do that, and in fact the judge in arkansas is contemplating a contempt charge that london roberts' lawyer has requested against hunter for not complying with other requests. >> john: if there's any question, miranda, what is at

stake in terms of what her side is looking for in terms of testimony from these witnesses, she wants to call as an expert witness from a white house aide, garrett ziegler. here is how his testimony or at least his presumed testimony is described in court documents, that he would testify on hunter biden, his financial condition, economic analysis of his accounts and transactions, based on documents provided during discovery and the contents of hunter biden's laptop abandoned in delaware and publicly available information. she wants to put that laptop front and center in this case. >> yes, and that really frightens hunter biden's lawyers. they have filed a long motion to dismiss garrett ziegler from marco polo as an expert witness. they are trying to remove him from the case because they do not want that laptop coming into
