[♪] lawrence: welcome to cross country. we begin with the latest crisis con souping america's cities. it's the sanctuary policies that opened the door for unending streams of my grants coming to the country. this is what the democrats asked for, now american citizens are paying the price.

thousands of migrants have been bussed from our border across the country and we were not prepared. prioritizing those who come in illegally over those who have lived here legally their whole lives. take chicago, the south shore. community leader wanted to take a closed high school and turn it into a high school. why should one neighborhood bear the weight of this crisis? and where was the suggestion for the hundreds already hissing on the city streets? they don't care about our fellow americans. they are too busy trying to create new voters. take a listen to what the residents thought about this idea. >> i think it would be very fair for he hopeless immigrant that you bring in that you scoop up one of the homeless individuals in our community. i think that would be fair. >> while this crisis may

constitute an emergency for the city of chicago, it does not constitute an emergency for the south shore community. >> what's important is that x establish that this is a humanitarian crisis and we are here. lawbs * unbelievable. not even listening to the people. it's a similar sentiment in cities i have traveled to in recent weeks. these migrants are here and solutions have to be found. but housing them in our school gymnasium? that's not going to work. with summer tourist season ahead of us, housing in hotels isn't a long-term fix. more than half of the rooms set aside for migrants are already full. when you come to visit new york

city expect to pay more. it's driving up the price. even rikers island is not off the table. what ever happened to kids in cages? all these ideas are being considered without the public's input. we are impacted by these stupid ideas and we don't get a say in this? so we decided to bring the question to the people. the migrants are here. what happens next? >> moving more people into the city is going to cause more chaos. i think moving on the outskirts, we have no island. just get them out of the city. >> there has, a way for people to work for a little bit, get their status to be citizens. there has to be a way. >> they are taking over the

hotels, now you are going to take over the schools. the kids have to come to school he day, it's unsafe. >> do you think the parents were justified in being upset? >> yes, i agree. no parent, no kid should be going through none of that. >> having adults from anywhere living inside a school could just be more hazardous and dangerous. >> it's definitely something that need a lot of effort and a lot of time. lawrence: joining me to discuss it, a board member for new york's education district 2 and new york city councilwoman nicky paladino. i want to go to you first, councilwoman. they invited these people here. they invited them to break the law to come here and they had no plan for this.

how bad is this going to get? >> it's bad and it's going to get worse. we are at 274. thank you for having my on tonight. it's an honor and privilege to be here. thank you. right now we are at crisis mode. if you are looking for solutions, other than shipping them upstate or other places. let me be straight. there are no solutions right now because they put the cart before the horse. this was and has been a biden federal problem. through that it went to the states and now it trickles down to new york. it's our problem now. we do not have, unless we want to wreck the economy completely by filling up our hotels and empty office buildings, we do not have any space whatsoever to take care of any migrants coming

across the border. 5 million have crossed the border. 74,000 as of yesterday were in the city of new york. there is no place to put these people. it's done, it's over. that's it. lawrence: let's play what the mayor had to say. >> we have run out of space. where to put people. and then whenever we try to find creative ways, people are pushing back. if we don't know somewhere, the people are going to be living in other municipalities on the streets in train stations. all that we have done to keep people off the streets living, the federal government created this crisis. it's undermining our whole city. >> they kicked mayor adams off the advisory committee for joe biden. but he's saying the truth.

the only problem i have with the mayor is new york decided they were going to be a sanctuary city. so when the people come, can they be shocked? >> our schools are overwhelmed with this crisis. the mayor said he found creative ways. putting this on the back of our children and having our kids go to recess on the streets as when were this week is not a creative way it's a pattern that happened over the years in new york city that every single problem they put on the back of our kids. they open restaurants and gyms but close schools, unmask everybody, but mask the toddlers. it always goes back to our kids. lawrence: councilwoman? >> the mayor just said what i just said. this is a federal issue.

it's on our doorstep. you want to know the answer to this? it's simple. relieve -- release us of our say status. the answer is to no longer be a sanctuary city. we also have the right to house. that was created for homeless, our homeless people. it's being combined now with sanctuary city. our sanctuary city. that's the problem right there. lawrence: the new yorkers get hurt because of this reckless policy. thank you for joining me. marine veteran daniel penny is speaking out for the first time after the chokehold death of jordan neely on a new york subway. the 24-year-old told the "new

york post" he's not a white supremacist and race had nothing to do with this incident. it's tragic what happened to him and hopefully we can change the system that so desperately failed him. before the chokehold death he had been arrested more than 40 times, including multiple assaults on the subway. still he remained on the streets. a violent individual who would attack people seemingly unprovoked. witnesses say neely threatened those in the train car. it's not what al sharpton and others want you to believe. >> he didn't want to be a drug dealer. he wanted to be michael jackson. he didn't want to be a thief or crook. he wanted to be michael jackson. he wanted to be like michael

that made the world smile and get on one beat. you didn't have the right to snatch the life out of this young man. lawrence: they know that's not the whole story. now daniel penny is being villainized even after fellow passengers thanked him for his action. that part of the story is twisted and ignored to fit a narrative. this will be the subject of an hour long special hosted by the one and only judge jeanine pirro. i hear the passionate eulogy by al sharpton. i want to know where was the reverand and everyone in the crowd and everyone that played the video of the michael jack only impersonation when he needed them most when he was alive.

judge jeanine: that's the very question you have to ask al sharpton. jordan neely should never have been on that train. he was threatening, according to the reports of passengers. he was physically threatening. he said he was ready to die and go to jail for the rest of his life. to anybody in the military, that's homicidal. people are afraid, they feared him. that's not the michael jack only impersonator. i wish he could have lived the life of being a michael jackson impersonator. but he was failed by new york city. he was on a list we hadn't heard about before. this is a list new york city keeps of the most dangerous and mentally ill and in need of help. the last one, a 67-year-old

woman, her nose was broken by neely and her arm fractured. lawrence: we know there will probably be a civil case after this criminal case. didn't the city have a duty to intervene? shouldn't they be the ones sued? they failed to provide services. judge jeanine: but that we had the ability to sue a government that should have known and should have protected. that's one of the things we'll talk about on my special tomorrow night. the issue of good samaritan and what the city knew and what it did and didn't do to this young man who is mentally ill. he's schizophrenic. and unfortunately lawrence, you

know there is as well as i. he knew his moisture had been chopped up and put in a suitcase. he started some of with a big anchor around his neck. and no one was there to help him. but he presented a situation where a young marine mind his own business took a risk for other people on that train. lawrence: i think the gofundme is over 3 million. why do you think it's this case that rallied people across the country? judge jeanine: i think people are fed up with this defund the police movement. america is fed up with the anarchy and the loss of law and order. police have been defunded, they have been demoralized. who comes in to help a marine who was coming from his class. he's studying to be an architect. he's not there for anything other than to ride the train to

go to the gym as i understand it. when these mentally ill all over the country, but especially in big cities who are there to harass, injure and worse. who will be there to protect us. understood underground on a moving subway car. people are calling 911 fearing for their life. who is going to help in only the good samaritan. lawrence: you would make a good defense attorney as well. talk about the two defense attorneys who will be representing him. do you think they are ready for this? do they have the tools necessary and the experience to defend this marine. judge jeanine: both of these prosecutors are veteran prosecutors and they are also veterans. they understood what it meant

we were looking forward to telling the story and hopefully helping other families. lam ilawrence: . they said he's focused on one goal. impaired driving. they are the reminder of thousands' people from all communities. maad works for victims. we value our support from sheriff lamb and the entire community. lawrence: is the offer back out there, sheriff? >> i had a great conversation with them this afternoon. we talked. i was able to express my concerns.

we talked about if there was miscommunication. this is not about me being angry at mothers against drunk driving. it's about the woke culture where they fell victim to. somebody who doesn't know me personally said disparaging things about me. i had a frank conversation with them and said when you make these decisions, those actions have consequences. i'm not asking people to cancel madd. but these are things they need to be careful of and change. this is a poison that is infiltrating not just companies, but greanizations, and we have to put a stop to it. lawrence: even conservative organizations have wokesters working for them. and there is more of us than

them. i am glad madd decided to do the right thing and reached out. we hope to see you on the stage. cracking down on wild street takeovers. we were there when a city tries to regain control. my name is joshua florence, and one thing i learned being a firefighter is plan ahead. you don't know what you're getting into, but at the end of the day, you know you have a team behind you that can help you. not having to worry about the future makes it possible to make the present as best as it can be for everybody.

lawrence: we head to oakland, california where city streets are being terrorized by street races. city officials are trying to ramp up penalties against those involved in the costly and sometimes deadly driving. watch. they are known as side shows. street gatherings. often in the hundreds and thousands of spectators and participants. in the early 80s it began in oakland, california, a way to show off your ride before the days of the fast and furious. but there are real consequences, violence, arrests and expensive

repairs. >> they are not limited to spinning donuts, spinning cars, or obstructing any street highway or public street park. to insure those performing the activity will be penalized under this ordinance. the side show will be made the misdemeanor. and jail time for participating in the stunt driving party. it costs $16,000 per intersection to clean up. carolyn lost her friend in the dangerous stunt and calling out the lack of enforcement that allowed side shows to thrive. >> they are dangerous ahead of a young woman i was mentoring. ken dried johnson. she was killed.

she was driving home, and somebody was taking off from one of these side shows and hit her. lawrence: is that why you are so passionate about that? >> 17 years old. i feel we should band together on what is against the law. parents should be held accountable. do they know where their kids are? are they out burning rubber? the people that watch these side shows, they should be held accountable, too. lawrence: a former side show racer is stepping in. >> people who participate in side shows, it's a culture. and just like anything else over time which the generations change you might see changes in that culture. lawrence: why did it turn so

silent. i was watching a video of a car that was wrecked, and the other car t-boned it and dragged it. >> you have to go back to around 2000 when the idea on the table for combating side shows was let's throw a bunch of police at this thing. during that time people were putting a lot of money into their cars. painting them and putting rims and modifying them. then the police were told they could take your car for 30 days. >> you started to see the behaviors of people change around that time. lawrence: there are a lot of people who oppose what's happening there. what would you say to those folks? >> nobody should be accepting that kind of activity in a residential neighborhood. in the middle of the night

waking up by people doing donuts. nobody should have to live like that. that's unacceptable. but for to us keep on using the same approach, we are going to get the same results. >> is there a way for a compromise where the side show can be somewhere that is in a safe environment where people don't feel like their life is at risk or public safety? >> it's still being done, it's just not being done here in oakland. a friend of mine from east oakland did an event not too long ago. they did what they did, but it was in a safe environment. the idea that it can't be done is a fantasy. it's being done. it's just not being done where we need it the most. councilman, thanks for joining

the program tonight. $16,000 per intersection. do you feel like this new bill on the floor for you guys and the council, this ordinance will crack down on the amount of folks doing these side shows? >> certainly it will discourage some promoters, organizers, facilitators and some involved in side show activity. not only are we talking about the expenses they are incurring. but in east oakland where the african-american and latino communities live, we are trying to improve our streets to provide safety forr for our children and families. we are having a side show and finding an explanation why we are doing this crazy activity is not acceptable. we are investing millions of dollars to improve our streets but at the same time in oakland

according to the police, the participant peck day towards are coming from outside of oakland. we need to stop that behavior. not only are we going to be serious about creating fines to the individuals involved. everything from the first offense we'll fine you $1,000. if we catch you doing it again it's $2,500. the third type it's $5,000 and we have to recognize this is a state law as well. and it's a misdemeanor where we could if the police and the city wanted to take action we could not only give you a fine but also make you do time in jail. lawrence: is this going to be enough, though? you have got some people in the community to say this is a part of the black and latino culture. what would you say to those folks?

>> i grew up in east oakland. we have been killing each other for years and i have been part of that behavior living in east oakland. but we have to make our cities safe. we tried to reach out in the neighborhood we have a racetrack that we say why don't we locate the side show there,le you will have to make sure it's safe and organized and you have got to pay the cost, and that didn't work out. at the end of the day they wanted them here in oakland. if i allow my coliseum property to be used for a side show, i will be liable if anything happens. my neighbors would run me out of town for allowing that behavior to continue. lawrence: thank you for joining us tonight.

politicians who play games with the military budget and serious matters. >> jeremy hunts, thank you. now to oregon where the state legislature has come to a screeching halt after the republicans stage a walkout that says if a lawmaker has 10 or more unexcused absences they are band from seeking reelection. some of the republicans are being punished. daniel, i want to go to you first. you are one of those legislators who will be removed. what are you going to do about it? >> i think first and foremost. word matter. ballot measure 113, the question was when does that actually apply.

the measure suggests it's the election following the end of my term in '27. does it mean the election of 2030? i don't know. does it violate the first amendment rights of those who would seek to elect me. there are questions about the constitutionality of this balance lot measure. that's yet to be determined. lawrence: is this something the leadership can discuss? this seems like for all the talk with the democrats talking about democracy, this goes against what the people want, right? >> absolutely. what's happening here is republicans decided to take the risk of potentially being disqualified because we are standing on principle and defending democracy from unlawful and unconstitutional actions the senate president has

taken. i has gone back and rescinded excused absences he already approved. it's really a mess. but we have 13 people who are standing strong in the state senate here in oregon against these unlawful actions that the senate president and the democrats have taken. lawrence: that brings up a great question about the absences. who has control over what is excused and what is not excused? >> it's the sole discretion of the senate president and the speaker of the house. it's been arbitrary and capricious, people who had doctor's appointments and graduations or wanting to go to church on sunday morning. the proof that political play was in full force was when the senate president called for a

session for 10 days through the weekend. >> normally when politics come up with these crazy ideas they think they can get away with it. now that there has been sunlight on this, do you feel like the democrats will try to walk this back? >> there is an amendment that they are relying on which we think was poorly crafted. but there is a culture of corruption that has taken down one statewide office holder in oregon. the senate president and others admitted to taking stacks of cash for campaign contributions. a person from ftx gave $500,000. it turns out that was part of laundered money from it appears from the whole ftx scandal.
