pete: we begin with a fox news alert. brand new video of joe biden shuffling toward air force one just moments ago. rachel: he's taking off from japan following the g7 summit is. he's going carefully up those stairs. he's fallen before, so i appreciate that. will: peter doocy had the chance to ask the president a question, and he joins us live from hiroshima. peter. >> reporter: we did. and that is a very long flight, something like 20 the hours.

was flying over the united states, and it got shot down and everything changed. in terms of talking with one another. i think you're going to see that begin to the thaw very shortly. >> reporter: but calling the spy craft a silly balloon is a major softening of the language that was used back in february when he ordered a fighter jet to shoot it down off the south carolina coast over the atlantic ocean. the other big thing he was talking about today, the debt limit. he was describing republican proposals during these negotiations as extreme and unacceptable. he said there is no bipartisan deal to be made million republicans -- until republicans make a move, until they give up a little bit of ground. so we asked him about that. mr. president, on the debt limit you said already i've cone, i've cone my part -- i've done my part. do you think if there is a breach no one's going to the

blame you? >> on the merits based on what i've offered, i would be blameless. on the politics, no one would be blameless. and by the way, that's one of the things that some are con to templating. >> reporter: and during that very long flight back to andrews, we expect president biden to phone speaker mccarthy, apparently even though they're saying that the stakes could not be higher with these negotiations, the two of them have not spoken since the president got to his a yahoo! -- asia. back to you. pete: peter doocy, thanks for getting that question in. he didn't want to answer it, but as you always do, you brought it. will: thanks, peter. rachel: it's interesting, you know, peter talked about one of the reasons this meeting was important, china, the rise of china, at the same time a big part of it was the ukraine war and funding. that's why zelenskyy came in and got his $375 million and fighter jets and he's trying to get help from other countries as well

while he's there. but fascinating because the war in ukraine has only made china stronger in many ways by distracting us. we're depleting our weapons, giving so many of them to ukraine. and, obviously, depleting our own treasure when we have so many, you know, facing a debt ceiling crisis right now. we're about -- the could possibly default on our department, and we're spending so much. pete: yeah, because we've depletedded our treasury, and it's -- kevin mccarthy passing a bill to continue the debt limit and reduce spending put the white house in a position it did not anticipate to be in where they're now having to negotiate over spending cuts and could be the place for blame, because the senate has not passed a version is, and the white house is simply saying we won't negotiate. at least until now. so how that plays out will be interesting to watch. rachel: and the war has made china stronger. i really believe that. will: supreme court justice neil gorsuch this week unleashed a scathing review of the covid era

mandates, he said this is how tyranny -- cannot his exact words, but this is how one can go about consolidating power. he said, one lesson is might be this: fear and the desire for safety are powerful forces. they can lead to the a clamor for action, almost any if action. as long as someone does something to address a perceived threat, a leader or an expert who claims to pix if anything.. -- fix anything if only we do exactly as he says can prove an irresistible force. we do not need to confront a bay to innocent, we need a nudge -- bay innocent before we willingly abandon laws adopted by our representatives and accept rules by decree. and i think he is spot on. those were my if biggest lessons from covid, the power of fear. and it doesn't, i like the line it doesn't require the force of a bayonet but simply a nudge. there was a twitter thread the

other day, it's just fascinating to review the insanity. this was only a couple years ago now. rachel: yes. will: skateboards filled with sand, people walking around with hula are hoops, people walking around with, like, plastic cages over themselves, stupid 6-foot circles. we went insane. rachel: and people -- will: we, as a society is. rachel: as a society. and so many people willingly submitted to, for example, masks when our nih and health, you know, federal health research places wouldn't fund any research to check on the efficacy is or the psychological and social effects on it. they left it to -- marty makary had to do that study. people just submitted. also gorsuch brought up the inequality and the weird way they decided what was going to be closed down such as churches, but then casinos and, you know, strip clubs were left open. it was very bizarre how they did it. and many in general, i think it's really great that we're talking about it through his

legal lens because none of this was constitutional, none of service the american, and it's -- none of it was american, and it's important we remember how crazy it all was. pete: if you look at human history, most people default for more security over greater risk or more freedom. and in this case, you mentioned fear. it's either safety or health. safety or health, that's what the -- rachel: and they get ya. pete: in this case it was the both, right? safety of others, held for yourself, you must do everything. and if that's not a wake-up call for at least a generation of americans who realize it should not happen again, appreciate what neil gorsuch had to say there. will: let's bring in "fox news sunday" anchor shannon bream. one of the things that's fascinating of looking at it through the legal prism is a lot of these rules and laws and insanity was driven, yes are, by politicians, but in some cases by judges.

in dallas everybody was recalled by the decree of a single county judge saying what could and could not be open. we all bowed through -- not all of us, but as a society -- through peer to these decrees. >> yeah. and i remember there in texas, we'll all remember the case of the salon owner who was trying to keep herself afloat, the other people who worked with her, a small business, and and she got arrested over that. remember? was facing jail time essentially over this situation. is so there was a lot of craziness going on. i think about in california one of the scenes, the guy who's, like, on the beach and they're chasing him around, and he's trying not to get arrested. in florida, the guy who was dressed up like the grim reaper, and he's trying to freak people out on the beach. there was so much stuff that happened, and the court was asked to weigh in on a lot of that. also in early february 2021 i believe it was, they had this big showdown over churches being closed in florida and, as you mentioned, strip clubs open, hollywood movie sents open.

there was a restaurant right next to a movie production. the restaurant was put out of business, but the movie place was allowed to put up craft services tents and serve food there. the court was asked to weigh in, and they did allow early in 2021 those churches to the reignite and reopen and allowed to continue services. so back then gorsuch was a loud voice, alito, thomas, justice barrett joined in on some of that. so they've been warning about this tough for years. you know, some people are, like, oh, where was neil gorsuch the last two or three years, we love this opinion. he was there. they were pushing back on this and warning and talking about how the government has so much power, and overnight people allowed it without question. rachel: yeah. and hen there were the people like, you mentioned the woman who had -- she was arrested for opening hrsa loan, and then nancy pelosi goes and gets her haircut in a scent salon session, same with mayor lori lightfoot.

we saw these protected politicians who were allowed to to break the rules because somehow they were more important than us or their hair was more important than my hair. it was just kind of crazy, and i think it's good to the see it because we don't want to repeat it, shannon. we have to go back and really examine it again. >> yeah. and i did start to find out what the real color of my hair is -- [laughter] i think we all did. rachel: we learned a rot about each other. [laughter] >> we learned a lot. there were no manicures, pedicures or hair styling for a while there. yes, this is much more serious than that because when you talk about developmental issues for kids and schools being closed down, kids taken out of their social structure and how we know that impacted them, the spike in things like suicides, like drug and alcohol abuse, i mean, people were frightened and isolated. now listen, some of this was being decided in realtime, so we've got to give each other the benefit of the doubt that we were trying to do do our, but when it comes to leaving a strip club open and telling churches

subdued jordan neely on the new york city subway. neely's funeral was earlier this week. daniel penny has spoken out to the new york post and begun to el the his side of the story. here's part of what he told the post. he said, this was different. this time was much different. i can tell you that the threats, the menacing, the terror that jordan neely introduced on that that train has already been well documented. i don't thinkst the going to be even controverted. there are numerous witnesses who have absolutely no motive to do anything other than to recount what actually happened. they are uniform in their recollection of events. i'm deeply saddened by the loss of life. it's tragic what happened here. hopefully, we can change the system that so desperately failed us. pete: this, what he said, is exactly why we have a justice system not rule by one judge, but by a jury of peers. and he's been tried in the court of public opinion based on instant reaction to a video and his race and the race of jordan neely. he will get his opportunity to be heard himself as we hear a

little bit in "the new york post," but also from everyone else on that train and what they perceived. rachel: right. pete: and he's correct that it's people from a lot of different backgrounds who felt the same threat, he's got a good chance of being vindicated in a country where you have the right to self-defense. rachel: it is in new york city, so let's hope that jury really looks at all -- not just the testimony by jordan kneel -- not by jordan neely, but by daniel penny, but also the other witnesses who says are of diverse backgrounds as well. i think it's interesting here that josh hawley, who by the way, wrote a book about manhood recently called "manhood:ing the masculine virtues america needs," something that may come out of this is a discussion about what he says is confusing, extremely confusing signals that the culture and the media are sending young men if about whether or not they should step in and protect those who are weaker than them in a situation

line that d like that. so i think that's an interesting cultural discussion that'll come out of it. but he also said this is coming into an election year, and he felt like this was definitely a part of blowing this up, because they need racial tension before an election on the democrat side is. will: helps to understand why, in fact, daniel penny was even charged, much less to be judged by a structure of his peers, why he was even charged. pete: right. will: all right. turning now to your headlines, chilling new details emerging about the man suspected of killing four college students earlier this year. bryan kohberger reportedly broke into a female coworker's home so he could install security cameras to pie on her. authorities believe he accessed the feed from a remote location. kohberger is expected to be arraigned tomorrow. brittney griner's doubling down on her new respect for the national anthem, listen.

officer, you know, i empathize a little bit with his plight. as a former veteran as well. rachel: yeah. >> you know, he was put in a bad situation by the folk who is let all these folk if -- folks out on the desperate. rachel: that's certainly what he say. >> we should be looking at the people who are making these decisions that are letting people with menial illness out on our -- mental illness out on our streets because we're all at risk here. what am i going to do? daniel penny is going to get justice. we want to make sure that he's okay because weaver sending the wrong -- we're sending the wrong message. rachel: yeah. it's a really, it's a dangerous message on so many levels -- >> correct. rachel: especially scary for women because if men are afraid to jump in, it's scary. i just want to do a quick go-around here. >> no. my sister's a navy veteran, and it's at her pleasure that i'm able to be a part of the

power unnecessarily. number three, i think he should be charged because chokeholds in the state of new york are illegal after eric garner. so i was telling madeleine before with, i wish that penny had sucker punched neely and knocked him out that way, he would still be alive. but i understand the adrenaline was pumping. but 15 is minutes? rachel: okay. >> and he definitely, he's on that top list, you're not misstating that, i know that to be true. we have mental health issues, i know that to be true, but i do think that penny should be charged. we cannot relie on individual land i theism. it's one thing stepping in, it's another thing killing somebody. rachel: john, do you think she's monday morning quarterbacking? what do you think about these charges? go ahead. >> i don't think he should have been charged. you know, there's a code in new york city at least in the streets, you mind your own business. but when women or children are in danger, in this man right here is going to step up. rachel: well, i'm glad. >> so i thank penny for stepping up. it's not happening on my watch. i'll take out my hands or

you just go back, what, five months, and democrats passed the inflation reduction act, massive spending, $5 trillion in spending over the last two the years of the presidency, then they passed the big omnibus bill which that some is republican support in the senate. but the massive spending, and joe biden doesn't want to curtail anything in the senate. kevin mccarthy and the republicans, i'm surprised they got all the votes for it, but they want to go back to 2022 spending levels, which are really high. and then they want to say, listen, we're going to help people out who are going through a hard time, but you've also got to work. they want work requirements for medicaid, for food stamps, and that's too much for joe biden. pete: sure. it's imminently reasonable stuff. concern eminently reasonable. does it matter in the negotiations that the republicans have actually passed something? they passed raising the debt ceiling and, you know, the senate hasn't done that that, and the white house has basically been an immove bl

object. >> you can't really say what do democrats want. there's nothing there. they haven't put anything up. the only plan put out was kevin mccarthy's in the house, and i think joe biden and democrats were betting that kevin mccarthy k07b89 cooingal his very small caucus or majority of a caucus to pass a bill, and he did. by the way, democrats have underestimatedded kevin mccarthy since the very beginning. it took him 15 votes to get the speakership. they thought he'd be a lame duck speaker, and he's actually been delivering time and time again. i think they didn't think he would except this far, and now they're kind of freaking out. shoot, republicans put9 a plan out, now we have to engage and negotiate. and i don't think this gets resolved with two weeks out. kevin mccarthy's wanted to negotiate since the start of february. we're two weeks from the deadline, and i don't think there's real movement until markets move. markets move and then you'll see both sides come together and get serious about talking about -- pete: i mean, we hear this debt ceiling thing all the time, eyes
