suspect. they are believed to be a black male with dreads, black short sleeve shirt and camo shorts. >> ashley: lauren joins us with the latest. what was supposed to be a fun day at the beach turned horrifying. a fight broke out between two groups and one then pulled a gun. >> i was laying down having a good time and i heard six or seven shots and everybody start running. the board walk was full of people and everybody start running left to right and then i notice people got shot. >> the beach was packed with people celebrating memorial day, they were sent scrambling. officers nearby responded and police are investigating what happened and how many people were involved. some were innocent bystanders.

they were taken to the children's hospital. four minors, ranging from one year old to 17. one person is in surgery and one is stable. police have one person of interest in custody and there is an ongoing manhunt for another. >> ashley: thank you. to another fox news alert, house rules committee will meet today to determine if the debt ceiling deal will make it to the floor. president biden and speaker mccarthy rushed to pass the bipartisan bill before the june 5 deadline. >> todd: doug luzader joins us. >> doug: for as much drama, who would have thought the agreement was the easy part. president biden says he feels good about getting this done thchl is a critical test for him and speaker mccarthy. this is more or less a freeze on

spending and will fall short of what many republicans wanted, to go back to pre-covid spending levels and for many on the right, that will be a tough pill to swallow. we are barrelling toward unlimited debts, infinite amount of debt. just because the swamp is flawed, doesn't mean americans should take it on the chin. >> doug: on the left, democrats are angry over relatively small changes for food stamp recipientses who do not have dependents. >> i am angry, we are being held hostage. we cannot default on our debt and i know that, same time, we cannot be rubber stamps.

economic forum. doug set it up there, both sides whipping hard, spinning hard, big picture here, 30,000 foot view. before we get in the specifics, will the bill pass in current form? >> good morning to both of you. i think it will pass. it is not what everyone wants, but i think it will appease enough moderates and more centrists, as well as conservatives who recognize this as opportunity to get the debt ceiling done. to curb spending and certainly institute big-picture reforms that are critical and needed for the economy, like work requirements for able-body americans and permitting forms. >> ashley: this agreement suspending debt limit until 2025 and the government will claw

back covid funding, get money earmarked for the irs and add work requirements for people receiving food stamps. lawmakers have 72 hours to vote on this, is this enough time to sift through the bill and digest what it is all about before a vote comes down? >> i think it is a good amount of time compared to the time allotted for larger bills. this is 99 pages compared to thousands of pages in other legislation in the past that didn't have the timeline. this was a concession speaker mccarthy made during his vote to become speaker. we're seeing rippling impact of his speakership vote and the concessions he made to governor. there is going to be time to digest. we're seeing some responses.

woo saw chip roy who called this a turd sandwich over the weekend. this is not the perfect bill passed by house republicans a few weeks ago, which was terrific. 1.5 trillion of debt increase and other great provisions. this is way of getting democrats onboard and there should be enough votes, i think speaker mccarthy told hakeem jeffries to get 150 votes and make up the difference on the democratic side. expect a lot of opinions about this bill. >> todd: seems like wins republicans are celebrating are the work requirements, but the losses and hear this a lot on the far right is you are still adding 4 trillion to the debt. the question becomes, where do you see, besides 4 trillion, the

chip roy and ralph norman pushing back against kevin mccarthy going forward as he tries to whip thissic thing. it could be on more domestic spending cutses, where you take spending cuts and see if you can get those through. the risk is, you lose moderate democrats. there are other areas that could be possible, more could be done on permitting. only 30 billion of unspent covid funds are recouped in this deal. there is more room to recoup covid funds, i think 50 billion. areas like the irs and the inflation reduction act hired 80's,000 irs workers, this claws

back a fraction of that. maybe there is bargaining there to say, we need more of the irs funding cut, so you don't see targeting certain people for whatever unfair reasons that i have. >> ashley: before i let you go, what was biggest loss for republicans in this? >> i think the headline 4 trillion debt limit increase, 4 trillion is a significant increase. republicans, i have seen some say when you are at the one-point line, why punt the football and they saw this was opportunity to force president biden's deal who got to this point by not negotiating, but forced his hand to get under 4 tril knowion, maybe under 3.

brooke singman has more. >> brooke: chairman james comer issued a subpoena for this biden document a month ago. today is final deadline for the fbi to comply before holding the bureau in contempt. the fbi's refusal to provide this single document is obstructionist. if wray does not hand over the re record. wray set up a phone call for tomorrow, the chairman says the meeting will not impact today's deadline. in their own statement last week, the fbi depended withholding that file as confidential source information. republicans maintain it has been declassified. democrats are rallying behind the fbi and calling out

>> todd: a tennessee mother of two has gone missing while taking a road trip with her boyfriend. she set off in her jeep with her boyfriend to visit family in california. her brother has not heard from her since the 8th of may. a police report she claimed her boyfriend punched her in the face, although he claims she attacked him. they were both given rides to separate places. this case draws similarities to the case of brian laundrie and gabby petito. >> ashley: a store owner is calling out city council for second time in one month,

business owners, as well as citizens. things need to change. >> ashley: what are they not, you mentioned they are not helping as far as securing the city. what are they doing to help, anything? >> nothing that i can tell. >> ashley: it was the city council and mayor and chief of police. this is second time in a month you asked them for help. have you gotten a response or has anyone reached out? we will increase patrol or anything at all to help? >> right. the mayor called a meeting for all of the auburn businesses, complete with her and the chief of police. we had a wonderful sitdown. it felt like we were able to ask questions and get some answers. ultimately it has felt from the

beginning like the buck keeps getting passed, as far as mayor says the police can't do anything and the police say we can't do anything because of the laws. it comes down to judges not enforcing and not upholding the law. and the bad laws passed by lawmakers here. >> how long has this been going on at your business? the break-ins? >> they started last year in january. >> ashley: how much damage has been done between the thefts and the damage they have done? >> i think i'm right around 50,000 dollars at this point. >> ashley: a lot of businesses and perhaps yourself are thinking of getting private security. have you considered that? is that something you could

budget for? >> we have. but as small business and i'm sure i speak to other small business owners. it is really not feasible. we operate on relatively small margin compared to those big box stores and it is very difficult. we have discussed with our property manager taking some of the triple nets that we're allocating to security measures and putting them into another type of security like you're speaking about, yeah. >> you brought something hog wire that was a new one that i have not heard of yet, very interesting. did you come up with that yourself or something police told you to do? >> no, the police haven't said anything as far as defense, but unfortunately it is pretty common in auburn to see plywood everywhere and i was actually at

a locksmith around the corner and they had hog wire over doors and windows and i thought that was a great idea. i got one of our people to do that and it worked out really well. >> i'm seeing images of your business, glass everywhere, plywood on the windows, is this deterring customers from coming into your shop? >> absolutely. >> what do they tell you? >> i lost plenty of revenue, customers, on that same token, though, much of the community rallied around us and we get calls and e-mails daily from people saying, how can we help and i cope saying shop small businesses, we are struggling and crime is real. fortunate to see this, people trying to make a living and live their lives and dealing with this and extra cost, 50,000

[indiscernible] [shots fired] >> todd: 20-year-old passenger demanded to be let off the bus before the heated exchange. the suspect pulled out a gun and the driver pulled out his own weapon leading to a shoot out. passengers fled to the back of the bus to escape the gunfire. the driver has not been charged, reports say he has been fired for breaking the rules against being armed. he may not have his job, but he has his life. los angeles judge siding with activists to reinstate covid era laws allowing criminals to walk free with bail.

argument, no input from those supposed to represent public safety. george gascon and -- >> todd: this is a win for civil rights corp, national organization challenging cash bail across the country. they are on one side and you would expect the l.a. county sheriff and the police chief to testify saying nope, we're going against this group, both didn't show up to testify. why? why would they not testify and represent interest of the people they are supposed to protect? >> the dz and sheriff represent progresive movement, been utter disaster. we are going to be criminalizing poverty, has nothing to do with poverty. that behavior will continue

unabated and failure of leadership at epic levels and this will hurt l.a. when we need to help them most. seeing violent crime. that category, people walk in and grab things and walk out, no respect for private property. this will not help. >> ashley: they are able to be let out the exact same day they are put into jail, which is ridiculous. at least in my opinion. a lot of people's. you bring up violent crime, in los angeles, they have seen over 6700 assaults, 2800 robberies and close to 100 homicides this year. when you look at this from the public stand point, is there any going back from this or is this decision final? >> apparently they have a chance to revisit in 60 days and they will do the job they fail to do last week when the judge was

expecting to hear from them. the data is easy to obtain. he was concerned about it, so concerned he decided not to show up in court to explain why he was concerned. that is how leadership is in l.a. county. >> todd: theft, drug use, vandalism, battery and some nonviolent felonies will not include bail thchl is helping the criminal you have seen in l.a., throughout california and throughout our country. this argument that they are being punished because they are poor. no, that is not the argument. they are being punished because they committed a crime. that cash bail allows you to be put in prison or jail and kept there until your case is moved through a little bit. you are going to not flee, that is the general point.

what does ron desantis need to do? >> he needs to do a lot, he is going to -- significant for him, because iowa is first caucus state and this matters because trump has a significant lead because he's appealed to iowa voters with corn and general food production for farmers there. desantis needs to come out swinging and be strong. this is his first time in the state, so this is important for donors. >> ashley: yesterday the president was asked if he could win and here is what ron desantis said. i got endorsed by 37 legislators there before i announced. we have a lot in common with

evangelicals. all eyes on his trip today in the hawkeye state. >> todd: i was on with kayleigh mcenany and she said it best when she said trump wins because he physically connects with the voters, in a room, panel, at a speech and physically connects. does ron desantis have enough time to do that after declaring so late? >> i think he did himself a great disservice by declaring so late. first republican to win miami-dade. florida, up on president trump. we see the chasm that exists. to kevin's point, history book is littered with people who won iowa and did not become the republican nominee. it is critical for president trump to display personal touch

if he plans to hold off ron desantis. all roads go through iowa. >> todd: it is important state, there is big primary season beyond iowa. around the horn and broaden it. do you expect ron desantis to focus on policy going forward or some point will he jump in the mud with trump and focus on personality? >> their policies are very similar, at least domestically. we have not heard much from ron desantis in terms of geopolitically, i think he'll have to jump in the mud. >> todd: kevin, your guy joe biden polling poorly, what are you watching for as republican primary heats up? >> i hope they all jump in the mud together, that benefits incumbent president. you are seeing ron desantis take the fight to donald trump. he has a tight rope because he can't alienate trump voters. he cannot attack directly.
