i don't want to be the news i want to talk about the news. >> steve: let's talk about the news. today at 3:00 this afternoon, the house rules committee is going to get together and they are going to talk about a rule for the debt ceiling thing apparently every time they have a piece of legislation you have to write a rule. a debt deal drama because there are three super conservatives on the rules committee. you have got chip roy and ralph northam and ralph massi. two of the three will vote no. thomas massie may actually vote yes because, when you go back to the speaker fight. remember when kevin mccarthy was having the hardest time getting across the finish line, ralph norman were part of the anti-mccarthy vote. as speaker mccarthy is asking republicans to line good chance two people on the rules committee are going to say no to the rule and then it is pretty much dead until they figure out

the house. the senate belongs to the democrats. and the president seems to belong to the democrats. by getting the president to sit down and deal on the debt ceiling, he already has gotten a small w. and then to roll back $10 million that was going to be for the irs agents out of the -- excuse me 10 billion out of the 08 billion. that sets you up for a year. and then it it's called win the election and finish it off. there is a lot of wins here and i looked at the "new york post" editorial and they basically said good enough. one of the things they also said spending could only increase 1% unless they have a pay as you go. you have to go cut something right after that. chip roy is obviously not for it. every congressman norman not for it. if it gets out of committee, he is supposed to -- he believes is he going to get 95% of republicans to vote for it. the bigger question is will it get out of committee? here's the president yesterday on will the democrats vote for it? what do you think of the deal as

and we cut about 55 to 57 billion of nondiscretionary or nondefense discretionary. second thing is, and this is the most overlooked element in this bill is the administrative pay go for presidential executive orders and executive rule making. with those two tools, the president's administration has gone completely around congress, grown this government by 1.5 trillion it. >> brian: through executive orders and rule making. >> brian: if he is going to do something show us what he is going to cut. >> if it hits the threshold of 100 million. >> brian: you are still a. >> i'm a no. >> brian: why? >> i'm a no at this point. i agree there are good measures in there. it doesn't go far enough. it takes us back to '22 on the nondefense spends. it needs to take us back to '19. '22 locks in big covid increases

going forward, brian. at the end of the day, 18 months from now, we are still going to have another 4 trillion in debt in just 18 more months. so we needed to make deeper cuts on the nondefense side and meanwhile, we're accepting biden's defense budget, which is actually a cut as well. it only incorporated a 3% inflation figure. everybody here knows inflation was 8% last year. that's cutting submarines, this is a navy town. that's cutting ships while you have a massive military build-up from china. we'll can't do this on the backs of our troops. >> brian: i don't think any president in any party doesn't want maximum defense and for some reason with him -- >> -- we need to reform defense. save every dollar. reform it, audit it. and climate stuff out there. but you also can't cut our troops. here is what should be cut a $60 billion climate justice fund that still in there. all of that inflation reduction act, all of the social infrastructures, that stuff has

got to go. not our troops. >> brian: they did get permitting reform. >> two things not in that bill very quickly presidential wants was the student loan forgiveness. that's out. that saves the taxpayers these hardworking taxpayers 500 billion. >> brian: got charges and the other as you mentioned the irs. both of those were the president's programs and we rolled those back. >> brian: for a year and then you have got to go win an election. congressman, last night we have reports that moscow got hit by ukrainian drones after they have been going after kyiv the last two days and knocking down most of the drone attacks in the capital of ukraine. these people won't be stopped. how significant is that that they are hitting the capital if this is in fact true. this could be covert ukrainian action hitting back. it also could be a false flag from putin that wants to galvanize the russian people and wants to get them, you know, back in to this fight because
