you have 72 hours, this is 99 pages. this is different than before. we will spend less money this year than last year. debt limit is like the family having a credit card you have been charging up every year and keep lifting the limit. this year is different. we say we will spend less. the mandatory spending and social security and medicare, i can only look at 15% of what we spend. elements like non-defense will go below 2022 levels, that is positive. we put ourselves on a spending plan and cap what we can spend for government. in a family, we may have a child, able-bodied, that is sitting on the couch collecting welfare. we will put work requirements on

that individual, he will get a job and make life easier. we are looking at places we've been spending that we wasted and will return, like all the covid money, we'll bring it back. $400 million for cdc global fund, hard-working taxpayer money to china, we will not do that, we will send that back and a number of other i think thises. one thing that is interesting we did, the president has been spending wildly, if he wants to put new regulation in, we took executive order and put into law and makes it tougher. if heun was to put a new regulation in, he has to cut government, if it costs more than $100 million. we now reform environmental review, instead of seven years, studies are one to two years, this has not been done in 40 years.

we did something interesting to make congress consequences for lack of action. they have 12 appropriations bills and they never do and come back with the omnibus, now if you don't do your job, 1% cut across the board. encourage congress to work. this will be the biggest cut the congressional budget office says in history going forward, we allowed debt ceiling to go forward for the next 18 months. >> ainsley: we will play two sound bites, two in the gop that say they are voting no. we'll get your reaction, this is chip roy and raflph norman. >> a block of us are a no, i would like to kill this, move forward and pass a short-term

house, it was just a clean debt ceiling. we only have the house. the president said he wouldn't negotiate with us, we were able to get in there. this is the biggest cut in american history, no new taxes, no new government programs. would i want to cut more? yes. i was only able to work at less than 15% of the budget. not sure what else they want to do, we were able to plus up defense and veterans, that nondefense is lower than we spent in 2022, look at where victories are. we allow them to keep going forward until january, but you have extraordinary measures. if we get a new president and senate majority, we will be able to tackle this. this is just a first step. >> steve: at this point, you -- republicans only control one half of one branch of
