"the faulkner focus", i'm gillian turner in for harris today in washington. that blast coming during broad daylight as moscow claims most of the incoming drones were

intercepted. residential buildings in the cities were struck for the first time since putin invaded more than a year ago now. russia says kiev is behind the attack. listen. >> it is totally clear that we're talking about a response of the kiev regime to our very effective strikes on one of the decision-making centers. such a strike took place on sunday. >> gillian: ukraine is denying direct involvement. it came after another russian air assault on kiev overnight. one civilian killed after putin's forces bombarded the ukraine capital three times in the last 24 hours. mike waltz is here to weigh in in a moment. first we go to senior foreign affairs correspondent greg palkot in london. >> the war between russia and ukraine just got a lot more tense. never before in this 15-month conflict have civilian areas

around moscow been targeted. at least eight drones were fired. most shot down. there were injuries and building damages and including where russian president putin has a home. he called it a terror attack and promised to respond to it. ukraine did not take responsibility but one top official said they were pleased to watch and promised more. this comes after near daily barrages on kiev and other parts of ukraine by russia. overnight 30 more drones fired at the ukraine capital along with one killed, many injured including children. the intensity of the russian assault perhaps a sign moscow thinks the spring counter offensive but ukraine could be soon. they are trying to expend kiev's air defenses or rattle nerves. the drone assault on moscow has done that there by all accounts. the special military operation had been a faraway thing for most russians. combat seen on tv screens. now it is literally hitting

home. no wonder the russian foreign ministry said following the barrage it reserves the right to take the most severe measures. russian president backing that up as well. back to you. >> gillian: greg palkot, thank you. let's bring in republican congressman mike waltz of florida serving several committees and former green beret. this just in across the wires, congressman. putin says these attacks in moscow were aimed at civilians and he says russia is considering responding. >> gillian, i think this could be 1 of 3 different plausible scenarios. one could be covert ukrainian forces behind russian lines hitting back and hitting back for the death and destruction and devastation that has been brought all over kiev and especially if it's a part of moscow where putin has a home

and many of the russian elites and oligarchs are housed. it could be other things. it could be a false flag operation on putin's part. he came to power with a false flag operation against a russian theater calling it terrorism many decades ago and as a way to galvanize the russian people behind this war because he knows he is losing. a third that i'm not seeing a lot of reporting on but certainly plausible are roars of russian separatists inside russia that have had enough of this war and are turning on putin. so either one of those are very plausible scenario. i will get the reporting likely in the coming week or so in terms of our analysis of what is happening here. but that's -- i think those are three very plausible theories. >> gillian: senator lindsey graham has a message for the kremlin after it issued a

warrant for his arrest this weekend. south carolina says he will wear that warrant like a badge of honor and tweeted this. i know my commitment to ukraine has drawn the ire of putin's regime and bring me immense joy. i continue to stand with and for ukraine's freedom. he will gladly take this beef to international court adding see you in the hague. the warrant comes after zelensky's office released edited comments. they appeared to show graham saying he supported the killing of russians. it wasn't accurate. here is the actual comment where he credits the u.s. with helping to keep putin at bay. listen. >> big support, very important. this money we never spent. thank you so much. >> gillian: graham's comment. >> there was a time in america we were this way, fighting to the last person.

likely. so look, at the end of the day, i look forward to putin being out of power. i look forward to seeing him prosecuted for these war crimes. but we have to be very careful in terms of what comes next. >> gillian: yeah. congressman while i have you oh than. there is a disturbing video footage out now that shows a mob of teens savagely beating a small group of self-identified u.s. marines. it happened over the weekend on a california beach. it started after those marines told the teenagers to stoplighting fireworks on the beach. victims can be seen on the tape on the ground as the teens continue to attack them from all sides. what do you make of this? >> well, these are brave young men who have clearly signed up and willing to give their life for all of our freedoms on memorial day of all days, where

we are celebrating those who and mourning those who didn't come back and you have these thugs behaving this way. what is so upside down about all of this, gillian. this happened in california and i have no confidence that these thugs will actually be prosecuted for attacking marines who are just trying to help their fellow citizen. yet then you look at what happened in new york and you have a marine that stepped in, that stepped in in a way to try to help their fellow americans on a subway, to try to take down a thug there who was threatening people, and he is being prosecuted. how backwards is that and how upside down is our judicial system? >> gillian: it is curious that a bunch of teens who are behaving illegally in broad daylight on a public beach would feel empowered to attack anybody, civilians or service members

others, the candidates soon declared will be heading to iowa in one spot at the same time in this cycle. gillian, back to you. >> gillian: all eyes on iowa today through the rest of the week. rich edson in des moines for us this hour. let's bring in the power panel now. lauren is a princeton university political scientist and scott is the former d.c. democratic party chairman. thank you both for taking time with us today. lauren, trump world sources have told our reporters that the way they see it the more republicans in the field, the better trump's chances are, they want to keep encouraging as many people to throw their hat in the ring as possible. does it square with reality? >> they are right. when trump says a lot of these people are running for second place i think that is unfortunately true. i'm so shocked at the extent to which this is the same story as 2016. it was a huge field of 17

candidates, trump comes in with name recognition already in the 90s. the next closest person is jeb bush in the # 0s and trump spent the whole time attacking him until he was literally off the debate stage. that's what is happening again. desantis happens to have a political ace up his sleeve. that's not such a secret to contrast trump, which is the way he dealt with covid in florida. he had very similar outcomes for better outcomes than other states on deaths and it was in total contrast to how trump dealt with the pandemic, liberals and conservatives agree on aspects of that. he should be attacking trump every day on presidential leadership on an issue that really threw the country into chaos in a way we haven't seen since the 1930s. that should be desantis's message now, tomorrow, next week, next month. >> gillian: let's turn to

biden's campaign message, scott. what do you make of that "politico" reporting they are prepping for any of these candidates to emerge as a frontrunner and gaming it as if a wild card will be the ticket. >> the new york indictments of donald trump and possible federal indictments in georgia is the wild card. we have to think donald trump while he may have 30 to 40% of the republican vote in support, that he may not be around as a white collar criminal defense lawyer it is hard to run for any office if you've been indicted once. here he may be indicted 2 or 3 times. so i think it is smart for the democrats to do that. the other republican potentials in the presidential race are banking on that, too. if he is not there, that number two isn't vice president, that number two is where the voters go if trump is not available. while desantis seems to have 20% he is not the answer, either.

he is out of touch with what he has done in florida, being anti-gay policies, his anti-use of another word anti-woke policies but against diversity and inclusion. he has an uphill to climb not just to nominee but win. the gop has a lot of decisions to make. >> gillian: desantis lags miles behind trump and the rest of the field, the other five candidates now lag miles behind him. any chance someone could emerge in front of desantis? we have some time. >> we have a lot of time. gillian, you are absolutely right. yes, there can always be a wild card. but the wild card youngkin, some of these other governors, sununu, these people are polling in the single digits if they are lucky. how do you get from 2% to double

digits, which is impressive that desantis has already done that? but people need to attack trump in order to change those numbers. they can't just kowtow to him and tiptoe around and be scared of his base. they need to draw a contrast. the message should be look, this is a loser. it is very hard to lose an election as an incumbent president if you have a booming economy. it is actually a great opportunity to show your leadership skills when you are campaigning from behind the presidential seal and he really messed that up for us and no one is seemingly willing to do that. >> gillian: i want to get your reaction to this, scott. the "washington post" was reporting biden is looking to boost the vps profile now. some voters fear she may have to take over in biden wins a second term. two weeks ago harris took part in the top-level meeting on the debt ceiling photographed in

between the president and house speaker kevin mccarthy. critics say that polishing her image might be an uphill battle. >> i don't think she needs her image polished. the democrats and white house needs to do more with her. a former senator, former attorney general of the most populous state in the country and needs to be given the opportunity to lead and show off her skill set. the last four years she hasn't. black voters and brown voters are the base of the democratic party. black women voters outvote every other group in the country and they're looking for her to be in a leadership role. regardless whether she takes over if the president -- does not make it if you will for lack of a better word or somehow she takes on more responsibilities in the second term. that's a strong team. they have a record to run on. you will see more and more of her talking about infrastructure and abortion rights as well as diversity and inclusion. those are winning subjects for the democrats and they will be

winning subjects in the general election as well because the top two gop contenders are far right of that. >> gillian: scott, in the general population folks are focused on the economy, number one. not diversity and inclusion. that is seventh place to the rest of the issues the country is facing. look now lauren both the president and v.p. are facing dismal approval numbers. the latest there for president biden 42.1% and harris 40.3%. that is an uphill claim for them. >> i have strong feelings about this. i've done a lot of research on kamala harris and her effectiveness. the truth is, she start evidence out the administration very popular. it is not true that she has been hidden away by the white house. my research shows she has been the most publicly active vice president in many years. i think there is much more

evidence that she has messed up and misstepped on issues that she should be an authority on like immigration as a senator coming from a border state. and people updated their evaluations of her negatively as the administration went on. part of that just to contrast what scott said a little bit, she lost among black voters heading into 2020. she didn't even make it into the same race. biden was ahead of her among almost all subgroups of democratic voters. so i do think there has been evidence that she has been seen and widely seen and came in with a very exciting, historic vice presidency and people have not been impressed with what they've seen with harris and it's very difficult to undo that. >> gillian: scott, we have to leave it here. sorry, i will get you next time. i owe you one. mark it down. thanks to both of you for

are currently being treated for their injuries at areas hospitals and currently in stable condition. police say those victims were wounded after a disagreement broke out between two groups along a beach side promenade in hollywood. one gun was pulled and shots fired sending crowds of people running and ducking for cover. >> you hear 6 or 7 shots, people started running and i was in the store and heard a couple of gunshots. i ran over and everybody was laying on the ground. >> there was a black guy ran fast, no shoes on, jeans, ran across the board walk and into the parking garage and then cops just came, five cars deep with guns looking for him. >> you see the after math in the cell phone video. people laid out with injuries as medics and fellow beach goers try to the end to them. first responders were close by and able to get to these folks quickly. police tell us at least four

what can go very wrong when his policies allow violent criminals to avoid incorporation. sutherland. in late november 2020 arrested by l.a.p.d. after he stabbed the neck of construction worker who he said was making too much noise and nearly killed him. sources tell me the l.a. county probation department recommended a prison sentence for him with the probation officer writing the defendant must be held accountable for his violent actions. the defendant's conduct is alarming and disturbing. this deputy is concerned about the possibility of future violent outburst. s that prison recommendation was ignored. in 2021 george gascon's administration agreed to give him mental health diversion instead of incarceration. a decision that proved deadly. last tuesday lapd arrested him again this time for murder after police say he shot and killed

his upstairs neighbor in her own apartment firing 19 times in the process. the victim, 30-year-old jennifer gomez was dead on scene with multiple gunshot wounds. her neighbors told police sutherland confronted her about making stomping noises in the past. i asked gascon's office how it -- they responded a court appointed psychologist deemed him suitable for the treatment program. our prosecutor agreed to the defense request for mental health diversion. the court deemed the defendant safe for community treatment. we're saddened by the most recent allegations and hearts go out to the victim and those who loved them. releasing violent mentally unstable individuals is a disaster for public safety. >> it seems irresponsible to throw someone back out into the street who has just committed a

medicaid, and we want to make sure that we do bring those deficits down. >> lawmakers are still digesting the contents of the bill. they are also unwilling to weigh in. they first want to see what their constituents think and which way the political winds will blow. >> i'm waiting on my constituents to call this morning. we will listen to them. i think that's really important. that's part of the exercise of what we do. we're continuing to evaluate things. does it go far enough? there are a lot of people concerned with raising the debt limit for a flat out period of time for $4 trillion and compared to the spending cuts. >> the house rules committee meets today at 3:00 eastern. the rules committee is the gateway to the floor for bills. it must approve a rule for the house to debate the bill. ralph norman and chip roy are on the committee and oppose the bill. the gop cannot lose another republican and still put the bill on the floor. back to you.

compromise is, right? mr. gingrich points out some really important parts of this deal, 28 billion in unspent covid money, curbing spending. you are getting that extension of food assistance with work requirements. they are ending the pause on student loan forgiveness until the supreme court takes up that issue on the executive order. you are speeding up environmental reviews for energy including the permitting for the mountain valley pipeline. that was joe manchin's pipeline he never got in the inflation reduction act. defense spending was increase. some people say it doesn't keep up with inflation. you took a little away from the i.r.s. others arguing not enough. no new taxes and no new government programs. this is all positive when you think about the fact we could have raised the debt limit and got nothing in return for it. to your question about are americans going to feel this in their bottom line and kitchen table issues at home? probably not. still a win for the republicans

and the speaker. >> gillian: you mentioned that deal also includes approval for the mountain valley pipeline championed by joe manchin. what do you say to that? >> i think it's a step in the right direction. he wanted to get it before and they sort of did a flip-flop after they got his vote for the inflation reduction act. having said that we have a massive energy problem in this country as you know and you have reported on it. that's why gas prices and fuel prices in general are so high and that's a big issue for a lot of americans. we could take all the oil and gas out of the ground that we want. if we don't have the infrastructure to move it around the country, it is useless. pipelines are very important for that reason. that was a big loss for the democrats. >> gillian: a big loss. also this idea percolating now that america's biggest polluters should pay reparations for climate change. an idea gaining steam among a lot of advocates.

some environmentalists and academics are arguing that companies and u.s. states that are most significantly contributing to the climate crisis should be made to compensate the people who are bearing the brunt of its impact. analysis published in one place concludes that some big oil company's $209 billion in annual climate reparations. what do you say to that? >> it is ridiculous. how far back are we going to go, right? the democrats on far left want to penalize energy companies for the last 2 1/2 years how oil prices are high and the companies are making billions of profits and returning it to shareholders. they don't take into account the fact that oil prices were quite low when president biden came into office the result of policies. that's why the prices went up and the companies are doing well. it is not about reparations, it is about taxing these companies

and taxing their profit. it is anti-capitalism. but one way or another, they want to get their hands into that pie. we'll see where we go with this. like reparations in general, really difficult to pinpoint whose fault it is. the fact this country has been existing on fossil fuels and the production of those fuels and running on that. who do you hold accountable for this really? >> gillian: reparations is a messy, complicated game no matter what issue you are looking at and no matter how you slice and dice the pie of money that exists. how could the biden administration hold the biggest polluters' feet to the fire in terms of forcing them to pay for some damages that smaller states incur? the smaller companies incur? is there a responsible way for them to approach it or just take it off the table? >> i think it's pretty tough. who will you point the finger

at? what projects do you prioritize? go after the bigger companies making more billions than some of the smaller companies in the energy patch. it is really difficult. you have seen this administration in the case of student loans take executive action to do things and bypass congress all together. i don't put anything past them trying to push this forward. having said that we have a lot of problems in this country. part of the green agenda and this movement is why we're in the boat that we're in. sometimes it takes a little self-examination, some self-reflection and looking in the mirror how we got here. they should try that. >> gi >> gillian: kohl's company offered a new line of pride clothing for kids and babies. you might remember target and bud light took financial hits after their consumers rejected similar marketing earlier in the year. some of the reaction we're seeing on social media is stinging like this.

they are pushing lgbtq pride for babies. critics say it is virtue signaling and eventually it will hurt the company's bottom line. take a listen. >> they do it because they're stupid. they don't understand that their core business is not offending half the people of america. and they keep doing it because they hire these young 20 something-year-old marketing geniuses who think their real job is to go out and pander to people on the extreme fringe. it is not about tolerance and diversity, it is shoving stuff down people's throat they simply don't want. whether it's bud light or whether it's target or north face, these companies have lost their collective minds. >> gillian: supporters say this is the company offering a marketing plan that is supportive of kids and i guess babies in america who live in households and families that are headed up by gay couples.

>> that's the thing, right? it's not the kids and babies making the purchases, it is their parents. what are companies like this doing? they're catering to those parents and catering to part of the country. a fringe part of the country. if you look at the last few elections you can tell this country is very polarized and elections were very close. you have a 50/50 kind of split here. as a business, speaking as a ceo, for example, looking to cater to the most diverse group of the population is probably better just to stay out of politics. i also support capitalism here. if a company wants to do this, they should be able to do it. anheiser-busch losing $16 billion in market cap as a result of its transgender push kind of shows you that you will lose money if you do it. they have the choice and the option but they will also have to respond to shareholders and board members and there are consequences, right? >> gillian: jackie, could chat with you all afternoon. we're running out of time.
