jesus, the next best thing. i think martin scorsese has seasoned with age. >> quick programming note, i will guest host "the ingram angle" this evening, and raising the debt ceiling, 2024, a ton of news. don't forget to dvr the show, here is "america reports." >> john: kayleigh, thank you. begin this tuesday with a shocking incident out of southern california over the memorial weekend, a mob of teenagers appeared to viciously attack a group of off duty marines. i'm john roberts in washington. sandra, hope you had a good long weekend. >> sandra: good to be back. sandra smith in new york. this is "america reports." two of the victims say they were just walking along the pier in san clemente when they asked a group of teenagers to

stoplighting fireworks on the beach when they were not supposed to do it. then they were attacked. >> john: any arrests made yet, jeff? >> yeah, sandra and john, no arrests as of yet, but since the marines, not in uniform were on the ground and kicked by a large group, consider it a case of assault with a deadly weapon. and the video, we should warn, extremely violent, were not more seriously hurt. as many as 40 people were said to be involved in the beating. marines say they were just enjoying san clemente beach friday night. we don't know what happened prior to the video being taken, the victims say the teens were lighting off fireworks. when debris hit one of them in the face from the fireworks, the men say they asked the group to
10:02 am
stop, appears some shoving and then jumped and stomped on. some bystanders eventually stepped in to stop the beating. the mayor says the marines are always welcome in his city and celebrated and that's why he feels this attack was "tragic and unusual." john, sandra. >> john: jeff, thank you very much. it's amazing to see on a day that is supposed to be a day where we honor people who laid down their lives for this country, that something like that happens, just unbelievable. >> sandra: and that violence, and violence in chicago, we hope we stop to remember those who paid the ultimate sacrifice and it gets you, and new reaction to the video, many whom just saw that the first time, we'll have reaction coming up, john.
10:03 am
>> looking forward to that. >> this is worthy of the american people. maybe it doesn't do everything for everyone, but this is a step in the right direction. >> we've got to find compromise. and i think that we found a very good compromise. >> the only people that are happy with this bill, only factions that are happy, are china, buying more of our debt and the biden administration. >> many of us right now are feeling, are very angry that we have been held hostage. >> sandra: the reaction t pouring in and now any moment now we could be seeing house speaker kevin mccarthy on the hill, lawmakers on a key house committee are said to vote on the debt bill as president biden and house speaker kevin mccarthy race to get this deal passed through congress. so we'll be watching for his comings and goings, house and ways committee chairman jason smith will be joining us how he views the biden-mccarthy deal,
10:04 am
but chad pergram is live. do they have the votes, chad. >> unclear. the key is a political cocktail of democrats and gop members to pass the bill. no one is happy about it but could pass with a wide swath of members from both parties. house speaker kevin mccarthy says it was a compromise and the best the house could get. >> we only have the house, the president said he would not even negotiate with us. but we were able to get in there. this is the biggest cut in american history that we vote for and i'm not sure where in here -- no new taxes, no new government programs. >> but that did little to satisfy conservatives. they were on fire railing against the bill, ralph norman serves on the rules committee. the bill must get out of the rules committee before it goes to the floor. that showdown comes at 3:00 p.m. eastern today. >> i'm on rules committee. it's a great committee.
10:05 am
we know everything coming through. but folks, if we can stop it there, i will stop it and now all of a sudden at the last minute it's an insult to get 100 page bill and be asked to decide on it on the spot. >> note mccarthy told his members for days he would give them 72 hours to review the bill. some gop members are not nearly as upset. >> i certainly want to vote why he for it. i think it will pass. it won't pass with just republican votes so what's yet to be told is how many democrats will be able to support the bill. look, this is the best debt ceiling deal we have had since i've been in congress. it has some real substance. >> so if the rule blows up in committee, the house cannot debate the actual bill. if the bill gets to the floor, the vote on the bill itself likely comes tomorrow night. sandra. >> sandra: chad pergram on that for us, we'll be watching all the happenings on the hill. thank you, john. >> john: missouri republican
10:06 am
congressman jason smith, chairman of the house, ways and means committee, just a small assignment in the congress. you'll be presenting the bill at 3:00 this afternoon. where do you stand on it? >> i support this bill. it's not perfect, john, but it definitely does several things that is a step in the right direction. the administration was asking for a blank check debt limit increase and if you look even when the republicans controlled the white house, the house and the senate, we didn't get any kind of progress like this. work requirements for snap and the largest rescissions package ever signed into law. 20 pages of this 99-page about ill is just rescissions. you are talking about tens of billions of dollars and then you are looking at putting into statute administrative pay go that will prevent trillions of dollars of executive orders being signed into law without having -- been paid for. i think those are some good
10:07 am
steps in the right direction. is it perfect, no, but i haven't found a piece of legislation yet in washington that's perfect. >> john: a lot of people in the republican party say it's far less than perfect, nothing that they want to sign on to, like chip roy, congressman ralph norman who said in a tweet, this deal as he put in quotation marks is insanity. 4 trillion debt ceiling increase with virtually no cuts is not what we agreed to, not going to vote to bankrupt the country. the american people deserve better. and sampling of other reactions. >> i'm a no at this point. i agree there are some good measures in there but does not go far enough. >> there is going to be a block of us that are a no and i hope more republicans will stand up. i would like to say we should kill this. >> john: what do you say to the opposition? >> alternative, five republicans could join democrats with 0 items, a threat, members that have said they would do that.
10:08 am
i think when you are looking for conservativism and common sense, look in the right direction. i would love to get the whole piece of cake but we can't get the whole cake. joe biden controls the white house and democrats control the senate. about the best agreement you can get when you control half of one-third of government. >> john: and the way mccarthy put it this morning on "fox and friends." >> there's no new taxes, no new government programs. what i wanted to cut more, yes, but i was only to work at less than 15% of the budget. so i'm not quite sure what else they want to go. i think we have to look at where the victories are. >> john: he believes it's a big victory for him. i don't remember any debt ceiling bills with there many things attached to it. mccarthy said the democrats are getting nothing except a rise in the debt ceiling. however, members of the freedom caucus are adamant they are not going to vote for this, which means you've got to get democrats to come on board in the house.
10:09 am
obviously you need to have them in the senate or this thing goes nowhere. depending on the number of democrats you get and the number of house freedom caucus members who do not vote for this, mccarthy could find himself in a similar position boehner did in the 2015-2016 days, he had to rely on democrats to get through republican bills and put him in a very precarious position. and consider one of the conditions that mccarthy agreed to to become speaker was a one vote proposal to vacate the chair, one vote on a motion to vacate the chair, he could find himself in hot water if somebody really wants to push this. >> i'll tell you, the one vote to vacate the chair has been in effect for decades. for all speakers except nancy pelosi changed it in her last time. what i will say is that we have not had spending caps in two years and when we didn't have spending caps two years, we saw an increase of spending of
10:10 am
$10 trillion. this bill puts spending caps in place. this bill puts work requirements that will address the labor shortage. this bill rescinds covid dollars. steps in the right direction. is it perfect, no. i hope my colleagues will go on the side of conservetism. i think all republican members of the ways and means committee will be supporting this. however, you know, you are looking at the freedom caucus less than 40 members in the entire conference. this is a bipartisan agreement. there should be republicans and democrats that will vote for the final passage of the bill. why you negotiate with the white house. >> john: we were talking off camera to button this up, you figure if mccarthy gets more than half the gop caucus voting
10:11 am
for this, he's on safe ground? >> what they have passed with republicans in the past in the majority, simply more than half, that was a success. we had 217 that voted on the limit save grow, unprecedented. that's only happened one other time and that was in 2011, so i think that we are in a good place. >> john: we'll look forward to the results of that vote this afternoon. congressman jason smith, good to have you on. not often we get the chairman of the ways and means committee here. sandra. >> sandra: the fbi is on the clock today to deliver a document to congress about an explosive allegation against president biden. a whistleblower in the agency saying the document could prove the president participated in a pay for play scheme during his time in the obama administration. gillian turner is live in washington with the latest on this. hello to you. what is happening so far today on deadline day? >> gillian: well, sandra, issued
10:12 am
new threats against christopher wray, and taking action should he fail to produce the documents they are demanding. >> let me tell director christopher wray, if he misses the deadline, i am prepared to move contempt charges in congress against him. i told him he could redact certain parts of that, names and others so we would not know methods but we have a right to see it. he does not have the right to choose what he can and cannot show us. >> gillian: and a republican took it further, he would consider impeachment for whistleblowers who claimed president biden engaged in the bribery scheme as vice president. >> director wray is operating the agency, i have signed on to an impeachment, a bill for director wray.
10:13 am
the house needs to move forward. >> gillian: fd1023, employees make allegations against u.s. officials. director wray nor anyone from the fbi have not acknowledged the existence of the form. anyone can level an accusation like this one and it would be recorded in the same form, the fact that it exists does not mean the allegations are true or they are credible. we have not heard back from the fbi, we will let you know if we do. >> sandra: please do, keep us posted. gillian, thank you. john. >> john: the coast guard, sandra, calling off a search for a louisiana teen who fell overboard or jumped from a sunset cruise in the bahamas last week. 18-year-old was celebrating high school graduation when he went into the water. questions remain over what really happened. plus this. >> this is a great country.
