bridges. it is this. >> joey: eddie scarry, thank you for joining us and thank you -- >> thanks. >> joey: that is all for tonight. i want you to join us back here tomorrow for the show. we will tell you what to -- vote to tell you what to think but we will challenge those who do. have a great evening. sean hannity is next. >> sean: thank you. and welcome to. tonight, a big part about taking place on capitol hill. speaker kevin mccarthy and president joe biden have reached a tentative deal on the debt ceiling. not all republicans, not all democrats are on board. in fact, many are very outraged about the agreement. now coming up that we have former speaker of the house new greengrass. he supports the deal. and congressman and bishop. north carolina who does not. they will join us and debate the purported compromise. but here's what you need to know about the 99 page so-called fiscal responsibility act. including arguments on both sides. first, the name just so you know it means nothing. we already have over

$31 trillion in debt. and that massive tally continues to grow even after this bill. still, small government, congress, like steve moore, support the bill, calling it a step in the right direction. republican congressman on the other hand, chip roy, is referring to it as a turn sandwich. the washington times describes it as a win for the gop. trashing the deal for normalizing record spending with the president who can't find his parents. now some republican lawmakers, they are infuriated that the compromise maintains what is an unacceptably high level of covid era spending. and, in recovery purposes nearly $100 billion in spending instead of making outright points to the budget. this is a bill that pushes any further negotiation back into those until after the president election, which is a very key points of contention. many republicans want to get another negotiation for next

year's presidential election. they fear handing democrats a blank check if they keep the white house in 2024. here's what some republicans like about the bill. one and caps non-defense spending growth by no more than 1% in 2024. 2025. two, the bill -- callback $28 billion in unspent covid funds. three, it officially canceled by improper student loan because repayments now restarted at the end of the summer. but it does not end, the. and marginally expands work requirements for sources -- certain social programs like food stamps. 5522 biden in saying -- the plan to double the size of the irs. it will be cut by $1.4 billion a year. but a far cry for the republican bill that slashed the program completely. and according to cnn, another 20 billion will be repurposed in 2024, 2025, "this provision does not appear in the text of the bill but another source familiar with the deal said both sides

have agreed to." that means best case scenario is biden's iris expansion will still have around $60 billion to work with as conservatives points out, the budget cuts are small, not enough for some republicans. remember her got their cut 4.8 trillion also the work requirements, which those features a lot of exceptions and some believe that the courts are essentially windowdressing to a terrible bill. now, other republicans are for it. the republicans past the original bill again that saved 4.8 trillion over 10 years. this bill saves just over $2 trillion which is a record spending cut. now, apparently the bill also quotes some redtape around certain energy projects and expedites a pipeline in west virginia that is good for the energy sector in this country. now, of course, democrats, they are also livid about of the provisions. you have the far-left sierra club calling it a bad deal for the country. senator tim kaine attempting to now torpedoed the legislation in

the u.s. senate. if you have congresswoman cori bush now accusing her fellow lawmakers of "taking food out of vulnerable people's mouse." needless to say, democrats are not happy with this bill like some republicans are not. take a look. >> we are being held hostage because i am one of the people that his red nose has read all 100 pages of this bill and i have been asking questions for 3 days and there are things in this bill that i would clearly not support. >> reporter: will you vote in favor? >> i'm still undecided because i know we can't default. that we are in this position. >> i have some serious concerns about the deal and my team and i are still reviewing it. we just received the text last night. but one of the major concerns is on non-defense discretionary spending. another major problem is that joe manchin pipeline that we fought so hard to stop from being built. that is still a part of this bill. >> sean: no doubt many on both sides of the hour or happy or

unhappy about the "compromise" even though the bill was online for all to see and has advanced to committee. it is still subject to change with amendments and that complicates the agreement even more. and we have the so-called hard deadline which is not a hard deadline which janet yellen says is june the fifth. we do know one thing for sure. a primary holder of our debt is the communist party of china. and they do not fear. they do not respect this current president. this administration. because this week they spit in our faces yet once again and refused what was a polite invitation for our country's top defense officials to me in singapore. they said, sanogo. this also comes as china's neighbor, north korea, well, they just launched a space vehicle in preparation for the country's very first spy satellite which reportedly ended in failure. we can only hope. it is now more clear than i were under biden we are a train work both at home and abroad. china has declared a cold war against our country and we are

doing nothing to stop it. anyway, joining us know on the biden mccarthy debt ceiling compromise, a fox news contributor former speaker of the house newt gingrich along with north carolina congressman dan bishop is with us. all right, mr. speaker, you said this is a win for mccarthy. he just tweeted out it is the largest cut in history. to get their take on it. >> look, i think it is pretty straightforward. if you look at where we were going, which was the biden position of know amendments of any kind, no negotiations, just keep raising the debt ceiling, keep businesses as usual. you look where over 100 days, the house republicans who shocked the country by actually passing a bill that had real change, a real reform, we'll c cut. the truth is, we are not nearly as well off as we would like to be because we do not have a republican president to

negotiate with. we are automatically better off than we would have been if we just rolled over for joe biden. so the question i think the republicans and probably where it comes the deepest disagreement is the consequence of a no vote. i believe having done this as you know in my new book, much of the majority where i explain how we spent four years negotiating with bill clinton, getting to the only four years of a balanced budget in their lifetime. we did it take one step at a time. well, this is the first step. now, republicans can decide it is a pretty reasonable first step, not everything they want. but it starts the game towards the balanced budget. towards a appropriations as a fourth. josh, what is it fair to say -- >> establish the ceiling not a basement. down further. >> sean: right. is it fair to say that you believe based on your experience and you were the last speaker to

balance the budget to give her credit. i give you a lot of credit for that. that it has to be a process that in reality it is a process. what if the republicans just stood firm on their debt ceiling increase at the 4.8 trillion in savings over 10 years. what would happen then? >> biden would have said no. the financial markets would have collapsed. the republicans would have been crowded into a position for 20 or 30 of them would have joined the democrats. and six or eight of them would have joined the democrats in the senate. and he would have a debt ceiling with no cuts, no changes, no reforms. this is chess. this is not checkers. it is not tic-tac-toe. when you got to take to not just one step but five, six, or eight or 10 steps and that consequence, i think that kevin mccarthy got a pretty good deal and most importantly, shifted the balance of power and the balance of leadership away from both the senate and the

white house and that is frankly a historic experience comparable to what we did in 1995. >> sean: yeah. and dan, you you remember biden started out saying he would not compromise at all and then went missing in action for 9070s. let's get your take on the bill. >> well, agree with former speaker gingrich to a park. that is to say that the bill that republicans passed on the floor of the house with 218 votes was a great bill. and we were unified in doing it. and something about that. we created to -- went to is the be in for january. the problem is that when speaker mccarthy entered into this negotiation, he gave up for. speaker gingrich describes a bunch of benefits. we have spoken earlier about this. when he wrote an article on fox news about it and listed a lot of these things, when you read the text of the bill, they are not there. the cbo just today, this afternoon released information,

an estimate about the so-called work requirements that were added to food stamps. in the temporary assistance for needy families. they have said that because of the additional categories of exemptions that were added and the language of the bill, the cost of -- is going to go up by $2.1 billion. that is not a -- that is in fac, speaker -- has come out and told us that we touted benefits when you read the language of the bill, they are not there. i was just in the conference earlier this evening. and mr. mccarthy my office negotiator talked about -- mr. mccarthy's negotiator talked about the irs. but it does not do anything to stop them from hiring staff with the remaining 78.6 billion hiring new irs agents this year. >> sean: let me ask the speaker about that if you don't mind, congressman. that was a big promise of the

republicans to define the hiring or the doubling of the irs agents. why didn't they hold the line on that and i don't think it was unreasonable the republicans to say, we are going to go back to 2023 spending levels with the 1% baseline budgeting cap. to me, they were reasonable provisions. and i can understand people's anger at that. does -- is that a big issue for republicans, mr. speaker. >> as i understand it, and i went back to i thought congressman bishop was very effective on your show this afternoon. so effective that i went back to the speaker's staff and talking about some of those several of these issues. all i can reported he was for this year, they don't have that money to hire the additional agents. and this fall and the appropriations bill, republicans will -- every opportunity to continue that process. again, this is a one-year, this is a process. the question is, will we be

stronger coming out of this. and continuing to cut out the irs agent or will we be lethal? i'm told by the way, a number of democrats are so shaken by the court in domestic discretionary spending, that they are talked about taking away 20 or $30 billion of the irs money to put it to other priorities that they take are a lot more important. so i think you have got to be, you know, there are a lot of details here and i think asia seidt has a different version of what the details mean. but i would suggest to you that each of these steps, as small as they are, are in fact steps away from bigger spending. you have had the new york post, the wall street journal, and hardly left those left-wing institutions both have said this is a significant step in the right direction. they have technical experts. at least as good as congressman bishop and they have looked at it and they have concluded that on balance, this is a

significant step away from bigger government. not victory by itself. certainly, is this the end game? i would say, well, no. you say to make a this is the first step, i would say, "yes. >> sean: dan? >> sean, i can't believe my ears when folks help me, it doesn't matter if it is not in the language of the bill. what are they saying? they got a handshake agreement with joe biden. i mean, i can't believe -- but here's the real killer. it took the debt ceiling out to the january 1, 2025, a year longer than the republican bill proposed. here is a piece of information for your viewers. i just heard it tonight from the speaker in the conference. he said that we sent that happened is his call. it was not even asked for by the democrats. he didn't want to end up in another negotiation with joe biden next year because he believed that they would ask for more. that is what he said. to understand, there is a 4 trillion, maybe five or

$6 trillion increase in debt that we just let him have and the speaker says he made the call. i don't understand that. and it just does not make sense. it is -- it fractured republican unity that was so hard one. we're going to have to figure out how to put that back together. i don't know what happens with the -- >> sean: congress -- now, you talked earlier about the need maybe for motion to vacate when kevin mccarthy became speaker. that was an issue. anyone remember, basically call for the no-confidence vote in the speaker, you said earlier today that is under consideration. he believed that is going to happen? >> what i said, sean, is seems capable to be given what has occurred and the way he was the steward of republican unity and he blew into smithereens. >> sean: what report that said he would be the guy that did it? is that true? that is not how i said it. and i'm i don't go off doing

here. congressman, what seems to be lacking in this and i may be wrong is as the speaker was negotiating with the white house, it sounds like he was not communicating with his caucus. it seems to be that that needed to be a big part of the process, especially when you take into account that the margin of republicans majority is so sm small. [overlapping speakers] >> i can't quite common on that because i was not part of the process. i will say this. having i think pretty successfuy negotiated the -- with bill clinton for 4 years and having produce welfare reform the largest capital gains tax in history. and the only four with consecutive balanced budget in your lifetime. i actually think there's a lot of wisdom in saying to people, you would not necessarily win a second round on the debt ceiling next year. what you can't win, i say this to all conservatives, you think you can win, you are going to

have a whole series of appropriations bills this fall, congressman massey got introduced and mccarthy got adopted. a provision that if the congress does not pass all of the appropriations bills, there's an automatic for all government cut spending. so the huge incentive to get this done and my appointment would be -- >> sean: guys? >> of the conservatives have lots of opportunities in the next year and a half to make their case. but to do that, the stronger they are, the more unified they looked at the greater they agree, that with the house republicans become the center for gravity. the better off we are. and if this bill goes down, don't kid yourself. what you're going to get out of that is a clean debt ceiling with no reforms because people will crumble another weight of the financial community and the fear of the deficit.

director wray. we are already in the process of drafting legislation to hold an oversight committee markup next week. to hold fbi director wray in contempt of congress. >> sean: let me ask you, though, most people don't know what a 1023 form is. my understanding of it is a witness that you both you and senator grassley described as credible witness. that makes very specific allegation that certain actions with taken by then vice president biden in exchange for money going to his family. okay. and that credible witness has brought that to you. and you want to see the document. now, if that is uncooperative by the fbi, that would be something probably that would be seen in private. i would guess. number two, i want to know when the fbi had this document knew about this and what they did to investigate this. >> they have had the document for 4 years. we don't know if they even investigated it. that is my fear. that he never did anything. you look at what has happened

why should anyone have faith in our justice system and, you know, nothing happens unless you are republican. >> i mean, i can report that very few people to have faith in the justice system anymore. certainly the republicans in congress that have any faith in christopher wray and if republicans take back the white house in 2034 i suspect he will be fired. the fbi litany of failures on hunter biden have been going on since at least 2019 when they -- as you mentioned, they had the laptop and did not move on it. and then they have been allegedly investigating hunter biden since 2018. the department of justice and we have not seen any progress in that case and just for some comparison, there has been almost six-year investigation. we have seen people who were involved in january 6 trial arrested tried convicted served their sentence and released all in the span of time that hunter biden has been being investigated by the department of justice with no consequences for his behavior. so to reiterate, there's not a lot of confidence now. and they did not move on it. >> sean: greg, the last word.
