7:00 pm
>> sean: before we go a quick programming note. tomorrow we have a live audience so in new york. now thursday night we have our exclusive town hall with former president donald j. trump in iowa tickets for both shows absolutely free. where do you get them? hannity.com, they go fast, looking forward to seeing many of you in iowa thursday. in the meantime let not your heart be troubled kayleigh mack machiney in for laura, have a great show and good to see you as always. >> good to see you sean thank you >> i'm kayleigh mcenany and this is a special edition of the ingraham angle from new york city tonight. just moments ago, the biden mccarthy debt ceiling bill passed the house rules committee which means tomorrow it will go to the floor for a debate then a full house vote and it's anyone's guess what happens there. but if you think any of this is without drama you are sorely mistaken. at this moment there are 31
7:01 pm
congressmen, they are ready to blow up this entire deal despite being just days from default. >> this deal fails, fails completely. and that's why these members and others will be absolutely opposed to the deal and we will do everything in our power to stop it and end it now. >> tomorrow's bill is a bunch of fake news and fake talking points that will do nothing to reign in out of control federal spending. >> in good conscious should support this. >> not one republican should vote for this deal. it is a bad deal. >> not only are republicans becoming deeply divided on this but there are even thefts to oust mccarthy as speaker because of the deal he made with biden. joining me now is texas congressman chip roy and by ronned donald both members of the freedom caucus both against
7:02 pm
the deal. welcome both. starting with you congressman chip roy, what is the realistic alternative to this? because i understand we wouldn't formally default we could pay the interest on our debt but our debt could be downgraded and that could be catastrophic. what is the realistic alternative to this deal? >> well, thanks kayleigh. first of all, you know, everything that we're seeing out of the bill that's before, the deal hatched this weekend is pretty milquetoasted if that word might mean something to you the. but frankly the real problem we face is the $4 trillion in debt. $4 trillion in debt. and they've pushed this thing up to 1y first 2025 with an uncapped amount which we think will be about four trillion. and we didn't sign up to free spending $4 trillion in debt. you ask what the's the alternative. simple, you have 28, 2009 in covid funs, 89 in irs money, that should go away.
7:03 pm
the number one thing we campaigned on was getting rid of the irs money. let's go to janet yellen and say you have all the money you need to get through june and july and fast forward and we can get through september and let's keep moving forward to do the work the american people sent us here to do. but what we shouldn't do is pile on to post-covid expanded government, a government that's almost 50% bigger than pre covid that's exactly what republicans are doing that support this bill. to be clear they're signing on to a post-covid size of got. they shouldn't do that with all due respect to my colleague it's a mistake the american people did pot send us here to be majority in the house do do that. >> but congressman donald we have one half of one-third of government, that is a reality here, just the house. so realistically how do you stop default? a way that, look, speaker gingrich said this is a stop towards balancing the budget in a place where you have divided government. >> look, it's good to be with you this evening.
7:04 pm
i think if you're talking about a step towards balancing the budget i would say this is maybe like a tiptoe towards that not really a step. the reality of where we are right now is this. this deal's going to the floor for a full vote of the house of representatives. i do notice, kayleigh, that the congressional democrats have not held a press conference today, they have not really talked about this deal today. they seem perfectly what happen this deal. and the reason why is, it keeps all of joe biden's policies and his reckless spending in place. none of that is really touched except for about $12 billion in non-defense discretion area. if you're trying to find a path forward like chip talked about you could find a minor deal to go back and continue to negotiate this. but at the end of the day, is there a minor -- is there a cap in spending here, yes there is but we're still on a long-term trajectory that this bill does not address. it is a tiptoe, nowhere close to a step. >> congressman roy you said
7:05 pm
earlier in politico, you were talking to glenn beck and you according politico issued perhaps the closest to motion to vacate threat of the speaker and you said then we have to regroup and figure out the whole leadership arrangement again if the bill passes. are you threatening to try to oust the speaker? >> look, kayleigh, what i was talking about there to be very specific, we have very successful for five months because of what we did in january to realign the way the republican conference operates. and kevin mccarthy worked in good faith along with the entire leadership team with us to vance i think one of the more successful five months we've had as republicans. we kind of shocked the world bypassing limit save grow act an extraordinary bill that would have responsibly raised the debt ceiling with an actual path to fiscal responsibility. hr two to secure the border that border security bill was never passed. >> i agree it was a good bill but how do you get that through the senate? >> yeah, well, first of all, let
7:06 pm
me finish. we did all that because we were unified and working together. that broke down this week. that's my point. we need to regroup leadership needs to sit dunn and bring us back to the table so we don't do exactly what they did this weekend. the limit save grow act however would have been an extraordinary bill to leave sitting outlet right through this weekend because joe biden was in a box. he was up against the ropes and we should have held him there and gotting more for the american people than a spending freeze for $4 trillion. >> i don't know how much more you could have gotten. kevin mccarthy negotiated up to the last second. i take your point though. congressman donald, hakeem jeffries, he had some words about so-called maga republicans apparently are the problem. let's listen to what hakeem jeffries had to say. >> we're not interested in political gainsmanship we're interested in avoiding a catastrophic default. unfortunately you have far too many extreme maga republicans here playing an inside game as opposed to doing what is right
7:07 pm
for the american people. >> it's the evil extreme maga republicans congressman donald. i mean, wow. >> look, i completely disagree with hakeem except for the fact that he seems kind of happy with this deal like i said earlier. he's not arguing against the deal. because let's be clear it keeps all the democrat policies, all the woke agencies not securing the board, the inflakes reduction act which is a threat to our grid. we're going to have to borrow another four billion. he can say all he wants about maga republicans but let's be serious about this maga republicans are the only people talking about systemic ways about getting our nation's spending under control. we are going to have do that here in washington, dc. the american people expect no less. so if it takes republicans and maga republicans to make that happen, then sign me up, because that is the job that is in front of all of us.
7:08 pm
>> and you're right, democrats do seem to like this deal and we will get to that next. congressman roy and donald, thank you very much >> now that you've heard why some republicans oppose the deal, we'll find out why some say this is the way to go. joining me now is one of the negotiators of the deal. you just heard your colleagues say this is a bad deal. what is your response. >> i love byron and chip but i don't care where they're coming from. seems like the argument is the deal isn't perfect, come on fellows, welcome to real life. nobody gets what they want in negotiations, four big wins though kayleigh. this is the largest ever spending reduction in american history $2 trillion, number two the biggest claw back of money from the executive branch in american history. number three, it's going to unlock american energy by extreme lining permitting. that's the biggest deal in permitting since 1970. and then, finally, we get the
7:09 pm
biggest reforms to welfare since 1996. listen, we didn't get into this mess overnight, we're not going to be able to get out of it overnight. i've just got to tell my friends chicago and byron, gang let's take $2 trillion in savings, go do the same thing next week, and next month and next year. let's stay at it. >> congressman johnson the white house economic advisor was asked about your comments today and let's listen to what he say. >> dusty johnson is describing it as a remarkable conservative accomplishment. you disagree. is it a remarkable democrat accomplishment or corp. compromise. >> a good fair deal if a divided government that preserves a strong set of progressive accomplishments over the past 2.5 years. >> how can something be a con sieve accomplishment and a progressive one? they're opposite after all. >> i don't know. maybe the white house is engaged in a little bit of spin. republicans control, barely
7:10 pm
control, one half of one-third of government. and yet here we are with the largest ever spending reduction in american history. kayleigh, i have to say this you and i have seen plenty of debt ceiling deals in the past. did republicans ever get anything for those? even when we had unified control over the white house, the senate and the house, did we ever get a deal this good? cutting deals like this are not easy. we've managed to do it. and, i get it, the white house is going to put a happy face on it, but you are going to see the vast majority of republicans vote for this deal tomorrow. i'm going to vote for $2 trillion in cuts, i don't know what byron and championship are going to vote for. >> okay, but you do also, i want to point out the progressive caucus, jayapal was on a press call and said she had a very good conversation about this deal, makes some changes you can see as positive. they won't be upset if a majority of democrats support this. so how can this be conservative
7:11 pm
when the progressive caucus may not be against this bill, they may say we're in. >> kayleigh republicans have to quit defining themselves by just what are liberals against. we have to figure out what's conservative and just go get it. not just once, we have to go get it week in and week out. here's what i know, here's what's conservative, cutting $2 trillion worth of spending the next few years, clawing back $29 billion worth of covid funds some of which would have gone to china, unlocking american energy and putting americans back to work. if jayapal wants to vote for that, listen jayapal welcome to the party those are conservative wins and i'm for them. >> it doesn't take us back to pre co-individuals but i do take the political realities of the moment. congressman thank you very much >> you just heard from both sides of the argument from multiple congressmen and don't get me wrong, debate, that is a good thing, but this is becoming
7:12 pm
a constant with republicans it seems. why is it always feeling like we are on the defensive and we have fractures in our caucus? democrats are always united sitting back eating popcorn, republicans are battling with each other. this isn't how it's supposed to be. joining me now is victor davis hns senior fellow and char live hurt washington times editor and fox news contributor. victor i always love hearing your take, it does often feel like we're to defensive but i don't think this moment will define an election, i think we'll get through this just fine but what are your thoughts. >> well, i mean, republicans, they're going over the cliff and they're arguing but how did we speed toward the cliff? i mean, the republican party, we've lost 7 out of the last 8 popular votes. and we haven't won 51% of a presidential election since 1988. and this is at a time when we've won 1400 seats, local and state, under the obama administration.
7:13 pm
so, yes, i think that we need to cut spending, but if you onto, as we said, if you only have a half of one-third of government and you only have a 9-seat majority in the house, how are you going to do that really when you can't win a national election. so we had the presidency, kayleigh, in 2017, we had it in 2018, we had it in 2019, and we had, in 2017 and 18 we had the senate and we had the house and we ran a $600 billion deficit pre covid. pre covid. now we should be alarmed because these are historic deficits. we've never seen two, three, four trillion, five, six, almost up to nine percent of gdp and we have 130% of gdp in national debt. so this is a crisis. we have to take a deep breath and say, when you have the house and you have the senate and you have the presidency, then it's time to get a balanced budget. but not to run up 600 billion
7:14 pm
and then to get furious and go crazy because we have the democrats carry that legacy. and the bush administration, the obama administration, the trump administration and now biden is outdoing them all, but republicans have to, at some point, say we are going to be fiscally responsible when we have all control of government and i hope we will do that in 2024. >> i certainly hope so. i mean the future of our country depends on it charlie. >> it does. >> i do wonder, you know, and you mentioned this actually earlier about the culture wars, they call them the culture wars but i feel like this debt limit debate distracts from some of the bigger things going on in our country charlie, transitioning kids at a young age, pornography in kindergarten classrooms the school shootings we see across the country, these are things republicans should be talking about not fighting battles we can't win if we don't have united government, we just can't win them. >> yeah. well, of course, there's no
7:15 pm
greater culture war in my book than the notion that we're going to rack up $31 trillion in debt. >> that's true. >> on a credit card and dump it on our children and grandchildren. you know, republicans are up against a crazed party, lunatics, who -- and, you know, just over the last week, we were listening to iyonna presley talk about, in religious terms, the importance of racking up trillions of more debt to dump on her children and grandchildren. >> charlie let me just ask you do you think there's more that could have been done here right now? do you think mccarthy could have gotten a better deal? >> no, i think this is a tremendous accomplishment for the house leadership given the very difficult numbers that they're facing. that said, i also think the house republicans have a stronger hand than i think a lot of people give them credit for. when they come up with a bill, a spending bill, that's the starting point, that's supposed to be the starting point. the reason the founders wanted the house to start all taxation
7:16 pm
bills and all spending bills is because they were the closest to the people. and so when the house of representatives, however small the majority is, comes up with a spending bill, comes up with a debt ceiling bill, then the rest of washington should sit up and listen. and if we wind up with a government shutdown, you know, we've had numerous government shutdowns in the past, every time the media blames republicans, and if you go back and look at every single one of those, when republicans emerged from those, they've been blamed for them, they either, they either hold their own in the next election or they improve themselves in the next election. and so i think actually that this is a very good fight. i get the point that you can start with savings now and then keep working on it. but i do think that the house has a very strong hand here, no matter how small the majority is. >> it's a good point and the fight against mccarthy as messy as it was, it resulted in better rules for the house so there's
7:17 pm
that, too. >> yes. >> victor and charlie thank you >> the 2024 battle already heating up in iowa. tonight desantis started a 12-city sweep in the state and around the country. he'll go to south carolina and new hampshire and donald trump is getting ready to go to iowa. he has a big town hall thursday. iowa governor ken reynolds was at the desantis event he joins us in moments. plus this three marines were viciously attacked over memorial day weekend. shocking video, you're looking at it coming up. this is iowa. we just haven't been properly introduced. say hello to the place where rolling hills meets low bills. where our fields, inside and out, are always growing. and where the fun is just getting started. this is iowa. so, when are you coming to see us? ♪

kim reynolds who spoke tonight. welcome governor. >> hey kayleigh great to be with you. >> great to have you. you've governed well in your state a true conservative who put so many good policies. a lot of people vying for your endorsement i'm not surprised. you said you are not endorsing. you are going to the do its tonight, you spoke. do you plan to go to a trump event in the future. >> i already have. we have several candidates who have already been through the state and i have said i'm going to remain neutral. i want to help talk about events that they should participate in, kind of help let them know what's happening in the state. but i have a spoke at nicky's event, i will spoke at president trump's rally that he had in davenport as well as governor desantis. so if they ask, you know, if it works on my schedule, i'm more than happy to attend. and really just my role is to encourage iowaians to turn out,
7:24 pm
and i've seen a lot. they're energized and engaged and they want to hear from the candidates because ultimately kayleigh they want the individual who will beat whoever the democratic nominee is, if it's president biden, but ultimately to make sure that we have a republican in the white house in 2024. >> if it's biden, like you said, kennedy's making some head way on the pal the side of the aisle. it's crazy. let's clear up the real clear politics it has trump pretty much pouncing desantis by 22 points, this is in your state, it's the average. you said, though, things happen, anything can change. you've just got to stay in the game, you have to be viable. so you think these numbers could shift at some point? >> oh, it is way too early. the first debate isn't until august, the caucus isn't until january, february. i'll give you a couple statistics. in 2007, may, romney mccain were

the leading candidates according to real politics, mike huckabee was at zero and he won the iowa caucus. 2015 it was walker rubio and huckabee that were the top three candidates at this time in may of 2015, and actually cruz and trump who were first and second winners combined weren't even at 10%. so, you know, the field's not even set yet. iowans as i said, what i'm encouraged with they're showing up listening asking tough questions and they want to make sure that they get this right, that we have the best candidate to take out president biden in 20 24. and so, you know, it's way early, lots can happen. so they have a real opportunity to get out there, meet iowaians, i would recommend coming to the state come often travel to all 99 counties i promise you iowans will show up. they are really in tuned to the issues. >>. >> kayleigh: that's true. >> they take our first in the nation caucus very seriously. >> yes.
7:26 pm
i been there many times it is a so true, even to a caucus site. they know their stuff and will hold these candidate accountable. governor thank you. as we head to provided month we were alerteded to a bulletin that the department of homeland security put out this month. it warns of threats against the lgbtq community, but the evidence they cite, here's the interesting part, the evidence for these threats, it's strange according to abc news, quote, dhs analysts also cite social media chatter celebrating the recent mass shooting at a nashville church school high profile attacks against schools and faith based institutions like the recent shootings in nashville have historically served for individuals to do copy cat attacks. so let me get this straight, dhs is citing a mass shooting at a christian school by a transgender person as the basis for threats against the lgbtq community? that makes no sense.
7:27 pm
joining me now is ned ryan, ceo of american majority. what am i missing here, yesterday? that's crazy. >> it's insane kayleigh. it's intellectually incoherent. it takes gas lighting to a whole new level when they're saying that a mentally transgender girl murdered in cold blood six people including a nine year old girl, somehow that's justification for them issuing this advisory but it gets even weirder if you look down the dhs is also citing the laws that are banning gender affirming care as though -- and saying those are acts of violence against the transgender community as though banning medical mutilation of underage children is violence against the mentally disturbed. but it's more of the same kayleigh in which see these administrative estate bauer cats really trying to especially weaponize government against any descent against democrats and their allies crazy and radical
7:28 pm
agenda is an intimidation tactic by the dhs to silence a significant percentage of the population in this country who are saying no, we're not going to sit here and be quiet and sit down and we're going to call it the loose farn transgender movement what it is. >> i like that you label it as that sitting here as a woman who had a breast cancer jean and had a mastectomy if you do that against a child who is confused that is violence against a child. one of the things that's interesting ned, i notice the trend of the victim becoming the villain we saw it with the poor pregnant woman the hospital worker who all of a sudden she's aville and when her bike was being stolen. you know, the nashville shooter people saying she's been misgendered crazy things like that but you don't expect to hear that directly from the white house. i want to take this down memory lane, kjp days after the mashville shooting here's what she had to say. >> lgbtq i plus kids are

resilient. they are fierce, they fight back. they're not going anywhere. and we have their back. this administration has their back. >> kayleigh: so the transgender kids, this he need to fight after the nashville shooting. are we surprised at all that the biden dhs is adapting the same kind of ideology. >> of course not i hope this highlights again to those watching that our government is not neutral on any level. it has a bias in one direction. it is against what many american people believe, how they live their lives and they're weaponizing against us to silence us. and i think the thing that's deeply troubling is how aggressive they are. and, remember, that was literally within hours of that school shooting happening in which they say we have the back of the transgender community in which one of their people went the and shot people in cold blood. it's accurating because they're determined to silence us but we will not be silent. we will not be silent in the face of this movement and what they are attempting to do to
7:30 pm
this next generation. we have to stand and fight and say no, this is wrong but even more importantly kayleigh this is evil. >> it is. it would nice if they had the back of the faith community where those at the dodgers are pole dancing around crosses. remember the fbi wanted to put plants in catholic churches. that's what this chen vacation wants to do. >> correct. if we had a truly neutral dhs and fbi maybe they would want to investigate the dozens of fire bombings of pro life centers and churches that have happened the last five years because those are truly acts of violence against i would argue tens of millions of americans who have been targeted by a hateful and bigoted small minority in this country. if we had a truly neutral government that was looking out for the best interests of the american people that's what they would be investing, that's what they would be issuing advisories against but they're not doing that. >> they're not. hey, i want the republicans to

just gotten word of a number of arrests. nine juveniles charged, five of them facing felony assault with a deadly weapon charges. the video, of course, is shocking. two marines curled into the fetal position trying to protect themselves from an onslaught by dozens of teen-agers, an attack that left officials in the usually peaceful community of san clemente horrified at the violence of it all and distoyed of the symbolism of when it happened, on memorial day weekend. officials say the group of teens may have been setting off fireworks and generally causing a disturbance when the marines, who were off-duty and not in uniform, asked them to stop. the mayor of san clemente tells us the attackers likely did not know the men were marines and did not target them because of

assistant treasury secretary and emily compagno, cohost of outnumbered. both are fox news contribute tours and emily, of course, is my colleague and cohost. you know, 2.5 weeks after this happened, i want to point out the school labeled this as hate speech emily but too little too late. this is a taxpayer funded university. this person attacked capitalism, attacked our police officers, called our police officers fascists, even eric adams called out the university. a little late for the hate speech. >> of course it is because it's not truly recognizing of exactly what the speech was which was anti-semitic and totally unsoapable. it took the mayor of new york to come out and denounce this as hate filled violent rhetoric for the school to come out which, by the way they haven't yet apologized. and the thing that disturbs me the most as a practicing attorney is the fact this person is somehow representing the future class of attorneys. it is a luxury to sit behind a podium and denounce the military
7:41 pm
and denounce the police, to call for a rage-filled auditorium to dismantle an entire system a she clearly is benning from by getting that degree and then applying for jobs around here. so i don't understand why someone can so flippantly reject essentially everything she has enjoyed up until this moment and expect that the actual practice of law will afford her the luxury of condemning and cancelling and being violent with her rhetoric rather than negotiating and accepting some type of collaboration which is pa what the law profession requires. >> she went on to call jordan neely a murderer and as a graduate of law you don't call a person murderers before a case goes to trial it's innocent before proven guilty do they not teach that at cuny. >> i guess she wasn't there that day. >> kayleigh: daniel penny scum. >> yeah, it was completely vial bigoted and hate filled but it's
7:42 pm
not surprising because american law schools are turning out some of the most radical leftist activists in history. you two are the exception you made it through law school with your head screwed on straight and with respect for the rule of law but that's not what the elite institutions are putting out. the city university of new york put out a statement calling it hate speech but it took them two weeks to put out that statement and the only reason they did it is, number one, mayor adams condemned it but also other public elected officials in new york also condemned it and they have the threat hanging over them of the revocation of their public funding. that is the only reason that they criticized this speech. >> yep. >> this woman has a long public record of making these kind of hate filled comments, anti israel, anti-semitic, anti-police, anti military. they knew what she was about when they gave her that platform and they gave it anyway. >> she describes the murder of a
