meanwhile, according to my apple watch. the second hour of "fox & friends" starts right now. ♪ >> ainsley: we begin this hour with a heated debate on government spending in washington. the debt ceiling bill is expected to hit the house floor this evening after clearing the house rules committee last night. >> steve: yeah. it's probably going to be tonight around 8:30. republicans and democrats remain divided even within their own parties. jacqui heinrich joins us live from the white house with the latest and, jacqui, obviously the white house wants this, but there are a number of republicans who say this is, as i said to andy biggs, this is a stink bomb and they don't want to vote for it? >> yeah, you know, steve, this billionairely passed the rules committee overcoming a rebellion from conservatives after republican thomas massie of kentucky voted to support it.
4:01 am
you had conservatives from the house freedom caucus chip roy and dan bishop voting against it with all four democrat members of that committee refusing really to bail out the fractured g.o.p. conference over this bill that they didn't negotiate and would not have written themselves. this advances the legislation now to a full floor vote. and there is a considerable effort to whip the vote and count the votes on both sides. speaker mccarthy pledged yesterday that two thirds of republicans will end up supporting this on the floor. but conservatives like dan bishop are calling on their colleagues to oppose the bill saying that they expect it won't even get half of the conference in support. >> i'm just fed up with the lies. i'm fed up with the lack of courage. the cowardice. and i intend, in the time that i'm here, i intend to see to it that those -- that there is somebody who is prepared to say what needs to be done.

434 members of congress, nobody could have done a worse job. >> mccarthy might see an effort to oust him from speakership. allies signaled that discontent might be overblown. ralph norman one oppose the bill admitted mccarthy probably did the best he could have done and better than norman could have done had he been leading the negotiation. >> this bill is smoke in mirrors. you know, never are we talking about the interest on the existing debt. forget everything else, $32,000,000,000,000.1 trillion is 30 billion -- 30% interest rate. >> so fox has already tracked an expected 30 republican no votes. democrats are expected to make up the difference. but progressives unhappy with the provisions of adding some new work requirements to welfare programs may not be counted on for this. yesterday one of the white house chief negotiators made clear that nobody got everything they wanted but they urged members to support this bill on the floor. meantime the u.s. is set to

announce today another $300 million in military aid to ukraine. it includes munitions for patriot missile systems and also himars and also marks the 39th authorize presidential drawdown since the invasion began and the u.s. has now sent a total of 75 billion since russia invaded ukraine, steve. >> steve: thank you very much. jacqui, a real quick question' you ran soundbite from dan bishop from north carolina where he said nobody has done a worst job than kevin mccarthy. kevin mccarthy in order to get this job he had to agree to if one member wants to call me on the carpet and, you know, essentially start the process to boot me, they can. do the house members on the republican side think mccarthy has vulnerability snowed. >> there was a lot of concern about that yesterday. but that g.o.p. conference meeting last night seemed to maybe quell that concern. mccarthy got a standing ovation. told everybody let's have fun,
4:04 am
hear each other out. my understanding is they left that meeting sort of buoyed by that. however, you know, it only does take one person, as you noted, steve. but you would still have to, you know, clear the necessary threshold to oust him and one of the points that mccarthy allies have been making is that if you boot mccarthy from the speakership, who do you put in there who is going to give all of these conservatives a seat at the table on their rules committee and other committee assignments that he installed them on? so, we will see where it goes. >> steve: great point. >> brian: s thanks, jacqui. a lot of people are happy. elise stefanik comes out historic stem. derrick van orden, navy seal people protect this nation meanwhile our seniors and also talks about senior as well as veterans. we look at what is happening with -- it's not perfect but you have to understand kevin mccarthy walks in there. the day the deal starts, he already has a victory because president biden on the record to everyone with two ears, i will

4:07 am
is why nancy mace doesn't like it she says it's a six year deal. it's going to cut over the next six years but really a two-year deal and republicans might not have the house then and cancels biden's pause on the college loan debt. if you want some social programs like food stamps, you have to work if you are able. to say and a little of the irs funding will be cut. not enough, republicans say. they had $80 billion going toward them. now they have about 60. >> brian: one year. they are going to cut the money. 10 billion given to new irs workers next year. do you know what it says? go win an election. you go win an election and you will build on this. if you lose an election, then it's going to get worse. simple as that you are in the minority. you have a small advantage in one chamber of the house. it was brought up by the most conservative guy i novick tore davis hanson. you have to understand. >> this is the hand you have because of the power you lost. now begin to let the american people know what you would do it if in power and go win an election and you will see a lot more get done.
