talk to me about what republicans need to be focused on right now. a primary is what it is. they'll focus on each other. biden isn't doing anything right now. that's got to be an advantage. >> it is a significant advantage. thanks for having me on the program. i have gone through this process three times with newt gingrich, mitt romney and dr. carson before joining the trump campaign. what i can tell you is that republicans need to focus on distinguishing themselves from the president. joe biden has a record. we can talk about the fact that we have been in inflation for 2 1/2 years now. we can talk about the crisis at the border and the implications that has on many americans south of the border. talk about the fact the united states is sending billions of dollars to what appears to be an unlimited war between the ukrainians and russia. there is a significant amount of distinction and parallels that can be drawn there. i think if you are a former president, you can argue under him economy was booming. we weren't in international

conflicts and the border was relatively secure for the most part. >> harris: yes to all of that. maybe with an exclamation point on a couple of them. unemployment wasn't just manageable. it was the lowest in more than 50 years for the black community in particular. the border wasn't just manageable. the former president stemmed the tide to figure out who is coming in legitimately on asylum and so on and so forth. a lot of things. that inflation 1.4. >> democrats say inflation is coming down. and unemployment is low. there is a distinction that has to be made and republicans haven't honed in on the message. unemployment is low but wages are not any better. an individual may have found a job but the question must be asked should the average american person you have that job, but are you now able to

afford more for your home, are you able to put more in the gas tank and able to afford more things for your children such as extracurricular activities? based on all readily available data that isn't the case versus four years ago when it was the case. i think we have an incredible message to make to the american people. >> harris: whoever thought an extracurricular activity would be eating? groceries. it is an unbelievable spot that we find ourselves in after the fed had done all that it did with the rates and didn't slow down. they are crushing, crushing us right now with the high prices. real quickly before i let you go i want you to see this. actor james vanderbeek. remember dawson's creek? i was young. he is bashing the dnc for refusing to hold primary debates between president biden and other democrat presidential contenders. watch this.

>> i cannot get over the fact the democratic national committee is saying there will not be a debate to decide the nominee for president. are you [bleep] kidding me? no debate. this guy is declining mental faculties. you are putting him in front with flash cards and you are telling us there is no debate? what about the will of the people? >> harris: quick response to that and then i want to talk about who he would debate and why it might be a little more difficult than biden is ready for. your top line thoughts. >> tell us how you really feel. reality is most democratic leaning younger voters don't want biden as a nominee. and in part because of his age. secondly, significant percent of democrats look at the vice president with the lowest approval ratings since dan quayle. it says something about where

most voters find themselves. i want to lay this out quickly. joe biden has low approvals. a record to run on. enthusiasm gap. joe biden won about four states 81,000 votes against former president donald trump. the way trump stitched together a victory in 2016 biden was able to do in 2020. i predict the former president could potentially do something similar in 2024 thus returning back to the white house. >> harris: here is a stitch not that i sew or crochet. this is one that might be get thrown in there. robert kennedy junior and marian williamson and add up the two are getting from potential support for them versus biden, it is 28% last check. continuing to tick up. look, if all those folk do is stay home, biden is in trouble. >> he is in trouble. if you look at one of the problems that hillary clinton faced in 2016, harris, you saw a net increase of

win for republicans and conservatives. it is a fiscal win. a free market capitalism win. don't let the perfect be the enemy of the good. save america. pass the bill. >> harris: that's fox business host larry kudlow urging house republicans to get on board with the debt deal brokered by the white house and kevin mccarthy. the "wall street journal" editorial board said it is a step toward restoring cultural work. the work requirements for government hand-outs. the full-court press for both parties just hours ahead of a vote by the full house scheduled for later this evening. and now we're up against a june 5th deadline to avoid a default getting it passed is still not certain. the white house says president biden and his team are working the phones. >> the president and his team are having conversations with democratic members of congress

consistent with what was in their extreme default on america act that they passed on the house floor, with the deciding vote being a serial fraudster, george santos on april 26th. if they were unable to get the default on america walk they were willing to walk america through door number two. that was a devastating, dangerous default. crash the economy, trigger a job-killing recession, because as many of them indicated, including the chair of the republican national committee, that they believe that a default and a crashing of the economy would benefit them politically in 2024. those are the options that they presented to the american

people. so i'm thankful for the leadership -- >> harris: we've been watching on the hill and you see what's going on there. it has gotten really incendiary with the rhetoric, hakeem jeffries saying the republicans are determined to take down the country. that wasn't the worst of what he said. i want to bring in house speaker kevin mccarthy, republican of california in "focus" now. this has turned out to be quite a show. first of all, your response to hakeem jeffries throwing fuel on an already burning fire. >> i understand they are upset about the bill that we were able to get. today we'll make history. this will be the largest cut ever voted on in american history through congress. 2.1 trillion. it doesn't solve our problems but it is the first step in the right direction. remember, when we went to negotiate, more than 100 days ago, february 1st i sat down with the president and he said he would never negotiate and 97

days he ignored it. we finally got in the room. not only are we spending less than we spent last year we capped the spending of government for the next six years at 1% growth. we have work requirements for welfare for those able-bodied people with no dependent and help them get jobs. you know what happens when you get a job? you can buy a house, send kids to college. we were able to rescind money like all the covid money, we stopped $4 hundred million from hard working taxpayers going to china for them. this is some very smart things. then we are cutting the red tape for all those environmental reviews so we can build roads again instead of waiting seven years on a study that is only one year. we get america moving again. this is just the start and after today we have to start for the next place and get ahold of the rest of the budget but build on the appropriations of the victory we have today. >> harris: when you hear hakeem

jeffries. it's rhetoric, they don't like the bill. at some point you will get the votes we hope and pray. but this number is growing and i'm really -- it is confounding to me. right now some 35 house republicans and counting -- it ticks up every five minutes now say they are a hard no to you on this bill. the conservative freedom caucus promising a reckoning over the deal. let's watch together. >> the speaker himself has said on numerous occasions the greatest threat to america is our debt and now is the time to act. we had the time to act. and this deal fails, fails completely. i want to be very clear, not one republican should vote for this deal. not one. >> this is a two-year bill and that's just -- a hope and a dream and a handshake that you will commit the spending caps

when you might not be in the majority two years from now. it is a lie to the american people and it is wrong. >> harris: how do you get it done without the 35 votes? >> we'll get it done overwhelmingly. before this i had 17 republicans who had never voted for a debt ceiling period. to govern is not easy but i don't want to be on the wrong side of history. every single one of the members who vote no will miss the opportunity to vote for the largest cut in american history. >> harris: can you get it done without him? >> we'll get it done without them. >> harris: you will get enough democrats to come on board? >> the president came to an agreement. i think from that point is we found every time we have ever had two agreements like that both sides come together and happens is one on the other side comes on some people will fall off because they think it is a free vote that way. when will you get work requirements on welfare? when will you be able to cap what the president can spend and regulations on a system to

off set that? that would have saved us 1.5 trillion and when are you going to be able to hold government accountable? if they don't do their work we can have a 1% cut across the board. this is a new congress. no this isn't a 1,000 page bill that spends more money. a 99 page bill that only cuts. the difference is, too, you have 72 hours to read it. when i came in as speaker i wanted to open this house. this is the people's house and i want them to know what we're voting on. we're voting to cut money. the majority is about what we are rescinding. this is -- people use to stop us building roads and getting pipelines. that has never been reformed in 40 years. the bill limits the amount we

can spend. helps grow the economy and unshackle what's holding us back. >> harris: i'm wondering when you saw that 58% that popped last week and everybody saw it. both sides of the aisle, the american people are right there with you on the spending cuts as necessary if you are going to raise the debt ceiling. what did that do to the negotiations? did it get a stubborn president to the table? >> i give a lot of credit to the american people and the republican congress. we never passed a bill, the senate never passed anything. democrats never passed anything. only house republicans the showed the real leadership of moving forward. the american people being with us was the fundamental difference of why we now have the largest cut in american history, 2.1 trillion. this president argued the whole time he wanted to raise taxes and spend more money. all the way up until the last

minute to our agreement. that's not where the american people are. finally he had to wake up because we were not going to budge. >> harris: all right. mr. speaker, a couple of things to get to. one, this from congressman dan bishop, the first republican to publicly support removing you as speaker over the debt ceiling deal that makes all of those things come true that you say but it is not enough for some in your party. let's watch. >> when asked about the motion to vacate the chair. others made veiled attempts they would be for it. >> i'm just fed up with the lies, i'm fed up with the lack of courage and cowardice and in the time i'm here i intend to see to it that those that -- there is somebody who is prepared to say what needs to be done. >> do you plan to file a motion? >> i will decide in conjunction with others. >> harris: you are making history with the bill. what is enough for the people on far right of the party?

>> you have to ask them. governing is not easy but not fearful of anything. i never give up. some people get frustrated and some people want you to give up and have a clean debt ceiling come through. i won't do that for the american people. i was elected to help need this nation. the first thing we did open up the house. the bill you get to see them before you get a vote on it and now we're cutting. i will make some people uncomfortable by doing that but i won't give up on the american people. this isn't the end. this doesn't solve all the problems. this is the first step. i will announce a commission coming forward from the speaker from both sides of the aisle. we only got to look at 11% of the budget to find these cuts. we need to look at the entire budget. congress has done this. >> harris: why didn't you see the whole budget? >> the president walled off all the others. the majority driver of the budget is medicare, social security and interest on the debt. you only have 11% to look at the

budget. we were able to increase our defense to protect us, take care of veterans. the non-defense, we'll spend less than we spent in 2022. that's a major victory. some people want something different. that's okay. i will take everything we can get today. this is the largest spending cut in american history, 2.1 trillion. i will wake up first thing in the morning and start working on the next. i have a commission that will go. republicans and democrats alike that will look at every single department in america. so we can find the waste and we can make the real decisions to really take care of this debt. >> harris: i did not know you only got to see a certain part of the budget. that is actually a travesty that you couldn't see the whole thing. i want to talk about how difficult it is about to get potentially. we have breaking news now. before i let you go and we have this person on our program quite often. house utah republican chris

stewart is going to resign before the end of this year. he served six terms and this would shrink the republican party's already thin majority in the house which now stands at nine members. first of all, your reaction to this and how do you get the work done with one less person voting? >> i talked to chris yesterday. you have to understand why he is doing this. it's the character of who he is. it is because of his wife and taking care of his wife. you want to know a little more about chris. he serves on intel and appropriations but a multiple best selling author but served in the air force and holds the record for flying around the world in his b-two faster than anybody else. this is a man who has a servant heart. you know what? it's the decision everybody should make at that time. he has sacrificed and his family sacrificeed. his spouse needs him now and he made that decision. not an easy decision for them. we'll continue to hold that seat. i cannot say enough about the

character of who chris stewart is or the sacrifices or the contribution he has made to this nation from his service in the military, from his writings but more importantly his service in congress. he shows he cares most about his family. that's an unbelievable man with an unbelievable character and from a very grateful nation i want to say thank you to chris. >> harris: quickly tonight just walk us through it. what happens. >> because i changed the rules in the house that we'll wait 72 hours. you got 99 pages. everybody has the opportunity to read it. we'll go into the rules vote sometime around 3:15. start to debate on the bill 7:15. the vote will probably happen around 8:30. we'll send it to the senate. before we meet that deadline. what is more important america will spend less than we spent the year before. a little stronger with better regulations and work requirements for welfare.

involving joe biden in a bribery scheme. comer will hash it out with wray in a phone call today. the chairman talked with sean hannity last night. >> he was given three weeks to produce the document. and go into detail on what exactly they did to investigate the validity of the document. but thus far he won't even admit they have the document. we don't have confidence in director wray. we are already in the process of drafting legislation to hold an oversight committee mark-up next week to hold f.b.i. director wray in contempt of congress. >> harris: the bureau responding this way. the f.b.i. committed to providing access to information responsive to the committee's subpoena in a format and setting that maintains confidentiality and protects important security interests and the integrity of f.b.i. investigations. jason chaffetz, fox news contributor, all that says to me is they want to redact the heck

out of it before they hand it over. it's just a form. what would be left? >> yeah, i've been on the receiving end on a lot of those statements that mean absolutely nothing. what chairman comer is doing is a duly-issued subpoena to the federal bureau of investigation on an unclassified document. there is no reason, no excuse why they shouldn't cough this up other than it has to do with joe biden. that's the only excuse that they have. they don't -- they have a commander-in-chief and they are protecting him. it is absolutely wrong. comer is right, they are going to need to hold him in contempt and they are going to have to do this because an unclassified document under the purview of the oversight committee, that's how it works in in country. how quickly they got all the documents they needed for january 6th, now comer is looking at joe biden and his family and he can't get the

to china to find a leader who is spry and going all over the place making deals. what about the man in office before biden? people have a memory of what that was like. >> yeah. the one thing about donald trump is he was a work horse. 4:00 in the morning he is already working, late into the night still working and answering every reporter's question and getting so much done and accomplished. i don't think it's necessarily the age, it is how spry you are. what is your cognitive capability. joe biden and kamala harris on their best days don't inspire anybody and their inability to communicate is palpable. it is concerning. >> harris: it wouldn't be her age. you remind me of what, you know, the presidential candidate for the gop nomination nikki haley said. are we at a point where you need an acuity test to figure out where people really are? maybe there is no age limit on

that. i don't know. >> what you need to do is debate. that's why debates are so important. joe biden got out of the foreign policy debate last time and he is not willing to even debate now. >> harris: we'll see how that goes. if robert kennedy junior considers to scoop up more support. either look like people vote for him or people don't vote at all. don't vote for biden. he may have to debate just to get ready to debate a republican. no matter who he faces on the other side of the aisle, it will be like donkey kong. backlash from the speech of a law student. critics are calling it hate filled. watched. >> the law is a manifestation of white supremacy the continues to oppress and suppress people in this nation and around the world. we did all of this in spite of an institution that continues to fail us, that continues to train and corroborate with the fascist

nypd , the military, that continues to train ids soldiers to carry out the same violence globally. >> harris: there are growing calls now for the school to be stripped of its $2.8 billion in taxpayer funds that it gets. university officials eventually denounced those remarks but not before the school's dean was caught on video applauding them. the "new york post" summed it up this way. the cover. can you believe this clap? yeah, they were applauding. the newspaper published opinion pieces titled cuny's descent to left wing -- radicals go to spit on the professions they study. >> she was so suppressed that she was given the microphone and allowed to make that speech. but what taxpayers have to pay for this garbage, you know?

they're all minors five are booked into juvenile hall. they face felony assault charges in part for the actions captured by witnesses, video. we should warn it is extremely graphic. bystanders eventually were able to jump in and break up the beatdown. somehow none of the marines involved wanted to go to the hospital. but given the fact that they were so outnumbered and being kicked and punched while they were on the ground the teens involved still face severe punishment. city's mayor calls the brutal attack despicable but credits the sheriff's department and school district for taking swift action. he hopes the arrests send a message to all teens. >> this is serious business and these young folks are going to face serious consequences for their action. i hope it is a wake-up call for other young people and think

approach only leads to more dead bodies. he calls it intoller tolerable. >> harris: the criminals are in the streets, not in a silo. it's very visible. >> absolutely. what he is trying to say is that we have to bring a lot of different agencies together to provide more resources into certain communities. he said multiple times he believes poverty is causing this. if poverty caused this i feel like i've been murdered ten times over going into a homeless encampment. someone is maybe low income they will start murdering people is not exactly how it works. you have a better argument claiming that coming from a broken home would put you down that path to maybe committing these kinds of violence because people take advantage of you.

there is truth to the fact we have to put resources into certain communities and address certain issues. but again, we are choosing to do that as bullets are being fired. >> harris: right. also as you pointed out, not every person who is stretched in the wallet goes out and kills somebody. not everybody who has just lost their job goes out into the street and carjacks, which has now become in many cities not even a crime the cops will even chase you down for. this is an ideology now that worked its way into the bloodstream of america's crime-fighting and the people really left out in the cold besides the victims, i would say based on the conversations you and i have are the people who could fight it, the cops. >> exactly. god forbid we allow cops to do their jobs. they're seen to be part of the oppression institution that targets communities of color. that's what we're told over and over again by the ideologues
