with. one of the reasons why it passed it got out of the rules committee. why was that? congressman massie got it out. why devote for that when chip roy didn't and other conservatives like him didn't? because he has gotten a provision in this bill that says those 12 -- those 12 appropriations bills will be voted on, will be a agreed on and voted on i think september 30th of this year. if not 1% of funding will decrease almost immediately putting an incentive to agree and that is normal order. debt deals with only do so much. appropriations bills is where you really can rejigger and refocus the economy. i agree. i will sign off on it because the best is yet to come. >> ainsley: you know, some of the naysayers said of the spending cuts don't go far enough. we have heard that they worry about the small increase in the defense budget. you have mentioned in a a lot, brian. just over 3%. it's less than the rate of

inflation. the final agreement does allow all that unspent covid funds to go pay down our debt it. claws back some of the irs money that that agency was going to get. it cuts nondefense spending and suspend the debt limit with no cap through january 1st, 2025. kevin mccarthy says he is trying to look at the positive. he was negotiating with the president. so democrats and republicans for the first time in a long time we have seen them come together on this which is refreshing. kevin mccarthy said for the first time in 10 years congress is actually going to spend less next year than it did this year. listen. >> for the first time in more than a decade, congress will spend less next year than this year. in fact, fiscal responsibility act is the only bill that reduces overall spending. reduces nondefense spending, and reduces the deficit unlike any other debt limit increase in recent history. somebody is going to have a better job tomorrow because of your vote. families will be stronger, more self-sufficient. people will be lifted out of

poverty. don't believe anyone who says our plan hurts america's social safety net. we are such generous nation. and when people fall on tough times, we help them. that will not change. but this is an important assistance programs are supposed to be temporary, not permanent. a hand-up, not a handout. a bridge to independence, not a 'barrier. the kahoun miss right now when republicans were in charge and full control of government they weren't voting this way. this is what thomas massie said. obviously what brian brought up early about the 12 rah appropriations if we did not get this done, going back to regular order to get the appropriation, this was going to go to mcconnell and schumer. none of this stuff that is in this current bill would have been possible if we gave it back to the senate and let them craft this. so, look, i have been in congress since 2012, i have tried to rein in spending. i have tried to get amendments on the floor. we have never been able to get this close. at the end of the day we only have one branch of government and half of this branch, which is the house. i understand the critique, i wanted a better bill but he said

this is the best we were going to get. you know, honestly, brian, i go with the person that's been consistent on the issue. i have seen plenty of spending bills before that they voted for that had way more spending right here. again, i'm still upset that we didn't get everything that we wanted right here, but, again, we got to put the reins on government at some place and thomas massie said this is a step in the right direction. >> brian: senator mike lee one of the critics to vote no. he will be with us shortly. here is what he said last night about what's in it and what they are going to vote on. >> the consequence of this surrender in this bill are grave. if enacted, this bill would grant president biden everything without meaning. safeguards or provisions to address the pressing issues. while it may be hailed of some sort of triumph of bipartisan. the american people will ultimately bear the brunt of its

shortcomings. you see, not everything that is bipartisan is, in fact, in the interest of the american people. bipartisan and compromise are inevitability. >> ainsley: well, compromise is inevitable and you have to get to that point. but he is a no vote. mike lee, senator scott is a no vote. is he also going to be on our show and congresswoman nancy mace from south carolina. you heard what she said. she said some scathing words about this that it was basically b.s. she voted no on this. more republicans voted yes than no. 149 republicans voted yes. 71 voted no. democrats 165 said yes and 46 said no. congressman chip roy and congressman buck, they say that the action is on the table to oust the speaker because they are not happy with him. we seal if that happens. you heard the soundbite that that could happen over the next week they might start talking about that next week. >> lawrence: the question would be and, look, i think many of them that are in the caucus have a righteous cause.

and then yesterday he announced that he is going to be getting in officially next week. mike pence also will be getting in next week. i think that both were kind of expected. i guess the only people not making -- only person who hasn't made a decision yet that we thought was going to that would be governor sununu. how far does that figure into the race? monmouth did a poll on both men. >> ainsley: yeah, favorability among potential candidates. mike pence 46 favorability. 35% unfavorable. criticize christie 21% favorable and 47% unfavorable. then you also have ron desantis who left iowa is he heading to new hampshire today, then south carolina tomorrow, back to iowa over the weekend. and then president trump is heading to iowa or he is in iowa today and he is going to be down a town hall tonight on fox with sean hannity at 9:00 p.m. >> lawrence: more people that get in this race i think every strategist will tell you this only helps donald trump. mike pence who is an honorable man, no one really knew who he was before he became vice

president. i don't see any backing for him really right there. you got chris christie who has been rumored to be the person that is going to take down donald trump. i saw him on the debate stage the last time. he took out the other republicans. he took out rubio, but he didn't take donald trump out. he was the first person to endorse him. he was also the person who did all his debate prep. i think when you look at the numbers, and even new jersey, not a lot of republicans like him even in new jersey. so we will see. we got to see how this shapes out. this is an open field. it's getting bloody, brian. they are going back and forth. i don't think any of them are convincing the american people you he has got -- ran a state successfully. impactful congressman. and not many people even on the left think he was anything but

an extraordinary. i think an excellent vice president. i mean, he was the one with the governmental experience to be age to interpret donald trump and say this is what's possible ledges a listenly with our set-up. so he is going to go in there and he is going to see what happens with the top 2. with governor christie everything you said is right, lawrence, except i will add. this extremely talented. extremely experienced. the super pac stands up. his staff is yesterday to go, he knows iowa and new hampshire inside out. he doesn't have to overshoot. he needs peek to take a fresh look let me give this guy another chance. >> it's a wonderful field of candidates. all of them have experience. either been governors or vice president. they have led big companies, they all seem to be great. and bring different things to the table it. just depends on timing of this. i mean, chris christie, did he lose his chance years ago to become president? do people want him as president now? we're in the middle of inaflation. we're in the middle of a border crisis. many disagree with what is

happening in our kids' schools and being taught certain things at a young age. these are all issues that are effecting america. who is going to change that? we are not exactly in the best state with our economy right now. we are in one of the worst in decades. so, that's important to americans. they want to be able to go to the grocery store and afford things. who is going to change that for us. the experience of donald trump is weighing on people's minds. they might not want his tweets. they might not want that rhetoric, what's more important? many people are trying weigh these options. they want to hear the debates and all the people and see who really resonates with them. >> brian: look at governor desantis. he will spent two days in iowa. heading over to new hampshire. he is taking on questions. a lot of it is about donald trump and his attacks. is he not shy about saying i'm all for that six week ban. i have no problem saying i would not have voted for the debt ceiling raise. he also said if it wasn't for donald trump -- implied if donald trump didn't endorse the wrong people we would have 55 republican senators right now. he also says i don't need a list handed to me by another organization to pick out judges.

so, a little on the offensive, defining some of the attacks this way. here is why is he talking about what is happening and why winning matters. >> there is no substitute for victory. we need to dispense with the cultural of losing that's infected the republican party. we have had three disappointing election cycles in a row. and that's not going to cut it this time. we need the courage to lead and we need the strength to win. i got elected in 2018 by 32,000 votes out of more than 8 million votes cast. i was actually told, hey, the state's evenly balanced. you get in as governor, don't rock the boat, keep your head down because you don't want to upset this political balance. i understood that advice but i rejected that advice. but we showed leadership. >> ainsley: you see when he goes to the diners down there in florida when steve was down there and brian was down there this week and most of the people in diners and correct me if i am wrong, they are saying we like trump or we like desantis

especially in florida, both of those men live in florida. i was talking to someone who was a trump supporter the other day. i said what if your candidate doesn't win? they said well, we have desantis. that suits me fine, too. >> brian: go ahead, lawrence. >> lawrence: no, no. i think you're right. look, this is going to be a duped out primary. and i think all the republicans in the field are going to be better than joe biden. but what i continue to say and, brian usc out there as well. there is such a strong hold that donald trump has with the base. i think ron desantis line of questioning when it talks about the election and the winning and all is going to be a sore spot for trump's base because of their opinion on how the election was conducted going after the first step act not going to do any favors black voters don't believe offenders should be off. even mike lee is going after desantis. going after illegal immigration. again, this is a guy that

ushered desantis. in donald trump may have been muddy with the facts on how he delivers the messages desantis coming to him and crying. can you go back and look at all the polls it. walls clear that desantis was going to lose big jump in a week of 30 points when donald trump supported him. it was good enough for him back then. we seal this though. i think it's a long race. no one has it in the bag right now. but it's going to be hard to go against trump base and i don't think desantis is. >> they don't want to see attacked unjustly obviously. they don't want trump attacking desantis. people are unsettled by it. that's when the president got blow back yesterday on a local iowa talk show about that why are you attacking him for these things? what do you mean florida is bad? everybody knows florida was great curing the pandemic and your whole family moved there. there seems to be attacks will legitimate and attacks that don't make any sense.

after missing louisiana teen cammeron robbins jumped off a cruise ship in the bahamas last week is getting a lot of attention. it appears to show a silver object moving towards robins in the water as he swims the other way. officials say this area is infested with sharks, fueling speculation about what the object could be. robbins was in the bahamas celebrating his high school graduation. he is still missing and the coast guard search has been suspended. a panel of nassau scientists studying ufos discussing early findings yesterday after looking into the mysterious object reported in the skies over the years. the group says there is no evidence of industr streel lifet yet. the space agency is expected to release a final report on ufos at the end of july as the pentagon continues separate investigations into unexplained sightings. and those are your headlines.
