there have been hold-outs on the republican side in the house and you are one in the senate. you say it doesn't go far enough. no, it doesn't go far enough, if it did what its lead advocates did, i would be pleased to vote for it. case after case, the cuts won't materialize. regulatory reform was important to me and they inserted the rains acts, they replaced that with regulatory pay-go to offset cost of new regulations. that is rendered fake. one amendment i will be pushing today would strike section 265 of the bill and rendering complete nullity to offset cost

they do almost nothing and with food stamps impose new work requirements, but it will cost federal government more, not less, weaken this with exemptions and exclusives. it is more costly than we had in place before. >> lawrence: senator, i agree on the merits of the bill. a person that agrees with you is congressman thomas massey from kentucky. you are normally on the same page, but said one thing that caught our attention. we are returning to regular order, if we don't get this done in the house this way, it will go to your side and mcconnell and schumer will have control of the bill and we will not get a good bill at all and not get regular order. do you agree with massey on that

point? >> lawrence: not at all. republicans understood house is in the driver's seat. one house of congress issue not us, under control of the republican party. our best shot was the house putting out something good. put across the line after having proposed something good and not standing their ground on that. it falls far short of what they claim it did. makes me not excited about supporting this bill. there is this sense out there this will cut spending by 1%. it will encourage more spending, bigger omnibus or continuing resolution and will result in more spending, not less. >> brian: permitting reform allows pipeline through west virginia, that works. would you say 28 billion to

repurpose pandemic spending, does that affect the irs agents for this coming year, is that smoke and mirrors? >> to a significant degree, yes. 28 billion in clawbacks, 22 billion of that immediately goes to a slush fund at department of commerce, nobody knows what it does. irs spending, talking les than 2 billion out of 80 billion, this is not what they promised or how they sold this. it is not adequate. to deal with 32 trillion debt, which is likely to go to 36 trillion by the end of the next year and a half. >> brian: what about the appropriation bill that have to be done? it has to get through the house and probably will, and get to you, guys. >> yes, whatever they pass there is not likely to fair here in

the senate and result of that, they have automatic 1% trigger. that doesn't kick in until january 1. that was first thing that triggered the idea this will not work. it will incentivize congress to adopt mini-buses that funds all of government in one fail swoop at higher levels to avoid 1% cut before january 1, 2024. >> lawrence: senator, the main concern when you talk to republican voters, when you guys have control of all branches of government, why couldn't you establish regular order then? it seems like there is a huge fight right now. i think is righteous. some people voting against the bill in the house voted for more spending in the past administration. i don't understand why

republicans won't fight when they have the power, senator? >> it is a fair point. i share your concern and exace operation. i've been fighting for years for reform. i voted against each prior reckless measure. it hasn't happened. something has changed, something significant. we accumulated debt. >> brian: pandemic and beyond? >> pandemic and beyond and americans experiencing -- relative to the first day of the biden administration because of crushing inflation. last fall, the american people spoke and elected republican house of republican, hoping, expecting, demanding we turn this ship around and do so quickly. we would have been able to use

leverage had we stood our ground. >> ainsley: you are saying you will not vote for it, if it doesn't pass, we'll run out of money and cash and janet yellen is saying it will be on the 5th. what makes americans upset is that you wait until the last minute, next one would go until january of 2025, you need to start negotiating summer before so you can be on the same page and have enough time to get your ducks in a row. republicans and democrats have to do something neither side wants to do because we'll run out of cash. >> make one thing clear, we will not default, we are not close to default. a lot of people disagree with janet yellen, just days from when quarterly tax receipts will arrive, putting us in position we'll be able to function

government money as not your money. we pay taxes, we don't like how they are spending it, nothing we can do about it, it is like a credit card and you let the government pay the credit card and move on. >> brian: until the interest rate overwhelms the income. >> lawrence: how all this is impacting inflation, they keep spending and may be for it on the front end. on the back end, it will hurt in the long end. new fox poll, americans concerned about inflation, 90% say yes and 10% say no. we had fox news polling and 70% of americans want us to cut spending. we are getting hit hard when it comes to inflation numbers. not just eggs, gas prices, electric bill, things hitting folks. family members, it is getting tight for folks in my family.
