>> president biden: i met in the oval office with 12 leading, 8 leading scientists in the area of ai. some are very worried that ai can actually overtake human thinking. pete: president biden echoing the fears of tech industry leaders, a couple of them in in an open letter warning, quote, the risk of extinction from a i should be a global priority alongside other societal scale risks such as pandemics and nuclear war. cofounder and ceo mark -- martin rand joins us now. let's start with this. do you think the threat of ai right now, the way we are thinking of and talking about it is being overblown? are we doing a scare tactic fear factor thing when it comes to ai? >> i don't think so. the risk is unknown.

the probability of the risk, if this risk is realized, the impact is very very large. look at what is happening. the industry is begging to be regulated and congress knows they need to regulate, but both sides know that it will be fiendishly hard. pete: this is my instinct. you have confirmed my instinct. i think biden is on the right track. we talked about how ai intelligence could exceed human intelligence and than the real issue is how do we use ai, who is programming its purpose, its mission and how does it use that intelligence? i don't know how we regulate that. i don't know how we regulate a human being deploying ai with a specific purpose. >> it is going to be very hard. every technological revolution, like the industrial revolution or the green revolution in the

60s, harnessing atomic energy or harnessing the power of flight has brought a lot of prosperity to the world. we have the least amount of people living in poverty than we have ever had. we need to use ai up to the point where we get value out of it but shut it down before it becomes dangerous. of course nobody knows when this point might come. so we are, as humans, we are able to ride horses because we are vastly more intelligent than horses. if this machine were to become vastly more intelligent than humans, then figuratively speaking, it will ride humans.

that is a real risk people are worried about. will: they will ride humans, that's a good analogy. we want to use ai, we want to use this technology to advance human civilization, fewer people in poverty than at any point in human history. the industrial revolution, my question is this. we need to find the point at which to stop it before it becomes a threat. what is your historical parallel? what technology, what industrial revolution invention, what information age invention have we said that's about all the benefits we can ring out of this, put the lid on this. i can't think of an example where we have done that. >> take atomic energy, for instance. atomic energy is controlled. it is not uncontrolled. we have learned to harness the value of it without the dangers. we have to do the same with ai. i believe there is a solution.

rachel: several tornadoes and damaging hail sweeping across west texas yesterday. in the sunshine state, bracing for wet weather and red tides from the remnants of the first named storm of the atlantic hurricane season. tropical storm arlene in the gulf of mexico is expected to remain offshore. let's go to rick reichmuth with the fox. 6 forecast. >> the beginning of hurricane season was thursday, tropical storm arlene is not going to impact the us at all. it move south, not the direction they normally move but it will impact cuba a little bit.

we are not talking a big wind event, it will dissipate by the end of the day today. look at what we are expecting, fairly average season. two reasons, one can we have really warm waters off the coast of south america in the pacific, that's el niño and that makes us have less storms and warm waters in the atlantic. this week we had the highest water temperatures across the ocean basins ever. and now we've got those warm temperatures. which battle, who winds from that battle will determine. because of that we are calling for an average season. showers across florida could cause flooding. take a look at this across the west, in west texas we see a lot of rain in west texas, ultimately good news, too much too quickly, got some flooding but this is one area of the country with significant drought going on and a lot more rain coming get to the area.

rachel: chicago residents pushing back on the city council's decision to provide a massive aid package to illegal migrants who are illegally coming into their city. the council set aside $51 million for housing staff, food, and other resources. residents sounded off on that earlier this week. take a listen. >> anything for our community, we are sick and tired of being sick and tired. >> how dare this mayor and city council have the guts to give migrants 50 one million dollars. >> reporter: andre smith, the man you saw in that video, was arrested for trespassing when he tried to block buses of migrants from entering chicago earlier this year. he joins us now.
