race this week. welcome to a new hour of "america's newsroom," i'm dana perino. bill hemmer is off today. great to have you with me. >> bill: i'm bill melugin. at this time president biden set to start actively holding campaign events. voters who put him in office will have resumed paying their student loans, which he promised to eliminate. but for now there is little sign of biden out on the campaign trail following a series of stumbles, trips and falls in public and that has some democrats defending the president's health and his age. >> i think that joe biden rightly says that he has grown very wise in his many decades in public office and i respect that. so i think that he deserves to be judged by the results of his administration and what he has gotten done in terms of a bipartisan infrastructure law, the inflation reduction act. lowering prescription drug

prices. that's what should matter. >> jack dorsey who started twitter now says on twitter open the democrat primaries and debates. this isn't fair to anyone. dorsey is endorsing rfk junior out of a belief he could beat biden and donald trump. kennedy claims to have internal polling showing numbers stronger than recent public polls that shows him with 20, biden with 60 among democratic primary voters. that's proof that many democrats aren't sold on biden as the nominee. kennedy is calling for a debate. >> asking president biden to prepare for that debate by staying in the white house and not really being out on the campaign trail is like asking a prize fighter to prepare for the big bout sitting on the couch and eating chick-fil-a. he needs to be on his toes and if he is going to beat the

republican. >> the debate schedule is up to the dnc. for now they are saying it is not happening. joe manchin, a democrat, is teasing a possible third party run arguing voters want someone more centrist than anyone from the major parties. >> you better have that plan b available and ready to go. >> ruling it out, not ruling it out. >> not ruling anything in or out. >> campaign trail-wise president biden has hosted some fundraiser privately. no true campaign rallies. there have been official events talking about white house policy but nothing in early states you would expect at this point from a major party candidate, even though tomorrow is six weeks since he announced he wants a second term. >> dana: peter doocy. beautiful day at the white house. "the new york times" is facing ridicule after an article sunday painted his old age in a

positive light describing him as sharp, fit, having striking stamina. hugh hewitt joins me now. the headline. it was "the new york times" that said inside the complicated reality of being america's oldest president. hugh, i won't read you the quote saying he is trim, fit, exercises five days a week, doesn't drink and exhibits striking stamina. other parts of the article made it clear this is an issue that democrats recognize is on the minds of most americans as they can see for themselves what is happening. >> this is "the new york times" tip together into what is the major story on the democratic side. two of those reporters are friends of yours and probably in the white house. they are very good reporters. they had to weave in with two other reporters the truth. the president is infirm. i'm glad he is well and didn't

get injured, but his head on marine one. didn't look interjet -- i think democrats are coming to the reali realization. you don't hand the keys to the older person. it doesn't work. >> dana: we haven't been in this position before at this late stage in the game. do you think the democrats try to make a change or they just go for it and see what happens? >> i'm reminded of 1968. lyndon johnson went up to new hampshire, got beat. he managed to beat eugene mccarthy, from minnesota but not able to beat him and lbj dropped out and rfk who was assassinated and -- i think you'll see an exit in the course of primaries. i don't want the president dumping out if i'm a democrat.

i don't want vice president harris commanding the field. you have gavin newsom and a couple other democrats. he is that good of a centrist democrat. i don't see president biden can -- do you, dana? this is very hard for a president to stay that hidden for that long. >> dana: when i saw it was the main story at this stage in the race it said to me it has reached a point where nobody is denying it anymore. you have democrats reportedly calling in anonymously to reporters to say they're concerned and in that very same story, they reported that you had big donors in the democratic party calling the white house and asking about how is his health really? so if we even know those details, i think the anxiety is probably higher and something they will try to deal with it

and i think it will be fascinating to cover this no matter how it turns out. i want to ask you about this. joe manchin has been flirting with the idea of a third party presidential run. this is what he said on "fox news sunday." >> you better have plan b because if plan a shows that we're going to the far reaches of both sides, the far left and the far right and the people don't want to go to the far left and the far right, they want to be governed from the middle. >> dana: do you think he will try to do it? >> they have a lot of money and organization and they can qualify on the ballot. senator manchin will lose to governor justice who will run. joe manchin has to find something else to do so he doesn't lose his last election in west virginia in november against justice. i will tell you, i don't think the no label thing is serious. i don't think it will work. i imagine that joe manchin might think it is a better way to go

than being thumped by his governor. >> dana: i like to listen and learn from you. good to have you, hugh. bill. >> bill: china is rolling out the red carpet to several of america's biggest ceos to scope out the state of the post covid economy and despite security concerns from washington. ed lawrence has the latest. which companies is china trying to court here? >> big ones. the latest one is the ceo of nvidea. he will meet with chinese tech giants tomorrow. they officially decline to comment related to this. they cannot sell its major chips, the most advanced chips to china because of export controls. ceo has been critical of that decision and the chinese are angered by that decision. this visit will follow china

>> bill: shocking video catches the moments after a bolt of lightning strikes a 160-year-old church outside of boston. friday people watched in horror as flames engulfed the church east historic steeple. the church was built in 1863, replaced an older one that also burned down after standing for more than 100 years. the good news here, though, authorities didn't report any injuries but it is always a bummer when you see something that old and historic going down. >> dana: fire is the one thing you cannot deal with. they will rebuild but i'm sure there is a lot of sadness in that community today. we send them our best indeed.

check this out here. a new class of drugs could give people with alzheimer's more time with their loved ones. medicare will offer broad coverage for one such medication once it's approved and hits the shelves. a big deal. mike emanuel has more to tell people what they can expect. hi, mike. >> this is big news. the alzheimer's association worries the centers for medicare and medicaid services is creating unnecessary hurdles for alzheimer's patients seeking treatment by forcing doctors to be in registries and how the drugs work in the real world. treating this disease differently. >> the cms policy we're seeing now is unprecedented and we believe it needs to be reversed. there is growing consensus in the scientific and medical communities that there are clinical benefits when you remove this from the brain or early stage alzheimer's disease.

>> chris is a married mother of three who lost her mother, grandfather from alzheimer's and an uncle from cognitive decline. her mother was diagnosed in 2015 and passed away in 2018. christa says new drugs to treat this disease give her hope. >> my mom missed all of my children's graduations, she never got to see my two sons become eagle scouts. i would have given anything to have more time with my mom and what these drugs are promising is basically more time. >> she tells me time is not a luxury victims of alzheimer's have and she worries about hurdles being put in the way of alzheimer's patients. the number is expected to grow rapidly as the population ages

in the next few years. >> dana: important report. thank you. >> bill: the u.s. military releasing video of the close call with the chinese warship in the taiwan strait. that warship cut across the path of a u.s. destroyer on saturday. you can see it right there. the navy says it got within 150 yards of the american vessel that had to slow down to avoid a collision. republicans claim it all fits a pattern of behavior from beijing. >> what we're seeing is an unbelievable aggression by china. the balloon over the u.s. the chinese police station, aggressiveness against our planes and ships in international water. they're trying to flex their muscles and advance authoritarianism. we need to stand strong and the administration needs to stand strong against this type of coerce. >> joining us now is retired four star general jack keane.

the senior strategic analyst at fox news. thank you for your time this morning. >> delighted to be here. >> bill: we've seen the chinese send a spy balloon a cross the united states. flying fighter jets in fronts of our air force planes and cutting off our ships. it seems like these provocations are escalating each month. what is your opinion? >> what china is about here, their goal is to reduce dramatically the u.s. presence in the pacific. they want to dominate and control the pacific region themselves. what they're reacting to is the fact that the united states is increased exercise program in the pacific quite dramatically. this one we're doing with canada in the taiwan straits but doing it with australia and japan and south korea increasing the capability. china wants to send a message to the allies and partners in the

region, all gathered this weekend at the singapore conference to include the chinese defense minister and ours as well. they're all there and they want to take this moment to demonstrate that the intimidation and coercion they've used against allies on a regular basis, they are pushing back on the united states right in front of the whole world to see that. they are demonstrating that the united states is causing the problem here. that the united states is the problem, not china. of course, that's a bold-faced lie. all the countries in the region know that's the case. the positive thing is it's in reaction to an increase in u.s. activity not a diminishment of it. also japan's budget is doubling in size. south korea's defense budget is going up. the philippines have given us four bases, three closer to taiwan. australia has entered into a deal with the united states and united kingdom to build nuclear powered submarines and putting rotational forces in there.

china knows that the allied and partner situation is coalescing in a way that it has not in the past. so they are pushing back on it. the negative aspect of this i think our president, while the people in the national security arena that i've spoken to on more than one occasion, they know full well how serious the threat is from china as one of your guests mentioned in terms of what they're doing at home. he seems to have his mind back in the previous obama administration where you want to reach out and offer conciliatory hand every time there is a problem with china. really, that is not how to deal with this country. who they are today is not who they were ten years ago. this is very aggressive, strategic goals, as i mentioned, dominate and control the region. replace the united states as the world's global leader and they are about that every day. after the spy balloon, bill, what we should have said is we'll take a private apology on

this and when you are ready to talk to us we'll consider talking to you. as opposed to all these overt gestures to talk to them. that i think is where we are today. >> bill: last question about 30 seconds left. the chinese defense minister is pointing the finger of the united states for the ship crossing the u.s. ship incident. he says, quote, they are not here for innocent passage. they are here for provocation. essentially saying it was the u.s. who provoked. general, every time something like this happens, whether in the open or in the skies there is a risk of some sort of accident happening. talk about the stakes here. >> well certainly there is. what he is saying is what i said. he is blaming this all on us. nobody sitting at that meeting is buying any of that nonsense. but it's true in 2001 our airplanes came together, chinese fighter jet and spy aircraft,

what we were doing a few days ago, and they collided and chinese pilot lost his life. not only is there a potential fatality, but also a potential for misinterpretation of what's taking place. what i do believe communication should be established on some kind of continuous basis. we had it with the soviet union. the reality of that is so the defense minister of the united states and the defense minister of china can pick up the phone if something calamitous does happen and say look, this is what our intent was. this is not what you think it is. so that there can be some kind of dialogue to prevent an escalation of the issue. that i believe is important and going forward, i truly mean and believe we're moving so that china understands fully, you know, that the united states is not going to be pushed out of the region. we'll stay there with our

shoplifting. more than half believe law enforcement and courts are too lenient on shoplifters. >> dana: i give them points for trying. we'll see how it goes. thank you. >> bill: gop states coming to the rescue. more than a dozen sending national guard and police assistance to the southern border answering texas governor abbott's plea for help. our next guest's state is helping. james langford is here. they made some significant arrests down there. if we can pull up the photos now. no longer families, women and children. look at this. border patrol and texas dps arrested a group of cartel members, the northeast cartel who came across to the u.s. side of the border in texas in the rgb and armed and rifles with them.

you'll see some of them. that's a trail camera on the u.s. side of the border. senator, your reaction to these images. we now have armed cartel members crossing over to the u.s. side. only the ones we caught. >> what people don't understand the area south of our border all the way along those states in mexico are level four countries from the state department. people may not know what that means. you have level one countries like canada, level four is like yemen and syria. the states in northern mexico, the state department declares there are no travel zones for americans because they're violent and out of control. my push for years if we don't deal with hap is happening on the immigration side it will trickle over. they are experiencing more and more armed individuals coming into the united states escorting people. they're concerned about armed violence spilling over from the south side of the border to the north. in addition to the type of person that's coming in we're getting more non-spanish speakers coming in from all over the world. >> dana: it's incredible.

to set the stage southwest border encounters year-to-date. 1.4 million. that's 10% over what it was the year before. the white house is saying that they've got it under control and there is no border crisis. "new york post" editorial board on sunday what they said. biden is lying. the migrant crisis is nowhere near over. >> no. >> dana: how do you deal with that as a senator when the white house and mayokas is very stubborn and holds his ground and says everything is fine. >> i go to the border often as one of the things i try to do is elevate and show people here is what's really happening. i went early on in the biden administration and took cell phone video to show the chaos when no other media would show it. i try to expose here what is happening and give firsthand information to the american people. people in oklahoma but back to mayokas as well. when i was down there last time two weeks ago in the due son and nogales area in arizona the

statement from the border patrol. non-spanish speakers from russia, pakistan, middle east, china. these are areas where as their term is adult-age military-age men. no i.d. and no way to know anything about them and being released into the country like everyone else. we have no tracking to know where they are going. this is a giant national security issue. if we've learned nothing from 9/11 we have to identify who is in our country. >> bill: so that point almost 100 people on the f.b.i. terror watch list arrested coming through our southern border. it will blow last year's record out of the water and set the all-time record. we'll beat it this year. why is it so attractive for people on the watch list to come to a border now? >> it is open now in many ways. people come across and check in and make the magic statement i have fear in my country and they're released into the united states. what's worse than that is individuals that are on our

terror watch list picked up if they are identified, they are isolated and exited out of the country. but the individuals that are traveling with them, they are released into the country. you look and say the three other russians traveling with this one russian we identified on the terror watch list that one russia we arrested. the other three are somewhere in our country now and no idea where they are. >> dana: no wonder im gags is one of the top two concerns of voters. >> it is a big issue. drugs, jobs and national security issues. it's a very big issue. >> bill: 1.5 million northern gotaways. >> dana: senator, i'm glad you are in town and for coming by. let's talk about the rise of a.i. generated music. one songwriter things it might be a step up from today's hits. that hot take after the break. ♪

>> bill: welcome back. los angeles wants to reduce traffic by taxing drivers. supporters say the new fees would push people to use public transportation while critics worry that congestion pricing as they call it could make the already pricey city even more expensive. fox business's kelly o'grady is live at a gas station in l.a. i can assume l.a. drivers are thrilled to hear about another potential tax, right? >> absolutely, bill, right? we love our taxes in los angeles. i know you know that well. listen, traffic is synonymous with los angeles. a study last year drivers spent 95 hours of their life sitting

in traffic, that's just under four days of their lives and that's a crazy figure. no word yet on how this congestion plan would price, just that it would potentially charge more for peak hours. i want to give you a sense of where it would be happening. number of areas are being considered. the map there, the ten between downtown and san monica is one in particular. if you charge drivers more is the idea, they'll maybe not all decide to drive at the same time at 8:00 a.m. when everyone is trying to get to work. this is the only feasible way to reduce traffic some feel. >> we have grown incredibly tolerant of a very badly performing transportation system. most of us understand that for many things just having the -- it will invite a shortage. that's what happens on our roads. >> we've seen it work well in cities like london and singapore. a lot of concern about implementing something like this in los angeles because the public transportation system is bad. they worry it would exacerbate

the work from home trend. think about trying to charge people to drive into the city. on top of that, this could price out lower income drivers. there are talks of subsidies in the plan. no word how it would be implemented. you mentioned i'm at a gas station off one of the freeways in question. we talked to drivers and here is what they had to say. >> it doesn't work for us, not for the common people. >> i think it is ridiculous. >> there you go, right? short and sweet. that driver also mentioned to me that we already pay so much in l.a. it would be frustrating to pay more. i'll send it back to you. >> not just the taxes, they want to push people to public transportation but public transportation in los angeles is unsafe right now and something they're trying to fix. kelly o'grady live in l.a. thank you. >> dana: capitol police are under fire for pulling the plug on a children's choir of all things. the group was singing the national anthem when it happened. watch here.

♪ >> dana: police blaming it on a miscommunication. the choir director said that i was shocked and dismayed and stunned. i couldn't believe that was happening that they would stop the national anthem, of all things. especially when they were almost done. capitol police said demonstrations and musical performances are not allowed in the capitol. the singers were children, our officers allowed the children to finish their beautiful rendition of the star-spangled banner. >> before they come out with this communication everybody draws conclusions and gets away. the optics telling a bunch of kids to stop singing the national anthem aren't great. it was a miscommunication. >> my bigger takeaway here is

the fact we have an initial reaction. we've been conditioned as americans unfortunately to automatically assume that something is in protest of the national anthem because of so many things that happened calling kaepernick and burning american flags and athletes turning their back on the flag. my bigger worry here is we're reacting this way before we learn the information. >> dana: the speaker's office had given permission and because they don't want me going in there and singing in statuary hall. you have to give permission and they were granted it. they made the news today with that. >> how is there still miscommunication and a recognized symbol of democratic government in the world? it held in congress for 223 years. why are we still having miscommunication? >> bill: we were picturing the kids getting dragged off the stage when we first heard about it. it wasn't that bad.

present big problems for the economy and the consumer across the channel labor is there moving containers off the dock. 22,000 longshoremen are working without a contract and have been since july. almost a year. friday and parts of saturday workers effectively shut down select terminals at several ports on the west coast. today i'm told ports will be open. this is not a strike. even the union says you basically had select workers rank and file who took it upon themselves to voice displeasure to the shipping companies where the talks are by calling in sick or not showing up. long beach officials say the one terminal is closed is for operational, not labor reasons. so right now big picture consumers are not affected. cargo traffic on the west coast is down 30%. there is plenty of capacity to

handle trade from china and asia including agricultural exports. a big deal. going forward, no guarantees, right? as we witnessed during the pandemic, when you had 109 containers ships here in the ports of l.a. and long beach backed up, it does present huge problems. a spike in inflation, empty shelves and problems with the supply chain does have that ripple effect that we saw. already manufacturers and retailers are rerouting goods out of l.a. and long beach because of the strike on the west coast or the possibility of that with the contract talks breaking down potentially. so what we saw on friday and saturday was probably the union basically showing the shipping companies they have a card to play. right now, dana, there are 72 ships en route on the pacific headed to the west coast. for the time being, we expect talks to continue and no strike to occur. back to you. >> dana: thanks, william.

good to see you. >> bill: the fatal ambush shooting of a state trooper friday in west virginia a reminder of the dangers police face on a daily basis. the friends of police are calling for new penalties to address surprise attacks on law enforcement. >> good morning. the sergeant's life was cut short. he was 37 and responding to a shooting at a home in southern west virginia on friday when he was met with gunfire according to west virginia state police. the father of two was taken to a hospital but did not survive. the shooting set off a manhunt for the suspect timothy kennedy on your screen. taken into custody late friday night and arraigned saturday morning on first degree murder. according the national order of police 166 officers have been shot in the line of duty.

a 30% increase from 2021 and 40% increase from the same period in 2020. for years the organization has been calling on congress to do something, to pass legislation that would create enhanced federal penalties for those who deliberately target law enforcement. civil rights groups say this legislation creates a false narrative that law enforcement are under attack adding there are already laws protecting officers. the fop says action is required for the safety of us all. >> the path we're currently on is not sustainable. the violence against law enforcement is escalating. if these criminals are willing to shoot police officers indiscriminately what will they do to you and your family members if we're not there? >> there have been 47 ambush-style attacks on law enforcement officers this year. >> bill: terrible. these are the guys running toward the danger while everybody else is running away from it.
