a u.s. missile destroyer on saturday crossing dangerously close across the bow. the maneuver happened days after this, a chinese fighter jet crossing the plane of a surveillance plane causing it to shake from the war planes turbulence. wisconsin republican congressman mike gallagher on the chinese communist party says the brazen stunts are china's efforts to undermine and challenge american presence in the pacific. he charges the biden administration simply is not doing enough about that. he says the white house needs to, for example, increase our military presence in the region, increase arms sales to taiwan and anti-ship missiles and cut some economic ties so beijing finally gets the message. >> they aren't interested in being friends or peace and stability. they are increasingly aggressive, bent on displacing us as the dominant power in the

pacific and i believe globally. >> john: his committee is marking the 34th anniversary of the massacre yesterday. 34 years ago in 1989 when troops opened fire on demonstrators demanding democracy in the country killing hundreds, if not thousands. the committee will hold an event with chinese activists including veterans of the protest saying the crackdowns on freedom have only in the past decades gotten worse. the chinese officials turned down a meeting with lloyd austin. we're told c.i.a. director bird made a secret trip to beijing last month to try to lower tensions. it seems judging by china's recent actions bird's visit may failed to achieve that goal. >> john: increasingly provocative. thank you. republican congresswoman kat cammack of florida member of the

energy and commerce committee is with us now. is this china telling the u.s. to get out of our neighborhood? >> happy monday. yes, this is china's attempt to normalize this type of behavior. when you turn to twitter this morning you see the poll it bureau pushing out propaganda saying the united states is a dying empire and how they were letting us know we were in their neighborhood. freedom of navigation operations which is what we were doing in the strait have been used for years. china is trying to normalize this behavior. we continue to make sure that freedom of navigation operations continue in the region because one, there is economic implications but also this type of behavior is for china to be continuing to put that out there so that they can say well we've been do this. we've been doing it. they are pushing the envelope more each time to make it

normal. it is not. we need to stand firm. we need to put a word out this will not be tolerated and as our united states navy said, it was unsafe operations. we have to be vocal and we have to push back now. >> john: that is almost a collision. the way the "wall street journal" editorial board said. china's military goal is to push the u.s. out of the western pacific and getting bolder as its military power increases. mr. xi warned chinese national security officials they should prepare for the worst case scenario in stormy seas. it looks like the chinese are trying to provoke a confrontation. >> absolutely. this is the straight out of the russia playbook trying to establish a pre-text to justify any hostilities in the region. as i said we're in there conducting freedom of navigation operations. no hostilities on our part. what china wants to do is

provoke a reaction to say they were the victim so that when they in turn engage they feel justified that they have the narrative on their side. look no further than what we're doing around the world with their belt road initiative. they go and do the predator lending schemes to say we're coming in to do help. we're coming to do humanitarian aid. in reality they're trying to trap countries into being beholding to the ccp. this is the playbook 101. we have to stand firm and take a stance. i'm very disappointed in biden not speaking out about this as of yet. we need to make sure that congress as a whole is standing strong. republican, democrat, we have to be americans when it comes to this issue. >> john: standing strong is a big issue after president biden fell on his face at the air force academy. the way nikki haley saw that this morning. >> it is very clear -- none of us should have celebrated when he fell. it was the horrific thing to watch. china and russia and iran saw

that. that's the part that bothers me the most because when they see weakness like that, that's when they go and get more aggressive. >> john: what message do you think that sends? obviously he tripped over a sandbag. we have an 80-year-old president getting more stiff. he falls a number of times, one of these days you never know he could break a hip and not get back up. when president xi takes a look at what's going on in terms of leadership, what is he thinking? >> again, i agree with what ambassador haley said. she said that this type of behavior, this weakness invites aggression. she is right. no one should be cheering when they see the president stumbling on stage. no one should. but the fact remains he has been shaking hands with invisible people. taking cues from the easter bunny. this type of weakness invites aggression from adversaries. russia and china are watching this very closely. when you look abroad at the propaganda machines they're in

full effect talking about how america is in decline. that invites opportunities for them to take action economically and militarily against the united states. >> john: i want to bring you to this issue. president biden's reported pick for the new centers for disease control director already is in hot water. video resurfacing of mandy cohen laughing how state officials collaborated while serving as north carolina's health secretary. >> probably the person i called the most was the secretary of health and human services in massachusetts. she was like are you going to let them from professional football and we're like nope. okay, neither are we, neither are we. so, you know, conversations like that. so -- or i would be so when are you going to think about lightening up and they're like next monday. okay, next monday. >> cohen embodies the worse of of pandemic policy.

how were you struck by that exchange laughing about the idea that oh, well, if you are are going to do this we'll do the same thing as well? >> it's disgusting. there is nothing funny about the covid lockdowns that destroyed people's businesses, destroyed livelihoods. harmed kids and communities. there is nothing funny about it. so to have the nominee for the cdc sitting there laughing hysterically about this is not funny, it is not cute and it again speaks to the lack of seriousness this administration has when it comes to the very basics. when we have less than 50% of americans today who have faith and confidence in the cdc, the cdc of all agencies, that speaks volumes that you have someone who has very little regard for the science or data that showed to lockdowns were ineffective and little regard for the fact that we as americans, we saw how destructive they were in states like california and new york that promoted the lockdowns.

it is unacceptable. >> john: we'll see how the nomination goes and follow it. kat cammack of the great state of florida. thanks for kicking us off today. the prime suspect in natalee holloway's 2005 disappearance is set to be transferred to u.s. soil. he will face trial 18 years after 18-year-old holloway vanished during her trip to aruba. he allegedly tried to sell natalee's mother about where her body is. she has never been found. van der sloot is expected to arrive in atlanta. >> the timeline for van der sloot's temporary extradition to the u.s. is not exactly clear. his lawyer tells the associated

press that he does expect van der sloot to be extradited to the u.s. at some point this week. the process was already in motion over the weekend as prison officials in peru moved him from a prison he was housed at in southern peru to a maximum security prison in lima. van der sloot will eventually be turned over to interpol we're told that will hand him over to the f.b.i. for temporary extradition to the u.s. to face extortion and wire fraud charges connected to the 2005 disappearance of alabama teenager natalee holloway in aruba. her body has never been found. the defense attorney says it could be the family's opportunity to get some kind of justice. >> this is the type of thing that can make sure that this man never breathes free air again. let's not forget it is possible

he could survive long enough to get out of prison in peru. a successful conviction here in the united states will guarantee that he stays in prison for the rest of his natural life. >> van der sloot, who is currently serving out a sentence for an unrelated murder of a woman in 2010, was indicted by a grand jury in this country over a scheme to provide what turned out to be false information about holloway's whereabouts in exchange for $250,000 reward. holloway's family offered that. holloway's mother gave van der sloot $25,000 up front but ultimately lied about the teen's location. the family now hoping that this extradition will at least give them some justice in terms of how long van der sloot will be here, that is still unclear, john. his lawyer has said that he expects for his client to be here for up to a year. john. >> john: we'll keep watching that one. charles watson, thank you.

reach. chicago is struggling mightily with crime. area near the walgreens has seen more than 50 crimes in the past year alone. op-ed reads anarchy in the usa. $1 hundred billion a year stolen by brazen shoplifters, dystopian stores locking away their goods. police invisible. is this the lawless america we really want? despite all that walgreens says its move is not about theft. mike tobin has more from chicago. mike. >> you've seen all of the videos of the shoplifters without a care in the world. the flash mobs overrunning stores. now we see the response. what is behind me there could very well be the future. walgreens has redesigned one of their retail outlets in chicago's south loop. the bulk of the store is empty. retail is limited to two aisles which customers can walk through and select items and some of those items are still locked down. most of the inventory is protected in the back of the store. shoppers get on a kiosk, make

their order and it gets delivered to a window. the general public has limited access to inventory and can't loot it. they issued a statement. testing a new experience at this store with new concept technologies and practices to enhance our experiences and the experiences of our customers and team members. so far the complaint we're hearing from shoppers is that it's impersonal. >> we're confused when we walked in. we're from the suburbs. never seen anything like it. >> i ain't never seen a wall green like this. >> it is unique. almost looks like a doctor's office when you walk in. the aesthetic of it. >> walgreens won't say it is a direct response to shoplifting. people know their retail experience is impacted. people said they pay more because of shop living. 2/3 are worried about gang-led shoplifting and half of the people polled said courts and

police are too lenient. john. >> john: setting the stage in chicago. power panel now. gianno caldwell, chicago native. some customers lamented the lack of trust that comes with locking everything up. when people are allowed to steal in impunity with very little consequence what's a company to do? >> what we know and what we see is this is a sad reality that's impacting cities across america, san francisco, chicago, you see it even in los angeles. when we think about chicago and all the things that are going on there, we think about the fact that as of may 28th over 887 shootings, murders are up 25%, shootings up 23% over a four-year span. this is terrible. the truth of the matter is for those who live there, the elected officials and

policymakers law and order is not the issue of the day. if that's not a consistent message people are receiving the thugs, those who choose to rob, steal and kill, if they're not hearing that message, which they aren't hearing from city council, mayor or county prosecutors they'll continue to happen and only get worse. >> john: why do leaders in so many of these cities seem to be at a loss to get crime under control? there was almost a permissive nature when it comes to crime among many officials. >> i think you're right, john. i wish that wasn't the case. sadly, much of it comes from so-called progressive democrats like the mayor of chicago, like the district attorney here in manhattan, alvin bragg, and their position incredibly when crime goes up, the problem is the police and not enough money for social services rather than tough law enforcement policies to crack down on violent

criminals and repeaters. i think they have it all wrong. mostly democrats. i hope my party wises up. >> john: they have it all wrong, says doug, gianno, yet refuse to do anything about it. say what you will about him now, but in the 1990s rudy giuliani took a city headed in the wrong direction and made it the safest big city in america. >> law and order is the tool he used to do that. we understand and have seen examples like new york city and how rudy giuliani turned it around. the thing is with the virtual signaling going on in the city of chicago now. even state of illinois. they passed a law before the state supreme court court called the safety act which creates a no bail sen ar arrow -- scenar

for second degree murder. every leader top to bottom has to change if they want to do something about it. brandon johnson, i say to you, sir, you have a city that is under stress, you know that people were very concerned about the crime situation there. do you want to make it worse by talking about programming for youth and not putting some of those youth in jail and charging them as adults? that's the real question today for those leaders. >> john: want the carry over to this topic. critics tearing into "the new york times" in a new piece they report president biden's staff leaves him alone on weekends and adjusts his schedule. the same article goes on to dismiss his recent fall at the air force academy commencement and downplays frequent verbal gaffes as nothing new referring to him as sharp, wise, commanding with striking stamina. critics lighting up the piece call it embarrassing and slobbering. doug, how did it strike you?

>> it struck me as bending over backwards to be kind and solicitous to the president. look, he is a good negotiator. he did get the deal done to raise the debt limit. that's all good. he has traveled a lot. gone to kiev and asia. but i think most of us who watch him have legitimate questions about his ability and sadly, 2/3 of democrats, if i remember correctly, john, question whether he should run for another term. there remain unanswered questions that the times piece did not successfully address. >> john: kind and solicitous some words used to describe it. here is how miranda described it. it is not showing at this stage, just sad for the country. it adds to the perception of an

could be coming in time for summer travel. saudi arabia just announced big oil production cuts effective in july set to slash production by 1 million barrels a day. opec countries and allies considering another round of cuts and all of that could send our gas prices soaring as we move through primary season. presidential candidate nikki haley with this. listen here. >> saudis are not going to listen to joe biden because he basically called the crown prince a pariah. he is getting dirty oil from venezuela and iran. >> john: jeff flock is in an oil refinery in new jersey. >> pbs refinery here. they certainly figure to rise. they've been good lately. take a look at the latest numbers on the average gallon of regular in the u.s. is $3.55 today. about what it's been for the last month. a lot cheaper than this time

last year. it was pushing $5. that said, these cuts in production definitely lead to higher prices. listen to what one analyst said -- i'll tell you what he said. gas is not going to become cheaper. if anything, it will become margin ali more expensive. a contentious meeting in vienna. saudi arabia wanted everybody to cut. they want to drive prices up. in the end, nobody agreed so saudis said they'll do it themselves. a million barrels of day. that added to the 3.6 million that were already announced, that means 4 1/2 million barrels of production out of production. this was the saudi oil minister's statement after the announcement. >> i would have to quote this analogy. we will do whatever is necessary to bring stability to this

with american energy policy. it has put america last policy. when i first met with donald trump i was thinking about this 6 or 7 years ago when running for president in 2016 and larry kudlow and i sat down with him and talked about with the right energy policy we could make america energy independent for first time. trump said i want america to be energy dominant. i want to remind your viewers by the end of the trump administration. you didn't do stories about opec because we were producing oil and gas here and opec had become a toothless tiger. the gas price is good news today come down by a dollar a gallon. but today the grass price is higher than it was any time when trump was president over a four-year period. it is about $1 a gallon higher today than when trump left

families and people going to work, there is nothing in that bill that was very good for anybody in america. >> john: complaints on all sides. the thing i quibble with, though. republicans are saying it adds $4 trillion to the debt. it's republicans in the house that control the purse strings. if they don't want to give biden the money, they don't have to. >> a good reminder that the president can't spend money, only congress can. it takes both houses. i will give kevin mccarthy a high grade here and did an excellent job negotiating. biden, you were covering this four weeks ago, he said i'll never negotiate with those republicans. he called them terrorists. it was a marginally positive thing. the most important reminder here is if you are concerned about the direction of our finances in

the country, most voters are, you have to get a new president. this is a president who ran up our debt by $6 trillion in two years. i've been in the game 40 years. he is by far nobody else comes close, not even barack obama to the reckless spending that we've seen by this president. i think the focus really has to turn to 2024. one other quick point of reference to kind of amplify the point you were making earlier. what this deal does, instead of borrowing $10 trillion over the next ten years we'll borrow only $8 trillion. that probably makes you sleep better at night knowing that. >> john: if it's only $8 trillion we can all live with that. not negotiating. joe manchin said it is harmful and shows the extreme left is pushing so hard not to even negotiator talk about it. just hold your ground, hold your ground. that is not who we are in america. steve, great to see you. thanks for helping kick us off
