any of that in the administration. only thing i would add to what representative gallagher rightly said, it's the climate agenda and the part of the administration led by john kerry that is just obsessed with keeping some type of ties open so that they can push the chinese on their climate agenda. meanwhile the chinese communist party is opening up more coal fire power plants on russian coal, by the way, than the rest of the world combined. they don't give a damn about climate but can extract concessions because of the push from the administration. >> john: how is that working out for them, not sure it is. quick on ukraine, looks like the counteroffensive has begun, under taking it in donetsk, way north of where we thought it was going to go, we thought an operation from kherson so the sea of asov, do they have the

take forever. so get back to normal. >> traffic is going to suck tomorrow and will suck a while, it's already taken them 20 years to redo that and another 20 to fix it. >> we go from dirty air to now a broken down highway. >> sandra: oh, yeah, people in philly gearing up for a rough commute. pennsylvania governor issuing an emergency declaration after part of a bridge fell when a semi truck underneath it caught fire. this was the result. amazingly considering that scene, no one was hurt. transportation officials say some 160,000 drivers would normally travel on that section of the highway every day. let's get right to c.b. cotton, live in philly for us. we heard from local officials. when are we learning at this hour? >> sandra, good afternoon. just in, we learned the truck driver was going northbound on i-95 early yesterday morning when pennsylvania state police say the driver tried to take the

exit ramp and lost control of the vehicle. state leaders say the truck has now been removed from the wreckage, and they say the trucking company is cooperating with their investigation about still no one will comment on who the driver was. law enforcement say that information has to come from the medical examiner. we just got these details moments ago after federal and state elected leaders got an up close look at the wreckage. we do know that i-95 is closed, after a tanker truck carrying gasoline caught fire under the overpass. the heat sent a portion of i-95 northbound lane crashing down, reducing it to rubble. moments before the interstate collapsed, get this, some drivers traveled over the southbound lanes with seconds to spare. firefighters still looking into trying to find more about the cause of this fire.

emergency crews are still trying to identify if anyone else was caught in the collapse. but as of right now, no injuries or fatalities are reported. transportation secretary pete buttigieg saying he wants to get federal dollars in the right hands. >> we've got this emergency relief funding and we fund and reimburse the activities to swiftly get that road whack -- back to normal. we are talking about major structural work. >> demolition efforts are underway. demolition on the southbound lanes is supposed to begin monday and take from 4 to 5 days. governor josh shapiro saying an early timeline indicates it will take a number of months to get things repaired. back to you, sandra. >> sandra: it is going to take some time. c.b., thank you so much. >> john: and that happened not long after the big fire in connecticut as well along i-95.

you've been on this for a few years during covid, the other thing you have to add is taxes. so the combination of high taxes, homelessness and crime, it's hurting a lot of the larger cities. it's not just crime, but a lot is the homelessness issue. and what we need to do, we have to get back to making sure there's a rule of law and we have to -- >> sandra: you don't hear a lot of democrats making that point, robert. >> listen, rule of law is what makes america america and not a third world country, i think we have to step it up and san francisco, tech is struggling, is going to be hurting and see it benefit other areas. >> sandra: still raising taxes on those that stay. tyler, i don't know how much longer this can last. the words of some of the crime victims who have lived through the mess. >> hit with the -- with the people. >> apocalyptic, what's going to happen. >> get off the bus, a lot of

homelessness, and drug dealing going on, kind of sad. >> we don't have enough police officers walking the beat. >> sandra: tyler, the "daily mail" estimates in this exclusive this is costing $200 million a year, the businesses that are exiting. they are now bracing for a $1.3 billion budget deficit in five years. why aren't they waking up and doing something about it? >> unfortunate i think things are probably going to have to get worse before they get better, before politicians change course and i think what the clips just illustrated, the sad reality the cost disproportionately fall on lower income people. the private equity guys, the venture capital guys, they can move to houston, to dallas, miami, but who suffers are the people who lose employment when cvs and h and m and gap decide

it's too much, we are leaving. resident homeowners whose values take a hit because of the crime and lawlessness, and higher home and auto insurance premiums because of theft. and the people ultimately hurt when the transportation revenues dry up and they have to go to work on creeky infrastructure and deal with crime and lawlessness. >> sandra: and you can put on the screen the businesses and familiar names who say we cannot do it, h and m, abercrombie and fitch, and the big whole foods, said we cannot keep our workers safe. they tried to hang in as long as they could and they could not do it. and robert, making matters worse, the stores are shutting, so those hanging on, paying the higher taxes, they can't walk down the street, makes it worth living in the city to begin with and now the office vacancy rates are on the rights. san francisco 2022, rates have

topped 16%. you are almost at one out of five offices empty, compared to 6% in 2019. i would say this exacerbates the crime crisis, the see something, say something people on the sidewalk. >> you've been spot on with the k-shaped economy, the have and have notes. when you have commercial real estate, you know, either people not going back to work because we are not back in the offices n they have the zoom, more like in san fran than other, and crime and homelessness, and banks will get hit by it. i agree with what tyler was saying that this hurts those who are, you know, looking just making a steady pay, it hurts them the most. >> sandra: for some funding the

far left prosecutors coast to coast, making matters worse, the crime situation, i'll bring this to your attention, tyler. george soros, the headline in the wall street journal, handing control to his 37-year-old son now who says i'm more political in the first interview, says the $25 billion philanthropic enterprise will boost for abortion and political rights, and we will have to do it, too, if the other side is doing it. what does that say about the future of politics and these american cities who have been paying the price? >> well, i think the cost that we just discussed could be considered the short run costs of bad policy. i think the longer run costs of bad policy and in particular bad jurisprudence, the open society foundation seems to be promoting, is it can be immensely corrosive to

confidence and trust in our institutions and the very fabric of our judicial system and that is really corrosive to long run growth and prosperity. i think it was adam smith who said the key to prosperity in the wealth of nations is peace, easy taxes and tolerable administration of justice and i worry very much that over the longer run we are corroding trust in our legal institutions and i really hope the soros foundation moves away from that. >> sandra: and he said, the son, he plans to continue using the family's deep pockets to back left leaning u.s. politicians. curious your thoughts on this, robert wolf, a democrat. >> yes, i know george and i've met alex. we have money in politics on both sides. my view, they do a lot of great things, too. open society gives a ton of money to philanthropic causes, whether it's education or human rights, they do a lot of great things. with respect to politics, where

we live as a society. the wealth, you know, kind of drives politics, whether it's what's going on with the nra, over 90% of the people think -- >> sandra: we should just accept it. >> no, i wish we could change it, but we are not going to. a supreme court case that allowed it and this is where we are. >> sandra: one last final question, dow up 100 points. axios printing a piece, the timex economy, as in the watch, keeps on ticking. what is happening here? as much as tyler so many republicans look at the policies under this president and say this is the worst thing in the world for the american economy, it does keep chugging along. albeit not great for people, we see poll after poll people do not feel good about the finances, comfortable living paycheck to paycheck, but seems the markets and the economy keep chugging along to the axios

penny offering his side on what happened on the new york city subway after being charged with second degree manslaughter in the chokehold death of jordan neely. he says he never tried to kill neely. how did penny describe the moment that neely boarded that subway train? >> yeah, sandra, he described it as a scary situation, just point blank. when jordan neely entered the subway train, not only scary situation in a series of video clips but said he felt the need to defend himself for the first time on camera, saying the situation was so scary the marine veteran felt compelled to put neely in the chokehold to defend himself and other passengers. >> the three main threats repeated over and over, i'm going to kill you, i'm prepared to go to jail for life and you are going to die. he was yelling in the passenger's faces and they looked terrified. the reason there was no video at the start of the altercation,

he is joining us now to share his amazing story. welcome to you, thank you for joining us. you are doing things most 19-year-olds are not doing at this stage in their life. how does this feel for you? >> yeah, thank you for having me. this is a really exciting moment for me. it's been a long journey and lots of hard work, so i'm really glad to complete this, you know, this long journey and be here today, yeah. >> sandra: to be clear, you've already completed everything it takes to get your ph.d.. i know the final acceptance is on thursday but you're done, you're a doctor. >> yeah, i'm completely done, i mean, i got -- i defended my ph.d. several weeks ago, so i presented my research already, and yeah, i mean, i even got the final letter a couple weeks ago that i've completed all the requirements and i'm completely done. >> sandra: research on using artificial intelligence in these

different techniques for digital pathology. can you please explain what you are going to do with your future because it is very bright, and we would all like to know. i know you have big dreams of making this a better world. what are you going to set off and do? >> yeah, i think i'm really excited by the potential that artificial intelligence has, especially in the field of medicine. i think there's lots of exciting and innovative applications, so i'm really excited to be continuing research in this direction and hopefully lead a research lab one day focusing on various applications of a.i. to medicine. >> sandra: i mean so people fully grasp this, you started college at 12 years old. you were admitted to university of california-davis to pursue your undergraduate degree. age 7 i think you started taking community college classes. 4 years old, joined the high
