interview goes on. as you might imagine, governor newsome and i strongly disagree on everything. but to the governor's credit, he sat down for an entire hour. he answered most of our questions. by the way, that was something that the president of the united st states, job is not remotely capable of doing. here's part one of my interview with california democratic governor, gavin newsome. all right. so i write you. pick out a lot of pickup. i'm sure you saw it. i'm like, okay, i want to do an interview. i don't want to do an interview. i want to make sure the audience understands up front, this is not -- i want you to answer and give your views. i'd say you represent probably about half the country, your views and the other half represents mine. you agree? we're kind of divided. >> plus or minus. we're polarized, traumatized.

we're in these eco chambers. let's be candidate. your folks are watching you and getting certain perspective and my folks are watching other networks -- >> you'd be shocked. we have studies show a lot of democrats watch me. >> including me. i'm here for a reason. to wit the point, we need more of that. we need more of these conversations and we need to not just accuse each other of misleading the american people. i think confront each other in the context of providing opportunities to address some of the facts that are often omitted in terms of the conversations and topics that we choose to pick up. >> sean: so what i see is i don't know how you reconcile some of these differences. now, you breathe in secure borders and law and order and people want to come into our country have to do it legally. i'm a product of that. or there's people that want open borders. you believe in defund, dis

dismantle, no ball laws like in new york or you believe law and order, safety and security is a prerequisite for the pursuit of happiness. you want energy independence or you don't want any domestic energy production. how do you reconcile -- >> i don't see those binaries at all. >> you don't see it at all? >> no. i want border security. >> sean: you don't want any walls. >> i want comprehensive immigration reform. i want to address the issue like ronald reagan did in 1989. just like with respect, sean, you promoted yourself with the gang of eight and bipartisan legislation that got 68 votes in the senate only to die in the house. could fundamentally address this issue, which is the issue. >> sean: i always had as my position build the wall first. you're against any wall. >> i have no problem with the 650 miles on border walls.

i come from a state with the largest -- we have the largest land port in the western hemisphere. i don't need to be educated. >> medical for illegals is $2. 7 billion for the state. >> and how many for people that end up in the emergency room? on the back end wasting taxpayer money. >> sean: if you want to come to this country, obey our laws, respect our borders, respect our sovereignty, apply commitment. we can expedite the application process. >> the latter part. now you're having a conversation. this is where the vast majority -- >> sean: that's why i'm here. >> and where is congress? you can criticize biden all the time. his border crisis. i watch 24/7 anchor machine around that. i get it. >> sean: in three years, he will allow over 7.5 million people illegally in to this country. you have to see there's

something wrong with that. >> i do. there's something right with what hose done with post title 42 with 70% reduction. taking a lot of the core tenants that the previous administration used, he's now being sued by the left, not just being applauded. certainly by the right. that said, here's what is missing. the conversation you just suggest we should be having around dealing with asylum seekers and backlogs and updating and modernizing our visas. >> sean: let me ask you this. should we have background checks? >> yes? health checks? . we did. >> sean: means testing so the people that enter won't be a financial burden on the american people? >> we prioritize already with certain -- with stem. we prioritize with visas already. we -- >> sean: free college education and 2.7 billion of taxpayer dollars in california to medical for illegal immigrants only. >> and we're spending the money

already. i know everybody on the right can't stand sanctuary policy. i understand that. rudy guliani, by the way, trump's old attorney, was huge proponent of sanctuary policy. he said it keeps you healthier, safer and more educated. he made those arguments when he was mayor of new york. it's the card that are dealt and the absence of comprehensive reform. i'm all for comprehensive reform, background checks, addressing border security and all forms of manifestations. addressing illegal pathway. i'm addressing all of these issues and doing it in a rationale way and not exclusively about the border. >> sean: i have here the exact federal law that prohibits. there's two court decisions that you might be able to cite. one is the trump lawsuit. that was in the ninth circuit. the other is wording and one opinion that justice scalia gave some years back. it is unambiguous when you read

the 18 u.s. code as relates to entering the country that you've got to do so legally. by characterizing the state as sanctuary, are you thereby violating federal law, the laws that are on the books and that our own constitution states very unequivocally that in fact you should be follow something. >> the sanctuary policies have been on the books for decades. republican-led cities in the past, democratic state, more modern conception around dealing with reality. the cards that are dealt. you want people that are victims of crime to come forward and report those crimes. that's the purpose of sanctuary. you want a kid to be educated that is hear to -- you want that kid educated, take care of someone that is an emergency and not have them concerned that they'll be deported by a foreclosures. the point is you deal with reality. look, i stipulated, i'm happy to get rid of those protections by

doing the hard work by coming together as a nation across our differences and support comprehensive reform and modern rise our asylum system and immigration system. this issue will only get worse. it's not just the border issue. >> sean: 7.5 million people under joe biden will illegally enter this country in three years of his presidency. to me that is unconscionable. unfair to the american people. it's unfair to the states including your state, unfair to states like texas. here's where i want to pause and ask you a serious question. i don't think joe biden is mentally, physically capable of being the president of the united states. hang on. i suspect if i took your phone and i took a look at it, now that -- i believe in privacy. i would never do that. i would bet on a daily basis that there's people urging you

to run for president and primary him. am i wrong? >> my phone has been lighting up with how well he did with the u.k. prime minister -- >> that's a nice thought. >> mccarthy on the debt ceiling. these bipartisan bills he passes on infrastructure and the clips and science act, the bipartisan work on gun legislation reform and around the debt ceiling make me feel maybe he's not a little better job than -- >> sean: that wasn't my question. does your phone light up with gavin, you need to get in in primary. he's not able to run? he's not up to the job? >> everybody has their quiet chatter. everybody is out there rooting for america. i'm rooting for our president. i have great confidence in his leadership -- >> sean: i don't want him to fail. his policies are failing. >> chips act, science act? you oppose that? >> sean: on every measure from the economy, inflation, borders,

energy, national security, he's missing in action. >> let's talk about them in order. >> sean: hang on. >> i want to challenge the premise. the economy? 13.1 million jobs. >> these are post covid jobs. you know that. that's an artificial number. >> let me stipulate this. as an opportunity to engage civilly on this. fair point. your president, donald trump, lost 2.7 million jobs during his four years. we created 13. you can maintain a covid frame. how about the fact that joe biden created more jobs, six times more jobs than the previous three republican presidents combined. >> sean: are you going to tell me that the average family where we have 2/3s of americans living paycheck to paycheck -- >> it was 70% under trump. 70%. >> sean: that's not true. >> 70% under donald trump. >> sean: we had the lowest unemployment rate for every demographic. >> you and i are living with the lowest unemployment in --

>> sean: every demographic -- >> black unemployment lows under joe biden. he cleaned trump's clock in the progress on job creation. look what he's done on job. >> sean: how would you grade joe biden's presidency? you're at odds with the american people and the democratic party. >> i'm dealing with the facts. >> sean: what is your grade for him? >> you brought up six topics. i'm answering -- you brought up the economy. on the economy, let's talk about it. >> sean: you want to give him an a? >> inflation around the globe down 40% since last summer. 4.9%. he was just with the u.k. prime minister at 6.9% is. that because of biden's policy? >> commit and economic -- >> impacted the u.k.'s inflation or the fact that france's 5.5% -- >> sean: you're -- >> we're moving in the right direction on inflation.

results, bipartisan results. real results. jobs programs. the ira, i know you don't like it. hundreds of billions of dollars in green energy investment mostly in red states. >> sean: he raised taxes on oil, gas, coal, pensions and taxes corporations. corporations don't pay taxes. they pass the cost on to consumers. that's all they do. you know that. >> on the issue of energy independence, it was your second of the list of items -- >> sean: you think he's strong enough to be president? >> i have conversations with him all the time. yes. i'm dead serious about that. i talked to him when he's been overseas, i've been in air force one, marine one, the limo with him. i've spent time -- >> sean: you never answered my question. how many times does your phone ping a day saying you need to get in this race? they agree with me that he's not up to the job. >> i -- >> sean: it's a fair question. >> i see where you're going. >> sean: i'm asking. >> i'm not answering.

>> sean: under any circumstances would you get in this primary? >> he's a man of decency and character. i'm proud of him. >> sean: is he strong enough to be president? >> look what he did to mccarthy. look at the vote card. >> i wouldn't have voted for it. >> exactly. kevin got played by the president of the united states. i'm for results. >> sean: i don't think the american people benefit. i like the plan that would have saved 4.8 trillion. >> sandra: so we're at a point i think you are far more articulate, far more versed, far more energetic. i'm just -- i have this theory that people will come calling. people don't think he's the guy. my thought. i've got -- >> what do you have? >> sean: i don't want to make this an argument. i want you to explain. my argument to you is conservative policies work. you know? i don't care if it's ronald reagan, i don't care if it's newt gingrich's contract on

donald trump's four years of president. his policies work. peace through strength, building a wall, military, enforcing law and order, energy independence which biden gave up. >> which i'm happy -- >> let me show you a list of corporate headquarters leaving your state in droves -- >> i look forward to having this conversation. i'm well away aware. >> sean: they're leaving. san francisco is closing down because they can't keep their product in the store. they're getting robbed. seasonally adjusted business applications. i compared you to florida. you have a higher population. >> significantly. >> sean: why are they doing better in business formulation? >> we'll have to take a look at that in detail. how many more of these. let's go. >> sean: eight. >> bring them on. let's have this conversation. >> sean: okay. let me ask. this is a tough question for you.

>> i don't think it will be. let's find out. >> sean: you're the first governor in history that has had a net migration out of the golden state go west young man. i lived here five years. i was the poorest guy in santa barbara at the time in the early 80s. if you look at -- i want you to look at this. explain for the years 2021 and 2022, why florida is taking in nearly 1,000 people a day and you're losing 800 people a day? they're leaving. tell me why they're leaving your state. >> we'll stop at three or do the whole eight? >> sean: answer one at a time. >> 18 states had declines in population. california was .3%. you didn't bring up any of the red states that had declines. it's an interesting fact and it's not here. an interesting omitted fact. per capita, more floridians move

to california than california is moving to florida. that i don't imagine is in one of your eight slides. let's take another stab at this. in 2021, california had 7.8% of gdp growth in this country. one of the fastest grows economies any where on planet earth. this state continues to be the tent pole of the american economy. 25.6% of all american jobs came from this state in april. in the last two fiscal years, we enjoyed 177.7 billion in operating surpluses. we're on our way to be the fourth largest economy. eat your heart out, germany, in the world. number 1 in r&d, more scientists, nobel laureates, more patents emanating out of this state. florida doesn't come close. eat your heart out, texas. california continues to be the dominate economic engine -- >> sean: i promised i'd let you give full answers. >> thank you. >> sean: now i'm going to

challenge it. the challenge is, this is the first time in the history of this state that you lost a population. the first time. >> right. >> sean: i'm going to give you another sheet here. this is about income tax. your state income tax is 13. 3% at the highest number. i also did more digging. the top 1% of californians pay 50% of their total income tax bill. >> roughly. >> sean: that's redistribution of wealth? >> progressive tax policy. >> sean: what is florida? what does that say? >> it's untrue. it's not zero. >> sean: they have zero state income tax. >> the top 1% pay. you're promoting -- >> sean: is that a lie? >> no. here's what you're promoting. you're promoting regressive tax policy. we don't believe in that. you're promoting one component of an entire tax system, the 1%. with all due respect you and i may pay the 1%. the vast majority don't.

you pay more taxes in states like texas for the middle class states like california. the american people don't know this. we have the highest tax rate for the ones% but middle class families actually pay less than the majority of states in america in california. the question is who are you for? >> who are you fighting for? >> i have homes in florida. >> pay a lot of property tax there. double in california. i'd think twice about that. >> sean: except if you add the millionaire property tax that you just put in l.a. county -- >> that's a transfer tax. we did do that. i don't know if you can get house insurance in florida as well. >> sean: you're telling me the loss of net population -- >> 18 states -- >> sean: and this number here, 13.3%. every california -- >> we had -- >> sean: hang on. you supported it for a decade. >> the public initiated it. supported by the public.

the top 1% tax. i oppose the statewide wealth task. i balance budgets. we made the hard choices. i'm a -- >> sean: you have a deficit of $32 billion this year. >> we dominated venture capital, innovation. the finest system of public education on planet earth. we convey more talent than anyplace on the planet. the state. what did tesla just do? they moved back to california. disney is moving their jobs back from florida. you didn't acknowledge per capita floridians coming back to california. this was a nominalist. don't count us out. i've been hearing this -- >> i am not. i have a list of the state head quarters. you can take a look at them. these are the corporations that left your state. corporate headquarters, one after another after another. there's a lot. >> how many jobs are we creating. how many unicorn companies.

he's denied any wrong doing and is vowing to stay in the 2024 race for president. tragedy strikes in a tour boat excursion in western northern. the boat capsized in cave. the tour takes visitors on an underground boat road. i'm mass fin. now back to sean hannity's interview with governor newsome. >> sean: welcome back to "hannity." with a declining population, it's no secret that americans are fleeing california in droves despite its vast natural resources, great weather, beautiful coastline. now california is shrinking rapidly. but it's not just people. businesses also are leaving the state. look at this. according to one cbs report, approximately 65,000 have left

since 1990. that exodus continues to this days and is especially palpable in san francisco. the city's union square neighborhood is now turning into a ghost town with 19 major store closures since 2020. so what is going on in the golden state? will the state's governor take any responsibility? here's part 2 of my interview with governor newsome. >> let me ask about quality of life issues. >> i'll give you these back, by the way. i'm aware of these stats. >> sean: if you put them around -- this is going to be a classic interview. it may seem -- you're -- i appreciate your passion for your state. >> i love it. >> sean: i appreciate the fact that you fight for the things you believe in. this goes back to the original premise of not only this discussion. this is really a friendly discussion. >> i know. >> sean: there's no personal animus between us. it's just i don't agree with

your views. you're very good at giving reasons rationale for losing population and higher state income tax and now i'm going to ask you about the homeless population. you have stores in san francisco because of smash and grab robberies they're leaving. walgreen's is one. target is the other. three -- whole foods is another. they're leaving san francisco. okay. so my question to you is between taxes, bureaucracy, crime, homelessness and the homeless numbers are not really good. >> no. >> sean: for you and your state versus florida. >> i acknowledge that. i wouldn't compare ourselves to anyone. it's a disgrace. >> sean: in 2008, you had a ten-year plan. i have the tape. >> we believe fundamentally that food solves hunger. that shelters solve sleep and housing solves homelessness. if we're going to solve the problem of those that are out on

the streets, we better solve the housing problem if we're going to have an impact. that's why we established this frame work, what we called a ten-year plan to end chronic homelessless in san francisco. >> sean: okay. here we are. >> you want to know the results after ten years? here's a comparison. >> sean: i don't -- >> you don't like my charts. i know the charts so well. after ten years, we reduced the street population by 33%. we established the goal and did with it the bush administration, with republicans. we did it with a frame work where we identified by george w. bush as one of the leaders in terms of establishing a frame work of a plan but delivering on what we promoted and promised. i agree with you. michael angelo said it next. the biggest risk is life is that not that we aim too he is we aim high and miss it. we have to be audacious. in so doing, we actually made

progress. the state has not made progress in the last two decades as relates to homelessness. >> sean: why? >> because housing costs are too high, our regulatory thickets are too problematic, localism is too impactful meaning people are pushing back against new housing starts and construction. 's been there four years. i can't make up for the fact in 2005 we had a historic number of homeless under republicans -- >> sean: there's 171,000 -- >> it's disgraceful. >> sean: i'll compare to florida again. 26,000. >> of course. same weather. similar state. i lived through both. >> that said, we own this. i'm not here defending this. here's the difference. >> sean: you're going to build 1,200 homes. >> that's not true. 68,000 people on streets last year. i have a 15.3 billion home less plan. when i got here, half a billion. the state of california was not involved. we got involved. i'm suing cities that are not

producing housing. we have a 15-year high in new mousing starts in the state of california. we're seeing programs, produce real results. i'm not the mayor of california. i'm governor of the statist larger than 21 states populations combined. the difference between me and most, i own this. i take responsibility for this. this is personal on me. i love this state. i don't like what is happening with the camps and streets and sidewalks. i don't like the bashing of san francisco. whole foods did shut gown. they're opening a new one. >> sean: my sister was out here with a team. i said don't go to the wharf. >> certain parts are bad. we own that. i put the national guard and the cph down there. you mentioned defund police. don't accuse me of that. i've never been part of that. i've -- >> sean: you said you didn't want a border wall. >> it was farceical.
