day but everything got better. a "new york post" story finding there is a stunning report how traffickers sell services to migrants who want to come here ille illegally. they post videos, some professionally produced. footage shows migrants happily crossing the border while glossing over the deadly consequences. >> bill: these smugglers are advertising in the open. authorities say they're powerless to stop it. republicans argue another example of a crisis that cannot continue. >> the big thing is, we have to elect someone that can take our country back. look what's happened at the southern border. when did border security start to become a political issue? >> bill: casey stiegel is live in dallas today again. good morning. >> good morning to you. even though the number of migrants crossing and turning themselves in voluntarily to border patrol agents is down,

the number of smuggling events are up according to officials. recently texas dps also captured a confirmed ms-13 gang member tucked away in a grain hauler on a train near eagle pass bound for the country's interior. a criminal from the trans national watch list and cbs says close to 400 members, gang members have been captured so far this fiscal year. while over in el paso, look at this. dps and u.s. border patrol discovering two fake or cloned fedex delivery vehicles full of migrant. the white vans in all 26 migrants were apprehended and four smugglers arrested. two mexican nationals and two u.s. citizens. >> this tactic has been used before by smugglers. the trans national criminal

organizations come up with different ways to try to defeat the border patrol's intelligence. we haven't seen a fedex vehicle in some time. we see construction vehicles and other vehicles they put a sticker on that looks like a company vehicle. >> meantime the state of texas continues to get creative with operation lone star and ways to try to prevent illegal crossings. a new barrier system is being installed in busy crossing spots of the rio grande river, a million dollars will yield 1,000 feet of floating protection with possible plans of one day purchasing more. the system will first be deployed around the eagle pass area where we've spent so much time where those crossings are among the highest. >> bill: as the a remarkable system. see how well it works. casey, thank you for that live in dallas. dana. >> dana: global cyberattack

targeting several u.s. government agencies. racing to limit the impact and find how extensive the hacking really is. we're live at the white house with the latest. what do you know? >> as you mentioned right now it is not clear how extensive the damage is in this large cyberattack or exactly who is responsible. many lawmakers are pointing the finger at russian hackers. the defense department neither confirming or denying the tack. >> for reasons of operation security we don't discuss the status of our networks. we recognize the serious nature of new and emerging cyber threats and vulnerabilities and adjust cyber defenses to make sure we remain operationally effective in capable and sophisticated adversaries. they used file transfer software to steal data from several federal agencies. the energy department maintains as many functions, including

handling the u.s. military's nuclear war head stockpile. it has notified the cybersecurity agency. the head of that agency confirmed the cyberattack yesterday. >> it is a software that federal agencies and companies across the world use and put out an advisory about this last week and we're responding to it. we are tracking it as a criminal group. many criminal groups are located in places like eastern europe. >> bill: jacque heinrich asked president biden. >> anything about the cyberattack for us today? >> no. >> he heads to connecticut later today and new york for a fundraiser to pass the hat around. maybe we'll hear more about it today from the president. >> bill: michael waltz sits on many committees regarding national security. thanks for your time. thanks for being here in person. nice to see you. are we getting better at stopping this stuff? it doesn't look like it.

>> we should be getting a lot better on the government side. what has me so concerned about this hack was the penetration of research labs, the department of energy and oatss. i don't think we have a full damage assessment yet. the difficulty is with your smaller mom and pops that may have some critical technology but trying to grow their business. so to have this full cyberinfrastructure. how does the government help with resources to these small start-ups that may have critical technologies our adversaries want and what we're seeing with both the russians and chinese is they are leveraging and putting fuel on the fire of these hacking groups. this is economic warfare from our adversaries on our economy and infrastructure. often they are using it to gain market share for their companies in the same spaces. that is just something we're not organized as a society and government with our walls between government and private

sector that we're struggling to deal with. >> bill: they are looking for information and sometimes extortion and sometimes both. >> dana: i thought the biden administration asked russia not to do this. >> they did. the colonial pipeline hack that shut down gas supplies to the entire east coast. russia gets rewarded with a summit that at the used for their own internal propaganda and then you get a list of things not to do, a mother may i from the president of the united states on the international stage. >> dana: that didn't work. >> not so much. >> bill: china, a big meeting. who knows what comes of it. if we only just engage with china, if we only get them to the table the bad behavior will stop. we thought that thinking was dead. xi killed it in my view and gallagher's view a long time ago. here we have our secretary of state on the international stage after harassing our ships, harassing our planes, literally breaking into military bases in alaska, the spy balloon and now the revelation of a spy base right on our shores in cuba, and yet they get rewarded once again with -- i have to tell you, particularly in asian culture on the international stage. him coming to them on their turf is a sign of deference, a loss of face for us. and at what point do we take a tough stand and say you don't get a meeting until this bad behavior stopped and we put

conditions on our diplomacy? >> >> dana: two things anton blinken won't bring up is covid. three whistleblowers who say there were three people the first people that ever got covid worked in the lab and then they left the lab and that's what happened to the world. china rejects that. we have 7 million people around the world dead. lives changed. so much changed. don't the american people deserve show that the americans will say that their leadership will say we know what happened and we're on to you. >> and here is how we'll hold you accountable as an international community, right? but instead you are right, dana, what isn't brought up is almost as important as what is. and the fact that we're just sweeping that under the rug, i would say largely for political reasons back home, is a real disservice. >> bill: we'll see what comes.

expectations -- bill gates beat blinken to xi this week. is the administration ready to do a deal with iran? >> they didn't want it out in the public space. i was just in israel with prime minister netanyahu, the israelis are making it clear they will act, they have to act and they have the military capabilities to do so. i think the only thing that deters iran at this point is the credible threat of force. but giving them and rehe leasing billions, 3 billion in a waiver through iraq, potentially $7 billion in a waiver, frozen funds through south korea will only pour fuel on the fire to all their bad activity. iran deal 3.0. >> bill: don't they have to come to congress? >> they are trying to find a loophole through an act passed in 2015 that it has to come before the congress.

pga tour. we knew that. now it appears that investigation has been expanded to include the planned merger with liv golf. pga tour says we're confident that all stakeholders learn more about the pga tour will lead the ventures they will understand how it protects the american institution of golf. a senator announced the opening of his own investigation into the deal as part of the senate committee on finance sending letter to pga tour leadership asking for details around the deal raising significant questions about whether organizations that tie themselves to an authoritarian regime that has continually undermined the rule of law should continue to enjoy tax exempt status. we're talking about tax exempt status. he is not the only senate democrat. the list is growing. interested in this very point.

nate foye has more from the newsroom here in new york. nate, hello. >> good morning. another tragedy on the new york city subway system just days after being arrested, 20-year-old jordan williams is a free man this morning. a brooklyn judge released him without bail thursday saying she doesn't believe he is a flight risk and he has every reason to fight this case with the support of his family. police arrested williams tuesday night for stabbing and killing a homeless man on a subway. williams is charged with manslaughter despite witnesses saying he acted to protect himself and his girlfriend. listen here. >> it was an act of self-defense in desperation. there had been a fight before any weapon was pulled and i think any reasonable person can understand the impulse when you are in danger to protect yourself. >> lawyers on both sides agree that williams and his girlfriend

were harassed and attacked about the man. the homeless man pulled on his girlfriend's earrings drawing blood and only then did he use a knife. >> you have two choices right now. sit there and get assaulted and your friends or family or loved ones can get assaulted and seriously injured or you can fight back and get arrested and maybe get charged and go to ryker's and maybe get released. what are you supposed to do? >> this comes after a lot of problems on the subway including the grand jury indictment of daniel penny, a marine veteran facing manslaughter charges after the subway death of another homeless man named jordan neely. witnesses say he was protecting himself and other passengers on the planes. williams is due in court on tuesday. charged with manslaughter and criminal possession of a weapon because knives are not allowed on the new york city subway. send it back to you. >> bill: keep in mind during covid they redesigned city

>> people say that. people on wall street. thank you. >> dana: is it just people on wall street? >> they plan to raise $2 trillion for these taxes on wall street in the next ten years. where does that money come from? it comes out ultimately of the shareholder value. it doesn't come out of the sky. so yes, it hurts. it also hurts capital allocation, the whole thing. over 100 million americans are involved in the stock market one way or the other. he can't pretend it is just wall street on one side and everyone else on the other. you have all the people on the other are the ones who have the assets depending on the assets for retirement and other expenses. >> bill: instead of relying on congress you followed the story for decades. the endowments that some of america's greatest colleges are extraordinary. why can't the schools be the advocates for those who need the money that don't bury people in

student debt for years? >> dana: wayne university did that this week. >> some of the larger colleges like princeton and others don't have student loans so you aren't burdened when you leave the institution. they'll cover it. but other institutions are heavily dependent on those tuitions and the fact of the matter is what they should do in terms of the abuses there, potential abuses, if a student takes out a loan the college has to take part responsibility for it so they have a stake that you graduate. they have a stake that you major in something. might be useful to you when you go out in the workforce. >> bill: there is a bill in the house now republicans want to cap the amount of money you are forced to borrow which would prevent the schools from jacking up tuition higher. >> the crazy thing is going back to the 1960s is raise the cost of college. sticker prices have gone up four times the rate of inflation. you look at the administrative costs, huge as trump would say.

contributor dr. marc siegel. good to see you today. thank you for your time. we had a fascinating police officer on yesterday oceanside, california just north of san diego said he has watched this for years and doesn't see it changing because san diego gave them the option of incarceration or drug program. you go into the drug program and you are back on the street and he says that's where they want to live and stay and that's part of the problem in solving this crisis. how do you see that in your profession today, doctor? >> i see that differently. i think they don't really want to live on the streets but the problem is the state of california has moved away from anything other than the institutionalizing people. that's the thrust. they want to get them out of hospitals and jails. that's understandable but they don't have the resources in the community at all mental health resources to take care of them. let me give you an example. san jose state did a study in 2016 that showed of 19,000 people incarcerated, 14,000

people were there because the state hospitals had closed. there used to be a lot more state mental hospitals. now there are five taking care of 7,000 people. there are 90,000 people in jails. of those 90,000 half have severe mental illness and not getting treated in jail. the state of california says we don't want people incarcerated anymore. i don't blame them. work release programs get them out of jail. but again with all the percentage of mental illness they get out without the care. dr. raven, ucsf head at the emergency room saying they come into the e.r. the other part the police officer didn't tell you. they go to the emergency room. we don't have anywhere to put them. they are here for 72 hours and there are no beds. they go back on the street and they aren't getting treated for mental illness. >> bill: the governor of california said he has a $15 billion in california.

that's a lot of money, right? you have looked at this. does he have the right solutions? >> no because the right solution is housing. the right solution is temporary housings, more permanent housing. in new york we have an elaborate shelter system here. almost nobody sleeps on the street anymore. when i as a young doctor i used to take care of people found in street. i don't think the shelters are the solution, either. there is a lot of crime and drug use there. they are not perfect but better than the streets. they have to change the entire culture in california. look towards housing, look towards mental health and look towards beds for severely ill mentally ill patients. the governor of california -- throwing money at the wrong thing. if he throws $15 billion on this people will come from other states to be homeless. it is a cultural problem.
