"the faulkner focus" is up next. >> harris: we begin with the fox news alert. america's secretary of state in china, two things to note, secretary antony blinken's trip was moved up by eight months. and no doubt for a host of reasons. it is, in fact, urgent that the u.s. and china talk. not the least of which is the fact that china's president and his military are not returning white house and pentagon phone calls. blinken sat down with xi for a half hour this morning not previously scheduled but it

happened. china is still the enemy. what now? i'm harris faulkner and you are in "the faulkner focus." secretary blinken says his talk with china's foreign minister and other officials was constructive. earlier after his meeting with the president of the communist nation, blinken said this. >> united states is committed to doing that. in the interest of china and unities and the world. we covered a broad range of subjects. i appreciate this opportunity to discuss this with you. >> harris: i pay way more attention to they do than what china says. the white house said it didn't exist and cleared up last week there is in fact a communist chinese spy base in cuba watching the united states. there are remaining tensions over the chinese spy craft that flew across the continental u.s. sending intelligence back to

china realtime. china's ramped up aggression toward taiwan. so was it good to meet now? mixed reaction from republicans. >> despite our differences and despite the ratcheting up of rhetoric, i think diplomacy is important. i'm glad he is making the trip. >> secretary blinken's visit may portray a bit of weakness. >> whatever he is doing today is a day late and a dollar short. >> the risk of this renewed engagement stage gee is we will abandon defensive actions to have fruitless talks with the ccp. >> harris: fox business's stuart varney pointing out the economic implications. >> we have an enormous stake in american business in china. china has an enormous stake in doing business with the united states. we have got to get together. but i'm hearing an awful lot of people say look, china is bullying us. china is spying on us, china is

militarily bullying us. >> harris: republican congressman michael mccaul of the great state of texas, chairman of the house foreign affairs committee member of the homeland security committee live with me on the mezz here in new york city. you saw the mixed reaction from republicans on whether or not we should sit down with china. what is your take? >> diplomacy is important. if you sit down, sit down from strength not from weakness. you need to have leverage in these talks to achieve something. what they did before this meeting, they made concessions on export controls and removing sanctions on human rights violations just to get -- for china. >> harris: and they're torturing uighurs. >> just to get in the room to talk to them. >> harris: it's not leverage. what would have been? >> it would have been to condemn the spy balloon very strongly.

after the spy balloon took all the pictures of our nuclear and b452 sites. we condemned it in the house. this administration needs to be stronger with them. also the surveillance program in cuba is very disturbing. if they can pick up signal intelligence from d.c. not to mention the aggression against taiwan. i was in taiwan two months ago. they surrounded the island with battleships. 70 fighter jets in the air and censured me on my way out. they are getting extremely aggressive. we need to sit down and talk to them but do it out of strength like reagan talked about, not out of weakness. have leverage going into the talks. >> harris: can i ask you about how it works? they stopped taking our calls from the highest levels of our government and finally our secretary of state is on the ground inside china and after he meets with other people and they report back, i would imagine it

must have been pretty neutral, if not positive. then president xi says he will sit down. is that how it normally works? >> he was not treated very well with respect as the top diplomat from the united states. the red carpet was not rolled out for him. the last-minute meeting with chairman xi. i'm glad he had an opportunity to talk to him but chairman xi says to the people's congress. it is very stark. he made it very clear at this meeting that reunification of taiwan is not going to go away. he will not budge on that. >> harris: you mentioned the spy craft, and i think many americans certainly from covering and interview people are shocked we didn't make more of it. here is the president from over the weekend. our president of the united states talking about that chinese spy craft that was in our airspace for more than a week before the white house told anybody. watch. >> china has some legitimate

difficulties unrelated to the united states. and i think one of the things that balloon caused was not so much that it got shot down but i don't think the leadership knew where it was and knew what was in it and knew what was going on. i think it was more embarrassing than it was intentional. >> harris: china is not taking our call. i don't know how he would think that. new reports that president biden wanted to talk with china's president xi after the u.s. shot the device down the top national security advisors talked him out of making the call. so he used the words china and legitimate in the same sentence and i think we both sort of had a reaction there. what was yours? >> it didn't make a lot of sense to me. sallies it is embarrassing like they didn't know what they were doing. it was the administration that

didn't know what they were doing. a spy balloon crossing this country, seeing it in the sky in a clear act of espionage doesn't get more visible than that to the american people. they may not see things that happen on the internet and all that kind of stuff. it did go over two major nuclear sites and our b-52 manufacturing sites. they sent it back to the mother ship in beijing. should have been shot down earlier. i this i the way the administration handled it was very embarrassing. >> harris: what do we know about the build-up of china's military? we find out from reuters and others will cover it, too, they're in dire straits economically. their property values. they sucked a lot of money out of their economy to big up the military. >> they are overleveraged and one weakness they have of vulnerability we should be hitting in terms of economic ties and export controls and licenses going over there.

so i think that is an issue. they are building up their military and i saw the live fire exercise drills when i was in taiwan as they threatened us on the island just for being there. their nuclear capability is growing. we have no treaty with china. i think they are putting a lot into their military and very clear about their intentions about taiwan and the south pacific sea. we need deterrence there and we don't have deterrence to stop that aggression. talk is one thing but action is another. >> harris: we agree on that. that part that you talked about leverage. i will be watching that money situation on the ground in china. maybe that's what you are talking about, another place to poke them to get them to sit down. all right, let's do one more and i'm so glad you are here. let's talk about ukraine now. there are reportedly on the ground among ukrainians hope as the spring counter offensive enters its third week against russia. kiev, the capital city

reclaiming another village from the russians, so they say. lloyd austin says the fighting is fierce there and ukraine's forces are suffering major losses of both troops and western tanks and other armored vehicles. the united states has given ukraine, as you know, look at the price tag, tens of billion else of dollars in military aid since russia invaded nearly 16 months ago. it was exactly 481 days. the biden administration announced another $205 million in humanitarian aid for people there. up to 2.1 billion since february of 2022. i want to ask you about our role there and when our dollars, our treasure and our men and women will no longer be involved in ukraine. what is the endgame here? >> the endgame is not to have our men and women in ukraine. we haven't had one soldier in ukraine. this counter offensive is

extremely -- >> dana: we don't have people training? >> we aren't in ukraine fighting. not one american soldier fighting in ukraine. this counter offensive is critical. a game changer one way or the other. if they're successful the american people will be supportive. if it is not. what i worry, this administration they had 16 months to give them what they needed to win. they only give them enough to survive but not for victory. they keep holding back things like the longer-range artillery, the f-16s they wouldn't train the pilots. they are timid and weak. if you go in and do something like this go to win and don't go with one hand tied behind your back. >> harris: do you think the american people will tire of this? what happens if ukraine isn't successful? >> putin's strategy is to drag it out so the american people

off newfoundland in labrador, canada. what's the latest on this? >> it is all developing. in the past few minutes we got new information in and we reached out to the coast guard in boston trying to get a team together to get out in the water and help with the search. at this time it is not clear how many people are on board this tourist vessel taken out there to see the wreckage of the titanic. right now the coast guard confirms that ongoing search and rescue mission for the tourist submarine off the coast of newfoundland. that video was taken by ocean gate last year. they lead tours of small subme submersibles to take people to look at the titanic. these people pay big money to do this. we haven't been able to reach ocean gate to concern. it is their vessel missing or if they are involved. there is lots of information about their trips posted to

their twitter page including one if we want to pull up a tweet on june 1st where the company posted saying despite being in the middle of the north atlantic, we have the internet connection to make the titanic dive operations thank to star link. it does all the services for the submersibles. it is owned by a privately owned company headquartered in everett, washington. this is their third trip so far this year. once again these people are spending $250,000 to go on this several day long trip. we are keeping up to date with the latest developments and keep you posted as soon as we get more. >> harris: i will start following them across social media now not just on twitter. i want to be able to see the inside of one of these submersibles to see what the conditions could be on the inside and how long if they are

lost they can stay down there. you say the trip is normally 2 to 3 days, just several days. those questions are really important especially if family members and friends what to do how will they fare down there and going on inside something like that? >> they look like small submersibles but experts go down with the teams, people who a sup super experienced. this is the third trip they took in the past several months. they seem to be experienced. you never know what will happen when you go on the tours. we'll keep you post evidence when we get more. >> harris: i appreciate you jumping on the story for the "focus." president biden is on his way to california where he will reportedly raise campaign money with governor gavin newsom. 12024 candidate is pushing

make those lifesaving changes? >> i'm glad to see they get it done but they learned from georgia. getting rid -- this is how government should work. getting rid of the regulations and get it done. the bigger picture. i agree with patrick. is the president and vice president having to campaign that much? no, they are dismissing their primary opponents. i think robert kennedy junior interesting to see how it plays out. at the same point in time their problem is that you look at their poll numbers. they are tanking. they are having to struggle. they are having to rebuild the trust. if 2024 came tomorrow they are in trouble. >> american people don't care about poll numbers bust the numbers on the stock market. if stock up is 11%, 12 million new jobs. >> harris: congressman murphy. you know what they really care

president. >> when president trump was the president of the united states, he had a republican former congressman who wanted to debate him and he wouldn't debate him, either. he will be the democratic nominee. labor endorsed his campaign in philadelphia. they get energized. numbers are going up. the country is finally moving in the right direction. >> harris: one more for bobby kennedy junior. it wasn't long after he announced he was actually on the campaign. what happened to president biden? did he think he didn't have to do it? >> he didn't think it would happen. if you look at social media, a huge outpouring on podcasts and stuff calling for debates in which kennedy is right in the middle of it. it will be one at the end of the day, debates actually help candidates. i don't care which party you are in >> harris: they help voters. >> he is right. politics -- they would never let

highly concerning. gerri willis with more. >> this one takes the cake. house judiciary chairman jim jordan demanding answers about a bizarre house call by an i.r.s. agent who allegedly used an assumed name to gain access to an ohio taxpayers's home. lied about his intentions and then threatened the taxpayer that he would freeze his assets and put a lien on his house. jordan saying this to the i.r.s. chief. the behavior from an i.r.s. agent to an american taxpayer providing an alias, using deception to secure entry into the taxpayer's home and then filing an inspector general complaint against a police officer examining the matter is highly concerning. to be sure. it was the first time the taxpayer had heard about any late payment. no prior notification. the incident causing concern among more than just

on charter schools is giving them a great report card and blowing away their public school competition. they show the equivalent of 16 extra days of learning in reading and six extra days in math. parents want to know more and say their kids' education is their focus. >> as the midwest minivan driving mom i don't co-parent with the government. i know what's best for my kid. i think we can have all the kids at the same time. a great public school system. a great private school system and also have a great charter school system. what it's really about is about educational outcomes for our next generation of learners. >> harris: a recent op-ed on charter school success says in a better world, results like this would trigger a movement to expand charters and increase their funding but that won't happen as widely as it should because unions will fight to keep up their near monopoly. the real reason the unions

object to more is that charter learning proves there is no excuse for failing children. corey deangelis, senior fellow at american federation for children and prominent voice in the school choice movement. corey, what is your first reaction to learning that charter beats regular public? >> it's not surprising because charter schools have to compete in the free market. they have to attract their customers by doing a good job for families and students whereas the government-run schools have a near monopoly where you live in a certain place, you have to go to a particular government-run school that staffed by the teachers unions. they don't have an incentive to do a good job. charter schools shut down. under performing public schools get more money even for failure. >> harris: how choice makes a difference and in your fight for choice. you are an advocate. how does this help you? >> we should fund students as

opposed to systems. the money is meant for educating the children. the families should be able to take it to a charter, private school or home based education option. we should have the money following the child. theme only looks at standardized test scores. whether the curriculum aligns with values, safety and so on. charter schools can benefit students not just based on test scores but the other metrics of satisfaction as well. >> harris: that's a lot of pressure on the unions. do you think they'll change and try to be more encompassing when it comes to offering kids things? >> they've been so drunk on power for so long they don't know what to do with the school choice revolution. they will go against anti-parent rhetoric and calling for more funding and continue their political contributions. the parents will win this war ultimately. >> harris: recent test scores appear to show a major decline in students' understanding of

who other school subjects. according to the results, 13% of eighth graders are proficient in american history and only 22% scored proficient in civics. they are looking at public schools in general. this idea of choice puts a lot of pressure on the unions. >> yeah. in fact we found that in places that have more private and carter school competition the public schools up their game as well. they do a better job. it lifts all boats. >> harris: what you are saying in the ends, particularly if there is a left government in place, they will get the money flow so they can just fight it off and hang on to what's theirs is what i hear you saying. >> the democratic party is owned by the teachers unions. randi weingarten's union over 99.9% of their campaign contributions went to democrats. that's the power dynamic.

parents are rising up and showing at the ballot box, too. politicians have to listen to parents and students. they have more power in numbers. parents care about their kids more than anybody else. >> harris: i loved that quote from the congresswoman ashley henson saying i do not co-parent with the government. this summer parents are wondering what they can do to help their children after losing months of class due to covid closures. we know that's not the union's focus righnow. common tips for summer learning in the past included making sure kids played outside, read books, write journal and doing fun activities involving math. now it's more important to make sure that students are not spending all summer sitting by themselves in a room but are still accustomed to being around other kids. corey, what is your reaction? >> yeah. have fun during the summer but also make sure you continue your academics, summer reading and parents should be paying

attention in state legislatures for school choice bills floating around in states like texas. governor abbott calling a special session for school choice that could lead to more freedom next year. >> harris: you gave parents homework over the summer. i love that. what we did in our house, we put our young kids together right after the pandemic with their friends at our house or their house and they would study together during the summer. that works, too. they feed off its other. i learned so much reading your twitter. you have a lot going on for kids. appreciate you. thank you. our armed forces are struggling to meet recruitment goals and many republicans blame woke policies. but the military's top civilian leader says there is too much woke. we'll explain. plus the mayor of san francisco firing back at the media for covering increased crime and homelessness. critics say the crisis speaks for itself.
