man oh man fast moving develops overnight. the latest in kyiv. we've been tracking last 24 hours with potential ramifications for this war and maybe it much more. the biggest challenge to russian president vladimir putin during his time in power, an attempted coup, an armed uprising you name it. the man responsible prigozhin. he complained about the war, russian military leadership. russians fired on his forces. that is when he took his fighters about 25000 list tanks, armors, guns to the key southeastern city of rostov on don. they took over the main russian military headquarters there with a demand for the top russian military brass come to him to discuss his complaints. prigozhin threatening to move on

to moscow and some of his forces already closer to the capitol amid resistance for the kremlin is on high alert. vladimir putin lashing out. sank a bit more in that video message about prigozhin's actions calling a stab in the heart of our country. promising a harsh response. here in kyiv another having a bombardment. twenty russian missions fired. some thinking among officials here right now how the situation might help them in their current counteroffensive. online message zelenskyy said at i quote russia's weakness is obvious. full-scale weakness. the longer russia keeps his troops and mercenaries on our land for more chaos, pain and problems it will have for itself later. neil, including the white house world capitals are watching this very closely. maybe holding their collective breath. it is really too early for analysts to predict exactly how this is going to turn out. many think it is not going to be

you have a very small community of people who get involved in the submersibles produce a very high price tag to get involved in that game and it leads a lot of people out. when you start looking at the fact that operate in different countries, there are regulations in the bahamas different than the standards the titan was up next too. there is a degree to which it is the wild west. but you have a lot of people scrutinizing it within this community. so they try to prevent people from becoming yahoos. at that moment you would have to think everyone is going to pause, look, think about safety protocols and try to figure out what exactly caused the titan to fail. neil: tobin. allow the classic right now the company about the safety or the risks of this. keep in mind ocean gate cofounder ceo stockton rash was along those who lost her license tragedy. fellow cofounder joins us right

now guillermo sohnlein the ocean gate cofounder. he left the company back in 2013 thank you for taking the time. thank you for having me. neil: so much has been said about what your colleague stockton rush knew what if he paid attention to the safety concerns a variety of folks over the years have raised with him including the marine technology society that apparently sent a letter back in 2018 citing the importance of uncompromised hole and they were not sure that was the case. you know anything about that or not? obviously it is years after you left. he cavalierly ignored such warnings. well, as you mentioned i left in 2013 for the development of the titan as a submersible. but stockton and i both always considered everything that we did it ocean gate part of the long-term vision of pieces diving submersible platform.

we kind of consider the entire company's history part of the technology development program for what ultimately became ti titan. i think what has been misrepresented in the immediate aftermath of all this is two things. one is stockton's approach engineering and design. he was very risk-averse he was very keen risk manager. everything he did he thought he was doing for the betterment of ocean exploration and safety. in that mischaracterization is the development of the sabbath itself. this was a very robust multitier almost 14 year development program with a lot of different people involved. a lot of different design parameters taken and a lot of testing involved over the years. neil: something obvious is not enough it's blame monday morning

quarterback on the street but i quote this david lockridge a former oceangate executive who had warned about method to determine the soundness. it keeps coming back to the whole itself. it could subject passengers to extreme dangers. not enough care was put into that. again this is years after you left i grant you. but such warnings these are not the only ones i mention the marine technology society and others who had said this is dangerous. a number of passengers who opted reading the waivers on this, not me i don't want to do this. what would you make of it? >> first of all i note david and i respect his take on a lot of stuff. i also know the nts group you mentioned i was a member of that for number of years i was a chair of the one on the author that letter. i cannot comment directly on that. but what i can tell he was both of those things happen in 2018 we are down 20235 years later.

a lot of design and redesign, testing and retesting has been done in the years since then. even though i was not privy to it i am certain giving what i knew of stockton and of the oceangate culture and commitment to safety that things would have been improved over the years. neil: the one things i did not understand is a trouble with the carbon fiber is that over time carbon fiber anything can in this skill almost molecularly deteriorate with each and every dive. he seemed to be putting it out there then that each successive dive would make it riskier to be in the vehicle itself. did you ever hear anything like that? >> no. again that predated me. but regardless, either james cameron, will, david lockridge or myself were involved in the

design of the sub and the building of the sabbath. the testing of the sub and certainly none of us are privy to any of the data from what actually happened this week. all that's when it come out in these investigations is mike supporting earlier. we will find out in the next few weeks and months. we can have the same conversation when the results of that investigation come out. >> understood. neil: i should wipe out that stockton rush cannot speak for himself he died in this tragedy and i do not want to belabor the point. one other issue one to raise with you as he often talked that is stockton rush, how is work with the likes of a boeing and nasa, the university of washington and the technology behind this. boeing came out the statement that said it was not a partner of the titan program and did not design, build it, or have anything to do with it. that was maybe not back to your base do you know or since the time he left whether any of

these companies or this college was? >> as you pointed out that happen after i left. i can understand from their perspective they were not involved in the actual titan submersible they would take that stance again stockton might have considered the entire history of the company of the titan development program to sub's cyclops and antipodes. it's possible his companies and organizations work with oceangate on the earlier sabs. today would position themselves of not having help develop ti titan. they were probably involved in some of the earlier designs. shows will come up during the investigation is a look through all of the companies. neil: they had releases you had to sign, read, go through thoroughly if you're going to get aboard one of these things for talk to someone who had read one. since it mentioned the word death i believe three or four times in the first page she said i think i will skip this ride.

but also to do it in a manner that was safer than what had come before. neil: are being very helpful here i just wanted to understand there are reports i believe coming from james cameron. again i could be misquoting so if you will indulge me here or there were some type of sensors on these vessels. if anything was compromised on the whole pressure it was billing to extremity on the whole there would be a sensor warning, an alarm go off. often times it be perhaps too late to save the crew inside. and their and deaths would be within milliseconds. but do you know they know and heard an alarm of some sort implosion itself? >> even though i've never dive in titan and i'm sure it again it will come up in the investigation. one of the technology innovation stockton was very proud of his with a carbon fiber whole you
