correspondent greg palkot who is live in kyiv at the very latest from there. i'd say eric. you said at the top we have important developments in the last half hour or so. that could at the very least mean a cooling off of tensions inside russia just across the border from where we are right now in kyiv. it had been quote russia lender putin's toughest text and attempted coup an armed uprising a military mutiny. the man responsible in the middle of all of this wagner military group yevgeny prigozhin. he complained about russian military leadership, that is when he took his fighters plus armor out of ukraine to take the key southeastern russian city of rostov-on-don with very little trouble. with the demand the top russian military brass address his complaints. also prigozhin had moved his forces moving on to moscow some 5000 we are told set to be within 130 miles of the capitol after some resistance from

bracing for trouble provide a report in branding the actions treason. no outward coming from first the office of belarus president on the authority of vladimir putin and that wagner chief has agreed to halt movement of his forces and de-escalate tension. just a couple of minutes go we hear from the wagner boss he confirm this he gave the order for his troops to return to field camps presumably back to ukraine to avoid quote the risk of blood being spilled for the very least it means those forces that were just about to reach moscow will be turning around. still again developments in last half hour still a lot of questions where does everything stand? what about the wagner forces that took over that city in southeastern russia? what happens with them? what is vladimir putin's reaction? did he make any concessions remember prigozhin was very critical of the russian military brass.

of course key officials here are wondering what impact if any does this have in their war with russia. eric: very flexible situation on the grounds the moment. is there a sense perhaps prigozhin wanted the defense minister to resign and others blaming them for the failures in the ukrainian war he called a racket to help feed the oligarchs and the russian elite. as you said we do not know putin has given any concessions but clearly seems to be some type of standoff. >> that is what we will be looking for exactly. we will be looking if perhaps vladimir putin has agreed to some kind of change in the top military brass that prigozhin was so critical about or not. and what happens? prigozhin basically invaded with his forces does putin turn the other cheek and say that is fine and go back to your battle in ukraine? there's still a lot of questions here think it underscores a lot of personalities are pretty

volatile. including prigozhin who is been quite a mouthpiece criticizing russia for months and months perhaps he overreached in last 24 hours per. >> will see as this develops meanwhile ukrainian authorities how are they able to exploit this or are they in order to try to push the russian troops out from putin's illegal invasion? >> eric, they are very careful about this. they were watching we heard from president zelenskyy and other officials certainly wagner forces had left ukraine, other mercenary forces look like they were going to get leaving ukraine russia distracted by this. that might have presented a good opportunity for ukraine to push forward its counteroffensive. now in its third week which has to some degree been faltering and maybe take advantage of this. there still might be the chance of that. i think the officials here in kyiv are watching and waiting to see how this all shakes out.

to carry on. i think prigozhin is made putin's enemy that is not going to change. their other long-term consequences surgeon to the fighting force of russians have to be concerned about this mutiny from prigozhin and the impact on russia's army the capacity that they might or might not have to carry on waging war against ukraine. click stand, you say this standoff will remain, are you saying prigozhin will not rise again so to speak? >> you know, i think he's going to carry on. as long as he is alive he's going to be vladimir putin's enemy. he absolutely has spoken out and rightly so about the war and what a farce it has been. publicly saying all of the things i think many russians understand and agree with themselves. russians are not allowed to speak like this publicly. they go to jail for that. that has caused harm certainly

to the russian fighting force into vladimir putin as well. look, wars and when both sides are too exhausted to fight one side this is will to fight. these episodes cause a serious drop in morale for the russians. one last thing i would emphasize is this all began in bakhmut or the ukrainians bravely carried on fighting courageously against mostly mercenaries they killed reportedly 20000 of them. prigozhin knew he led his own troops into slaughter there. and had to blame somebody and he blamed yevgeny prigozhin and trip that's what causes a rift it has caused so much harm to the russians fighting force. that is good on ukraine because that is how you do it when you're trying to defeat the russians. arthel: meanwhile communication for those russian soldiers fighting in ukraine is critical. do you think they are aware of prigozhin's aggressive threat to

president putin? >> yes, i think they are aware. the word is probably spreading through social media the way that they run it through telegram and other apps the russian forces are using but i'm pretty sure they are aware because the russians, wagner was in control of the russian military district. and they were receiving water and food from the local population. it's not like this is a secret at all. vladimir putin's public address to the nation made it clear that russia was at grave risk. i think there's going to be long-term consequences for vladimir putin it has never been more tenuous the risk to the rest of the world has never been more serious. >> talk about them for that for every first of all seven things you said to the seat of russia's military power it's a transportation logistics hub if you will.

wagner still maintains control of that. correct? >> yes and the military district responsible for in the military in ukraine but this does not mean ukraine is going to defeat russia tomorrow for the still have to deal the massive amount of minds along the 600-mile border. they do not have the long-range artillery and the abrams tanks in the f-16s we should have give them months ago that would've helped them take the fight to the finish. this is still going to be very difficult for ukraine curing forward. arthel: i want to ask you how they could take advantage of this but go back i want to talk about the russian fighters. their morale because you are saying communications are such they are aware of this major threat to putin on the part of wagner and his mercenaries. how would they respond question rick would this make them give up the will to fight and say wait a minute what are we doing here?

>> that is the value at least two ukraine but wagoner said publicly. this is not ukraine or the united states or another nato member saying it is wagoner's leader putin chef. the guy who runs the internet research agency which interfered in the u.s. presidential elections in 2016. he is the one think russia never should've launched the war. there were no nazis in ukraine ukraine that russia is much weaker as a result which is spilled so much of russia's blood and treasure. until all of that does contribute inducing a lot of questioning along the russian recruits. we already know that 1 million or more of them have fled russia a massive brain drain makes mobilization further mobilization were difficult for those ready on the front lines have to be asking themselves why are they there? until i would be concerned if i were vladimir putin that's going

to seek to infiltrate russia's military units. he is probably academic to some extent to win more of them over to his side. we may at sea russian military putting down their arms. arthel: you got actively present zelenskyy saying guys, you can stay here i will grant you amnesty whatever kind of deal he can make with those russian fighters think just give up lay down your arms come to our side will take care of you. you do not have to go back and face that horrendous leader of yours. you said what is at stake here, dan for putin? what is at stake for the rest of the region? >> vladimir putin's hold on the kremlin is extraordinarily tenuous right now. if you go back in history look at the failed kgb coup of 1991 the concerns we had over russia's nuclear weapons the potential for a loose nuke where someone may seek to gain access to russia's nuclear weapons.

those are things have to be of grave concern to the bite administration right now. i am sure it is a high priority requirement for intelligence community. russia's nuclear weapons putin's plans and intentions and who might follow vladimir putin? who might that be? those are things i'm sure president biden is asking about right now. there is also a policy opportunity for the united states to jump into this and say look, russia can find their way back into the community of nations if they withdraw from ukraine. vladimir putin may not have it off a but russia does if they do the right thing. at this point it's hard to imagine anything getting any better in russia. i once did see that happen when i was there. there's an opportunity for president biden chooses bully pulpit to try in some capacity to influence this for the be better. except putin would not take the olive branch than who could in russia? >> that is the question.

he relies on his minister of defense yevgeny prigozhin and the director of russia's federal security service fsb. but it does not mean all of russia's military the other senior military leaders are his intelligence officers would not turn against vladimir putin. in the early days of the were vladimir putin the fsb officer in space bar the for intelligence and the former union putin tried to make him a scapegoat for intelligence failures in ukraine are absolutely vladimir putin's alone. so it is possible there may be groups forming among the security services and in the military that might decide to launch their own coup against vladimir putin. we have already seen rearguard action from anti- putin elements. we have seen drones in moscow. there are those who are counting vladimir putin and see an opportunity right now to take the fight to the kremlin.

that is why now more than ever intelligence collection is so vitally important. i say that again and tell us w why. >> the intelligence, our administration presidential ministrations over the years have relied on our intelligence collection to understand what is really happening in russia. we have journalists on the ground but we know vladimir putin treats journalists very, very harshly. we've got one right now who is in jail. it is very opaque in russia a real fog of war proved really do have to rely on other means of collecting information to determine what's happening on the ground. is helping us he's giving us insight into how things are playing out in russia. we clearly need more information but i'm sure we are reaching out to our allies in the region the baltic states among others. there's a lot of work for the u.s. intelligence community to do its a great day to be serving

russia yesterday we heard talks of him being seen as a hero. how just 24 hours later how quickly that change the tone change the partnership falling apart. it is also quite dramatic to see how quickly things have shifted on the road for the last several hours we have seen troops continue to advance at a very, very fast speed toward moscow to give reviewers back home a little bit of context of what exactly that looks like in the last 24 hours these russian mercenaries part of the wagner group have moved the equivalent from wilmington, delaware to new york city and again less than 24 hours after four months so many of these mercenaries have been essentially at a standstill. bakhmut is one of the contested towns that is been fought over for months and months it has been one of the bloodiest battles of the war that is been the reality for so many of these mercenaries day in, day out fighting and not moving more than essentially what is a mile.

now moving about 124 miles within just one day. and then just before arriving on the doorsteps of moscow, hearing prigozhin had decided to de-escalate to prevent another bloodied battle. so this partnership this key ally that vladimir putin had for so long, to have this person this hero turned on him, this'll be a lasting impact. not only for his image, but it's also very important to state what this will do for russian soldiers. the russian military has been largely supported by the wagner groups. they have been the ones to go in quickly, to seize some of the contested towns before it is handed over too russian shoulders. so then to see a shift take place in last 24 hours and only for the image of the president before his soldiers and what this will likely mean moving forward. especially as ukraine is targeted spring counteroffensive which no forces turning into the summer counteroffensive do that

on top of that mercenaries pull out of the fight. it is impossible to note this point how long-lasting some these impacts will be felt. it is a very likely difficult day for russian president vladimir putin to say the least. parks when you make of the fact prigozhin has halted his forces according to reports as of right now? perhaps negotiating strategy one of the top official to resign or could he be just stopping in order to gather more forces to then continue a march to moscow? >> it's also worth noting just how many people he has lost mercenaries fighting for him remember this started yesterday claimed russian troops had fired on thousands of his fighters. so for him, whether he is doing this as part of a proposal, whether there was a deal struck, there is a lot of talk in last several hours of russian president vladimir putin wanting these mercenaries to surrender.

had negotiated this deal and the deal including security guarantees for the wagner messenger group it's a private military that new guinea runs. presumably that includes gennadi gerasimov himself. he said that. vladimir putin again really honor that? and just an hour or two ago you remember and i was talking about how there's only one thing on vladimir putin's mind right now. that is how quickly he can kill gennadi gerasimov and do it cleanly. visa promised the country's going to punish the person behind this, i do not really understand how he can allow basically settlement with brushes perceived as his lackey president alexander lukashenko to cut this deal and somehow frees the guy he's a kill from any kind of responsibility. it does not add up. but again a lot of things that happen at russia over the past several months do not add up. i guess it's possible.

said he would be returning his troops to the base camps to avoid bloodshed. we certainly know that probably meant to those troops that were at about 133 miles of moscow. now we are seeing new images from rostov-on-don which basically wagner forces took over earlier today we are seeing scenes the wagner forces there packing up. we could see a complete withdrawal of the wagner forces in russia and returned to ukraine in the activity there. the other interesting point that came out in the last half hour is there is one report that vladimir putin agreed to modifications in the russian military brass remember that is prigozhin's really big beef with both the defense chief of russia as well as the head of the commanders that something had to be done with them. he had a lot of complaints about

them. we wonder what kind of deal could have risen to change the whole picture so rapidly that so threatening to the regime. and possibly a some kind of concession on the military fr front. i think ryan is correct. there's been a lot of damage done both of vladimir putin's reputation and you tran threes and it will be hard to pull back from this too quickly after what we have seen last 24 hours. arthel: maybe we will see if prigozhin has more stake in making the calls in ukraine we will see. greg alcock, frank chilcote thank you very much. sue for arthel, right now with wagner head telling his mercenaries to stop their march to moscow. a lot of people are basically scratching their heads. some say the damage has already been done to vladimir putin.
