we're passing each other all the time. it is great to be with my good friend, dana this morning. president biden insisting he told the truth, denying he lied when asked about his previous statements claiming he never had discussions with hunter about lucrative business arrangements overseas despite the fact they were traveling together on a number of these trips. karl rove saying if the president is telling the truth he should have said something to hunter to get him to stop. >> this was all in public. when hunter biden joined the burisma board it stunk. and the vice president of the united states, his father, was in charge of encouraging the ukrainian government to crack down on corruption and his own son was participating with a corrupt company in a corrupt act. he should have had a conversation with him about it and said what in the heck do you think you are doing? get off that board and stop trying to make money off my name. >> dana: david spunt standing by at the justice department as a

second i.r.s. whistleblower appears with new claims about the hunter biden investigation. gillian turner is live at the white house. >> hi, great to see both of you in the chair together. the president is so supportive of his son, hunter, he invited him to an official white house state dinner two days after hunter pled guilty to federal tax crimes. when asked yesterday the president again insisted he has never had anything to do with his son's foreign business dealings that underpin those crimes. lolls en. -- listen. a 2017 whatsapp message revealed an i.r.s. whistleblower testimony says hunter claimed to use his dad in leverage with nice negotiations with a chinese business executive. president biden has long reiterated the same response when asked about his son. >> how many times have you ever

explosive testimony in the hunter biden case. now another whistleblower is making waves claiming u.s. attorney david weiss was not the one making the decisions and was not really in charge. david spunt live at the justice department with the details on this. hi, david. >> hi, that first whistleblower is i.r.s. supervisor special agent gary shapley. he is 1 of 2 from the i.r.s. who came forward to sound the alarm. the second whistleblower who worked under shapley as a case agent came forward with his own op sirvations. he wants to remain anonymous. his attorney refers to him as mr. x. he says it was clear to him that donald trump appointed u.s. attorney david weiss in delaware was not calling the shots. according to mr. x he, meaning weiss had to follow the normal process. go to washington, d.c. he really wasn't in charge. he had to follow the process. three weeks ago david weiss

wrote and signed a letter addressed to jim jordan over in the house of representatives. we obtained a copy and it reads i want to make clear that as the attorney general has stated, i have been granted ultimate authority over this matter including responsibility for deciding where, when and whether to file charges. attorney general garland has denied blocking david weiss from investigating hunter biden and charging him. he said weiss controlled the probe from the beginning. given the discrepancy, house republicans want to hear from him directly and others in his office under oath. >> we want to talk to david weiss and get answers. the way you do that is talk to the attorneys who handled this case. >> house speaker kevin mccarthy is skeptical of attorney general merrick garland and threatening to escalate the situation with an impeachment inquiry. he wants answers from the

justice department by july 6th. >> martha: valid questions from all of this. thank you very much. >> do you believe this instability in russia will have an impact on beijing's relations with moscow? do you hope that china -- and -- >> we'll let the prc and president xi speak for himself. we don't want to see any country at all support mr. putin and make it easier for him to kill more ukrainians. >> dana: kirby at the white house yesterday as china supports russian leadership despite a mutiny by the wagner group. a former deputy national security advisor on many things. what does the relationship between russia and china look like now and do you think that xi had any sort of misgivings about what was happening in russia over the weekend? >> dana, look, it is hard to

overstate the size of the investment that xi has made in his no-limits pact, partnership with vladimir putin. it has been a major central part of xi's foreign policy since he came to power more than a decade ago. he met with vladimir putin more than 40 times in person. this was a bad week not only for putin but for xi jinping. he will continue backing his man because he doesn't have a choice. one of his signature policies. if things go badly for putin it will be damaging to xi jinping's credibility at home. >> dana: one of the things i read in the atlantic is the headline. what is putin worth to china? watching the rebellion unfold in russia xi now feels he bet on the wrong guy. putin looks like a leader with a fair share of problems at home limiting his ability to have

influence abroad and ukraine has ex potioned the weaknesses of the russian military. xi has remained unmoved. china talked about supporting russia. maybe with weapons, maybe with money in the war against ukraine. do you think it changes at all? >> look, it may actually heighten the risk that beijing treads on the red line that president biden drew clearly more than once but starting right after the invasion of ukraine in february of last year. president biden said to xi jinping in a phone call that he would have to sanction china's economy if china provides what he terms lethal support. we've seen china treading close to that red line providing things like semi conductor chips that go into deadly missiles and other munitionesque used on ukrainian troops and civilians and providing gun powder as

alleged just recently to the wagner group. the same group that carried out this rebellion. so xi may feel he has to provide greater support to putin to insure that the war does not collapse. it is his interest to see the war continue. if you can't get putin to win the war he will want the war to continue to grind on. >> dana: nikki haley this morning, running for president on the republican side said she wrote the communist party is preparing china for war. xi has said it. america has to stop wasting time. whether specifically to that or whether you think the presidential candidates, including biden as they go into 2024, how seriously should they be taking this threat? >> extremely seriously. nikki haley is taking it seriously since she was our ambassador to the united nations. she did great work there. she said something else in the

>> dana: welcome back. we've been waiting for the supreme court rulings to come. we have been waiting on a couple big ones. we could get either of those today. they have the rest of the week to do this.

shannon bream is standing by at the supreme court. we got some decisions. want to hear about those but shannon, the fact that we don't have the big decisions yet mean are they still thinking it through? >> well, the chief has always said to us when the decision is ready we put it out. it goes back and forth. the friday after they hear a case they spend months writing it and trying to persuade each other behind closed doors. dissent gets written. it goes back to the majority and it comes together. when they're ready they'll come. they will add another day or two to get this done before the weekend on the big cases you mentioned. one we did get today is significant when it comes to election law. a fight in north carolina how the legislature that was gop controlled and dominated put together the congressional districts there. they were challenged. they went through the state supreme court and there was an argument by the legislators backing this saying only we get to decide. state courts don't get to decide. only we get to write the

districts and no review. based on that constitutional clause that talks about that all of the things about elections are set to state legislatures. the ruling against that they said state courts retain the authority to apply state constitutional restraints when legislature act under the election clause. if they draw a bunch of district and legitimate legal objections to them state courts can look at them and say it's not good. they don't have unfettered authority to draw the lines wherever they like. this is the ones we are interested in but not the big ones we're interested in coming in the next few days. see you tomorrow. >> dana: next up a writing professor is suing penn state university for racial discrimination claiming he was singled out for the color of his skin and forced out of his job for refusing to call the english language racist.

eric shawn is live in the newsroom with more. >> he is an english professor who claims he is a victim of reverse racism what he was told to teach in the classroom. former penn state assistant professor zack depiero. he was forced out of his job he would not agree the english language is racist and sallies he refused to reduce his academic expectations for his students based on their race. he has filed a lawsuit accusing the university of telling him to give minority students a break. he says white instructors were criticized because of their race. he claims the administrator said the english language itself is racist. furthermore, that white supremacy exists in the teaching of writing of english and therefore writing teachers are themselves racist, white supremacists. >> in an affirmative action office meeting where the associate director told me that there is a problem with the

white race, i was told to be an academic, told to broaden my perspective. i was told to continue attending anti-racist workshops until you get it. >> he says when he complained he was branded a racist himself. the university told fox news it does not comment on pending legislation but has said in an email obtained that penn state repeatedly affirmed its commitment to diversity and equity to create an inclusive and respectful environment in which to live, work and study. some professors across the country have been quitting the classroom blaming political and cultural pressures for that. depiero is an assistant professor of english at another college, pennsylvania's north hampton community college and he says there he has had no issues. dana, back to you. >> dana: interesting story, thank you.

they ruled against north carolina's congressional map. that's what we got today. >> dana: we'll be ready when they come out. indiana is cleaning up after a deadly series of tornadoes. one ripping through the suburb of greenwood. fox weather is still there. how are things today? >> good morning, lots of cleanup underway. no doubt you saw the captivating viral video. the tornado forming. the path and what is happening this morning. authorities believe it all started. you can see trees capped here in the background busy trying to remove downed limbs. this is a senior living community and all the roofs have been tarped up from the damage. it hit a dirt mound and that's when it started to form where you can see it on camera and struck an apartment complex that was under construction. no injuries to report in greenwood. i spent time in a town an hour and a half away.

a different scene. we have one death to report. a couple were sheltering in their log cabin and a tornado formed. we are continue to track these stories on fox weather. >> dana: thank you, good luck to everybody there. i know they'll pull together to try to make things a lot better. thank you. >> students should not conform in any way, shape or form during a debate. debate is shaped off evidence, not off the judge's ideology. >> martha: former debate champion saying debates have been hijacked by the judge's left wing biases writing kids are losing high school debates because of their personal tweets. joining me now james fishback, executive director. and former joseph a debate association member who

graduated. this is stunning to me. the whole point of teaching and encouraging people to debate is just to figure how to formulate an argument. it doesn't have to be your argument. just you are taking a point of view and going to stack up the evidence and try to win, james, right? >> that's exactly right, martha. >> martha: tell me about what's really happening out there. >> this is part two of my article series for the free press about the hijacking of high school debate. part one was the conspicuous judges saying things like if you argued in favor of israel or capitalism or the police you would automatically lose. part two is more subtle ways. the judge who says, for example, you can't argue xenophobic arguments or trans phobic arguments. this ambiguity creates fear and self-censorship in the students. they think they can't make certain arguments. as a result high school debate is an echo chamber were certain

viewpoints aren't allowed to be heard. >> martha: what is your experience with this, lawrence? >> in a november tournament with the nsda, before rounds even started, i heard up front from the students that they have to check tab room, the nsdas database for judges to insure that they didn't have to change entire speeches to conform to judges. >> martha: stay with you for a moment. it looks like what is happening as soon as they learn who the judges are, now the students are trying to sort of do as much background search on social media and also as they can so they can figure out what it is the judge would want them to say? >> absolutely. >> martha: unbelievable. >> before the rounds started one of my judges said remember you have to appeal to the judges in a sense as well. nsda has become less of a figurehead for free speech and more of a detriment to what true

free speech actually is. >> martha: you could not be more right, lawrence. as i said, the entire point of debate societies is to pick an argument and to make that argument as forcefully as you can. if you go on from this experience, james, and become a lawyer who argues cases in court you will have a client who may be guilty of something or may have done something that people don't even think deserves a defense but that is your job. you have to take that perspective. so how are these judges able to keep their positions when they are not training these young individuals to do that? >> that's the million dollar question. when my first article came out the nsda refused to denounce judges that said things if you are white, don't talk about how issues affect other races. it is unamerican and incumbent upon the national debate and speech association to kick out

the bias judges and bring free speech back to high school debate. that's what i'm doing. we have to bring diversity and civility of view back to this once-cherished student activity. >> >> martha: do students feel powerless to change it and outraged? >> well, i believe that the students feel as if they don't conform, they can't succeed because they can't. the nsda has put them in an environment where you either conform or fail every single time. >> martha: that's really sad and what we see happening with professors also on college campuses where if your paper doesn't argue the way they want it to argue that you are not going to get a good grade and it is a very sad situation and we need to keep discussing very loudly. thank you very much james and lawrence. great to have you here today. >> thank you. >> thank you.

vehicle travels rather than the gas it guzzles. grady trimble. we'll work on that. fox business is live in -- >> gas revenues are plunging because americans are buying electric vehicles and vehicles are becoming more efficient. a huge problem for states across the country. one firm estimates that if states don't do anything, don't make any changes to the gas tax structure their budget gaps could reach $67 billion by 2050 because of fuel efficiency improvements alone. state governments have less money to pay for road improvement project. states are getting creative. some critics would say invasive. states are turning to mileage

taxes for electric vehicle owners who, of course, use roads just like all drivers do. but don't contribute to their upkeep through gas taxes. oregon, virginia, and utah all have programs in place right now where ev owners can opt into having a mileage tracker placed in their cars and taxed for every mile they drive. some drivers, as you might understand, have serious concerns about putting a government tracking device in their cars. so another approach states are taking is to tack registration and other fees on for hybrid and electric vehicle owners. right now almost three dozen states have these fees. texas, the latest to introduce a yearly fee of $2 hundred for e.v. drivers but even environmental groups are pushing back against these fees. the group called environment texas says this punitive fee will make it harder for texans to afford the clean vehicles which are so critical to

reducing air pollution in texas. and as if all of those taxes and fees are not enough, new york city is introducing a first in the nation congestion pricing program. it just got federal approval. it could charge drivers as much as $23 just to go into the downtown area during peak hours. so driving getting very, very expensive. >> martha: that's so crazy. they need to remove restaurants in the streets to create more back logs. >> dana: justice department inspector general releasing its report on the investigation into the 2019 death of jeffrey app sign. the medical examiner ruled it suicide but tons of speculation over what really happened. rich edson is live in washington with the details. rich, do we know? >> good morning, dana.

this report just hit. the inspector general says there is no evidence to contradict the f.b.i.'s determination that this was a suicide, not a murder. ist details major failures from the prison staff that jeff epstein alone in his cell for bed linens used to hang himself. negligent, misconduct and job performance failures documented in the report contributed to an environment in which one of the bureau of prison's most notorious inmates was provided with the opportunity to take his own life. this is his cell according to the report. bed linens throughout. staff at the metropolitan correctional center and staff failures. the inspector general says multiple bop employees submitted false documents claiming they had performed the required counts and rounds and that several mcc new york staff

members lacked candor when questioned. inspector general found staff failed to do rounds, search cells or insure cameras were working. persistent staff shortages and the bureau of prisons did not indicate when epstein's cell was last searched. given his connections to powerful figures like donald trump, bill clinton and royal family. there were questions if he was murdered. bill barr announced this investigation saying his death raised serious questions that must be answered especially for his victims who were robbed of justice. >> dana: we'll see if that puts the theories to rest. i don't know if it will. those pictures are stunning. thank you for bringing us the report. >> martha: how did he get so many sheets?

the rushing water spited them into the open after 30 seconds without air. both catching their breath and lucky to be alive. joining us now is sheriff's deputy williams hollingsworth and the sheriff. we're glad you're here, deputy. what an ordeal. describe the scene and what happened. >> well, it was unusually severe weather with rising water in the roadway, a main thoroughfare, highway 98. there seemed to be a trouble spot where motorists were getting their cars stalled, stuck, submerged. and we were checking on motorists making sure they weren't trapped in their vehicles and at some point we were giving people rides back to their house after their cars had been stuck in the road.
