hello, mike. >> michael: taxpayer money to provide up to $20,000 for loan forgiveness for around 40 million americans but the court ruled 6-3, the biden administration overstepped its authority. >> we are covering this from all angles for you, justin and grace took out student loans. they have very different reactions to this ruling. you will want to hear them. they'll be joining us live in just a moment. >> begin with jacqui heinrich live from the north lawn. jacqui. >> hey there, mike. the supreme court said today the white house did not have authority to provide billions in student loan forgiveness absent any authorization from congress. it does not appear that there's any path for that there, and right now it is unclear what back-up plan the white house has. we just got a short statement from the president, we are going to hear more from him later, for now he says the fight is not

over i will have more to announce this afternoon. i believe it's wrong, i will stop at nothing to find other ways to deliver relief to hard working middle class families. my administration will work to bring the promise of higher education to everyday americans and later today all my administration has done to help students and the next steps the administration will take. yesterday when the high court struck down affirmative action the president had a response prepared, the schools should measure diversity to promote diversity in competitive admissions. and they never outlined a back-up plan. they believed they had strong legal standing here. clearly it's not how it panned out. likely a blow to progressives, the president is not calling to expand the bench. >> do you worry that without

court reform this conservative majority is too young and too conservative that they might do too much harm? >> i think they may do too much harm but i think if we start the process of trying to expand the court we are going to politicize them maybe forever in a way that is not healthy. >> this you can't get back. >> that you can't get back. >> also the budget agreement that was signed into law earlier this year requires that the president cannot again extend the repayment pause which will now resume august 29, first payments due in october. so we are going to hear more from the white house, from the president himself later this afternoon, mike. >> jacqui heinrich starting us live on the north lawn, thanks. >> sandra: justin abrew attends the university of delaware, studying public policy and political science and grace miller, a university of mississippi graduate who paid off her student loans. both are student loan borrowers

and have really different takes and it's really fun to have both of you here to react to this. this is something you are living through in realtime. grace, to you first, what did you make of this decision? >> hey, sandra, first thanks for having me on today. i -- i think this decision did not come as a surprise to me, especially as we have heard more recent rulings with the supreme court and the last couple of months. i will saying it's really important that loan borrowers have accountability for repaying their loans. i think we could do a lot better as a society, as a country, as an educational system to make it easier for people to go to college and cheaper, more affordable. but again, i was not surprised by today's ruling. >> sandra: very interesting. justin, if i may ask you, do you -- were you in the camp that believed that students should

have some help and some debt forgiven? >> like grace i did similarly think the bill, the plan would not fully move forward. however, i admit that it's not perfect but i did think that it was a great opportunity for borrowers like myself to receive some assistance on that student loan debt as someone who graduates in 2024, i'm expecting to enter the job -- a very competitive job market looking for an entry level position. that's ultimately not going to pay me that much where i can live comfortably and pay off my student loans. and so i thought that receiving $20,000 off of the bill would have been a very big assistance and not having it is certainly disappointing. >> sandra: very interesting take on that. grace, let me get your response to what he's detailing there, justin. some students feel like they had to take on this debt just to get into the college they wanted to get into but then they feel they fall behind trying to pay off those debts and feel this would

help launch them forward. what do you say to people like justin? >> yeah, i think it's, you know, a tricky situation and i think i agree with justin. i think that, you know, student loans cause people to limit their selves after graduation so they get a job they know will pay enough of their bills and their student loans where they are not really doing what's maybe best for society as a whole or doing something that's, you know, a passion for them, they are doing it for the money to pay off the student loans. i think giving, you know, some relief will -- would help, you know, give people the freedom to do what they want for work and not have to make it strictly based off of pay and thinking in terms of how they can pay off these student loans. >> sandra: and justin, to grace's point, though, she knowingly took out student loan debt as did you, and feels there should be accountability for

that, and there are many in the camp, especially a lot of the parents out there who completed paying off or completely paid for their students' loans or for them to go to college and they say what about me? remember this moment, elizabeth warren in the 2020 campaign trail when a father of a college student approached her. listen. >> ask you one question. my daughter is getting out of school, i saved all my money, she doesn't have any student loans. am i going to get my money back? >> of course no. >> so you are going to pay for people who didn't save any money and those of us who did the right thing get screwed. >> sandra: it captured many people in the country who said wait, you know, parents like that saved their entire child's, you know, 'til they were 18 years old to send them to school, and did so by sacrificing other areas of their life, they pay that off but then now people who have mounting

debt, they are going to wave it off. what do you say to dads like that? >> i think it's important to acknowledge that under this debt plan it only would have been capped at $20,000, 10,000 for certain borrowers. so i know that while 20,000 would have certainly been very helpful for myself, my student loans would have been far from completely erased by that aid. i also think that this bill was important as a stepping stone for what to do going forward. i think that this would have set the precedent that the president has the power to alleviate some student debt issues and it would have made it less -- less of a burden on borrowers, lower and higher middle class borrowers going forward. this was the first stepping stone and families that were able to save enough so the children did not have the massive student loans after that, are reaping the benefits,

the students are able to get the jobs they want to get, and other borrowers who are coming out of college with student loan debt have less social mobility because of the debt that they incurred. >> sandra: grace, final reaction to that and also this, to your point about whether or not the president has the power to do this, this is nancy pelosi, ok, this is 2021, saying that the president doesn't have the power. listen. >> people think that the president of the united states has the power for debt forgiveness. he does not. he can postpone, he can delay, but he does not have that power. that has to be an act of congress. >> sandra: so grace, and president biden's campaigning, did he make promises that he just can't fill? >> well, sandra, i think lots of politicians make promises that ultimately don't come to fruition on both sides of the

aisle. i think, you know, he did his best to try to push this through. i think had we gone through the congressional process to push this through it might have been more successful. it would obviously have been the harder, longer path to get this through. but he did not choose to do that. i think it's still on the table, it's just a matter of how they get this implemented, i don't think it's the end of the saga and something we'll be watching for weeks and months and years to come. >> sandra: i really appreciate the reactions from both of you. still in college, mounting debt, it's a dilemma, and it's something every family across this country is dealing with or will have to deal with at some point. how do you pay for college, everybody wants to get their kid there, we appreciate the discussion. thank you so much. >> thank you. >> sandra: all right. >> deadly and historic heat wave is stretching across the south this 4th of july weekend. more than 70 million people are

under heat alerts with life-threatening temperatures, deep south 120°. a line of massive wind storms is tearing through the midwest sending thunderstorms with winds upwards of 100 miles per hour to dozens of states. this line of severe storms knocking out power for hundreds of thousands of people and it is not over yet. fox weather expects the system to spawn storms into saturday as it makes its way east. >> it's absolute insanity. >> my husband spent hours on the phone, literally hours and we would get disconnected after two hours of being on the phone. >> pushed back, pushed back and changed. >> we depended on them to get us there for a wedding, like -- i don't know. i don't know. it just sucks. >> oh, those delays, emotions start running high. travelers are bracing for flight delays and cancellations this

4th of july as aaa is expecting a record breaking 4 million americans to fly over the holiday, transportation secretary pete buttigieg is calling it a stress test for the airline industry. casey stegall is live at the dallas-fort worth international airport. casey, how are the airlines preparing for the massive surge this weekend? >> san doctor, they have done a couple of things. some have hired additional staff ramping up from the post covid travel needs, some are also temporarily replacing regional jets with larger aircraft on particular routes of popularity so that they can add more seats and more revenue. however, we do know there is a national shortage of air traffic controllers and that coupled with severe weather as we have been watching in certain parts of the country has led to thousands and thousands of flights delayed and/or canceled

this week. united airlines impacted the most. the latest numbers from flight aware show more than 350 domestic cancellations already today and more than 2700 delays. and this is on a day, by the way, when tsa projected it would screen a record 2.8 million people in just 24 hours, some 17 million over seven-day period. so, no surprise these disruptions causing frustration for so many. >> and so we are trying to make the best of it, but it kind of sucks because we are stuck here and who knows when we are getting out. >> instead of going back home to d.c., i wanted to see my brother, it's his birthday today and now my flight has been delayed twice. >> travelers also clapping back at the faa after the agency sent out this tweet on tuesday asking what ruins your flight, a question they posed in a "wheel

>> sandra: republican lawmakers are digging deeper into allegations of a cover-up in the criminal investigation of hunter biden. they are demanding transcribed interviews from top officials just one day after the president's son gave sworn testimony in a civil lawsuit concerning his laptop amid bombshell testimony from the irs whistleblowers. david spunt is on this for us, the clock is ticking over at the doj. >> it is, and it's clicking loudly, sandra. these republican lawmakers want

to hear from attorney general merrick garland and members of his team hoping people part of this investigation can testify for a transcribed interview on capitol hill. meanwhile, we have been talking about him for the last couple weeks, irs special agent gary shapley, he oversaw the hunter biden investigation since 2020. he says it was influenced by politics and specifically he heard u.s. attorney david weiss in delaware say he was not in charge of the probe, despite the public pronouncement he was. he also says weiss claims he was not allowed to charge in other districts. >> i even had him repeat that, because i knew how important that fact was and i wanted to make sure i understood it. >> attorney general merrick garland has said multiple times over the past two years weiss was in charge and able to charge hunter biden in other districts, watch this. >> he is in charge of that investigation. there will not be interference

of any political or improper kind. if he needs to bring a case in another jurisdiction, he will have my full authority to do that. would be permitted to continue his investigation and to make a decision to prosecute any way in which he wanted to and in any district in which he wanted to. >> matthew graves, the u.s. attorney in d.c. denying any involvement in blocking weiss, despite the whistleblower claim that weiss was told about bringing charges in d.c. was a negative. the former hunter biden business associate brought a lot of allegations to light, sandra. he claims he would testify in front of the grand jury but david weiss's office never reached out to schedule. hunter biden expected to enter his plea deal on july 26th in delaware, and house republicans are giving david weiss until the end of next week to answer some important questions. it's possible we may see him testify.

his office not commenting publicly on the recent. >> mike: and also investigating the origins of covid, documents reveal dr. anthony fauci may have tried to suppress the wuhan lab leak story from the start. bring in dr. robert redfield, welcome. >> thanks for having me, mike. >> mike: the emails of a deputy to dr. fauci, wrote for many months i've not been approved to talk about origins on the report, but my boss tony today asked me to speak to the national geographic on the record about origins. tony doesn't want his fingerprints on origin stories. dr. redfield, what do you make of that? >> well, mike, it's all -- it's all disappointing to me. as i've said before, i'm kind of very disappointed in fauci's

approach to investigating the scientific credibility of the two different hypothesis on the table and i think he unfortunately aggressively tried to work the scientific community into a single narrative, which was to support the spillover, and i've argued if you look at what's happened over the last three and a half years, very little evidence to support the spillover hypothesis, so his approach was very disappointing. unfortunately, these emails don't surprise me. i think that although it is not proper to use your personal email and it's not proper to delete any emails if you are in government service like this, i do think there was a concerted effort to come to a single narrative and to try to discredit people like myself that embraced the lab leak

hypothesis. >> you touched on it, dr. david morens said i try to communicate on gmail, don't worry, send to any of my addresses and i will delete anything i don't want to see in the "new york times." that's a no-no. does that surprise you? >> it's very disappointing. it's -- he's also misinformed. if he uses his personal device for official email, all his personal email records now are foyable. so when i was cdc director it was made very clear to me i was only to use my official email and devices for all of my official work and if i was to use any personal device, all of that material would then be foyable by the government. so it was very disappointing. again, it's not surprising. i think there was an attempt to kind of ram rod a single

narrative on the hypothesis, a spillover, and unfortunately the leadership of nih was very involved in this, i asked them to start a rigorous, transparent, scientific debate of both hypotheses. that's what science does. instead, aggressive attempt to go around a single narrative. >> the question about the wuhan lab, it's been debunked. >> just weeks ago, dr. anthony fauci -- >> people don't like escape from the lab. >> overwhelming evidence indicates it's a lab leak. i believe most card carrying virologists would disagree with you. >> the last clip under oath on capitol hill. is anybody going to get in

trouble for any of this? >> you know, i don't know, mike. clearly it's very disappointing. a lot of credibility has been lost i think by the science leadership of nih over this and a personal level, fauci himself. although we were accused of being a conspiracy because we thought it was a lab leak. the truth is, and the evidence is clear, the conspiracy here was on the other side, which was to really get a single narrative to support the spillover event. largely my own view to protect, from the reality the u.s. government was highly involved in funding this research and the fact that it was all a consequence of gain of function which they were trying to protect. >> mike: dr. robert redfield. thank you for your time and analysis. >> sandra: education taking center stage, meanwhile, 20 24 gop hopefuls making their pitch to voters at the moms for

some of it available off the shelf, and easil use commercially available american equipment. this is different from the sensitive american technology that faces strict export laws. here is the state department reaction to requests from the peoples republic of china, the prc, to lift those export controls. >> the prc officials continue to object quite strongly to the export controls that we have imposed to prevent the transfer of sensitive u.s. technology to china. the secretary made very clear we will ensure that sensitive u.s. technology to be used against us is something we will restrict. >> the pentagon said the balloon was not able to broadcast intelligence back to beijing in realtime and despite having spy

equipment on board that included u.s. technology, we heard that china was in the able to collect intelligence images, video or data from any of the sensitive sites the spy balloon crossed over. here is -- >> as we said at the time, we took steps to mitigate the potential collection efforts of that balloon. >> before being shot down by a usf-22 pilot on february 4th, the balloon spent eight days traversing from montana to south carolina. president biden indicated at a recent fundraiser in california the balloon's path appears to have surprised president xi of china, indicating that whomever was controlling the spycraft took advantage of winds and used the opportunity for the balloon to hover over america's sensitive nuclear sites but may not have told the chinese

leader. the pentagon says that whoever was controlling that balloon did have the capability to maneuver it while it was in the united states. back to you, mike. >> mike: jennifer, thanks very much. >> sandra: robert lighthizer, former u.s. trade rep and author of "no trade is free, changing course," and great to have you on the program and welcome to you. so, what do we do about china? how big is this threat right now? >> so, the first question i always ask people, do you understand how scary this is. this is a country that wants to be number one in the world, they want to take over from us, they are hostile to us, militaristic, they are aggressive and waging an economic war against us. i'm of the view that we are in a cold war literally right now with them. i have a fear that the biden administration does not realize the nature of the problem, and that's the first thing to do. the first thing you have to do

with any problem is recognize there's a problem. there's no -- there are people in this administration who recognize it, i should say that, but unfortunately i don't think the president is in the group and downflowing the threat only encourages the chinese. so to me the first thing you have to do is stop sending them hundreds of billions a year in trade surplus. and start making more stuff at home and buying more stuff from other people. look at, we have the biggest economy in the world. we can change that. all we have to do is put tariffs on their products, do it over a period of time, a smart way but quit first of all sending them 3, 4, 5, 600 billion a year. most economic growth is a result of sales to the united states, that's just a fact, if you do the numbers. and the second thing we have to be very careful on technology. clearly this administration has done some good things on export controls, those were all started

by donald trump and second ross and they have continued them. but much, much more needs to be done. but the scariest thing about all this, sandra, there seems to be no understanding of the extent that we are in a cold war, we are in a situation, members of congress gets it but the administration doesn't. >> sandra: we can back that up, recent sound and sound from the president dating back to may 2019 on china. listen. >> china is going to eat our lunch, come on, man. they are not -- they are not -- they are competition for us. >> i think we gain and china gain from trade and investment. it would be disastrous for us to attempt to decouple from china. >> with beijing, the balloon incident is over. water under the bridge? >> we have -- we did what we needed to do to protect our interests, that chapter should

be closed. >> sandra: ok, so perhaps that is backing up the stance that you are describing as an administration that is weak on china, but sounds like you are calling for this decoupling that janet yellen is warning would be disastrous. she said derisk, yes. decouple, absolutely not. to that, you say what? >> well, first of all, the being naive of the comments you played is scary. it's one thing to want to have dialogue, i agree with that, but what they are talking about is appeasement, they are talking about literally continuing to feed the crocodile and hope that it doesn't eat us on biden's watch. i mean, this is crazy. i'm not saying total decoupling, it has to be balanced. when they run a $400 billion trade surplus with us, we are paying for their military and then you just have to make a break on technology. they are using our technology to
