this is now the fourth time president biden has been slapped back by the supreme court for exceeding his presidential power. he has tried to make sure everyone in the country had have the vaccine. he tried to stop addiction throughout the country. he tried to oppose a global warming plan on the country and now he tried to figure out how to spend almost $500 billion. the thing that is missing in all of those major uses of power was congressional approval. the supreme court's being straightforward all it is saying is congress congress controls the power of the purse on the president. david: even nancy pelosi thought it was unconstitutional for the president to excuse all the student loan debt. here's what she said about two years ago, roll that tape. >> people think the president of the united states has the power for debt forgiveness. he does not. he can postpone, he can delay. but he does not have that power.

make of all these plans? he joins me now thank you for joining me and being here. let's talk about student debt loan first. the fact it is actually something that middle-class americans are going to have to pay for upper-class americans if it had gone through. 60% of student debt is owned by folks in the top 40%. again it's a regressive thing. something was pointed to by the liberal urban institute a couple of years ago. they said debt forgiveness plans would be regressive. provided the largest monetary benefits to those with the highest incomes, do you agree? >> absolutely. the american people get this. it is not fair and at the end of the day this is what we are dealing with the last two years. we have a president wandering through this presidency. he is a want to be produced doing things you are not going to work. we knew from the very beginning
