calling the explosions targeted attacks. a bank, then another at a nike store and a suspect through a molotov cocktail at a grocery store. >> no one hurt. authorities are searching for the suspects. david spunt has the latest. >> very scary. police now on the hunt for what they believe are several people likely behind these attacks, thankfully no one was injured. several properties sustained severe damage. it happened at the businesses in northeast d.c. early yesterday. each location is a business. one is a bank. someone detonated an explosive outside the building causing damage inside. the second was a nike store. third minutes later at a safe way grocery store all closed. there was a molotov cocktail like object into the store. the suspect and a likely

away from the u.s. capitol. dave, thank you. >> you bet. >> julie: newly released images from the hunter biden laptop appear to show him smoking crack while driving. the "new york post" reports they are from 2018. the same year hunter took a selfie while driving over 100 miles-per miles-per-hour. >> president biden said he is proud of his son but the scandals continue to pile up. they could prove a problem if not a liability for the president's re-election campaign. republicans on capitol hill remain furious over a plea agreement that means hunter will not go to jail for tax fraud. a hearing later this month to formalize the agreement. lawmakers are crying foul after two whistleblowers came forward

claiming the investigation into him was not handled property. the u.s. attorney in delaware told lawmakers he will address the whistleblower's complaints eventually. david weiss writes at the appropriate time i welcome to opportunity to answer questions related to the whistleblower's allegations consistent with the law and department policy. attorney general merrick garland has denied any political interference in the hunter biden probe set the testify before the house judiciary committee in september. it's possible republican may pursue plans to impeach him. "the new york times" published a deep dive on hunter biden's daughter in arkansas. hunter recently reached a child support agreement which means he will turn over some of the paintings or profits of the paintings to help cover the 4-year-old girl's expenses. the times wrote this. the president hasn't met or publicly mentioned his other

cancellations across the united states. but the challenge now is for airlines to get caught up on the back logs of travelers. severe weather in the northeast and across the midwest canceled tens of thousands of flights last week. airline and air traffic control staffing shortages have not helped. some travelers have been delayed by as many as three days. transportation secretary pete buttigieg told cbs weather has been the main culprit but says the f.a.a. is addressing staffing issues. >> our plan is to hire another 1,800 traffic controllers next year. working on staffing models that can better address the needs on the ground and cooperating where possible and where appropriate with airlines on things that can make better use of the same national airspace. >> people flying into and out of new york area airports have had the most challenges. united airlines ceo came under scrutiny for hopping on a private plane to get out of new

>> rich: the state department has issued its official after-action report on the withdrawal from afghanistan and it is scathing. it says there was no contingency plan for a worst case scenario, blames the trump and biden administrations for the chaos. 2021 evacuation left 13 u.s. service members and more than 150 afghans dead. the fall of kabul to the taliban. the report says it is unclear who at the state department was

leading the operation. >> julie: we're getting closer to a grim milestone in the ukraine war. 500 days since the brutal invasion. and the fighting rages on with ukrainian forces stepping up their counter offensive trying to liberate captured territory from putin's army. we have fox team coverage for you this morning. senior strategic analyst general jack keane is standing by. first to foreign affairs correspondent greg palkot who is live in kiev this morning. good morning, greg. >> that's right. day-by-day the battle goes on here between ukraine and russia. ukrainian defense ministry reporting overnight fierce fighting on all fronts. that five hyundai landmark coming up, a new poll underlines how this conflict is touching nearly everyone. it found 80% of all ukrainians

of mariupol. all here with a determination that russia must be defeated. >> are you wishing it can be over? >> yes, but we can't be free until they are gone. >> we can't be free until they're gone, she says, julie. nearly 500 days. emotions still very raw. still close to the surface. a horrible war. back to you. >> julie: so devastating. thank you, greg palkot. rich. >> rich: let's bring in retired four-star general jack keane. thank you for joining us this morning. we saw an attempt, or a march just a couple of weeks ago to moscow from the wagner group, insurrection of sorts in russia. is the west missing an opportunity here? should it be more aggressive in the war? >> well, i think there is not much we can do to take advantage of the armed rebellion.

that's such an internal problem to russia and that has weakened putin but he has survived. his security forces stayed intact. the reason why these coupes mostly fail is people get cold feet and don't want to commit. that's what happened here. thus this rebellion ended surprisingly within 24 hours of what was a surprise and shocking start. the fact there was a rebellion. i think what's happening here is putin's future is really tied to ukraine. the fact that he is weakened as a result of the prosecution of the war and as the wagner group lack of justification for the war itself. he knows he has to end this favorable to him if he wants to stay in power. the status quo would be favorable. he holds on most of the

territory he has right now, which is 17% of ukraine. and goes to some kind of negotiations and cease-fire. he will rebuild his military and at some point reattack. that's a favorable outcome to putin. if ukrainians take his territory away from him the 17% which they want to, then i think his future is really at risk. i don't see how he could sustain something like that. in terms of what the united states and coalition are doing, rich, we're still giving the ukrainians adequate weapons but much too late. you can see it now. washington is discussing finally the deployment of something that ukraine wanted last year and training of f-16 pilots in europe. something ukraine asked for last

year. both weapons systems are vital. if you are conducting ground attack against prepared defensive positions united states would never do that without air support protecting the troops on the ground. ukrainians are doing without it. the russians have air support attacking their ground forces. the second thing is the long range missiles would be able to go 190 miles and take down the infrastructure that russia using to support the war. attack helicopter bases, artillery depots and other ammunition depots and critical infrastructure would be destroyed and you bring war to a culmination. you take away the logistical support for the fighters on the front. we've seen it in previous conflicts. that's what's happening here. i've always thought the united states's position is we don't want to lose but we don't give them enough to win decisively either. when it looks like we'll lose a

little bit, then we comfort with added weapons systems as hopefully we'll do now late but still vitally needed. >> rich: how would you grade the counter offensive from ukraine now? have they been successful thus far and can they be successful? >> there is too much anticipation about it. it's understandable because the fact is they had to get all the tanks and armored vehicles, train the crews on them and wait for all that to come. it became the long-anticipated counter offensive and people just expected it to go out with a bang, major massive combined arms deployments that could be seen by satellites, you know, non-secure satellites, google satellites, etc. but they never intended to do that. they are going up against prepared defensive positions that are in depth. and that's the toughest fight

you'll find on a battlefield. so they are going at that slow but steady. they are retaking territory, but certainly not large swaths of territory and they have not committed their main effort. the russians are better at defense than they are at offense. as ukraine had to take all this time, rich, to get the much-needed equipment they wanted and train on it, the russians had that added time to prepare these defenses. we at the institute for the study of war still think the ukrainians have significant capability here to retake territory. it is going to take weeks for this to play out. we cannot expect something that will be decisive in a short period of time. >> rich: general jack keane, ten years in this conflict, 500 days. thanks for joining us. >> julie: severe weather sweeping much of the country this holiday.

couple of days. this is over the last 12 years. last night thunderstorms across the eastern half of the country. expect similar today. currently a little bit of rain continuing to linger across portions of new england. another area where you will see maybe storms just some light ones popping up across portions of the southeast. all of this will move up along the coast and that's where you will see the best opportunity for some severe weather. everything in the red is a two on a scale of five of that risk. storms are likely including large cities like charlotte, norfolk, talking about d.c., baltimore, philly, close to new york city. winds up to 60 miles-an-hour, hail likely. isolated tornado is possible within the region. i this i the heat of the day. this afternoon and evening is the best chance for storms to get going. the store eave across the country is heat in the desert southwest. 115 in phoenix, 107 in bakersfield. very hot again in the desert southwest. leave you with the next couple of days similar to today and on the fourth of july. everything in green is where you

themselves. i'll be frank, this decision makes me uncomfortable. we protect speech i don't agree with. we have to be protecting the speech even if we don't like or agree with that speech. >> hurd says he is disappointed at the rhetoric on gay rights from some of his rivals. expect democrats to use the rulings by conservatives on the court as a wedge next year. that worked to the democrats' advantage in 2022 with abortion. rich. >> rich: thank you for joining us. julie. >> julie: the white house is working on a plan b to bail out millions from their student loan debt despite the supreme court striking down the plan last week. the president announced he would find a way to cancel student debt through the higher education act. mark thiessen joins me now. thank you for talking to us. i want your reaction to the president trying to essentially

circumvent the supreme court's ruling by canceling student loan debt through an alternate legal authority. he does have the right to do this. is it right or wrong? >> he doesn't have the right to do it. he is not circumventing the supreme court and congress. where does joe biden get off thinking he has the right to spend half a trillion dollars of taxpayer money by executive fiat? the constitution gives congress the power of the purse. congress is the only body authorized to spend money. what he is trying to do here. the left accuses republicans and supreme court of trying to undermine democracy. there is no greater threat to democracy than the idea that the president of the united states can with the stroke of his pen spend half a trillion dollars of our tax dollars without going to the people's elected representatives. and keep in mind when he announced this, he had -- the democrats had unified control of government, the house, senate and white house.

he could have gone to the democrat-controlled congress and asked them to do that. why he didn't? he didn't have enough democrat votes to pass it. he by passed the democrat controlled congress and tried to do it with the stroke of a pen and that's unconstitutional. >> julie: it's because the president abused his executive power. billions of dollars of taxpayers' money to pay off debt relief without the consent of congress and he thought he would get away with it. listen to nancy pelosi herself back in 2021. >> people think that the president of the united states has the power for debt forgiveness. he does not. he can postpone, he can delay, but he does not have that power. that has to be an act of congress. >> julie: an abc news poll that shows 45% of americans support the supreme court' decision to strike down the student loan

forgiveness program. 40% disapprove of the decision. rather than coming out and fighting a ruling that's already been ruled, why doesn't the president instead focus on a solution such as putting pressure on colleges to reduce inflated tuition costs rather than deflect by sending the message to students that it's a-okay to put off paying for college? >> forgiving the loans would inflate costs. because this is the exact opposite effect. the other thing is biden will rail against this but he is probably pretty -- he should be glad the supreme court struck it down. this would be inflationary. people are mad with 34% approval of his economic policies. pouring $5 hundred billion, half a trillion into the economy free government money would increase inflation, even jason fuhrman,

an obama economic advisor said it was reckless to do that in the midst of runaway inflation. it's better for him and his re-election and the supreme court stopped him from pouring $5 hundred billion into the economy in the midst of inflation. july >> julie: they love to tout the fact wages are up. it doesn't matter. prices are up even more. we're not -- people aren't making any money or extra money in this economy. nba legend barkley, the affirmative action ruling by the supreme court is rewriting his own will to make auburn university more diverse in the wake of the supreme court's affirmative action ruling. he will leave $5 million to them adding it's just my way of trying to make sure auburn stays diverse. after the ruling yesterday my phone was blowing up and talking to my friends and said i need to

make sure black folks always have a place at auburn. here is where this is a problem. affirmative action was meant to diversify colleges but singled out applicants based on race rather than a merit-based system. those more qualified to be accepted into top universities were instead discriminated against because of skin color. how is this a good thing for the charles barkleys and other prominent black americans to be sending this message? >> i have actually think it is a good thing and why. it's one thing for colleges to discriminate against people on the basis of race. another for someone like charles barkley to take his money and say i want to help black kids get an opportunity to go to college by providing them with scholarships to get into school. affirmative action was the wrong solution. but we have a major problem in this country of racial disparities in education in secretary school and elementary

school. the reason for that is millions of black and brown kids in this country are stuck and trapped in failing public schools. the teachers union won't let them have the same choices white parents have to choose schools. we have to lift black and hispanic kids up by creating opportunities and improving the education system. >> julie: sending an underlying message that basically without affirmative action that blacks won't get equal opportunity when it comes to college or universities and getting into colleges when during the last 19 years of affirmative action a lot of people suffered and did not get into colleges because of their skin. it is a free for all. it is supposed to be equal opportunity for all regardless of race. marc thiessen. thank you very much and we appreciate you coming on. thank you. >> thank you, julie. >> i want those who are responsible to hear me very clearly. we will not stop until we find you and we will find you. until then, i hope with every

final recommendation. the report now goes to the state legislature for consideration. let's bring in civil rights attorney leo terrell, also a fox news contributor. thank you for joining us this morning. i want to get to the recommendations here. this is from the california report saying the african-american story in the united states is marked by repeated failed promises to right the wrongs of the past. both distant and research and failure to take responsible for the structural racism that perpetuated these harms. what is your take? >> the reparation recommendation, rich, is dead on arrival. let me be clear. they make reference to the united states. we talk about california, rich. california never had slavery at all. you look at the composition of california politicians. black mayor in san francisco, l.a. people of color, they can't prove harm. they can't prove damages that existed 175 years ago. two other points.

one, this committee needs to get a copy of the supreme court ruling on affirmative action. california they passed proposition 209 which makes it illegal to give preferential. why would non-blacks pay people who can't -- >> health disparities, aggressive policing, mass incarceration, war on drugs. how does california -- how does its government or any government address that? >> they aren't going to. what you just read off, that list. that has nothing to do with slavery. over policing today has something to do with what happened 180 years ago? let me be clear. the whole purpose of the reparation committee was to keep black voters within the democratic party. it was an olive branch.

its not going to work. as a black american in this country, i'm not a victim of slavery. i will be the first lawyer at the courthouse to fight against such passage of any type of monetary compensation. it will not pass, rich. >> rich: when you look at where california or other states, do you think this is something that will go to other states or is just a california debate right now? >> it is going to flourish throughout the country. the question is whether or not this will pass. it is something that continues to keep the race card in play. the democrats love to play the race card. they want to keep telling american -- black americans there is systemic racism. i challenge anyone in the state i lived in all my life show me where systemic racism exists? is it in los angeles where karen bass is a black mayor? she controls the entire

boarding. i was on the opposite end of the airport working the entire time. i found a starbucks, sat down and worked. it kept getting delayed so i kept working. at 11:30 p.m. the flight was supposed to leave at 6:20 in the morning. late at night i get this person comes up to me from the airport. there is nobody around and you need to get to your gate. your aircraft came. okay, cool. i slowly get my stuff done, packed up. walked over to the other side of the airport. i get to my gate there is no one there and i look at the gate agent, did you board? am i the last one? no you have are the last person in the airport. there is nobody else, just you. i had no idea but other people decided that they would essentially rebook something else or they were just going to go the next day. i tried to rebook several times but the only flights they could get me on would have put me back home the next morning and i had

meetings at work i had to get to. let me try to stick it out and see what i can do. >> julie: what time did your flight take off? >> 12:30 monday morning. spoofsed to leave at 6:20 sunday morning. >> julie: oh my god. i had a recent experience. i was delayed for seven hours. my flight crew flat out didn't show up. it was frontier. amazing. how do you not show up to work? i have to say that the crew that you experienced seemed delightful. i have do want to give credit where credit is due. tell us about this crew. >> i get to my gate. i asked her where is everyone else? she said i'm the only one. two minutes later the flight crew walks in and they see that i'm the only person at the gate and they are like really? what is going on? so immediately we just start just bashing each other for fun. they're like all right, no snacks for you. you are sitting in the back of the plane. you have to sit in the middle

seat and can't move. let me see how many times i can hit the call button. a fun flight. we're just joking with each other. it was amazing. we built this rapport. i didn't want to wait 18 hours. you didn't want to get called from your hotel to take one passenger. we can have a bad attitude or positive one and make this situation fun. everyone just decided to make the situation fun. we had a blast on the plane. >> julie: i have to say you have a great attitude and i wish most people in airports could watch you and be like i don't have to flip out on the flight staff or anybody who gets in my way. people get so angry when they get delayed. most times it is out of their control. great attitude and you got to fly private for the first time on a jet. thank you so much for talking to us today. >> thanks, appreciate you.
