custody this hour after leading officers on a chase through the streets spraying dozens of bullets along the way. mike tobin has more. mike? >> bryan, we're standing by to get the update from philadelphia police. they have declined to identify the gunman. the philadelphia inquirer has no idea what sent the man on the killing spree. he was wearing a bulletproof vest. he had an a.r.-style rifle and a sidearm and a scanner to listen to police ray. four fatalities were found on the street. a fifth fatality appears to be a man that tried to run from the gun fire in to the house. >> family went inside. found the son laying on the

living room floor unresponsive. went outside where he saw the police officer. notified that officer. the officer notified medics. they pronounced the 31-year-old victim dead on the scene. >> another mass shooting on the west side of fort worth, texas. three people did, eight recovering from injuries. a holiday gathering around midnight. gun fire created panic and blood shed. >> a lot of vehicle traffic, a lot of foot traffic. as you can tell, still fireworks going off. lots of people trying to flee the area from the multiple gun shots. so it was difficult for them to navigate quickly in to the area. >> this just one day after a mass shooting in baltimore killed two and injured 28. one year after a gunman fired on the crowd killing seven. >> i'll know you'll bring us the

updates. mike tobin live in chicago. thank you. president biden hosting a july fourth barbecue at the white house. later, he will speak from the south line. he held an event at the largest teacher's union, a group that has condemned the supreme courted on loan forgiveness and affirmative action. jacqui heinrich has more from the north lawn. >> the president and the first lady addressed 7,000 of the country's educators promoting the administration's work to support schools coming out of the pandemic and leaning on the rescue plan. also, the president's efforts to remedy the nation's teacher shortage. he called it a national security risk and pro mosted their education programs to try to get teachers to enter the work force. he didn't make any mention of the supreme court ruling that struck down his plan to forgive loan debt.

he also didn't talk about the new angle that he is working to forgive student debt, a different legal mechanism. he promoted the new loan forgiveness program. he said 60,000 people have benefitted from it. the president did not respond to shouted questions with russia to free evan gershkovich. he did make one brief mention of gun control. take a listen. >> congress needs to step up and pass common sense gun safety laws to protect our kids and educators. arming teachers is not the answer. arming teachers is not the answer. banning assault weapons, extensive background checks, they're part of the answer and will make a big difference. >> the white house complex was briefly evacuated sunday night while the president was away.

secret service was doing checks when they found a white powder substance that identified as cocaine. secret service said it was an unknown item found in a work area. they added the dc fire department determined the item to be nonhazardous. it was sent for further evaluation. the cause and manner of how it entered the white house is pending. the president was at camp david with his family. they left friday afternoon and did not get back until this morning. the substance was found sunday night, bryan. >> jacqui heinrich live at the white house. thank you. >> let's bring in tiffany justice, co founder of moms for liberty. their group had a great turnout. it was sold out. let's begin with this national

education association summit. you had the president, becky pringle, that spoke and gave a speech i think yesterday. you have the president speaking to that group now. the largest teacher's union. what was not mentioned by the national education association president in her speech was anything to do with test scores, the fact that they're as far back, students reading and math scored are down to the 1990s plummeting to 1971. they're fighting for what they say are students freedoms and bringing up book banning and lgbtq policies that are being pushed by organizations like yours. what is your response when this association comes together and that's topic number 1? >> well, i think it's just reflective of the fact that 2/3s of american children are not reading on grade level. we had the summit in

philadelphia. what we talked about is the fact that our education system is failing. we had president trump, governor ron desantis, nikki haley, asa hutchison, vivek ramaswamy, all of them got on stage and talked about the fact that we need to overhaul american education and ensure that parent's voices are being heard. i can assure you if parents had been at that conference for the nea and talking about something, they would have spoken about the fact that our kids are not learning how to read in school but we're going to spend $800 billion this year on public education. no business will be able to function like this. >> president biden, this is a sound -- he just spoke this afternoon. let's listen to what he had to say. >> let's start with teachers and educators. did you think you would be in a situation of banned books? in the united states of america. talking about banning books?

clear. what happened in our neighbors was disgusting and horrifying on what was supposed to be a beautiful summer evening, this armed and armored individual wreaked havoc, firing at individuals at random, shooting seven, killing five. this is abhorrent and goes against everything that we stand for in this community. i too would like to take a moment to recognize the valor of our courageous officers, the actions of the 12 different officers and the supervisors last night. these officers swiftly and immediately responded to a radio call reporting a person with a gun and an active shooting situation in the 1600 block of south 56th street. while tending to victims at that location, they heard multiple

gun shots at the intersection of 56th street and concession avenue. some of the responding officers promptly tended to the wounded and rushed them to an area hospital. while others fearlessly ran towards the sound of gun fire. with remarker bravery and determination, they pursued the suspect on foot as they fled from concession avenue on to fraser street, while they continued to discharge their weapon. the officers persisted in their pursuit without any further incident or injury. again, i commend these officers for their bravery. their swift actions undoubtedly saved additional lives. at this time, i want to emphasize that we have no reason to believe that there's additional suspects or an ongoing threat to the community.

provide the case details as we know them. >> thank you, commissioner. good afternoon. so yesterday evening approximately 8:28 p.m., officers from the 12th district responded to a person with a gun shooting. officers located multiple shooting victims at several locations. they suffered from multiple gun shots to the body. six people were transferreded to penn medical center where four were pronounced dead. two are listed in stable condition. two juveniles are treated in area hospitals, one suffered from a gunshot wound to the leg, the other to the eyes caused by shattered glass. those individuals are listed in stable condition. based on our witnesses interviews and recover video, the suspect, while wearing body

armor, a ski mask and holding an a.r. 15 assault rifle was observed at several locations near chester avenue and springfield avenue. the suspect began shooting aimlessly at occupied vehicles and individuals on the street as they walked. the suspect fired at vehicles being operated by a mother driving her set of twins home. one of the twins suffered a got shot wound to the leg. . the sibling had shattered glass in her eyes. after a brief foot pursuit, officers engaged the suspect where they apprehended him without insurance didn't. they located a 9 millimeter handgun and an ar-15 assault

rifle. none of the victims engaged the suspect. we believe the deceased victim at a location inside of 1600 south 56th street is the first shooting victim. due to them being home aloan, the victim was not being discovered until hours after the incident. our deceased is lashad merit a 20-year-old male, a ralph morales, a 59-year-old machine, deshaun brown, a 15-year-old mail and joseph warmuf jr. a 31-year-old male. the investigation is being reviewed by the district attorney's office. the suspect has not been charged. we expect charged forthcoming. i now turn it over to the

district attorney. >> good afternoon. i want to echo and support all the comments that you have heard from the mayor, the police commissioner and the more specific comments about the investigation. i agree with it and don't want to repeat it. there's a couple things i want to say. first of all, there's different things that a prosecutor's office does. the first thing that we do at the same time as we're providing whatever assistance is needed to law enforcement in its investigation is we try to make sure victims, survivors, witnesses and other people traumatized by an absolute nightmare happening on the street have their needs addressed. make no mistake. what the police officers went through out there, a couple of whom i spoke with this morning when i was out there, having the scoop, injured or dying people

in a vehicle at this time when there's shots going off everywhere. when they have no way to protect their own backs. having to do that is rough. having to do it all night is rough. getting two hours of sleep and then being back out there this morning is rough. there's a lot of people that had a very, very hard time last night. but our first step is that, is to reach out to those that have been affected and for that reason, wore happy there's 58 people that work in the da's office on victim witness issues, included the grant funded cares team. the purpose is to deal with the families of homicide victims for the first 45 days. all of them have been deployed with the single exception of the 15-year-old victim that was not identified until recently. we have been in contact with every single family trying to do

whatever we can to support them. there's so much support that they need at this phase. we will continue to work with them and also work with the community that is deeply affected by what happened out there. i can tell you what i saw this morning. what i saw on a beautiful july fourth when the temperature wasn't too hot this morning, little sprinkles. otherwise, a beautiful day, completely empty streets. i'd saw every porch empty, every door closed, every curtain pulled. i saw no kids playing. i saw a bicycle that had been left there from the time of the shooting sitting on a corner untouched. apparently untouched for 12 or more hours. nobody coming out to move it to touch it or anything else. as if everybody understood what happened here was so horrible that for right now, this is a dessert. for right now everything that we associate with celebrating fourth of july is off.

that was step one for us. step two for us is the charging. i've been in close contact with the head of our homicide nonfatal shooting unit with the experienced attorney assigned to this case. we're aware of investigative details that we're not going to put out here, but i can tell you this, the man that did this is in custody. the man that did this will face multiple counts of murder and facing multiple counts of aggravated assault, weapons charges among others. it's expected that the preliminary arraignment, the first public event in a case like this where bail will be set at -- held without bail, in other words a person that is never going to leave jail before the trial, and it's my expectation that will never leave the jail period. the first public event will be occurring tomorrow.

either in the workday tomorrow or in the afternoon depending upon the demands placed on this cue by which people come up for their arraignment. at the time it will be possible to say more publicly, although not everything. understand we're in a situation where some of the detectives working hardest on this did not sleep all night. i know this because i need to have a really well-written affidavit of probable cause for the purpose here. i'm well-aware that the detective that was working on that and i'll keep his name out of it, had to get some sleep. he had been up without any kind of rest. he was out there this morning. he needed a few hours sleep to write the best affidavit that you can write. that's what we need to prosecute a case properly. phase one was to reach out and try to support those adversely affected. phase two is the beginning of a

vigorous criminal prosecution of an atrocious horrific act. it will be prosecuted by this office or by the feds. if so, they will have our complete cooperation as they always do. and we always look forward to working with them jointly. finally, i want to say this. it is disgusting the lack of proper gun legislation that we have in the common wealth of pennsylvania. i can not agree more heartedly with the mayor. it's disgusting that you can go to new jersey and find a whole list of reasonable gun regulation that we don't have that you can go to delaware and there's almost as long a list as reasonable gun legislation that we don't have. some of it might have made a difference here. it's time for everybody in our legislature, including ones that would like to walk around with

an ar-15 lapel pen. it's time for every one of them to face the voters. if they're not going to do something, the voters will have to vote them out. that's what that lapel pin means, vote me out, i'm against you and against your safety. a lot of us have had enough of it. i certainly have. i would ask everyone, i know how painful this is how emotional it is. everyone that was there, we intend to help you. we know the police department does, we know the city department does. please do not think in terms of any kind of violent response. please do not think in terms of anything other than peace on the streets. the man who has done this horrible thing is in a jail cell and will stay there. you cannot get to him to hurt him. so please do not hurt anyone else. thank you. >> i think we have time for a

couple questions. >> you mentioned the man was wearing a bulletproof vest, had the ar-style rifle. any reason to believe it was a premeditated attack? >> only so much that we can divulge at the time. it is safe to say these acts were done knowingly and intentionally. >> how are you trying to determine the -- >> that's for the investigators to find out. it's not just going back and speaking to onces but once we get the ability to speak to the suspect as well and also identifying any communications that have been made by the person in custody prior as well. >> you mentioned a secondary suspect yesterday that had been arrested, we understand. that individual was released and not charged. any reason behind that? >> there's a second person that was investigated. the investigation is ongoing. i can tell you based upon

limited information i have that we do not see a basis for concluding that that persons discharge of a firearm was illegal. when you're under fire in a mass shooting, there's rights to protect others and rights to protect yourself. obviously the investigation is not complete. we're not in the practice of holding people in custody when we don't have probable cause and when their actions are lawful. that's all i can say at this time. >> were any of the victims a target or randomly firing at people in the streets? >> not at this time. >> so nobody was a specific target? >> not at this time. >> we're listening live to the police commissioner in philadelphia as well as a whole host of other officials there giving an update on a mass shooting that took place last night and left five people dead, one a teenager and injured two young children. they say they have the suspect in custody. a man that has not yet been charged but will shortly. he was apprehended on the scene last night. so far, no information about a possible motive on the part of the suspect or whether there's a connection between the suspect and any of his victims. >> yeah, he was wearing a bulletproof vest, killing a 15-year-old. they say they shot at a mother driving with her twins in the car. this is a type of trauma that people in philadelphia have been

have an impact on russia. first, it will take tens of thousands of wagner mercenary off of the field. they were the most effective fighting force in bakhmut. secondly, vladimir putin will have to expend a lot of resources to vet his own military now. there were indications that a lot of them supported wagner including in the rustov wagner group. they entered without firing a shot. that would indicate there's a lot of common ground that they felt with the russian military. third and most importantly, yevgeny prigozhin called out vladimir putin's unprovoked war of aggression for the farce that it is. he said there was no reason to invade ukraine. it was a war fought for russia's elites to plunder ukraine's

have major implications on free speech. it came down on a federal holiday from a federal judge in louisiana. agencies were blocked in the biden administration from communicating with social media companies, facebook, google, twitter and the topic of protected speech. the judge based this on a prior lawsuit brought by republican attorneys general in louisiana and missouri. he ruled on that. among other complaints, the attorneys generals say the biden administration overreached its authority during the height of the covid pandemic when they tried to convince social media companies to address and in some case take down posts on platforms that could contribute to vaccine hesitancy. according to the judge, the plaintiffs and the attorneys general have presented substantial evidence in support of their claims, that they were the victims of a censorship

campaign. the court finds that they were to succeed on the merits of the free speech claim against the defendants. the defendants being the biden administration. now the administration as have administrations in recent years developed close relationships, gillian, with social media companies. sometimes they are hot and cold depending on the topic, also the independent fbi and doj are in frequent contact with the social media companies, especially covering the doj with fentanyl and other types of trafficking. they reach out to the social media companies. have to see how that plays in to the future. they reached out the doj. they declined to comment, this is not a final ruling but it's clear the judge wants to lean in a specific way. >> thanks for bringing us the late-breaking details. >> from flying the flag to cast ago ballot. the axe americans consider to be

victimhood. we need people to actually be agents of change and take more action and impacting the people around them. >> i found it surprising and maybe i'm not supposed to think this. i'm found it surprising that some americans feel like staying informed about current events is a patriotic act. what do you think of that? >> you know, again, some of those are mandatory -- >> head scratchers. >> it's a little insane. we need people to be proud to be americans again. you know, we got our share of problems, this is the best country in the world. they lack perspective. >> so to your point, take a look at this. when fox news polling asked folks, are you proud of the country today or not, 44% said yes. they're proud of the country as opposed to 53% that said no. it's pretty disspiriting.

>> it is. let me give you another statistic. 45% of columnists supported the war. so you know, we few committed americans, that's all it takes to affect change. don't worry about the majority. >> what would you say to the folks that are disaffected? what would you tell them? if people are feeling -- we talked about this earlier. stretched then the past couple years in the wake of a global pandemic and economic recession. all kinds of difficultdifficult. what is your message to those folks? >> you know what i'd tell them? don't vote within your party lines. vote for a leader who has a given track record of bolstering the economy, which at the end of the day is our greatest weapon.

nomination but i think he would have an easier path in a general election. the gop needs to decide to go for a guy to make america great again or a new route and possibly take back the white house with ron desantis who will have an easier trek to get there. that's going to be the question. it's up for ron desantis to win these early states. if he doesn't, he will be in trouble. >> steve cortes comes out bluntly and says, look, we're trailing badly. this is an uphill battle. in the same breath, he says ron is a debater. what are your thoughts about that? one of ron's spokespeople said he's not great at debating is. that a tragedy or a mistake? >> well, listen, i think we're going to see great debaters from our rock candidates. ron desantis needs to win over trump supporters. he has to do that on a debate stage. that's going to be a big moment
