the big priority. >> a big shift at the white house on friday. they will send cluster bombs to ukraine. what you think happens behind the scenes to lead to this move? >> the united states cluster have a very low rate of these unexploded bombs that would pose a danger to civilians after the war is over. as opposed to the russians who have a 30-40% rate. their weapons themselves are very different. the russians were using those weapons to target civilians in areas where civilians were located. the ukrainians are now using them against military targets on their soil. i think they are completely different. i applaud the administration for doing it but it took a lot of
