of great power and conflict. we believe the world is big enough for both of our countries to thrive. >> get the u.s. and china see the world very differently they have different ambitions, they have competing interests. do you agree it is possible for both countries to thrive as she said? >> joe biden is playing right into the hands of communist china. never again can we allow ourselves as a nation to be dependent upon them for anything. and to see secretary yellin bowing down repeatedly in china is embarrassing and is emblematic of this administration. just a couple of days before she got there they choked off the supply of key minerals that we need for semi conductors for panels, these are the people who are stealing our trade secrets they are buying up our farmland, they are killing our citizens with fentanyl. this is a foreign a national security disaster.
11:06 pm
we ought to be less dependent probity to be diversifying our supply chain instead the president is making it worse by shutting off mining for critical minerals in the united states. while forcing people to buy expensive electric cars. he is making us poor he is making china richer and it is going to get worst next week when he sends john kerry to china to continue this surrend surrender. shannon: the fact is our economies are interwoven american businesses have a norma's interest there in china. so how do we coexist? we see the buy demonstration officials goings in the trying to reopen communication. but it is important for things like avoiding a military misstep. but american interests are very much tied up in china as well on many fronts. >> it most certainly rp china is watching very closely what we do at all fronts but specifically in ukraine. because as we know china and putin have said there are no limits to their friendship. they both view the president as weak and indecisive.
11:07 pm
china, you talked about militarily they are gearing up significantly they are looking at taiwan. taiwan needs the weapons and technology to occupy themselves this is a time for the united states to be showing strength, not this slow surrender i see from this a ministration. shannon: attack by a grade this week the president is headed to nato the going to talk abut inclusion of sweden, potentially joining that alliance. but also their conversations about nato welcoming ukraine at some point. a couple foreign policy analysts riding in foreign affairs under this headline do not let ukraine join date out said this. if ukraine were in nato the u.s. will be pushed to come to ukraine's defense by deploying troops. and even threatening to use nuclear weapons on ukraine's behalf. american policymakers may hope to deter future russian aggression by create a path to into it nato but doing so creates a real possibility of drawing the united states into a what biden has called a world
11:08 pm
war iii scenario. so how does the u.s., how does it nato balance is very real concerns? >> first and foremost this is what the president needs to do with nato. he's to hold their feet to the fire. 500 days into the war of all the money that has been contributed the united states hasn't doubled what all other nato countries have done combined. of the 38 nato nations only seven aren't meeting their commitments to a 2% of the gross national products. that number has dropped since joe biden's come to office. i think it is very important for the president to point out all of those countries are a lot closer geographically to putin. they are from much more vulnerable. putin is not going to stop until he is stopped. the president is to say that loud and clear at nato this week. shannon: president biden has said putin's calculation was that with this attack on ukraine happen it could potentially splintered different allies in
11:09 pm
nato. but nato is stronger and more unified than it has been in a very long time. do you give president biden any credit for keeping the coalition together, for being the leadership voice? >> i think is important nato stay together and we act in unity but nato has to be held accountable and do more. we cannot shoulder this burden alone nor should we pray there's lots of support in congress for ukraine it is for technology, it's for weapons, it's for information is not for troops for the best thing we can do now is step up i see the president doing that note the cluster bombs. i support those sprayed this should have happened long ago russia has been using those for a long time. it just doesn't seem to me, shannon, there is so much delay in the activity of this administration and ultimately getting to ukraine what they need but it is taking too long. the president has this misguided fear that any time we send anything to them it is going to just add to escalations in ways
11:10 pm
putin will then attack more. the economist magazine this report in the last year the russians, putin have fired 10 million, it is an astonishing number of shells into ukraine. and by so many of these delays we've had in this administration has just prolong the war and added to increase death. shannon: do you think ukraine should be invited to join nato at some point? >> every time i visit with president zelenskyy it brings up this issue pretty think he may want to come out and should come out of this meeting seeing a pathway to joining nato. what steps they need to take only after this conflict with russia is over. shannon: i want to estimate the cluster munitions very controversy appeared number allies have come out and say they ban these weapons they do not think we need to be supplying them, the u.s. to ukraine. congress' head language in the defense appropriation saying we cannot send out these cluster munitions that had a dead rate
11:11 pm
higher than 1% rate meeting some bomblets some does not explode but it is out there so we could happen upon it later it could be tragic it could be deadly for years to come. the white house says are going to go around essentially using the foreign assistance act. it is going to go beyond what congress has said is the 1% limits, is it usurping your power is the lawmaker and then standards you set for these weapons? >> you know i voted against that bill back in 2000. i support the use of these weapons russia has been using them all along. i think this fills a gap the folks deed in ukraine, in their battle i wish they would have had them sooner. but right now, shannon conger's the house and senate are debating the national defense authorization act. that discussion will probably be part of those debates as we come to vote in congress again for. >> all right senator barrasso good to see think of your time. now we talk to the other side of the aisle senator tim kaine of

11:13 pm
anything from these meetings are latest fox news poll shows that 57% of americans disapprove of how the president is handling foreign policy. what are weakening from this relationship with china? how would you manage it differently if you would? >> will shannon, i am not sure we are getting a lot but you have to communicate for the two most powerful nations in the world have to communicate to avoid unnecessary escalation and risk. nobody in the united states want to see it unnecessary military skirmish with china. that is why communication is so important. communication does not guarantee a positive outcome but the absence of communication does. here is what we are doing even if china is not giving we are building stronger taiwan, helping it defend itself to unprecedented levels. we are forging a partnership with australia and the uk in the end of pacific region to provide more democracy, support for democracy in the region. i'm going to be at norfork at at
11:14 pm
the naval base this week with officials from those nations to talk about what we can do to strengthen our combined defense in the region but what we have shown with nato is our alliances are second to none we are strengthening alliances and that is very obvious to the chinese they are very worried about it and we are strengthening taiwan which is what we need to do >> you mentioned nato office of the present is headed the issue of sweden's admission has been held up frankly turkey and hungary in a couple of your counterparts are blocking various arms sales to them. you have waited on that thinking sweden should be admitted how far should the u.s. go and getting tough turkey, with hungary? >> we need to do this. member secretary esper trumps final secretary of defense said president trump's plan was to pull out of native if he got a second term. he is running for president that will be a live threat.
11:15 pm
look what happened with nato since the war in ukraine began. it has strengthened it has shown it can work together and his surprise vladimir putin it has grown in lent is in nato and president biden will be there to celebrate their secession. it's hard to predict some pre-presidential election. campaign style opposition. but i'm really glad president biden will have the chance to go to directly to him at this nato summit. access to sweden. they return some prisoners to ukraine that that prevalent very, very mad. they have shown they want to help in the situation in ukraine and i think you are going to see a positive decision on sweden soon. shannon: asking whether it ukraine should be admitted to nato a little bit more from the
11:16 pm
foreign policy piece i read early. admitting ukraine tonight it would raise the prospect of a grim choice between a war with russia and the devastating consequences involved or backing down and to evaluate security guarantee across the entire alliance. is it in that u.s. interest is in nato's interest to admit ukraine? >> it kind of figures make colleague senator barrasso on this for the focus right now should be helping you create with this or that should be the focus. we needn't complicate it with other matters. russia's narrative is the west hates us. that's what they are trying to tell their citizens, to light and cover up the fact they have engaged in this illegal invasion of a sovereign nation. ukraine coming into nato right now with further the false russian narrative. this is a war to protract ukrainian sovereignty against an illegal invasion committed by a dictator who is committing one human rights abuse after the next. let's focus on helping ukraine win this war and then we can
11:17 pm
talk about matters like made out and other important matters about ukrainian alliance with western democracies. shannon: the president said part of helping them to send these cluster munitions you've seen a backlash, a lot of folks out there not happy including many of our allies. a cup of your senate colleagues one form at one current both democrats write about this they think is a terrible idea. they say sending cluster munitions ukraine would not only reverse decades of u.s. policy in practice it would also kill more civilians and exacerbate the very problem we are seeking to address when we provide millions of dollars for ordinance clearance talk about the duds that are left later that may later activate. where are you on this? a lot of our allies include two thirds of native do not want us to do this. >> and shannon, look i share this concern. there is an international convention against use of these cluster musicians it dates back to 2008. the recent prohibition was put in place as you have described
11:18 pm
is that these are kind of munitions that can lead to some downstream risk to civilians. now, let's acknowledge we would not even be here if it were not for the fact that russia is indiscriminately using cluster munitions to target ukrainian civilians. that is obviously not what ukraine is going to do for the not going to use these munitions against russian civilians and rather than maximizing harm to ukrainian civilians they have given us a variety of assurances they are going to do this in a way that focus on russia military but minimize risks to their own people. i would still say i have several qualms about if there is international prohibition and the uss but here is a good reason to do something different it could give a green light to other nations to do something different as well. it causes me some concern but i do appreciate that the biden administration has really grappled with the risks and reached agreements with
11:19 pm
ukrainian military about using these munitions in a way to dislodge russian military while minimizing risk to ukrainian civilians progress a few points of agreement between you and republican counterpart this morning on "fox news sunday" so center thank you for coming for the conversation. >> glad to be with you, shannon. shannon: federal judge cracks on the link between the biden administration and big tech comparing the u.s. government to the orwellian ministry of truth the justice department is bowing an appeal up next will ask our sunday panel what happens when one person's free speech runs up against another person's idea of

to remain social media platforms have a critical responsibility to take action or to take account of the effects of the platforms are to the american people. >> it's a scary world and bureaucrats in washington d.c. decide what is and isn't true. shannon: white house attorney general of missouri reacting after federal judge blocked the bite administration from communicating with social media companies. the move and responsible lawsuit by missouri and louis at louisiana attorney general claiming the government overstepped its power and limited free speech primarily during covid a. the justice department said it will appeal time to talk about with our sunday group emily compagno cohost up outnumbered on fox news channel, the federalist editor-in-chief mollie hemingway. fox senior news analyst juan williams and josh kraushaar editor-in-chief of jewish and cider. everybody. here's the post "washington post" reported on the judge decision say the opinion says the division between government
11:24 pm
power and corporate power effectively collapsed when the government has so involved itself in the private party's conduct he writes, it cannot claim the conduct occurred as a result of a private choice. emily, you are my fellow attorney on the panel here today what you make of this decision? >> the government has on appeal said the injunction posed a grave danger. but the points, and you erase it there, is that the judge and application of the law soundly knew the grave danger was at extinguishment of the first amendment. and that blurred line between government and social media companies. in that injunction the judge said this is a coercion. this is a self-described partnership between the government and the social media company to the detriment of censorship of americans. and no as well that in the injunction, to the potential of actually extinguishing the first amendment rights of some government officials and their private conduct that was worth it for him to issue this wider 55 page decision that was quite unprecedented in that way.
11:25 pm
keep in mind how this is shaped. we have those on the left is saying if there is a republican president he might commandeer than private companies for conservative policies. but conservative policies are protecting free speech and limiting government intervention that should be a win for all americans. seems pretty clear based on this decision based on the arguments that according at least to the liberal left free speech only matters if it is parroting a certain approved talking points. shannon: that is in the whole concern, josh, tackling by two attorneys estate general there is some collusion to sightless people that u.s. government did out their viewpoints to be out there put lemay on covid. this is a temporary decision will see where it goes and banality. he is very strong language is like i said read the government points to the orwellian ministry of truth. >> are true there many, many abuses on government and the private sector and the social media companies in terms of limiting speech. in terms of saying things about
11:26 pm
covid or the fear over election misinformation that relate lead to abuse as we all know about. i think there is a worry this ruling is too wide ranging and as you just said could limit free speech rights of government employees. look, there are a lot of essential elements read the public/private partnerships. hate speech online, there are attempts are bad actors internationally to disrupt our election and create chaos in social media. there is a need for some of this private/public partnership is the question of where the line is drawn. shannon: emily keyes references but there's a motion filed by the justice department to block this injunction will the case is proceeding pray they say it could be read to prevent the government from engaging a vast range of lawful and responsive conduct including speaking on matters of public concern and working with social media companies on initiatives to prevent great harm to the american people and our democratic processes. how did he think this shakes out? >> the ruling itself specifically said this is not affect government involvement when it comes to lawbreaking.
11:27 pm
so you have heard people shade that detail but it is an important distinction. the first amendment protects americans rights to expression and seek the truth does not protect the government. in fact restraints the government to ensure all americans are free to discuss whatever they want to and it is shocking the breath of information controlled by the government working in collusion with the big tech companies break not just covid. the response to the same and elections but pretty much anything different from in this case, the biting agenda or the biden policies. we also have to member the biggest agent at this information recently has been unfortunately the u.s. government. and officials within the u.s. government saying things like the biden family business, any discussion of that was russian disinformation. that itself was disinformation but that itself affected our election integrity pray this is important ruling to watch. shannon: oh juan, shouldn't people across the political spectrum be happy the government
11:28 pm
cannot limit speech question what if it is conservative government that's calling the shots? >> i think this is the bad decision. got to tell you i stand apart for my colleagues this morning because we know of foreign governments, josh touch on this, are pushing misinformation, disinformation in order to attack american democracy. our ability as citizens to be informed of what is going on. they want to create political, social, instability in our country. they want to divide us racially in this country. we know this. the fbi, the cia, the mueller report and the threat has grown. this week we had a candidate running for president using artificial intelligence, shannon, to create what would you call it image of himself to raise donations and the like. so to me it is no threat to speed him of speech. of social medias to moderate its forms. it is no threat to freedom of debate for government to warn
11:29 pm
the social media platforms. not tell them. not mandate them. but warn them they widen a group in russia is pushing a new wave of disinformation. shannon: if there is a regulatory advantage over these entities that no, the government can make life difficult for them but how much is it a suggestion or conversation or an implication you need to listen to what we are saying? and you know what i mean a wink wink. >> vacant wink, wink at the government violates that and then threatens them and uses extreme power and an abusive way by the social media companies are big boys. there the biggest companies in america. they can go and say hey, these guys are up the bail pay but right now in terms of what both molly talked about crime and foreign interference there is a threat to us. shannon: as you said the opinion does talk about that it's will see where the case goes. another headache aside from the ruling this week, our continued conversations and stories about hunter biden. nbc news reports this, the president does not want to hear about it. president joe biden has made it
11:30 pm
close aides in no uncertain terms he not only will reject any political advice that he tried to limit his son hunter's visibility but that he also does not figure such suggestion spread the message or the sources said was hands off my family. josh, he says if i have state dinners are on the balcony he's my son that's what i'm going to do. >> you can understand of me personal perspective but from a political having hunter biting at that state dinner with the indian leader, with this trip to ireland, he has become almost a regular feature of this white house. i do not think it's going to help this president politically as he prepares for reelection as investigations ramp up on hunter biden's conduct. he is going to be a political headache that keeps on giving problems to the biden ministration. shannon: people are empathetic and expect a son would always be defended by his father. that make sense to a lot of us. national review says this on the edge of the does not want to hear about keeping hunter behind the scenes. the instinctive sympathy that many people have for drug addicts should not be used as a
11:31 pm
shield to deflect from the legitimate concerns that hunter biden was selling his family's name to any foreign entity willing to pay. those are the obligations. but again, emily, how did the we have this conversation with also be empathetic? what support reflects 50% of america since hunter has received preferential treatment from the department of justice the other 50% is not listen to the whistleblower testimony. you mention the state dinner with the attorney general present, that is hard to >>. you add that into the irish professional official trip to ireland when the president defends it as simply being in unconditionally loving father. that is where we are at odds with his teams and his legal team suggestions for the democratic party suggestions and advice and strategy him him running again for president and the notion he continues to deny the existence of a grandchild it really rings hollow and in the recent surge of a company with hunter with the present and's adds additional it was not

shannon: to the campaign trail network former president trump remains the clear front runner among the republican field. half of the dozen contenders for the gop nomination are either current or former governors including our next guest at one of the most vocal critics of the former president. jumping up former new jersey governor chris christie. governor welcome back to "fox news sunday". >> thanks for having me, shannon piglets would start the reality check for at least fox news bubble has two at 1%. new york magazine intelligent has this headlight chris christie is running what is even thinking? they say there is to put it mildly a funder's lack of demand for christie bid among republic of voters. in a much discussed cbs survey in early may an incredible 70% of republicans said they would not even consider voting for christie, by far the worst showing in the field. so are you in this as a spoiler for president trump?
11:36 pm
what is your path forward? people say even if that is what you are doing they think it's a laudable goal but what is the plan? >> no, shannon, we are in this to win. by the way we will have some announcements this week that are going to show people the intelligence is wrong there is a broad and wide demand for our candidacy. and quite frankly with the demand is for is for the truth. the people in the republican party quite broadly across america are tired of having political candidates who are snake oil salesman who just do not tell them the truth. who tell them whatever they think they want to hear at the moment. and then do not fulfill any of those promises. they have lived that in the republican primary. i was there in 2016 when donald trump said he was going to repeal and replace obamacare and failed to do it. he said he is going to build a big beautiful wall across the entire border of mexico and mexico was going to pay for. we've got a quarter of a wall and not one peso from mexico saves one to balance the budget
11:37 pm
in four years and at $6 trillion the national debt. and now yesterday and iowa telling people he would solve the war between russia and ukraine in 24 hours. the only way he could do that is do what he normally does which is been down to vladimir putin and give him whatever he wants. there is a long way to go in this campaign and by the way you talk about polls, at this time in 2015 donald trump was at 4%. i do not think anyone should be worried about the polling right now and so far the announcement this week will lead people to believe there's a lot of support for this candidacy. since you said president quote does not care about the american people. millions of them think he is only guy out there fighting for them. that is their perception tens of thousands of them show up at each of his campaign stops. do you really think you could convince folks otherwise? >> first about tens of thousands don't show up anywhere that's another one of the real big lies that happen.
11:38 pm
shannon: in south could a week or so ago, local estimates of their authorities and officials believe 50000 people potentially big. >> look all you have to do is look at the pictures and realize that 50000 is absurd. i'm not going to get into an argument about that. here's what he does not care about the american people. he droned on for hour and a half yesterday and iowa but he lied about the farm deal with the chinese. they had not even complied with a quarter of what they agreed to donald trump to do in terms of buying soybeans and other things from the farmers and iowa. he spent the rest of the time talking about his own indictment. this is not someone who is fighting for the american people and their future. this is all about his ego. when he cares about the most is trying to undo the loss he had to joe biden in 2020. but since he is a three-time loser having lost the 2018 house of representatives, lost the white house and the senate in
11:39 pm
2020 and in 2022 he wound up losing two more governorships. another seat in the senate and we barely won the house by five votes. when in fact you had a president whose popularity was at 35%. he's in this for himself and himself only he's not in it for the american people and over the course of time republican primary members are going to see that to who want to lose to joe biden again and have an 82-year-old joe biden in the white house let's nominate donald trump. shannon: are one of the few willing to talk about entitlement reform to changes like social security. how do you do that against headlines like this? current affairs said why the right hates social security and how they plan to destroy it. what is your plan? and how do you sell it to people? what you sell it to people because in 2034 if nothing is done there will be an automatic bylaw 24% cut in social security benefits. i want every social security
11:40 pm
recipient out there right now who intends to still be receiving those benefits going forward to seat what a 24% cut in their benefits would mean. we need to look at all the different options to try and fix social security but we do not need to look at raising taxes. we have plenty of taxes right now in this country we need to look at things like the extraordinarily wealthy it need to collect social security? do we repeat need to have worn buffett and mark zuckerberg and elon musk collecting social security and others that are very, very wealthy. and also you look at the age of retirement you do not want to change that for people who are now in the 50s or 60s that would be unfair they would not have time to plan. i have a son who will be 30 years old this fall. if we change the social security age for someone like him and he cannot figure out how to plan for that over the course of the next 35 years he has got bigger problems and worrying about what is social security benefits are
11:41 pm
going to be we need to be real about this but i do not hate social security i love social security. that is why i do not want to see a 24% cut in benefits because we were too timid and too afraid bring this as a another place donald trump says he will do nothing to change it. he won't care because even if he ran again he'll be out of the white house before this cut happens. he would be able to say it was someone else's fault. i want to take on the big problems in this country and solve them for the american people. shannon: let's suck because your background is u.s. attorney i'm interested in what you think about this david weiss, nevitt whistleblower garrett shatley that he and others attend with weiss in october 2022 he sent weiss stated he's not the deciding person on whether charges are filed. but weiss and the attorney general have said he has got the authority to do whatever he wants but should weiss testify should he explain? where do you think there is
11:42 pm
daylight or truth in this conversation? >> listed u.s. attorney weiss has to explain himself and he has to explain himself in publ public. the fact is this investigation of hunter biden and delaware is either a what lie or incompet incompetent. there is no it should take five years to get to a two count misdemeanor tax plea and then dismiss the gun charges. the gun charges carry up to a 10 year sentence. democrats are complying, crying and complaining all the time but wanted more gun laws yet they will not enforce a gun laws that existed. hunter biden should have been charged under those gun laws. add to that you have a two count misdemeanor tax plea that should not have taken all the time that it did. so either david weiss is incompetent and taking five years at to do that or he is not telling the truth and merrick garland is not telling the truth. either way there's a lot more work to be done on this case.
11:43 pm

in 2006 he republican voters made a very bold and strong decision to move away from the older republican party to the new approaches caring about the border, caring about china. having a born policy and the natural interest. they sought desantis was in the mold but maybe without some of the drama or problems associate with trump. his campaign team to have been more of an aversion to the older republican party that republican voters are not as excited about my advice would be if he wants to hang in there and he is definitely the solid number two is to remember why people like him and a focus on taking on the old establishment d.c. but republican voters are trying to move away from. >> fund raising his team is pointing to this massive number, never back down is the impact supporting him. they say this in newsweek as well. the desantis campaign had a massive what her 50 million-dollar hall between his campaign and his affiliated never back down impact far exceed the 35 million those reported by the trump campaign

earlier in the week. it's not leaving the poll numbers in his direction but they say that amount of money coming in shows there is a real tailwind. quick some of the money transferred from the gubernatorial campaign, let's be clear about that. i think it is true gop establishment is very interested in ron desantis. they want him to do well. that is the donors, the conservative media. it is hard to see in terms of the actual numbers, actual voters. we do not see it yet. to me i think back to 2008 with john mccain. he looked like he was sinking but then he came back, can ron desantis comeback question we could think of jeb bush you think of people like john glenn they never took off they never launch and everyone thought they were the front runners. desantis at the moment, i was really troubled this week by the ad he ran attacking trump for saying positive things about gays and transsexuals. you think someone who supports donald trump is going to
11:51 pm
actually change their vote because of this? it also makes desantis less attractive to mainstream voters who are looking for an alternative to donald trump because he seems like he is trying to be or it may make donald trump when he is in the race if you are looking for donald trump he is right there. shannon: the ad struck people as odd there is the sense that many in the pool of canids for gop are trying to run to the rights of president trump. these are cultural issues, the desantis team assays much better equipped to speak to these it's a more natural fit for him than it is for president trump that is your argument. >> often times especially with this particular issue the devil is in the details. the desantis campaign coming out saying this is a nuanced issue it's exactly what we stand for which is government encroachment to be pushed back to reseed even date log cabin republicans cannot say look, we are absolutely for protecting biological and parental rights preserved in the system et

cetera for this however goes too far. often times people say poles do not matter but trends do and interestingly at the end of march she was equal to desantis in terms of under favorability and favorability but the end of june is on favorability is about 45% favorability is 49. he is clearly the second choice he is being trounced in those initial polls by truck. that one or 50 million in contrast even if you take the gubernatorial the hotel from vegas, his donation request another 20 million. that is still 45 million being raised by his pack. nothing to sneeze at. that exceeds what the trump campaign has reported. the other side you have trump the senior center in south carolina and the governor and it really seems like they are dead even but the initial gop polls reflect such a large gap. a point to the gop no matter

what happens be cohesive after whoever the primate runner is finally decided upon. shannon: you mention south carolina's let's talk about this be a lot of attention there. honestly president biden wanted to be the number one state for the primary. it was a turner, josh, for him. 2020 is critical moving forward. both he and former president trump i've had these events for this is how politico describes president trump being their pre-takes over small city a show of force in a crowd louisville officials may have reached 50000. trump barge on the home state turf of nikki haley and tim scott part you knows or talking very little about them and this is their home state by the president quickly follows on after that making his own visit thereto. >> first about trump is the elephant in the room ever since ron desantis got in the race easily expanded his advantage. south carolina should be estate you have two very popular senator and tim scott and former governor and nikki haley neither have gotten traction in their home state. they have a profile but is trump they got tens of thousands of
