headlines in the capital city in lithuania. jacque. >> good morning, bill. certainly sweden is closer but not quite in yet. ill oh he tell you more about that in a moment. president biden said he is not at all surprised that turkish president erdogan dropped his opposition to sweden joining nato and jake sullivan said even when erdogan appeared to shift the goalpost saying first turkey needed e.u. membership. they didn't have any doubt it would happen. they had talked in length upon air force one and sullivan says biden ticked off the lift all the way sweden made good for turkey. it is important to note there is no timeline for this to happen. the administration says there aren't any contingencies on the f-16s from the turkish or u.s. side. officials admitted turkey

doesn't vote on this until the sale goes through. >> the president has said all along he is interested in getting the f-16s to turkey and backed it up by sending the package to the congress and so we'll work with congress on the appropriate timing for getting them to turkey. i can't speculate on the precise day it will happen. only we support it getting done. >> it's also important to note the white house said last year after the president's rose garden event when the u.s. approved sweden and finland's membership the u.s. believe the issues with turkey and sweden could be worked out soon. that was a year ago. ukraine is frustrated that the alliance made clear the timing is not right for them to join with the war ongoing and trigger nato article five. zelensky said vague wording about conditions is added for inviting ukraine, it seems there is no readiness neither to invite ukraine to nato or make it a member of alliance.

a window of opportunity is being left to bargain with negotiations for russia. it means motivation to continues its terror. a big concern for the ukrainians is the day this war comes to an end and their nato membership hasn't been admitted maybe russia could use time to reconstitute its enforces and come in again. >> dana: joining us for more former defense secretary mark esper. i want to combine the question about sweden being able to come -- be part of nato now but ukraine, the president is still saying not so fast. listen to him here from sunday. >> president biden: the united states fully, fully supports sweden's membership in nato. and the bottom line is simple. sweden will make our alliance stronger and has the same value set we have in nato.

and really looking forward to your membership. i don't think it's ready for membership in nato. there is not unanimity in nato whether or not to bring ukraine into the nato family now at this moment in the middle of a war. >> dana: that's a yes for sweden, a no for ukraine at least not now. how does zelensky go to his people and say let's figure out a way to get over this if he doesn't have a path to nato where they feel they would be protected in the future? >> it's a great question, dana. everybody agrees that ukraine should be a member. it's timing and process. most nato allies think they should be in and shouldn't be a difficult process. after all, ukraine is doing exactly what nato was established to do, which was to prevent russia from invading its neighbors and if it did to defeat russia and they're doing

that on the battlefield. it has been washington and president biden in particular who has been dragging his feet on this issue at this point. zelensky's comments are spot on. ukraine should be given conditional invitation to join. a timeline, unfettered by any other processes out there. again, after all they are fighting the fight that we were all preparing for for decades now. >> bill: in the meantime i don't know what your feeling was about the president talking about lack of ammunition. some people say it was a bad move. other people say no big deal. the "wall street journal" takes a different tack. they asked what are you doing about it? why doesn't the commander-in-chief expand u.s. weapons production and stock. kirby says they're on it. do you have information that we are on it and what would be a call to arms literally here? >> look, it's a very big issue not just to the war in ukraine now but in terms of preparations for a possible conflict with

china. buying munitions is not the sexy part of defense budgeting and that's why for many years it has been under funded or as we would say designed to operate at the efficient level just in time as compared to just in need. i think the pentagon has been a little bit slow, too slow, but that's -- a lot of that is what the white house is wanting to commit to in its annual budget. for two years i believe the biden administration has under funded d.o.d. they have been just at inflation or in the last case below inflation. of course, congress has a role here to play as well. they have been stingy with the dollars. concerned about the long-term multi-year munitions buys. both the congress and the executive branch are culpable here but i put the onus on the white house for this matter. it's preparing for china.

>> dana: do we have the capacity to provide more ammunition to the military? supply chain issue was something two years ago. is that no longer the problem? >> i worked in the defense industry for many years. i know this well. what they need is a clear signal, a clear demand signal. contracts and money. then it takes time to ramp up. you have to hire and train workers, you have to build plants, you have to get long lead items. these systems are not simple ones we think about from world war ii. in many cases it takes several months if not years to build a high-end missile. we have to start now. all the war out there tells us a conflict with china, long range anti-ship missiles of multiple types will be a key ingredient for winning. we need to get on this now. we don't have time to doddle. >> bill: thank you for your

>> bill: 15 minutes past the hour. both parties raising concern over the impact of a.i., artificial intelligence, and social media on next year's election. house republicans are seeking to ban foreigners from donating to political nonprofits before the big vote in 2024. hillary vaughn is watching it live from the hill. what are you doing? good morning. >> good morning, bill. house republicans want political parties to swear off this dark money in 2024. this house bill would make it harder for foreigners to funnel money to their republican and democratic causes using nonprofits as a loophole to get the money to their political party causes and give that party an advantage in elections. democrats have made it clear dark money is a dirty word for them. publicly disavowing donations from corporations and

billionaires. 2020 democrats were guilty of using it to influence elections. according to the "new york times" 15 of the most politically active nonprofits that benefit the left spent more than $1.5 billion in 2020. compare that to the 900 million spent by the top 15 nonprofits spending on republican causes. it is not just the democratic party as a whole. president biden gobbled up dark money donations in 2020 way more than former president trump's campaign did. according to open secrets biden's presidential bid drew more than $174 million in support from anonymous donors. six times more than what trump raised from dark money in 2020. the house proposal cracks down on nonprofits directly funding election boards, a response to zucker bucks that gushed millions of dollars to election boards in 2020 which republicans say funded ballot drop boxes in overwhelmingly democratic areas.

so they say. we haven't used that in a while. also in the news david weiss trying to set the record straight once again. he said he never requested special counsel status in the hunter biden investigation refuting for the third time a key allegation made by an i.r.s. whistleblower. fox team coverage. byron york is standing by with analysis. first david spunt at the justice department. >> in his letter to senator lindsey graham yesterday the third letter to congress he said once again he was in charge of the probe. he never requested special counsel status and he was able to charge hunter biden anywhere in the united states he wanted to if he deemed necessary. he clearly indicated he did not think it was necessary. he wrote in part i was assured that i would be granted this authority if it proved necessary. this statement is in direct conflict with the multiple statements i.r.s. whistleblower gary shapley has said publicly. he said he was in a meeting with weiss and personally saw him complain about not having

control over the investigation. watch. >> i even had him repeat that because i knew how important that fact was and i wanted to make sure i understood it. >> weiss included a curious line in his better about an fd1023 form. a form used to record allegations made by bureau sources. republicans and democrats saw a partially unredacted 1023 formulas month that includes a claim that then vice president joe biden accepted a bribe for a policy change. senator graham asked weiss about the 1023 document and weiss wrote the following about it. your questions about allegations contained in an f.b.i. fd1023 form relate to an ongoing investigation and as such i cannot comment on them at this time. sparks a lot of questions. we reached out to a spokesperson for david weiss and said the letter speaks for itself. hunter biden has his plea hearing july 26th in a few weeks

in wilmington. >> bill: byron york, nice to have you back on the show. looking at some of the names. we can put them on the screen for viewers what foxnews.com is reporting about the emails trailsed back to the time when joe biden was vice president. that would be between members of his staff and hunter biden. a lot of names are familiar. they've been in joe biden's orbit, i think you could argue for a decade. jake sullivan, antony blinken. his wife, evan, ron klain. you see the names. can you put 2 and 2 together and make sense to where it's going? >> well, what they are showing is that hunter biden had a lot of connections in the obama white house. and he has connections in the biden white house. it's not just his father. it is all these people like antony blinken, the secretary of state. jake sullivan the national security advisor that hunter

biden has crossed paths with back when joe biden was vice president. they've worked together and these are people who might, if they were a big investigation, know something about hunter biden's international business dealings, which are at the center of the house republicans' investigation into hunter and joe biden's finances. >> bill: ultimately you have to wonder whether or not republicans can crack this case. we have had a gentleman on last hour who represents the whistleblower and lindsey graham was on with sean last night had a fair number of questions himself. watch here. >> they said the answer to my letter by mr. weiss to say case closed. i wrote the letter. i want to know what happened. who did you talk to to dismiss the allegation? how did you dispose of this allegation? i do know this for 1,000 percent for sure, that the f.b.i. and other department of justice officials briefed mr. weiss and his team about the 1023. >> bill: my only guess is if you

don't have the paperwork, you need the testimony. and how long can weiss push back on republican lawmakers on the hill and not appear? >> not a whole lot longer given that republicans actually control one house of congress. republicans -- what they suspect here is that weiss is being lawyerly with them and that weiss was, in fact, barred from pursuing an indictment of hunter biden in other jurisdictions, most specifically the district of columbia. some are asking now wait a minute, u.s. attorney weiss, if you had the freedom to indict hunter biden anywhere, why didn't you indict him for felony tax evasion in the burisma case? that's the case that the i.r.s. whistleblowers say was the biggest, clearest, most important in which hunter biden was paid all that money, you remember, from being a board

military nominees. the move is in response to the pentagon's abortion policy. the protest leaving the marines without a confirmed leader for the first time in 164 years. pentagon spokesperson sabrina singh is here. the policy as i understand it the pentagon says it will pay for the travel if somebody wants an abortion but has to leave the state to go and get one? >> thanks, dana for having me. our policy hasn't change for what we'll cover for reproductive health. when the dobbs decision came down early in the year states made decisions that impacted our service members. to assure equity across the entire department we do allow our service members to travel outside of their state if their state has restrictive reproductive health access. nothing about what the d.o.d. covers in terms of abortions or reproductive health has changed. this policy that senator tu

tuberville is referring to has been in place. the senator values the importance of the military. what he is doing and holding up are general officers who are apolitical who served multiple tours overseas and damaging for our read enes if these officers aren't confirmed. >> dana: if the policy has been longstanding the dobbs decision comes in. he is a new senator and he is saying the power that he has is one where he can make a hold. what he is asking for is a vote. senator schumer is majority leader in the senate asking senator schumer to give him a vote on abortion policy and he will drop the holds. has d.o.d. pressured or asked senator schumer to just go ahead and have the vote and everybody can move on? >> that's really a question for the senate. what the department is really

focused on is making sure our general and flag officers are confirmed. that's really a question for senator schumer's office. we aren't pressuring the senate in terms of what they -- what legislation they bring to the floor. what we are doing is making sure that democrats, republicans, independents know that these holds have an incredibly damaging and harmful impact on our military for being ready. you cover it on your show. europe is facing a threat from russia, facing the rising threat of china. we have to have our best team in place to meet these growing challenges every day. so the holds that the senator has on our general and flag officers is incredibly damaging to our military for being ready. >> dana: is our military ready today? we're asking people to do two jobs. just yesterday and over a

century we have not had a commandant being senate confirmed of the marine corp. we will have an acting commandant wearing two hats in that role. so, of course, our men and women will always step up. but it does impact read enes. if you were to step into a role and do two jobs at the same time you are stretched thin. that's what senator tuberville is asking our military to do. >> dana: going back when i first started on the hill back in 1995, the hyde amendment. that is something that has been in place for a long time and basically says this. it prohibits the use of public funding to cover abortion, exception else are available for rape, incest and danger to the life of the mother and goes on to say that the annual funding restrictions are for the departments of labor, hhs,

education, etc. so this is one of the things that has helped govern the country for a while because you do have a significant number of people in america who believe that abortion is wrong and that it is the killing of a life. they don't want their taxpayer dollars to go to that. that's how you have had this bipartisan agreement for a long time, the hyde amendment has been in place and now you have tuberville saying this in a letter to secretary austin. he said it is my conviction this proposed policy change the illegal. circumvents congress and exceeds your authority. you are saying there is no policy change and what tuberville is saying it is still illegal. let me add one other thing. there are 45 co-sponsors for tuberville's position. and i just learned that the house of representatives is going to have a vote on this. it is likely to pass and so given that, again i just go back to the idea i understand there is pressure an tuberville to

drop the holds but he is saying i'll drop the holds if schumer gives me a vote on the policy. is that a compromise that d.o.d. could support? >> well again that's really a decision for senate leadership. that's a decision for senator schumer. i can't speak on behalf of the senate leadership. i will let that decision be made at the senate level. what i can speak to is exactly what you said. our policy has not changed. we are bound by the hyde amendment. what happened was we're allowing equity for service members all across the country who serve in different states. >> dana: may i interrupt quick? if you change something for equity, doesn't that have to go back to congress? >> no, again we're in compliance with the law and we consulted with d.o.j. and full compliance with the hyde amendment and our policy. >> dana: sabrina singh, you are great at what you do and appreciate you coming on the show and see how it goes. i know everybody cares about the military. let's all work together and see
