game. we begin with the high-stakes summit where nato leaders are discussing a possible place for ukraine in the alliance's future. kevin corke has all the latest developments including what is upsetting ukraine's president. >> kevin: as you know from your time covering previous nato summit, there are lots are one-on-one breakouts of the sidelines. so this is hardly novel. but very few in recent memory will be as anticipated as the one that is set for tomorrow between president zelenskyy and our own president biden. the meeting comes against a backdrop of controversy given by the prophets recent decision to send cluster munitions to the war-torn country which a number of nato members have effectively banned because of concerns over the weapon's ability to harm civilians. the audience comes after mr. biden said ukraine was not ready for nato membership. so if you have been following the story for a while, that

means reading which has finally cleared its last hurdle to receive nato membership is in while ukraine is looking for concrete path to a said. the group's communiqué declared yes, ukraine would be divided to join the alliance but it was remarkably vague and apparently mr. zielinski noticed. tweeting it is unprecedented and absurd when a timeframe is not set. neither for the invitation nor for ukraine's membership. there is that. secretary of state antony blinken said today that ultimately it is your career -- it is that ukrainians who have to decide when to bring the war with russia to a close which is a curious proclamation, certainly experts would say as much. he did at the visitor that the u.s. would continue to help for as long as needed. is one of the many topics i suspect that will be discussed on the sidelines tomorrow. >> mike: kevin corke starting out us live, four -- many thanks. let's bring in daniel davis, a

senior fellow and military expert. welcome. >> daniel: let thanks for having me. >> mike: let's start with what zielinski had to say today. there's no readiness to invite ukraine to nato in order to make it a member of the alliance. a window of opportunity is being left. nato in negotiations with russia. and for russia, this means motivation to continue its terror uncertainty is weakness and i will openly discuss this at the summit. does that sound a little ungrateful to you after all the support ukraine has received? >> daniel: look, ukraine is fighting from the front lines. nobody disputes that. but the united state -- to say they have bent over backwards is an understatement. you are talking thousands of armored vehicles, millions of artillery shells, intelligence targeting data. everything basically except for actually pulling the trigger on these things we have given not really our live just absolutely given them and to have that kind

of treatment come in, i don't think it is appropriate because there is no way that the united states is going to bring in ukraine who is at war with another nation and then give them article five guarantee which almost immediately draws us into a war with a you -- nuclear armed russia. for him to make that statement makes it look like he is not aware that there is not going to happen and it is inappropriate and we are not going to do it. to ill-begotten takes biden is going to do it. >> mike: nikki haley wait in on the issue today. let's play. >> i think he made putin's a look at what is happening. they are missing the exact strategy that could end this war. the key is there is no reason ukraine should not be part of nato. nato has been a 70-year success story at keeping russia out. >> mike: she is contrasting president biden's vision for the war, right? >> daniel: with all due respect to the ambassador, that is not going to end the war. you bring ukraine into nato right now or anytime in the

foreseeable future, it is probably going to draw us into war. it is definitely not going to stop putin. he is already fully engage in a war with ukraine which, by the way, he started because we are going to put ukraine in nato in the first place. so that is not going to stop him. look, we have to look at this. the only reason you should ever let someone into a treaty alliance is if it is going to be mutually beneficial. if we are going to be more secure with ukrainian, and no one can argue that because our chances of going to work will be higher, not less. so we can continue to help ukraine but we are not going to put american national security at risk in order to help ukr ukraine. >> mike: president biden was speaking to. turkish president audubon. let's play that. >> i would like to take this opportunity to wish you the best of luck. >> president biden: thank you very much. i look forward to meeting with you in the next five years. >> five more years? >> we will see if the american people agree with that.

that he is not as perfect person they may have propped him up to be during the 2020 election and i do think you see in situations like that, you know, he came into office promising to restore sanity to be the adults in the room and you see things around the world sort of going, you know, in a hanna baskin is where it is not what he promised. and that is reflected in the polling. people don't approve his handling of the economy and it is falling apart now and they are realizing it may be a little too late. >> mike: what do you make of it? >> kevin: there's going to be prognosticators especially on the democratic side. that is what we love to do as democrats. 15 months away from this election. calm down. guide won 8 million more votes than the last guy. it is tough to take out an incoming president. he is leaving the free world right now on the sidelines and nato breaking in sweden, clearing that entrance into nato and now we are 32 member fighting force against russian aggression. hopefully keeping them at bay from inpatient -- invading

another country. he is the commander-in-chief fighting for us and we got 15 more months to adjudicate this and we will see who the republicans put up against us. >> gentlemen, thank you very much. law enforcement officials are following up on tips related to escaped inmate michael berman who broke out of a prison using a rope and she's. police say he is a survivalist and likely still in the area and maybe getting help. correspondent marianne rafferty joins us now with the latest. hello, marianne. >> marianne: it is day five for the hunt for michael burhan with few leads but officials remain positive and determined. >> we have structured this investigation and manhunt in a way that it is very sustainable. that is my message to abraham. we are not going away. we absolutely will be incarcerating you again. it is only a matter of time.

>> marianne: public has been learning more about burhan's troubling record. he said this car on fire back in may and according to a criminal complaint, filed by the fbi, they also say he tried to break into the home. all this happened the same day as his ex-girlfriend's wife was shot and killed after burhan was named as the suspect, police say he kidnapped an elderly couple and stole their car. he is on the run again and officials say he is most likely somewhere in the surrounding rural areas receiving outside help. residents in nearby towns are still on edge. >> our doors will be locked. i'm not going to be terrified. i will be cautious and hope everybody else will be. >> marianne: over 200 officers are involved in the hundred now and police say burhan's entrance is going to run out and in the meantime, anyone who sees anything suspicious should be immediately reported to law enforcement. mike. >> mike: thanks very much.

the spring and former fbi executive assistant director joshua skule. joshua carter a welcome. >> joshua: thank you for having me. >> mike: and more than 150 officers are hunting with survivalist skills. is the second time in the last two months that burhan has alluded police. he spent in nearly two weeks on the run as a suspect in hodgkin's murder initially kidnapped an elderly couple as officers closed in on him. how long can this guy last on the run? >> well, i say this search very differently. first of all you have an increase of approximately 50 officers added in the last day or two. police have a sustainable approach although he is reportedly getting help. the police can go 24/7, the suspect cannot. for here is an update from pennsylvania state police. >> investigators remain

convinced that burhan remains in this general area. as i have indicated previously, we are aggressively following up on all leads. numerous federal partners and adjacent states are working very hard closely with us on this matter as we work to ensure the safety of the public. >> mike: how big is the search area, josh, and what changes that? >> joshua: so the search area has continued to widen. we have reporting of him getting initial help near the prison. he is a survivalist going deeper and likely deeper into the rural areas. to continue to go -- follow up on leads. that is why they brought in additional offices. this also makes command-and-control very difficult for the pennsylvania state police. and they must ensure that there's no blue on blue and make sure friendly forces know where they are each operating. >> mike: thathat is a good poin] how optimistic are you? how much longer do you think this goes.

>> joshua: i would say that i'm not sure how long it would go. he is a survivalist. he has been trained. i'm confident in the police agencies that are out there and the confidence in the pennsylvania state police. i think this will be over sooner rather than later. >> mike: are you baffled at the sky was able to escape? >> joshua: i am baffled and i think we will learn more from that investigation. i think that we will learn how the jail was maintained and whether or not there were resources applied, what were the maintenance problems and certainly some of the reporting out that there were surveillance issues, internal to the jail. it will be coming out with an investigation. >> mike: josh skule, thank you for your analysis. >> joshua: thank you. have a great night. >> mike: first up, down and dirty brawl broke out in an upscale australia -- las vegas casino. it was not the usual suspects. four women, some of them very scantily clad, recorded on video attacking each other next to a

poker. >> the hotel. the cause of fight is unknown at this time. also in sin city on tuesday, hodges -- a hostage situation after a man who claimed to be armed barricaded himself with a woman inside a hotel room and caesars palace. las vegas police said they were called to respond to a domestic dispute -- disturbance that involved a suspect throwing furniture from a broken window into the pool area. swat team was able to and the room and take the man into because the. police are still searching for a suspect they say robbed a mesa, arizona, toy store in april. security footage released justyce martin shows a man and three teddy bear l presoak and holding employees and customers including children at gunpoint. the suspect was believed to be in his mid-to-late 20s fled after getting the cash he demanded. seattle is hosting tonight's and will be all-star game. but it is not just players from the national and american league facing off in t-mobile park. the city's homeless population has a message for officials

after they cleared out their camps just in time for the big game. correspondent matt finn joins us now with the latest. hello, matt. >> matt: the city of seattle hosted that all-star game tonight but this evening's game came to the city at a time when it is plagued with homelessness. rv encampments and brazen drug use. seattle spent nearly $2 million cleaning up graffiti and putting up baseball themed murals and last week the city cleared out a bunch of rv camps and tends just blocks from the stadium. homeless people living in rvs in seattle so the neighborhood were notified they had to move. but soon after, fires cursing out the mayor were circulated, calling up people to move their rvs even closer to the stadium for a protest. but they tell fox news they did not end up seeing any rv camps or protests. >> they did a good job. they spent a lot of time in the last few months cleaning it up

group found student progress installed during the last school year. looking at test scores from 6.7 million public school children grades three through a, and weaa researchers estimate the average student would need an additional 4.1 month of instruction to catch up in reading and 4.5 months in mass. >> much like carrying a debt would compound the interest, by failing to get kids caught back up in previous years, we are seeing that told from the pandemic is impeding kids' ability in the current year. >> jonathan: although the study takes a nonpartisan tone, republicans are pointing fingers at the teachers unions which helped shape pandemic policy. the two leading unions contributed more than $66 million to democratic causes in 2020 and increased democratic share of their political contributions from 97.8% that year to 99.6% in 2022 according to the independent watchdog open secrets. >> expectations were systemically lower and as a

>> corey: this was after we dumped $190 billion in so-called covid relief into the public school system and the results have still been sliding ever since the pandemic. we need a bottom up approach. we need real competition allowing families to vote with their feet and just today, another poll came out from real clear opinion research finding 71% of americans supported the concept of school choice including super majority support among republicans, democrats, and independence. so competition is the only way to fix this problem in the school system. >> mike: next topic, comp compee in higher education. great deal of confidence has dropped to just 17% while some in very little makeup 62%. what is your assessment of why confidence in higher education is down significantly? >> corey: the higher education institutions are more about ideological conformity than anything else.

this really goes to show you in the same poll, the biggest drops were among republican respondents in the gallop poll. so this, you know, the left has really infiltrated these institutions of ideological conformity and at the same time, you have biden still pushing to forgive everybody's student loans which just goes to show you that they are not really delivering a type of education to be able to pay off these loans. so i take taxpayers across the country are fed up with dumping hundreds of billions of dollars into the higher education sy system. >> mike: democrats are worried about the soaring cost of higher education. final word from you, corey? >> corey: look, the costs are going to go up if you keep subsidizing it and that is why we are seeing tuitions rising in the university system as well. students can take other approaches. they can get a job for 4 years, avoid the debt and get some job experience and pay.
