statement on ukraine saying it would invite the country to join once certain conditions are met. the statement is drawing a furious response from zelensky calling it unprecedented and absurd. >> bill: you have the u.s. and other countries hesitating to admit ukraine while at war with russia. president biden argues it will trigger article five that would plunge the entire alliance into war with moscow. >> dana: nato's response plays into russia's hands according to zelensky giving russia more reason to extend its bloody invasion. general jack keane is standing by but first let's go to mark meredith at the white house. >> the white house says today president biden and his fellow g7 leaders make it clear they stand with ukraine providing more military assistance in the weeks and months to come. still for ukraine's president it may not be enough to satisfy his immediate request for immediate nato membership. u.s. and allies say they're ready to commit the resources to

insure his military is trained and supported for years to come. g7 announced additional resources to help bolster ukraine's economy and government. today zelensky appears somewhat happy with the offer and tweeted within the last hour, quote, security is something that is an obvious deficit now. cooperation of all partners in nato is something that will fill the secure deficit. ukraine is and always be a donor to our common security. before arriving at the summit zelensky urged nato leaders to allow his country to join the alliance as soon as possible. the biden administration fears it would drag the u.s. and others into direct conflict with russia. they're meeting with a one-on-one discussion. a friendly but frank conversation. >> president biden will do what he always does.

be straight forward and say to president zelensky, this is my rationale for the decision that nato took yesterday and this is the support that the united states will provide you in very practical terms. >> while the aid package is meant to reassure ukraine the u.s. and allies stand with him russia will do little if nothing to end the conflict. we heard from the powerful security council there that assistance will only bring the world closeer to world war iii. >> dana: mark meredith, thank you. >> bill: another big story you'll watch with us together. a highly-anticipated hearing on the hill about an hour away. f.b.i. director christopher wray will testify before the house judiciary committee marking his first appearance there since republicans won control of the chamber. congressman jim jordan out of ohio with us now, chairman of the panel. just a few days ago you were about to subpoena wray. that went to the side.

i'm looking at the list of grievances earlier today. it's long. where do you start? >> well, i think you start at the fact that this is the f.b.i. that investigated moms and dads showing up at school board meetings saying they were a terrorist element out there. ridiculous. the f.b.i. the rich edmonton field office put out a memorandum saying if you are a pro-life catholic you're radical and spied on a presidential campaign and raided the home of a former president and the f.b.i. cited eight days ago on july 4th in the federal court opinion from the western district of louisiana cited censoring american free speech rights. those are questions we ask about i'm sure. this is also the f.b.i. that wants a new headquarters, the very people they censored want them to pay for them to get a new headquarters and wants section 702 of the fisa law reauthorized even though they illegally scrutinized 204,000 times that database.

there are lots of things we need to ask wray about. i hope he gives answers to those questions and doesn't stone wall like he has done on some other things. >> bill: ten topics. >> dana: we have an excerpt from his opening statement. i won't read the entire thing. the gist is he wants to focus on the work the men and women of the f.b.i. do to protect the american people going beyond the investigations that capture all the headline. violent crime. last year they arrested child criminals and predators. we've already seized hundreds of kilograms of fentanyl or thousands of active investigations into the chinese governments efforts to steal secrets and scratching the service. i imagine you agree with all those things and especially the men and women on the line. so there will be agreement there. how can you figure out a way to get him to not just talk about that but to answer the actual questions that you have on

oversight? >> he is going to get pressed by republicans on the real questions. the questions american people have. four out of five americans think there is a double standard, two-tier system at the justice department. because there is. that's the concern. not the rank and file people. those guys are doing good work for the american people. two of those guys who retired now work for house republicans on the judiciary committee providing valuable insight and great work. we appreciate their efforts. the problems are in the headquarters and washington field office. here in d.c. where the problems are. those are where our questions will be focused. >> bill: the rubber meets the road on this. wray was appointed by president trump. a man you are supporting to come back to the white house. do you think in your heart that christopher wray is the guy driving a lot of you are problems? >> this all happened under his watch. he is the guy who created the foreign influence task force. they were cited in the federal

court's opinion involved in censoring american speech. the guy presided when they raided president trump's home 90 days before a mid-term collection and presiding over the f.b.i. when the rich edmonton field office put together a memorandum to put sources inside the catholic church to snitch on parishioners. you have to be kidding me. that happened under his watch. i don't think it matters who appointed him or not. we want to know about all the things that have taken place and stop him and give congress the answers. think of the 1023 form. he wouldn't confirm whether it existed and said it did and you can't see. we'll let you see it and only redacted. finally he let the committee see it in a scif. the whole country should be able to see that form. let the american people see what's going on here. again, all those subjects will be brought up in today's

hearing. >> dana: a quick question about the f.b.i. headquarters. when i worked on the hill way back when they have wanted a new headquarters. this has been a long time in coming. an interesting idea that got our attention that there is a proposal that maybe this new f.b.i. headquarters should be in huntsville, alabama. why would that be? >> 20 to 30 divisions are already there. there is an airstrip there so wray and his plane can land there if he needs to. why do you need to spend taxpayer money? they'll pay are you to get a new headquarters in maryland or virginia? i don't think so. the speaker has been clear that republicans will not support money for a new headquarters here in the d.c. area. >> bill: thank you for your time and we'll wait for it to begin at 10:00 a.m. eastern time. could go many hours today and we'll be watching. thank you, jim jordan for being with us. >> dana: fox news alert. cyberattack targeting email accounts at two dozen

organizations including several u.s. government agencies. hackers exploited a weakness and came from a suspected chinese espionage group. beijing has rejected such claims. >> bill: another aheart now. devastation in california. the sun is rising in that state. a landslide causing several homes to collapse that forced evacuations in l.a. county. jonathan hunt near the scene is live with more from there. jonathan. >> good morning to you, bill. that frightening situation for residents in rolling hills estates, about 25 miles southwest of downtown l.a., continues to unfold today. as of yesterday evening, local officials said the ground shifting has begun to slow but it has not stopped. so as well as the dozen homes evacuated over the weekend, they've now ordered families out of five more for a total of 17.

11 more on top of that are being watched very closely right now. as you look at the video, it is extraordinary to see those homes coming down and completely collapsed. residents will never be able to go back to them simply because the grounds isn't there anymore. for those who know the neighborhood well it is a shocking situation. listen to one construction worker who has worked on those homes. >> i was shocked. oh my god, a lot of homes i did remodel their inside and now the whole thing is collapsed and landslide and gone. >> now the frustration for residents is not knowing what caused this. some of them have speculated there may have been a major water leak. they base that on the fact their water bills have been very high in some cases over the last few months. we also had a very wet winter here, bill, and that may well

often thinking about ways to outsmart others around him, calling him an adrenalin junkie who can run ten miles in under an air and struggled with social interactions but never expected he would be a prime suspect in a murder. another one of burham's exs was found shot and killed in new york in may. when and if burham is caught he will be charged in her murder according to prosecutors. she fears the manhunt could play out longer than anyone expects. >> he is a smart guy and loves strategy and loves to think about what he has got versus what you've got. so i think they thought they were dealing with an idiot. he outsmarted them so many times now. i hate that he is on the loose. after what he did to kayla. >> in a few hours officials will give an update on repairs at the jail happening before the end of the week to prevent another escape like this from happening.

officials continue to investigate whether burham had any help from on the inside. >> bill: story goes on. cb cotton good reporting in warren, pennsylvania. >> dana: any moment now president biden will meet with ukrainian president zelensky. this is at the nato summit in lithuania. the two leaders sitting down among a heated dispute on the decision to delay ukraine's invitation into the alliance. general jack keane, i want to get your thoughts on this and get your take what is going on at the pentagon and the holds on officers. first on the invitation. do you think president biden struck the right cord here? >> no, i have think the administration flubbed this one pretty seriously. it caused a divide inside nato that we haven't seen much of in the last year and a half.

let's clear the deck in terms of what zelensky wants. he knows full well he cannot join nato while he is at war with russia. that's prohibited by the charter. he isn't asking for that. there is confusion on that issue. what does he really want? because he is at war with russia, and because no other member who has joined since the colder war ended has ever been at war with russia and they've gone through bureaucratic hoops to get into nato, some well founded. it takes years. he wants an accelerated process and a guarantee of certainty that he will be able to get into nato. that's what he wants. he has got complete justification for that given the fact he has been fighting the very adversary of nato for the last year and a half. it's frustrating to him certainly that that's not happened. what is really going on here? listen, the same issue of dealing with incremental providing weapons from the united states is the elephant in the room. the fear of escalation.

that's always been the issue for the united states leadership that has impacted prompt delivery of advance weapons to ukraine and the issue here that so convoluted this issue and not giving him an accelerated path to nato membership. >> dana: we have some movement in the room there. so the press conference could be begin sooner than we think. on the point about for zelensky and anyone who wants to end the war, some people argue and marc thiessen wrote this week, if zelensky has nato membership in his back pocket he can go to his people and say look, we have protection leading into the future. we have done very well. now let's figure out away to bring this to an end. withholding this invitation, does it mean the war could last for longer? >> yes, it certainly does mean that. it would give him leverage in dealing with putin.

he knows full well at some point there will be a cease-fire negotiation. but he also knows that undercurrent of that for putin is that is just camouflage for him to reorganize, rebuild, and eventually reattack. that is what he has always used cease fires and negotiations for. so that's why zelensky wants accelerated path to nato, a date certain at some point that that is going to happen. we can't give a date to it but the commitment based on the condition that the war ends, and it gives him huge leverage with his own people, particularly if he has to sacrifice some land to end the war. because he has got security in the future guaranteed blanket of security by nato. a huge thing given the suffering that his people have undergone this last year and a half and what they will go through for months in the future. >> dana: i want to ask you something closer to home dealing with national defense.

senator tubeer vile of alabama has placed holds on all these promotions for the military until the pentagon deals with what he says is a change in policy in regards to the hyde amendment and abortion access after the dobbs decision. a pentagon deputy press secretary on the show yesterday and listen to this. >> has d.o.d. pressured or asked senator schumer to have that vote and everybody can move on? >> that's really a question for the senate. what the department is really focused on is making sure our general and flag officers are concerned. we aren't pressuring the senate in terms of what they -- what legislation they bring to the floor. what we're doing is making sure that democrats, republicans, independents know that these holds have an incredibly damaging and harmful impact on our military readiness. >> dana: i asked if the military is hurt in read enes today? she said know but what they are

thinking in the future. how do you look at this? >> the american people see generals and admirals not getting their jobs in a timely manner and roll their eyes and say what's the big deal? it's a hierarchical system. the hold up several hundred officer promotions and the jobs they move into translates down the entire rank structure to thousands of others who are also being held up. that's why the pentagon is valid in making the claim it does begin to impact -- we're sitting back looking at a decision made a long time ago by the pentagon. given the fact that abortion is such a third rail and political issue in the united states. before the pentagon made that executive decision which they are capable of doing in paying for their soldiers' travel across state to get an abortion,

vermont. nate foye is live in the state capital. >> dana, it is certainly a lot better than it was yesterday but definitely a lot of damage, a big cleanup effort underway this morning. the worst flooding the state of vermont has seen in about 100 years, 1927 the last time things were this bad. i mentioned that cleanup effort is underway. this is downtown mount p-- mont pellier. the dam that almost overflowed before the break. things were close to being much worse. take a look how bad they were with this video of the downtown yesterday. where i'm standing right now the main street was a river, dana. a lot of damage to homes and businesses. but i want to show you that dam. it is about three miles north of where we are, the wrightsville

dam was one foot away from overflowing. the drone team is there live this morning. you can see water levels have receded. city official eaves say if the dam overflowed it would have drastically added to the flood damage we see today. that damage is impacting other parts of vermont as well. lot low was also underwater and residents in barry are pumping out water as well. >> the only way to keep the water from flooding the top half was to basically break a hole in the floor and drain everything into the basement. there is nowhere else to go. >> we are expecting a news conference from governor phil scott, as well as fema administrator at 11:30. we expect an update today on that, dana. this area is not out of the woods. more rain is expected in the next two days. a lot of people will be watching

that dam. we'll send it back to you. >> dana: please keep us posted. >> bill: breaking news overnight in iowa. lawmakers passing a ban on most abortions after a heartbeat can be detected, usually about six weeks. they call it is six week law. it passed with only republican support in a long 14-hour special session. abortion advocates protesting the capital yelling shame at legislature. the governor very popular in that state, campaigned on this six-week ban and says she will sign the bill on friday of this week. >> dana: and also meanwhile the gop has locked in january 15th for the first in the nation iowa caucus. all but one republican presidential candidate will hit the trail there in the next two weeks as the race to overtake former president trump is speeding up. let's bring in josh holmes, former chief of staff to mitch mcconnell. january 15th is not that far away. how important is this iowa

caucus, the first in the nation? >> incredibly important, dana. iowa will be the center of the political universe for the next six months. republicans of all stripes want to be in the middle of it. i do. we announced our own show ruthless going there august 10th to hang out with presidential candidates. it's a state where governor reynolds, chuck grassley, joannie ernst have done a ton of party building from the point it went from a blue to red state. huge, vibrant republican community. >> bill: the republicans have their schedule. don't know what the democrats are going to do. do you see iowa doing something on the democratic side that would be not fitting for the dnc like what we're hearing in new hampshire? >> you remember the mess they had in 2020 with their caucuses and screwed it up and they

didn't know what votes were where. the one thing very clear joe biden wasn't anywhere close to the lead. i think given power to the president of the united states urging the dnc to take iowa off the map, which is really what democrats have done in iowa itself. again, this has gone from the blue state to a red state where you have democrats basically abandoning the field. i don't know how they want to deal with it. i know they wanted to put south carolina first because guess what, it's the first one joe biden won, but i think republicans feel confident about where they are in iowa vis-a-vis the opposition. >> dana: one of the things growing in importance is an issue important to everybody, a five alarm fire. the nation's report card. if you look at political contributions from teachers unions it almost all goes to democrats. hardly any that ever goes to republicans. yesterday bill talked to virginia governor glenn youngkin about this as an issue that republicans can force.

watch here. >> republicans got to stop sitting on the sidelines and allowing the democrats to do a better job of voting early. i'm tired of us going into elections down thousands of votes. so securing your vote we have to get out the vote. it is time for us to stand up and make sure our votes are counted. >> dana: what do your instincts tell you about education for republicans. >> glenn youngkin is in the governor's office right now because of it. you look at some of the public employee unions but the teachers unions at large have been a very partisan organization for a long time, right? it wasn't until covid where parents basically got a look under the hood to understand just how partisan this is. i mean, you have this president of the teachers union going to ukraine. the next time i worry about my teacher's foreign policy i'll let you know. these guys ought to teach kids how to read, write, get up to speed. we've been falling down from an

democratic colleagues were crucifying ranks for issues on education and crime. she is with me now. big move here. just so people know, you are in the heart of the city of atlanta and now you have chosen to go on the other side. education and public safety. what do you see on those issues that your democratic colleagues did not? >> what i see is that 3% of the kids can read first and foremost. i also see crime at skyrocketing rates. we do not have time to defund the police and we no longer have time to say it's okay for children to not be able to read. >> bill: those are your two issues. you went on to say many other things as we look at your district in the city of atlanta. i will read a couple quotes, okay? this isn't a political decision for me, it is a moral one. you say the most dangerous thing the democratic party is a black

person with a mind of their own. you went on to talk about black lives matter, then you said but do they? i see every other minority being prioritized except black children living in poverty that can't read. we'll send a million dollars to the border for immigrant services but black communities not even a shout-out. let's expand on those thoughts there and i'm sure you've shared this with your colleagues. what do they say when you approach them on these issues? >> i stand by everything that i said. the democrat party has not been focusing on black americans for quite awhile now. we cannot say that we care about people in marginalized communities if we want to keep them suppressed and oppressed. one of the things that bothered me the most is when i would ask them why are we doing this? why is it okay for kids to not

be able to read? we're in chatgpt right now. what are we doing? their response to me was, we've got to give them hope so they need to just stay where they are. hope is what we're going to give them. in response i would say since when is a lie hope? right? in our community committee meetings, they actually would say that parents of poor children, right, parents of poor children could not make decisions for them. they needed the lawmakers to make the decisions for their children. i completely do not agree with that. i'm happy to be a part of the republican party now so we can address those issues. >> bill: another quote from you. for far too long the democratic party has gotten away with using and abusing the black community. explain that and then tell us

when you knew that you were going to switch parties. >> so a reporter asked me yesterday, the republicans feel this way about x, y and z. and i told her if you look at a black community, there has not been a republican elected there ever. so the problems in that community are not the republicans. we cannot say that the problem are republicans. it is black elected leaders. i am not the only person in georgia, in my district, that feels this way. i am the only one that is stepping up and saying enough is enough. if you really care about black people, the black people that are elected need to do something about the issues for the black people that they represent. >> bill: thank you for your time. we'll follow your career and see where you go next. i don't know if you can get

>> good morning to you. it is new and look, helicopters over crime scenes in big cities across the country is nothing new, right? santa monica has a new eye in the sky they're using. santa monica pd using drones to respond to 911 calls. the fast flying machines usually get there faster than a patrol car. in some cases the drones are overhead in as little as 30 seconds. the drone operators can see what's going on in realtime and communicate with officers on the ground letting them know about potential dangers, whether or not a suspect has a gun. look at some of the incidents including teens with what looked like handguns but b.b. guns. some guys firing an air rifle. the drone and its operator were able to see it was a lighter. santa monica has used the drone for 2,500 flights over the past year and a half. 15 to 20 calls a day. having this technology is a game

changer. >> realtime information and allowing them to go in and deal with the situation. it is a huge advantage for them. relieving their stress, giving them that situational awareness that you couldn't possibly have without this type of technology in play. >> using drones in policing is not going to come without concerns about privacy. santa monica and a handful of other departments in southern california say they only use them to respond to 911 calls and prohibit the recording of video over private homes and any places where people would reasonably expect to have some privacy. legal experts say there should be limits in how they are used. >> what kind of privacy invasion you have? are they using facial recognition on them? are they using night vision capabilities on them? are -- then they should be very clear and should have it documented exactly what justifies the use of a drone.

>> police departments have to have a special waiver in order to fly drones beyond an operator's line of sight. there is only 12 police departments in the country that have that authorization, though more are expected to get it in the future. >> bill: really intriguing story. thanks for doing that. bill melugin in santa monica, california. thank you. >> dana: alarming new data from the tsa. they say more than 3,000 guns are found during security screenings this year and majority are loaded. we're in atlanta at the airport with jonathan serrie. >> if current trends continue the tsa expects to surpass the record it set last year for the number of firearms interceptions at checkpoints. in the first half of 2023 air priority screeners detected 3,251 firearms on passengers or in their carry-on baggage. more than 92% of the weapons were loaded. >> majority simply forgot it was
