is here with how new laws are emboldening criminals but we begin with matt finn, he's live with the very latest on the police union boss giving cops advice on leaving the city. matt, good evening. >> reporter: good evening, trace. a short while ago i spoke with that la police union boss who wrote the controversial comment on facebook. she tells she stands by her comment explaining she was offering advice to any lapd officer who might want to leave the department for better benefits or leave a city that recently has not been supporting police. >> i don't regret the comment because when officers go to -- or even think about going to a new agency, they put a lot of time and work into it. and what i was trying to do is was ensure that they went to an agency that pays them well, that values them, that respects the work that they do. that has a great pension. >> reporter: she tells me she wrote the comment on a community facebook page geared toward police, that comment has since

been deleted. the full comment read go somewhere that respects the work you do and you don't have to beg for a great contract. go somewhere that has a city council or city manager that openly acknowledges the great work that you do. go somewhere that doesn't have two or more city council members who hate you, no exaggeration. the union leaders advice about potentially leaving lapd comes at a time when the department is down a staggering 1,000 officers however jeretta tells us she does feel supported by current mayor bass negotiated for better benefits. tonight they responded to the facebook post writing the mayor's number one job is to keep angeline 0 safe, she remains concerned about the number of officers retiring and the budget reflects that concern, contract conversations are ongoing. now, earlier this year, bass proposed a $119 million budget increase for lapd, and proposes recruiting 500 new officers. ten years ago, lapd's force stood at 10,000 officers.

vik bija.j. always good to have you. news week wrote this about losing police officers, quoting the initial hope was this would be a passing wave but morale continues to be low and the desire to join the profession is nowhere to be found. it is no longer a passing wave it is more like a tsunami with all its disastrous consequences and we're seeing this play out. the consequences are more and more in these cities becoming disastrous. >> you hit the nail on the head why do people become law enforcement officers? many time it's legacy, grandfather, father, mother, aunt were police officers and they do what the generations did before and did well but now it's increasingly difficult. you can make 60, 70, maybe $80,000 after a few years being a law enforcement officer but you're target number one. you have the subject always being virtually recorded put out there on social media and all you have to do is read the paper, tune into any of the news

stations and you're going to see law enforcement officers as defendants being prosecuted much more so for the same conduct rather than defendants. the focus is on the defendant not the law enforcement officers and it has to change. >> trace: they're watching everything you do but nobody has your back. a slim majority of adults say the police are doing a fair, 13% or poor, 13% job of controlling crime in their community. the whole point here is, that's 52% that are blaming police. police aren't making the laws. they're not the ones enforcing the laws. >> well, they're there to enforce the laws, right, trace, but they're not creating the laws. here's the problem. there are bad apples. unfortunately, the one percent or less than one percent of the law enforcement officers that are doing their job poorly become 100% of the publicity regarding law enforcement officers through social media and through anti law enforcement outlets.

dna profile which is very fortunate but it isn't the type of numbers that we're all accustomed to hearing in court. >> trace: and i'm wondering if you think this will lead to them using igg or investigative genetic genealogy. is there enough to use that? is that feasible in this scenario, cc? >> you know, we don't know if they did ploy investigative genetic genealogy to help identify him. the da declined to reveal all of the dna evidence at the press conference. now, they certainly could have, and that is because technology has advanced to such a degree that we can use rootless hair to perform investigative genetic genealogy. so we don't know if this hair had a root on it but i'm suspecting it may not have which is why they turned to midochondrial dna in their investigation but they certainly have used investigative genetic

kevin good evening. >> reporter: good evening, trace. at first blush the top headline makes it seem like, you know, things are rolling over in biden world. after all, we're talking about raising over $72 million from april through the end of the second quarter of 2023 and, yes, while that sounds great, in some ways it is. okay. i'll give you that. but there's also another view, according to experts, and they seem to feel like it's a bit troubling. according to the new york times, small donor donation persist, small dollar donations, talking about anything under a couple hundred bucks accounted for only $10.2 million in biden's fundraising and that amount is less than half the $21 million former president barack obama received over the very same period during his reelection campaign. >> in the year in which we live, you really need a large number of small dollar donors who can give and give and give and give again, because once you get a big donor to give the $3,300
