can you explain what a target letter is and how it applies in this case? >> sure, a target letter is a tool used to send people a message to say, you are about to be indicted, if you want to avoid being charged, go before the grand jury yourself, which you don't have a right to do in the federal system. more often than not it takes low to mid-level people to work out a deal against higher ups. >> laura: pressure on lower-level people to get trump, correct? >> exactly. exactly, to send a target letter to the so-called boss of anything is not something you generally see. it is definitely odd, it strikes me as a publicity stunt more so than anything else. >> laura: here is mccabe about the charges trump could face.
