worse problems. it is about incentives. you are incentivizing people to commit crimes. you are dis- incentivizing the police to make arrests and also the people affected by this are minority communities from which the criminals, and they go back into those communities and commit other crimes. i am happy to see people getting arrested in illinois. in new york, there is a failure to arrest and prosecute and to bring it back to the issue of hatred. the community feeling this the most is the jewish community. we have the highest percentage of hate crimes against jewish people and there is a failure to prosecute and if you prosecute, there is a failure to give
