starting to take shape. >> bill: six candidates have met the polling and fundraising criteria including the following. former president donald trump, the governor ron desantis and vivek ramaswamy. >> dana: mike pence is looking in. struggling to gain traction. he insists he will make it to milwaukee. >> before i let you go, you have not yet qualified for the first republican debate. it is a month away. how far are you from reaching the 40,000 donor requirement? >> we make the polling requirement very easily. i'm humbled at the support around the country, which is one of the criteria. having 40,000 individual donors we are working around the clock. we have a month to go. i'm confident we'll be there. >> bill: four weeks plus time is ticking. new fox polling shows from fox business they show that former president trump still dominating the field. the numbers are really strong for him. he has not committed to our debate just yet.

that could provide an opening for other republicans on stage. >> dana: bill mcgurn and rich lowry are here with reaction. let's go to griff jenkins and get the lay of the land in washington. >> here we go. we're getting a better picture where the field stands with the fox business polling giving us numbers from the early states. former president trump having a commanding leading in both. in south carolina he is out front with 48%. nikki haley 14%. desantis in third at 13%. chris christie was courting voters over the weekend in the low country while back in the -- like francis suarez making the case there is plenty of time for things to change. >> we should the shuffling happening. people dropping and other people emerging. time will be our ally. getting on the debate stage is

essential. there are five opportunities. >> in iowa 46%. tim scott running third at 11%. meanwhile vivek ramaswamy who qualified for the debate looks the shore up more support today hosting a fundraiser today. >> we're approaching 70,000 unique small dollar donors that lifted up this campaign in addition to the large sizeable personal investments i've made. my whole point is we don't want a super pac puppet. we want a patriot who speaks the truth. that's what i'm bringing to the race. >> that's a snapshot of where things stand. the question is will trump show up at the debate? if he doesn't, what impact will it have on the race? bill and dana. >> dana: thank you, griff. >> bill: bill mcgurn and rich lowry looking all handsome on a monday morning. good morning.

our first debate last cycle and and a half ago was august of 2015. here were the numbers in june of 2015. jeb bush 22, scott walker 17, marco rubio 14, and donald trump was at 1%. >> yeah. just shows polls are snapshots in time and there is lots of time to go in the race. but there is big difference between donald trump and jeb bush. donald trump is in a dominant position in the republican party since 2016. 30-point lead and still the biggest gorilla in the room. how you loosen his grip on the party is a really tough challenge. >> bill: i would argue two months later when we had the debate is when it changed. debates can change. >> dana: in iowa a fox business poll continuing here, donald trump at 46%, desantis 16, tim scott 11. desantis tried to say this is a two-man race but you look also

south carolina as well, 48, nikki haley 14%. ron desantis 13. is it a two-person race? >> i think so much can change, like we said. polls are just snapshots. i don't think anything is going to change until either debate or an actual primary. then you find some may not have won but come at a high second and a lot of the second or third tier candidates drop out. all those consolidate. i have a feeling that trump's vote, a lot of people are not really necessarily going to vote for donald trump. when a pollster calls, they know to say trump and they are really saying i don't believe anything you guys do. i think it is all a lie. trump, trump, trump and i'm not sure that necessarily means donald trump will win.

he seems to be calculating correctly that he can skip the debates and make them squabble among themselves or he will look higher. the danger, as you know, like playing a basketball game. you sit on a lead. the danger is you lose momentum. i'm not sure how solid his support is. >> bill: is there incentive for trump to step out now or do the other 5 or 6 going to take shots? >> he can't skip every debate because it seems arrogant. skipping the first one and letting everyone train their fire on ron desantis makes a lot of sense. the problem desantis has trump is stomping on him from above and the other candidates, vivek and some of the national polls and tim scott eating away from below. so the real risk for desantis is what if some of these other polls look like south carolina where he is in third place? the argument dana is making i'm the only alternative is much

harder to make. >> dana: you see media narratives take hold, right? last week desantis campaign in trouble. campaign is changing. now he is on the ropes for -- everybody is going after him including the media. which tends to be his strength but, bill, over the weekend there was a canalith that bubbled up about the curriculum in florida and the suggestion -- the accusation like kamala harris would say ron desantis endorses an idea that would say slavery was a jobs program and slaves got individual skills in order to use them later on in life and kamala harris, was quite decks tress. i want to go to florida and hit on this and now this is something desantis has to deal with. >> it is something that's a flash in the pan. what else will they say on education? who is responsible for defrauding so many kids on education, especially minority

children? desantis has a good record on it. it is the price of being up in the top. they will snipe at you. so i don't think there is much there there. they would rather talk about that than who kept the schools closed, the indoctrination you have in the states. so i think this is a distraction. of course, the media eagerly picks it up, republican woes. >> it's a lie about the florida curriculum. the whole thing is geared to what enormity slavery was and how horrible it was. 109 items you want your kids to learn about civil rights law and slavery. o one line some slaves gained skills. slaves who didn't accept their position. >> chris christie qualified. one of the criteria you have to

sign the pledge to back the eventual nominee. he said he will not do that if it's donald trump. so will christie be there? >> he has to be there. the whole rationale of his campaign is to be there and this pledge is not enforceable. there will be some way to work it out. no way he will do all this and not show up. >> dana: i'll take it as seriously as donald trump did. that's a pretty good line for him. >> what she said. >> dana: what i said. i love that. great to see you both. hunter biden is expected to plead guilty to a pair of misdmi misdemeanor tax charges. he called his dad dozens of times to impress his overseas partners. phone a friend. lucas tomlinson live at the white house with more. >> president biden has long

>> dana: fox news alert. police have found a soundproof room in the home of accused gilgo beach serial killer rex heuermann. he may have killed one female victim at his house in long island. investigators are searching for potential trophies in a chevy avalanche belonging to heuermann seized from his brother's property in south carolina. more to come. >> bill: another deadly weekend in chicago. at least six people are shot dead and dozens wounded in shootings across the city. no word on all of this from the brand-new mayor, brandon johnson. garrett tenney has the coverage live in chicago now. garrett. >> so far crime in the windy city has not improved under new progressive mayor brandon

johnson. in most cases it has gotten worse. as we often see this weekend many of the victims caught in the crossfire are children. on friday a 13-year-old boy was riding a bicycle on the south shore neighborhood and someone drove by shot him and sent him to the hospital. police found a 16-year-old boy shot multiple times in the chest. he ultimately passed away. heavy downtown area sees its share of crime as well. late friday one block from the famed michigan avenue a 40-year-old man ran into a hotel lobby to take cover after being shot in the stomach while walking on the sidewalk and later died at the hospital. so far no suspects are in custody in any of those shootings. city wide at least six people were killed this weekend and 27 injured in shootings. so far this year, the already-high number of shootings and murders are down compared to a year ago slightly. but crime in every other

category is on the rise. that is going to continue to be a challenge for city and state leaders who are taking a more progressive stand on crime and also trying to get it under control ahead of the democratic national convention coming to chicago over a year from now. bill. >> bill: garrett, another monday on chicago streets. stunning stuff. wait to hear the mayor when he is ready to talk. garrett tenney live in chicago. >> now ukraine is in a battle to get back more of the land that russia seized from it. it has already taken back 50% of what was initially seized and now taking back more. it is early days of the counter offensive. it was stuff. >> dana: antony blinken yesterday on ukraine's gains. let's bring in retired four star general jack keane. there is news that just crossed

the wires a few moments ago. that is that russia has hit with drones a ukrainian danube river tributory port used to transport grain. why is this interesting in particular? it's about 200 yards from nato member romania across the river there. so in some ways it feels like russia is getting a little closer to the nato countries. is it because of the grain issue or they want to get our attention? >> certainly the grain issue is part of it. they blasted the port facilities in odessa, the main port that exports the grain and also attacked agricultural infrastructure. this is a bit more of a reach certainly but the same objective. also russia probably knows that romania will be one of the places where the f-16 pilots are going to be trained. so yes, let me just footnote

something here. the eastern europey an countries like romania are the strongest supporters of ukraine for sure. why? at one time they all lived under the soviet union and don't want to go back to any of that. >> dana: the other thing you mentioned the f-16s. antony blinken also said it could take months and months to get the f-16s there. brit hume had a tweet saying the biden position of helping ukraine for as long as it takes but not for -- not with as much as it takes and that we see this result here. is this war right now in a stalemate in your opinion? >> it's not there yet but it is coming close to it. the defense has turned out to be tougher than expected. russians have had months to put in mine fields. they are in a belt that's miles long. the ukrainians had to wait to get all the equipment from the

europeans and the united states and they didn't get all of it. for example, the breaching equipment that they need to get through the mine fields and the other obstacles onto got 15% of that. so what they're doing as opposed to taking tanks and armored vehicles and going into the mine fields and watching them get blown up, they are putting their foot infantry in there at night sneaking them in trying to get around the mine fields, through the mine fields quietly and then fight the russians in the trenches. they have some success doing that. but that is very slow and they moved a few miles in but they have to get to 60 miles to get to their objectives. yes, it is very frustrating to watch the slow roll of equipment into ukraine. ukraine had no -- couldn't wait any longer. they knew they were handicapped but felt they had to make a move and get on with this counter offensive. the good news is inside europe, dana, there is a sea change taking place.

the united states saw it at the nato meeting. italy, france, spain, nordic countries have joined the eastern europey an countries along with the u.k. pressuring the united states let's stop this strategy we'll be there for as long as it takes. let's give them everything they need now to end it as soon as it takes. let's bring it to an end. the european countries are there. >> dana: we have a quote from a ukrainian commander that goes to that and get your reaction. he says we're trading our people for their people and they have more people and equipment. so the nato allies, europe, america, we have i guess -- do we have the capability to give them what it would take to match what they need? >> oh, yeah, absolutely. there is a pre-position storage site in germany we have that has hundreds of armored vehicles, breaching equipment, artillery,

everything. all u.s. equipment. to put equipment across oceans so we don't have to take it across the ocean and just take the troops across. why is that equipment in germany? in case we fight a war with russia. i would submit the war with russia is on and we should have given it to them a long time ago. a glaring example of what we could truly do to make a difference. ukrainians wanted the f-16s last year. now we get around to the fact to do that. it's the europeans that drove that. the europeans drove the tanks and armored systems. the europeans have now giving the ukrainians long range cruise missile systems and we still haven't given the attack them. there is tension inside nato we haven't seen before. the truth is, the united states owns most of the equipment that the ukrainians really need. that's just the simple facts of

posing as a german heiress. she inspired the netflix drama inventing anna. >> dana: did you watch that? >> i did not. >> dana: her voice drives me nuts. i watched for 30 seconds and i had to turn it off, yes, there she is. college towns are changing the political map across the country and that's bad news for republicans. of the 171 cities across the u.s. officially declared college towns, 38 have flipped from red to blue since the 2000 presidential election. counties where democrats used to pose modest wins are solid blow-outs for the party. clay travis joins us now from outkick. the statistic we have here. college towns that went from solid -- from reddish and they weren't really red. they are now strongly blue. al gore in 2000 won in athens, georgia, by 11.5%.

in 2020 biden got 42%. let's go to dane county, wisconsin. biden won by 52%. this trend is not necessarily good at least for college towns if you are a republican. what should they do? >> well, i would hope first of all that thanks for having me on. a lot of those kids are probably still registered in the state of georgia somewhere else. so it may be for a lot of them just shifting the vote from wherever their home county is to whenever they are going to college. where it would become a big issue is if a lot of kids are out of state and changing their residence. let's say you go to the university of wisconsin and from new york, and new york is not going to be a close state and instead of voting in a state that is not going to be particularly close, that republicans are going to lose, democrats will win, you go and switch strategically to a state

where it is going to be very competitive and your vote could have way more impact in the electoral college. this is part of the gamesmanship. i will say i'm super optimistic, guys, that what we're seeing is a resetting of the american voting system post covid where red has gotten redder and blue has gotten bluer. the challenge is we'll be about a decade behind in terms of reallocating electoral votes. it won't be until 2030 that we have a new census. in the meantime in a state like florida where you've seen population soar or texas or tennessee we'll vote based on older aspects of population details where a state like california retains more votes than it otherwise would where they have been losing population. i think this is part and parcel of us being a decade behind. >> bill: you spend a lot of time in college towns with the football tour and you can get a sense what people are saying. >> that's right.

>> bill: last week presidential cycle -- i don't see a big deal here. 18 to 29-year-olds in 2012 went for barack obama over mitt romney 60/37. 2016 they went to trump 55/37 over clinton. 2020 they come back to with the same numbers in 2020 as we saw in 2012, with biden at 60%, donald trump at 36. we'll watch where it goes. interesting article to read. check out the counties yourself and study it. clay, the women had a great victory friday night watching them against vietnam. the vietnamese women sang their national anthem with gust o. the american women who pretty half hearted. the american women, three -- well, three sang the song of the 10 or 11. a handful had their hand over their heart and the others had hands tucked behind their back and quiet.

are we in for another debate on this thing as the world cup rolls on watching a team that is the favorite to win? >> this is the situation that unfortunately has been created surrounding our national anthem since colin kaepernick took a knee. we pay more attention to it than we ordinarily would. the women should focus on, 15 games played so far in the u.s. women's world cup. without knowing a single player outside of the u.s. women's team, i don't know anybody else playing in the rest of the women's world cup, i have picked the winner 12 out of 15 times. i've gone 12, 1-2 on gambling. two have been draws. i've done it just by assessing basic human rights in those countries. that is you don't need to know a single player, my theory is if women are unlikely to be able to

heaters use condensing technology. it will cut emissions over 30 years and save consumers $198 billion over that same time frame. industry sources say these energy efficient water heaters are already available on the market and the difference in cost is sizeable. a search for these products shows energy efficient water heaters cost as much as 2 or 3 times as much as a standard water heater. >> this may not be a viable option to come out with a high upfront cost to think about a long-term savings. it is all about whether or not you have that available cash to be able to do that up front as opposed to utilizing what you have now. >> the latest appliance to be the target of the biden administration regulatory mandate. already rules taking aim at gas stoves, washing machines, air conditioners, refrigerators. if this rule on water heaters is approved it would take effect in 2029.
